1. INLEIDING

Europa staat voor klare en urgente uitdagingen. De globalisering biedt nieuwe kansen en stelt nieuwe eisen. Modernisering is essentieel, wil Europa zijn historische verworvenheden op het gebied van welvaart, sociale samenhang, milieubescherming en levenskwaliteit behouden en de nodige werkgelegenheid scheppen. Europa kan het best reageren door het potentieel van zijn bevolking in te zetten en zijn gemeenschappelijke waarden zowel in Europa als overal ter wereld te bevorderen. De Commissie wil deze uitdaging in haar werkprogramma voor 2006 aangaan.

Aan het begin van haar mandaat heeft de Commissie haar voornaamste strategische doelstellingen voor dit decennium vastgesteld: welvaart, solidariteit, veiligheid en Europa als mondiale partner. Deze doelstellingen blijven onveranderd en staan in de werkzaamheden van de Commissie dan ook centraal. Zij zorgen voor het nodige evenwicht in de werkzaamheden van de Unie: een mengeling van maatregelen die Europa in staat stellen tegelijkertijd concurrentiekracht en sociale gerechtigheid na te streven, zijn burgers te beschermen en hun vrijheden te bevorderen, binnen Europa activiteiten te ontwikkelen en de Europese waarden in de buitenwereld te propageren. Concrete maatregelen nemen om deze doelstellingen te bereiken, is de beste manier om de Europeanen ervan te overtuigen dat de EU een wezenlijke rol speelt bij de oplossing van de problemen waarmee Europa wordt geconfronteerd.

Het Wetgevings- en werkprogramma van de Commissie (hierna het “werkprogramma”) voor 2006 houdt ten volle rekening met de huidige economische en politieke tendensen en met de positie van Europa ten aanzien van diverse belangrijke strategische dossiers. Vooruitgang op deze gebieden zal de Europese Unie helpen haar doelstellingen in 2006 te verwezenlijken.

De Europese Commissie heeft zich sterk ingezet voor de ratificering van de grondwet en heeft de lidstaten bij hun voorlichtingscampagnes geholpen. Met de grondwet zou een grote stap worden gezet op weg naar een democratischer, transparanter en doeltreffender Europa dat sterker staat tegenover de buitenwereld. De Commissie betreurt dan ook dat de grondwet onder de huidige omstandigheden waarschijnlijk niet in de afzienbare toekomst zal worden geratificeerd. Maar als het debat over de toekomst van Europa actief en doeltreffend kan worden voortgezet, zal een grote leemte worden opgevuld en een stevige basis voor de toekomst worden gelegd. Met haar “plan D” voor democratie, dialoog en debat zal de Commissie actief deelnemen aan de nationale debatten en daarbij alle nodige steun verlenen. Inmiddels kan de European Unie het best haar waarde aantonen door het beleid te voeren dat de Europeanen nodig hebben.

Een akkoord over de financiële vooruitzichten – waaraan hard moet worden gewerkt zodat het voor eind 2005 kan worden gesloten – zal beslissende gevolgen hebben voor de werkzaamheden van de Commissie ten behoeve van het uitgebreide Europa. In 2006 moeten intensieve voorbereidingen worden getroffen om te verzekeren dat alle financieringsprogramma’s vanaf 1 januari 2007 volledig operationeel zijn.

Dat over deze onderwerpen hevige discussies worden gevoerd, neemt niet weg dat Europa dringend moet handelen. Wij kunnen het best laten zien waartoe Europa in staat is als wij concrete maatregelen nemen en de burgers een tastbaar bewijs leveren van wat Europa te bieden heeft.

In het werkprogramma wordt uiteengezet wat de Commissie zal doen om deze doelstellingen in 2006 te bereiken:

- Voor de welvaart wordt 2006 een kritiek jaar waarin de strategie van Lissabon voor groei en werkgelegenheid in daden moet worden omgezet. Europa moet een klimaat bevorderen waarin burgers en bedrijven hun potentieel ten volle kunnen ontplooien.

- Solidariteit houdt de ontwikkeling in van een samenhangende Unie, die gezamenlijke verantwoordelijkheden en de welvaart bevordert. Solidariteit vereist ook dat we samenwerken om uitdagingen op lange termijn, zoals demografische veranderingen en klimaatveranderingen, aan te pakken.

- De burgers eisen maatregelen om de veiligheid te waarborgen. Aan deze eis kan alleen worden voldaan door bij de bestrijding van misdaad en terrorisme, de bevordering van de gezondheid en de minimalisering van risico’s samen te werken.

- In haar buitenlandse betrekkingen moet de Unie ook in de toekomst haar stem duidelijk laten horen. Daarbij moet zij zich vooral richten op de voorbereiding van toekomstige uitbreidingen, op haar buurlanden en op Afrika. Zij moet ook in de wereldeconomie haar volle gewicht in de schaal leggen om ervoor te zorgen dat de globalisering iedereen kansen biedt.

