4. Declaration on the third paragraph of Article 21 of the Treaty establishing the European Community The Conference calls upon the institutions and bodies referred to in the third paragraph of Article 21 or in Article 7 to ensure that the reply to any written request by a citizen of the Union is made within a reasonable period.