De Commissie streeft deze doelstellingen op veel verschillende manieren na. Haar rol als regelgever en toezichthouder is doorslaggevend voor een doeltreffende werking van de Europese markten, waar gelijke concurrentievoorwaarden bestaan. Gezien haar uitvoerende rol is zij er in het bijzonder verantwoordelijk voor dat haar programma’s, bijvoorbeeld op het gebied van onderzoek, mobiliteit van studenten en ontwikkelingshulp, in de praktijk goede resultaten opleveren. Zij onderhandelt buiten de Unie en vergemakkelijkt de samenwerking binnen de Unie.

Veel van deze lopende acties zullen in 2006 een kritieke fase bereiken. Dit geldt ook voor de uitvoering van de strategie van Lissabon voor groei en werkgelegenheid. Er zullen voorbereidingen worden getroffen voor een nieuwe generatie programma’s op gebieden zoals de structuurfondsen, plattelandsontwikkeling, innovatie, onderzoek en onderwijs. De Doha-ontwikkelingsronde zal waarschijnlijk de slotfase ingaan.

De Commissie wil deze doelstellingen ook verwezenlijken door middel van nieuwe raadplegingen om meningen en nieuwe ideeën te verzamelen over hoe Europa kan handelen. Voorts wil zij nieuwe initiatieven nemen om beleidsmaatregelen met een duidelijke Europese meerwaarde te coördineren. De bijlage bij dit werkprogramma bevat een lijst van prioritaire acties voor 2006. Zoals in 2005 verbindt de Commissie zich ertoe deze acties uit te voeren.

Bovendien zal de Commissie zich concentreren op de kwaliteit van deze acties door een strikte toepassing van betere regelgevingsmethoden: vereenvoudiging, modernisering, overleg en een zorgvuldige beoordeling van de impact van het beleid zijn essentiële doelstellingen die de Commissie bij al haar werkzaamheden als leidraad zal hanteren. 2006 wordt het eerste jaar waarin de Commissie haar nieuwe vereenvoudigingsstrategie toepast. Daarbij wordt steeds geprobeerd de wetgeving af te stemmen op de veranderende behoeften van regelgevers en gebruikers.

De EU heeft ook een ambitieuze agenda nodig om de “communicatiekloof” over Europese thema’s te dichten. Deze agenda moet door alle Europese instellingen, de lidstaten en het maatschappelijk middenveld worden opgesteld en uitgevoerd. Het Witboek over communicatie zal zo in 2006 in praktische maatregelen worden omgezet om te voldoen aan de belofte van de Commissie om de banden met de burgers aan te halen en de democratische funderingen van het Europese project te versterken.

De Commissie vervult een sleutelrol bij de bevordering van Europese acties, maar zij is slechts een van de vele actoren. De Europese Unie zal haar doelstellingen alleen bereiken als ook haar instellingen, de nationale, regionale en lokale overheden en de burgers zelf deze doelstellingen nastreven. Bij de ontwikkeling en de uitvoering van haar beleid moet de Unie steeds naar partnerschappen streven.

Bij de opstelling van haar werkprogramma voor 2006 kon de Commissie gebruikmaken van de reacties van het Europees Parlement en de Raad op de jaarlijkse beleidsstrategie voor 2006. Uit deze discussies is gebleken dat de drie instellingen de voornaamste beleidsdoelstellingen delen en dat er ruime overeenstemming bestaat over de voornaamste actielijnen die nodig zijn om deze doelstellingen te bereiken. De nieuwe kaderovereenkomst tussen het Europees Parlement en de Commissie heeft met name geleid tot gedetailleerde voorstellen over de vertaling van deze doelstellingen in concrete acties. Bij de ontwikkeling van dit werkprogramma is ten volle rekening gehouden met de standpunten van de andere instellingen.

2. WELVAART

Een essentiële functie van het overheidsbeleid bestaat erin de nodige voorwaarden te scheppen ter bevordering van de welvaart van burgers en bedrijven. Dit betekent stabiele regelgevingssystemen, geschikt economisch beleid, economische kansen bieden en in een geschoolde en ondernemingsgezinde bevolking investeren. Dit houdt in dat alle relevante aspecten van de EU-werkzaamheden aan de hoogste normen voor een betere regelgeving moeten voldoen. Een van de hoofdtaken van de Commissie in 2006 is grotere inspanningen te leveren om de voorwaarden te creëren die nodig zijn om de groei te bevorderen en om meer en betere banen te scheppen.

De Unie heeft in de strategie van Lissabon voor groei en werkgelegenheid een stappenplan opgenomen. 2006 wordt een kritiek jaar voor de concrete omzetting van dit plan. Dit betekent dat voor de Commissie een speciale taak is weggelegd bij het toezicht op de uitvoering van de herziene strategie op het niveau van de lidstaten en van de Unie. Partnerschap met de lidstaten is essentieel om te verzekeren dat de geïntegreerde richtsnoeren voor macro-economisch beleid, micro-economische hervormingen en werkgelegenheid worden aangehouden en door alle hoofdactoren krachtdadig worden ondersteund. Op de Europese Voorjaarsraad zal de Commissie verslag uitbrengen over de vooruitgang die op nationaal niveau – in het kader van de 25 door de lidstaten goedgekeurde nationale hervormingsprogramma’s – en op EU-niveau is geboekt en zal zij de in het communautaire Lissabon-programma van juli 2005 aangekondigde maatregelen presenteren.

Kennis en innovatie voor groei en betere banen

Vaardigheden en kennis zijn de voornaamste troeven van Europa om economische groei te bevorderen en werkgelegenheid te scheppen maar er kan nog veel meer potentieel worden aangeboord.

- Kennis kan door een excellente infrastructuur worden bevorderd. Een Europees Instituut voor Technologie (EIT) zou op bestaande capaciteit kunnen voortbouwen en op het gebied van kennis en innovatie in Europa een voortrekkersrol kunnen spelen. Tegelijkertijd zal de Commissie de nodige voorbereidingen treffen om het nieuwe kaderprogramma voor onderzoek vanaf 2007 van start te laten gaan. In het kader van het initiatief i-2010, zal een actieplan voor e-overheid zich toespitsen op de verbetering van de interactie tussen overheden, burgers en bedrijven.

- Kennis moet kansen krijgen om een maximaal effect te sorteren. De Commissie zal in het kader van het Europees Jaar van de mobiliteit van de werknemers een betere geografische en beroepsmobiliteit nastreven en daartoe de transparantie, overdraagbaarheid en erkenning van kwalificaties in de Unie bevorderen.

Investeren en werken in Europa aantrekkelijker maken

- Het Europese ondernemingsklimaat is sterk afhankelijk van de werking van de interne markt. Dit betekent dat voortgang moet worden gemaakt met acties op gebieden als staatssteun en ondernemerschap en dat de capaciteit van het MKB om te groeien en banen te scheppen, moet worden vergroot. Belastingvoorschriften voor grensoverschrijdende situaties moeten worden vereenvoudigd en gerationaliseerd. Er zal ook een nieuwe generatie douane- en belastingsprogramma’s worden opgezet met het oog op een betere en eenvoudigere samenwerking tussen nationale stelsels. Daarnaast zal een strategie worden ontwikkeld om de strijd tegen belastingfraude op te voeren. Aan het concurrentievermogen van sleutelsectoren, zoals de automobiel- en de defensiesector en elektronische communicatienetwerken en -diensten, zal bijzondere aandacht worden besteed.

- Andere sectoren die voor de groei een sleutelrol vervullen, zijn de Europese vervoerinfrastructuur en de Europese energiemarkt . Niet alleen zal de nieuwe fase voor trans-Europese netwerken worden voorbereid, er zal ook een nieuw initiatief ter bevordering van het vrachtvervoer per spoor in geheel Europa worden gelanceerd. Terwijl de interne energiemarkt wordt voltooid, zullen verder nieuwe technologische oplossingen worden ontwikkeld om aan de energiebehoeften te voldoen. Daarbij zal het accent worden gelegd op technologieën voor schone steenkool en hernieuwbare energie. Ook het Galileo-systeem, een Europees vlaggenschip, zal een nieuwe praktische ontwikkelingsfase ingaan.

- Wat het vrije verkeer binnen de interne markt betreft moet bestaande wetgeving nauwlettend op doeltreffendheid worden getoetst. Er zal naar verdere vereenvoudiging worden gestreefd om een vlotte doorstroming op de interne markt te bevorderen en de groei te stimuleren. In wetgevingsvoorstellen zullen de grondbeginselen van de interne markt worden bevorderd. Daarnaast zullen specifieke sectorale voorstellen voor postdiensten, overheidsopdrachten, effectenclearing en -afwikkeling en de banksector worden onderzocht. Deze voorstellen zullen worden aangevuld met lopende analyses op gebieden als investeringsfondsen, hypotheekkrediet, solventie van verzekeringsmaatschappijen en publiek-private partnerschappen.

Uitbreiding van de eurozone

- Een stabiel macro-economisch klimaat is voor groei absoluut onontbeerlijk. Het beheer van de eurozone door de Commissie treedt in een nieuwe fase waarin de toekomstige uitbreiding van de eurozone wordt voorbereid en wordt beoordeeld of de nieuwe kandidaten klaar zijn voor de invoering van de euro.

3. SOLIDARITEIT

Solidariteit en sociale rechtvaardigheid zijn voor de werking van de EU van cruciaal belang. Het gaat hierbij om de vraag welke samenleving wij voor onszelf en voor de komende generaties willen opbouwen. Het gaat om de bevordering van levenskwaliteit en de erkenning van gedeelde verantwoordelijkheden zoals de bescherming van het milieu. Het gaat om de bevordering van een gezonde maatschappij waarin de burgers positief staan tegenover veranderingen als middel voor welvaart en veiligheid.

Zo ver zijn we echter nog niet. Europa staat nu voor diverse uitdagingen die alleen door middel van gecoördineerde en vastberaden maatregelen kunnen worden aangegaan. Hier kan de Unie voor een duidelijke toegevoegde waarde zorgen. Doeltreffende beleidsmaatregelen ter bevordering van cohesie en plattelandsontwikkeling zijn in overeenstemming met de strategie van Lissabon voor groei en werkgelegenheid. 2006 wordt een beslissend jaar, met nieuwe programma’s die de uitgaven de komende zeven jaar op doeltreffende wijze op convergentie en concurrentievermogen moeten concentreren. Hervormingen in de landbouw en de visserij hebben het pad al geëffend voor duurzaamheid en een groter concurrentievermogen. Diensten van algemeen belang zijn voor de Europese burgers van cruciaal belang en de Commissie zal het nodige doen om te verzekeren dat in alle EU-beleid met de vraag naar dergelijke diensten ten volle rekening wordt gehouden. Bedreigingen voor het Europese milieu hebben een grensoverschrijdende en wereldwijde dimensie en vergen een sterk EU-leiderschap.

Problemen op lange termijn nu aanpakken

- De veroudering van de Europese bevolking zal grote gevolgen hebben voor onze welvaart, voor onze levensstandaard en voor de betrekkingen tussen de generaties. Hoewel vele problemen in verband hiermee onder de verantwoordelijkheid van de lidstaten vallen, moet ook de EU optreden. Als vervolg op het in 2005 gelanceerde debat zal de Commissie ideeën naar voren brengen over de bijdrage die de Unie kan leveren om het demografische verouderingsprobleem in Europa aan te pakken.

- Om aan de behoeften op de arbeidsmarkt te voldoen, maar ook om illegale immigratie tegen te gaan, is het van cruciaal belang dat de migratiestromen doeltreffend worden beheerd. Dit vereist een alomvattend en evenwichtig antwoord, in overeenstemming met de Europese humanitaire tradities.

- Klimaatverandering is een andere uitdaging op lange termijn. Natuurrampen die steeds vaker voorkomen en steeds meer schade aanrichten, hebben al duidelijk gemaakt hoe hoog de kosten zijn als niets wordt gedaan. 2006 wordt een kritiek jaar voor de multilaterale klimaatonderhandelingen, waarbij in het kader van het Kyotoprotocol verbintenissen voor de periode na 2012 moeten worden aangegaan. Om haar streefdoelen te bereiken, moet de EU ook belang blijven hechten aan maatregelen ter bestrijding van klimaatverandering, door middel van nationale toewijzingsplannen en maatregelen zoals de inpassing van de luchtvaartsector in de regeling voor de handel in emissierechten. Het is ook tijd om na te gaan hoe op de bestaande vrijwillige overeenkomsten met de industrie kan worden voortgebouwd om de CO2-emissies van auto’s te reduceren.

Duurzaam beheer van rijkdommen

- Een duurzaam beheer van onze natuurlijke rijkdommen beantwoordt aan sociale, economische en milieubelangen op lange termijn. Hervormingen in de wijn-, fruit-, groente- en bananensector zullen de laatste fase van het huidige landbouwhervormingsproces inleiden en de tendens naar een groter concurrentievermogen bestendigen.

- De recente sterke stijging van de olieprijzen heeft duidelijk gemaakt hoe belangrijk een veilige, concurrerende en duurzame energiebevoorrading voor Europa is. Inspanningen om de risico’s te beheren en te reduceren, zullen worden opgevoerd, met name door energie-efficiëntie en hernieuwbare energiebronnen te bevorderen en door alle aspecten van de potentiële ontwikkeling van biobrandstoffen te onderzoeken.

- Het beheer van de rijkdommen heeft ook te maken met de bescherming van ons natuurlijk erfgoed. De biodiversiteit neemt in Europa en overal ter wereld nog steeds af als gevolg van de toenemende druk die uitgaat van de mens: er zijn nieuwe maatregelen nodig om het verlies aan biodiversiteit in Europa voor 2010 zoals gepland te kunnen stopzetten. Ook moet worden opgetreden om de gevaren van pesticiden voor de gezondheid en het milieu te reduceren en om de luchtverontreiniging beter te bestrijden.

Een meer samenhangend Europa bouwen

- Steeds bestaat het gevaar dat bij de ontwikkeling van overheidsbeleid onvoldoende rekening wordt gehouden met de effecten die verschillende beleidsvormen op elkaar uitoefenen. De nieuwe strategie voor de scheepvaart zal als eerste een nieuwe, geïntegreerde benadering volgen voor de ecologisch duurzame ontwikkeling van een bloeiende scheepvaartsector, gesteund door expertise in mariene wetenschap en technologie.

- Cohesie houdt in dat de Unie verantwoordelijk is voor de totstandkoming van gemeenschappelijke normen die gepaard gaan met open grenzen, mobiliteit en een interne markt. De huidige arbeidswetgeving moet onder de loep worden genomen in het licht van de voornaamste tendensen en de cruciale vraagstukken voor de komende jaren. Tevens moet het beleid inzake gendergelijkheid en veiligheid en gezondheid op het werk worden versterkt en gemoderniseerd.

- Met de stroomlijning van de open coördinatiemethoden in de sociale sector en de beginnende samenwerking in de gezondheidszorg en in de langdurige zorg biedt de EU de lidstaten meer ondersteuning bij hun inspanningen om de socialebeschermingssystemen te moderniseren en sociale uitsluiting aan te pakken.

- Daar de burgers in Europa steeds mobieler worden, verwachten zij van de Unie oplossingen voor nieuwe grensoverschrijdende problemen op het gebeid van de burgerlijke rechtspraak , zoals bezitsregelingen in echtscheidings- en huwelijkszaken en het grensoverschrijdend afdwingen van uitspraken in civiele zaken, onder meer over schadevergoeding. Bijzondere aandacht moet worden besteed aan de rechten van het kind op gebieden als gezinshereniging, ouderlijke verantwoordelijkheid en mensenhandel.

4. VEILIGHEID

Vrijwel dagelijks worden wij herinnerd aan de gevaren die de veiligheid van de burgers bedreigen. Recente gebeurtenissen hebben hierop weer sterk de aandacht gevestigd. De bomaanslagen van Madrid en Londen, natuurrampen in Europa en elders ter wereld, de bedreiging die uitgaat van de vogelgriep en een mogelijke menselijke grieppandemie, energie- en vervoercrisissen, het zijn alleen maar de meest voor de hand liggende voorbeelden van situaties waarin het gewone leven ondersteboven is gehaald of waar potentiële risico’s waarschijnlijk zijn geworden.

De burgers verwachten terecht dat maatregelen worden genomen om deze uitdaging in Europa en elders ter wereld aan te gaan. In alle gevallen verwachten de burgers doeltreffende gezamenlijke actie van de EU en de lidstaten hebben hier onlangs met het Haags actieplan gevolg aan gegeven. Een doelmatige en realistische aanpak vereist maatregelen op verschillende niveaus en met verschillende middelen, waaronder preventie, bescherming en reactie.

Een veiliger Europa om de Europeanen tegen misdaad te beschermen

- Terrorisme vormt in Europa een permanente bedreiging en kan overal meedogenloos toeslaan. Dankzij een betere coördinatie tussen de lidstaten zullen terroristen doeltreffender kunnen worden opgespoord en gemakkelijker voor de rechtbank kunnen worden gedaagd. Na de bomaanslagen in Londen werden de werkzaamheden op dit gebied bespoedigd en ook in 2006 zal hieraan prioriteit worden toegekend. Europa moet gezamenlijk optreden tegen de financiering van het terrorisme, bij slachtofferhulp en voor een betere coördinatie tussen de rechtshandhavingsinstanties. Er moet meer werk worden gemaakt van een meer doeltreffende grensoverschrijdende netwerkvorming om het terrorisme bij de wortel aan te pakken.

- De grensoverschrijdende dimensie van de georganiseerde misdaad en de geavanceerde middelen die bij de nieuwe vormen van misdaad worden aangewend, vergen gerichte en passende Europese maatregelen. Deze omvatten een coherent informatiesysteem tussen de instanties die bevoegd zijn voor strafregisters en een algehele herziening van de computerbeveiliging.

- In een Europa zonder grenzen is de beveiliging van de buitengrenzen van wezenlijk belang. Men is het erover eens dat hiervoor gezamenlijke maatregelen en strenge gemeenschappelijke normen voor toezicht op zowel goederen als personen nodig zijn. Maatregelen voor bijstand aan de lidstaten met buitengrenzen en de consolidering en aanpassing van de bestaande visumregelingen en douanemaatregelen zullen tot meer doeltreffende controles leiden.

- Europa biedt mogelijkheden om het werk van de rechtshandhavingsinstanties te ondersteunen. De justitiële en politionele samenwerking moet worden opgevoerd om wettelijke hinderpalen weg te werken, de rechten van de burgers te waarborgen en de uitwisseling van relevante informatie en optimale praktijken te vergemakkelijken.

Burgers in hun dagelijkse leven een betere bescherming bieden

- De verbetering van de gezondheidssituatie en van het consumentenvertrouwen en de bestrijding van de gezondheidsrisico’s hebben een duidelijke positieve weerslag op de Europese economie en op het welzijn van de burgers. Een doeltreffend regelgevings- en actiekader voor consumentenbeleid is op Europees niveau van essentieel belang. Op het gebied van voedselveiligheid moeten bedreigingen worden bestreden door middel van gecoördineerde grensoverschrijdende maatregelen met een werkelijke Europese dimensie. Omdat ook samenhangend en doeltreffend moet worden opgetreden, zal een speciaal opleidingsprogramma over voedselveiligheid worden opgezet om ervoor te zorgen dat bij de uitvoering van controles steeds strengere normen worden gehanteerd.

- Ongevallen op zee, in de lucht en op de weg hebben duidelijk gemaakt hoe onveilig vervoer een directe weerslag heeft op gebruikers en personeel van vervoersystemen en daarnaast ook milieuschade veroorzaakt. Dit kan leiden tot hoge economische kosten. Door aan het Bureau voor de luchtverkeersveiligheid en het Bureau voor de spoorwegen een grotere rol toe te kennen, wordt de veiligheid in heel Europa daadwerkelijk bevorderd.

- Ook moet worden gezorgd voor betrouwbare en veilige communicatienetwerken en informatiesystemen , omdat die cruciaal zijn voor de invoering van convergerende digitale diensten.

- De Commissie zal ook haar middelen voor civiele bescherming versterken en de snellereactiecapaciteit van Europa ontwikkelen, zodat deze bij het uitbreken van een grote crisis meteen kan worden ingezet.

5. EUROPA ALS MONDIALE PARTNER

Alleen kan Europa zijn strategische doelstellingen niet bereiken. Buitenlandse gebeurtenissen als de recente textielonderhandelingen met China, de recente hongersnood in Niger, de veiligheidssituatie in Irak en het vredesproces in het Midden-Oosten herinneren ons eraan dat welvaart, solidariteit en veiligheid misschien wel Europese doelstellingen zijn maar niet alleen afhangen van wat we in Europa bereiken. Europa moet meer doen dan alleen maar op de buitenwereld reageren: het moet ook meer anticiperend optreden om de buitenwereld gestalte te geven.

Stabiliteit en welvaart aan onze grenzen

- In de dichtst bij ons liggende regio’s moeten de uitbreidingsonderhandelingen en de stabilisatie- en associatieprocessen voor kandidaat-lidstaten en toetredingslanden worden voortgezet. De monitoringverslagen over Bulgarije en Roemenië die in het voorjaar zullen worden gepubliceerd, zullen vooral op de eindfase van het onderhandelingsproces gericht zijn. De toetredingsonderhandelingen met Turkije en Kroatië zullen worden voortgezet, net als de monitoring in alle kandidaat-lidstaten en toetredingslanden. Voor de Voormalige Joegoslavische Republiek Macedonië zullen verdere ontwikkelingen afhangen van het advies van de Commissie over de toetredingsaanvraag. De onderhandelingen over stabilisatie- en associatieovereenkomsten met Servië en Montenegro en met Bosnië en Herzegovina zullen worden voortgezet zodat deze vóór eind 2006 kunnen worden gesloten.

- In onze buurlanden zullen de Commissie en de partnerlanden voortwerken aan de uitvoering van de bestaande actieplannen en de situatie zal eind 2006 worden geanalyseerd. Het nabuurschapsbeleid is een hoofdprioriteit van de buitenlandse betrekkingen. Het zal worden versterkt en aangevuld met een aantal nieuwe actieplannen voor de landen van de Kaspische Zee en de Middellandse Zee, die stabiliteit en welvaart in de nieuwe partnerlanden moeten bevorderen. In het bijzonder zal met buurlanden naar de ontwikkeling van geïntegreerde energiemarkten worden gestreefd. De Commissie zal ook de weg voorbereiden voor een nieuw institutioneel akkoord met Rusland en Oekraïne en eventueel voor een vrijhandelsovereenkomst met Oekraïne.

Mondiale verantwoordelijkheid

In haar betrekkingen met de ontwikkelingslanden moet de Europese Unie onze nieuwe en ambitieuze verbintenissen gestand doen: 2005 was het jaar waarin verbintenissen voor ontwikkeling werden aangegaan en 2006 moet het jaar zijn waarin deze verbintenissen worden waargemaakt. Als vervolg op de G8-top en de nieuwe verbintenissen in het kader van de millenniumdoelstellingen voor ontwikkeling moet de EU er nu alles aan doen om het gestelde doel van grotere financiële inspanningen (20 miljard euro extra in 2010) te bereiken en om de coherentie en de doeltreffendheid van de hulp van de EU-donorlanden als groep te verbeteren, overeenkomstig de nieuwe EU-verklaring over het ontwikkelingsbeleid die de Commissie in juli 2005 heeft gepresenteerd. Daartoe zal de Commissie haar tot dusver gevolgde benadering voortzetten en de EU-hulp in kaart brengen, procedures harmoniseren, geografische strategieën voor ACS-partners opstellen en fundamentele thema’s als mensenrechten en democratie aan de orde stellen.

- De hoogste prioriteit moet worden verleend aan Afrika . Voortbouwend op de nieuwe Afrikastrategie en op de nieuwe EU-verklaring over het ontwikkelingsbeleid zal de Commissie voorstellen haar partnerschap met Afrika te versterken op twee prioriteitsgebieden: goed bestuur en infrastructuur. Zoals is voorgesteld in het kader van de nieuwe Cotonou-overeenkomst zal de dialoog over veiligheidsvraagstukken worden geïntensiveerd. De onderhandelingen over economische partnerschapsovereenkomsten (EPO’s) zullen een beslissende fase ingaan en de bestaande regelingen zullen worden onderzocht.

- Met een versterkte samenwerking in Irak, steun voor de ontwikkeling in Gaza en de Westoever, voor het optreden in Afghanistan en in de nasleep van de tsunami zal de steun voor wederopbouw en politieke overgang een nieuwe fase ingaan. Europa zal ook verder humanitaire bijstand verlenen aan de slachtoffers van crisissen overal ter wereld.

- Veiligheid hangt met het voorgaande nauw samen. Er zullen nieuwe initiatieven worden genomen met het oog op non-proliferatie en ontwapening, menselijke veiligheid en terrorismebestrijding in overeenstemming met de Europese veiligheidsstrategie.

Een geglobaliseerde economie

- Globalisering is een realiteit die we moeten aangrijpen om in Europa weer dynamische groei en hoogwaardige werkgelegenheid te realiseren. Buitenlandse handel en investeringen gaan gepaard met economische integratie binnen Europa. Nu moet aandacht worden besteed aan de buitenlandse dimensie van het concurrentievermogen en daartoe moeten aanbevelingen worden gedaan over het handelsbeleid en daarmee samenhangend beleid. De conferentie van Hongkong in december 2005 moet voorbereidend werk verrichten zodat de ontwikkelingsagenda van Doha eind 2006 ambitieuze resultaten, waaronder tastbare resultaten voor arme ontwikkelingslanden, oplevert. China, onze tweede handelspartner, plaatst ons voor grote uitdagingen en biedt tevens grote kansen; vijf jaar na zijn toetreding tot de WTO zal een volledige balans worden opgemaakt.

- Europa zal een bijdrage leveren aan een doeltreffende multilaterale benadering van duurzame ontwikkeling wereldwijd, met name door het uitwerken van een kader voor beleidsmaatregelen voor mondiale collectieve goederen, met name op het gebied van ontbossing en waterbeheer. De Europese ervaring op milieugebied zal samen met innovatieve methoden voor het combineren van openbare ontwikkelingshulp en privé-investeringen worden samengebracht in een fonds voor hernieuwbare energie om ontwikkelingslanden te helpen hun millenniumdoelstellingen voor afvalverwerking en energie te bereiken.

- Op alle gebieden is een werkelijk partnerschap tussen Europese instellingen de enige manier om de Europese stem in de wereld luider en duidelijker te laten horen. De Europese Unie moet streven naar een coherenter en efficiënter buitenlands optreden van Europa, of dat nu in Brussel, New York of elders ter wereld is, met name door de uitwisseling van ambtenaren.

6. UITVOERING VAN HET BELEID EN BETERE REGELGEVING

Een doeltreffende uitvoering van het beleid is voor de geloofwaardigheid en de legitimering van de Europese Unie essentieel. Maar daarbij gaat het er niet alleen om voor welk beleid wordt gekozen; net zo belangrijk is hoe dat beleid wordt uitgevoerd.

In 2005 heeft de Commissie haar inspanningen voor een betere regelgeving versterkt om het EU-regelgevingskader met de huidige eisen in overeenstemming te brengen. Het is de bedoeling het effect van betere regelgeving op groei en werkgelegenheid te versterken en tegelijkertijd aandacht te besteden aan de sociale en milieudoelstellingen en aan goed beheer.

Effectbeoordeling werd als standaardprocedure voor de in het werkprogramma opgenomen prioriteiten ingevoerd en er werden nieuwe richtsnoeren overeengekomen[1]. De Commissie heeft voorstellen die bij het Parlement en de Raad in behandeling zijn grondig doorgelicht om te zien of ze in overeenstemming zijn met de beginselen van betere regelgeving. Dit heeft tot de intrekking van 68 voorstellen geleid[2]. Dit betekent dat de Commissie voor eenderde van haar voorstellen die momenteel in behandeling zijn en die van vóór 2004 dateren, maatregelen heeft genomen. Nu worden ook grote inspanningen geleverd om de bestaande regels te vereenvoudigen. Dat zou ertoe moeten leiden dat wat we op EU-niveau doen voor burgers en bedrijven in de EU veel nuttiger en begrijpelijker wordt. In deze nieuwe operationele fase zal de Commissie intern een specifieke structuur opzetten om de beginselen van betere regelgeving sneller uit te voeren en aldus te zorgen voor coherent beleid, kwaliteitscontrole en voorafgaande beoordeling van regelgevingskwesties.

- Subsidiariteit en evenredigheid. De werkzaamheden van de Commissie zullen worden getoetst aan de eisen van subsidiariteit en evenredigheid: de EU moet alleen optreden wanneer dat noodzakelijk is en dan niet meer dan nodig is om haar doelstellingen te bereiken. De Commissie zal er vooral op letten dat subsidiariteit en evenredigheid ten volle in acht worden genomen.

- Kosteneffectiviteit, transparantie en verantwoording. De EU-begroting moet alleen worden aangesproken wanneer dat kosteneffectiever is dan wanneer uitgaven op nationaal niveau worden verricht. Over uitgaven moet ook verantwoording worden afgelegd en daartoe zijn doeltreffende interinstitutionele mechanismen nodig. Er moet voor geschikte audit- en controlesystemen worden gezorgd en de richtsnoeren om te komen tot een positieve betrouwbaarheidsverklaring van de Rekenkamer moeten verder worden gevolgd. De vrijwaring van de financiële belangen van de Unie blijft het hoogste doel. De Commissie zal ook haar Europees initiatief inzake transparantie in 2006 voortzetten.

- Raadpleging. Beleidsinitiatieven moeten goed worden voorbereid en op hun doel worden afgestemd om aan de werkelijke behoeften van de Europeanen tegemoet te komen. Wanneer de Commissie beleid ontwikkelt, staat raadpleging daarbij dan ook centraal. Veel van de in de bijlage bij dit werkprogramma opgenomen voorstellen zijn het resultaat van raadpleging en voor andere zullen nieuwe raadplegingen worden gehouden. De Commissie zal ook in de toekomst zo veel mogelijk gebruikmaken van bestaande hulpmiddelen om de burgers bij het besluitvormingsproces te betrekken en zal nieuwe vormen van raadpleging, zoals burgerpanels, aanmoedigen.

- Effectbeoordeling. Dankzij effectbeoordeling kan beleid met volledige kennis van de feiten en met inzicht in de gevolgen ervan worden ontwikkeld. Effectbeoordeling stuurt het beleidvormingsproces via een open analyse van de diverse opties en garandeert dat ten volle met de economische, sociale en milieufactoren, waaronder het effect op het concurrentievermogen, rekening wordt gehouden. Effectbeoordeling moet ook het interinstitutionele besluitvormingsproces sturen en zij maakt het publiek duidelijk waarom een voorstel wordt gedaan. Effectbeoordeling zal dan ook standaard een onderdeel zijn van alle wetgevings- en beleidsvoorstellen die zijn opgenomen in het werkprogramma voor 2006[3]: zij kan in sommige gevallen reden zijn om te beslissen de doelstellingen op een andere manier te verwezenlijken en het voorstel in te trekken. Daarnaast zullen in 2006 uitgevoerde effectbeoordelingen bij de voorbereiding van het werkprogramma voor 2007 worden aangewend. De tegenhanger van een effectbeoordeling is een evaluatie achteraf, waarmee op gezette tijden wordt onderzocht of EU-beleid en EU-programma's hun doel hebben bereikt.

- Omzetting en uitvoering. De Commissie zal haar inspanningen intensiveren om de nieuwe aanpak voor de toepassing van communautaire wetgeving[4] uit te voeren, met name via meer doeltreffende samenwerking met de lidstaten, preventieve maatregelen en, zo nodig, streng optreden bij inbreuken.

- Vereenvoudiging van EU-wetgeving en -procedures moet overdreven complexiteit voorkomen, omdat die voor burgers en bedrijven hoge kosten meebrengt. Nieuwe wetgevingsvoorstellen zullen streng worden onderzocht en ook bestaande wetgeving moet onder de loep worden genomen. In oktober 2005 is de Commissie begonnen aan een nieuwe fase in de vereenvoudiging van wetgeving (met een sectorale aanpak en een meer systematische raadpleging van belanghebbenden) en heeft zij een open driejarenprogramma opgezet om wetgeving te toetsen die voor EU-burgers en -bedrijven buitensporig belastend is[5]. Hiermee wordt het kader voor vereenvoudiging dat de Commissie in 2003 heeft opgezet, aangehouden en versterkt. In de eerste fase zal het accent worden gelegd op de automobiel-, bouw- en afvalsector.

- Administratieve vereenvoudiging. De Commissie is begonnen met een herziening van haar interne procedures om te komen tot een sterke interne vereenvoudiging: in 2006 zullen de eerste resultaten zien van dit vereenvoudigingsinitiatief te zien zijn, met name op het gebied van administratie, financieel beheer, aanbestedingen en overheidsopdrachten.

Naarmate de werkzaamheden voor de in de bijlage opgesomde prioriteitsinitiatieven en andere beleidsinitiatieven vorderen, zullen deze beginselen voor betere regelgeving in de werkzaamheden van de Commissie een centrale plaats innemen. Dankzij een tussentijdse evaluatie van het werkprogramma in de zomer van 2006 zal de Commissie deze veranderingen kunnen beoordelen en de prioriteitslijst zo nodig wijzigen.
