RAPPORT TA' PROGRESS TA' KULL SITT XHUR DWAR L-IMPLIMENTAZZJONI TAL-ISTRATEĠIJA TAL-UE KONTRA L-PROLIFERAZZJONI TA' ARMI TA' QERDA MASSIVA (2013/II)

INTRODUZZJONI
F'konformità mal-Istrateġija tal-UE kontra l-Proliferazzjoni ta' Armi ta' Qerda Massiva adottata mill-Kunsill Ewropew f'Diċembru 2003 (id-dok. 15708/03), huma previsti rapporti ta' progress ta' kull sitt xhur dwar l-implimentazzjoni tal-Istrateġija. Dan ir-rapport dwar il-progress ikopri l-attivitajiet li saru fit-tieni nofs tal-2013.
Il-prinċipji gwida tal-UE fil-qasam, f'konformità mal-objettivi tal-Istrateġija Ewropea ta' Sigurtà, l-Istrateġija tal-UE dwar in-Non-proliferazzjoni tal-AQM u l-Linji Ġodda ta' Azzjoni (dok. 17172/08), ikomplu jkunu:

multilateraliżmu effettiv, inkluż il-promozzjoni tal-universalità tat-trattati, il-konvenzjonijiet u strumenti oħra internazzjonali u l-implimentazzjoni nazzjonali tagħhom, permezz ta' azzjoni diplomatika u assistenza finanzjarja lil pajjiżi terzi u organizzazzjonijiet internazzjonali; |

(ii) |
kooperazzjoni mill-qrib ma' sħab u pajjiżi terzi oħra bl-għan li tintlaħaq konverġenza globali tal-fehmiet dwar il-ħtieġa li jissaħħaħ ir-reġim internazzjonali tan-non-proliferazzjoni. Komplew l-isforzi biex jiġu indirizzati kwistjonijiet ta' non-proliferazzjoni fir-relazzjonijiet bilaterali tal-UE mal-pajjiżi rilevanti kollha, b'mod partikolari permezz ta' laqgħat ta' djalogu politiku u kuntatti informali oħra; |

użu effettiv u komplementari tal-istrumenti u r-riżorsi finanzjarji kollha disponibbli (baġit tal-PESK, Strument għall-Istabbiltà, strumenti oħra) sabiex jiġi massimizzat l-impatt tal-attivitajiet tagħha biex jinkisbu l-objettivi tal-Politika Estera tal-UE. |
Għaldaqstant, il-ħidma hija kkoordinata mill-qrib fil-Politika tas-Sigurtà usa' u l-attivitajiet ta' Prevenzjoni tal-Konflitt li jsiru mill-UE.
Il-Konsulent Prinċipali u Mibgħut Speċjali għan-Non-proliferazzjoni u d-Diżarm tas-SEAE rrappreżenta lill-UE f'għadd ta' laqgħat internazzjonali ewlenin matul it-tieni nofs tal-2013 (b'mod partikolari l-Konferenza Ġenerali tal-IAEA, l-Ewwel Kumitat tal-AĠNU, il-Grupp tad-Diretturi għan-Non-Proliferazzjoni tal-G8, il-Laqgħa Annwali tal-OPCW tal-Partijiet tal-Istati, il-Konsultazzjonijiet Miftuħa dwar l-abbozz ta' Kodiċi tal-Kondotta Internazzjonali għal Attivitajiet Spazjali u l-Konferenza tal-UE dwar in-Non-Proliferazzjoni u d-Diżarm).
Fit-tieni semestru tal-2013, il-Mibgħut Speċjali ffoka fuq:

it-titjib tal-isforzi għall-appoġġ tat-Trattat dwar in-Non-proliferazzjoni Nukleari (inkluż l-Artikolu X tiegħu dwar l-irtirar). Dan jibqa' prijorità ewlenija għall-UE, minħabba wkoll ir-rilevanza diretta tiegħu għall-isfidi ewlenin ta' proliferazzjoni reġjonali fl-Iran u r-RDPK. Minħabba li t-Tieni TNP PrepCom f'Ġinevra (23 ta' April sat-3 ta' Mejju 2013) saret fid-dell tal-fatt li fl-2012 ma tlaqqgħetx Konferenza dwar l-istabbiliment fil-Lvant Nofsani ta' żona ħielsa mill-armi nukleari u armi oħra tal-qerda massiva (WMDFZ), ġew intensifikati l-isforzi biex jiġi ġestit id-diżappunt li rriżulta u biex il-proċess jimxi 'l quddiem. F'dan il-kuntest, l-UE kompliet tappoġġa l-isforzi tal-Faċilitatur Finlandiż, anke permezz tal-organizzazzjoni ta' seminars informali għall-faċilitazzjoni tad-djalogu fost il-partijiet rilevanti bl-assistenza tal-Konsorzju tal-UE dwar in-Non-Proliferazzjoni; |

il-progress fl-inizjattiva dwar Kodiċi ta’ Kondotta Internazzjonali għall-Attivitajiet fl-Ispazju Extra-atmosferiku. Il-Mibgħut Speċjali impenja ruħu f'laqgħat numerużi ta' komunikazzjoni bilaterali ma' sħab ewlenin, inklużi l-Brażil, iċ-Ċina u r-Russja. Bil-ħsieb li jiġi influwenzat l-eżitu tal-istudju tal-Grupp ta' Esperti Governattivi tan-NU dwar it-Trasparenza u l-Miżuri għat-Tisħiħ tal-Fiduċja (TCBM) fl-Attivitajiet dwar l-Ispazju Extra-Atmosferiku, huwa informa fil-qosor lill-GGE fil-laqgħat tiegħu f'Ġinevra (2 ta' April 2013) u New York (10 ta' Lulju 2013), u fit-test daħħal rikonoxximent tal-ħidma li saret mill-UE taħt il-Kodiċi. Fis-16 u s-17 ta' Mejju 2013 fi Kjev u fl-20 u t-22 ta' Novembru 2013, f'Bangkok, huwa ppresjeda Konsultazzjonijiet Miftuħa dwar l-abbozz ta' Kodiċi, u fiż-żewġ okkażjonijiet laqqa' madwar 140 rappreżentant minn aktar minn 60 pajjiż; |

intensifikazzjoni/bidu ta' djalogi ta' non-proliferazzjoni mas-sħab ewlenin barra mill-UE u segwitu tas-simplifikazzjoni tal-kwistjonijiet ta' non-proliferazzjoni fir-relazzjonijiet bilaterali tal-UE mal-pajjiżi kollha rilevanti, b'mod partikolari permezz ta' laqgħat ta' djalogu politiku u kuntatti oħra informali. |
Il-Mibgħut Speċjali Bylica ppresjeda d-Delegazzjoni tal-UE għall-Ewwel Kumitat tal-AĠNU u attenda d-Dibattitu Ġenerali. Huwa attenda wkoll it-tmintax-il sessjoni tal-Laqgħa ta' Konvenzjoni tal-Partijiet tal-Istati dwar l-Armi Kimiċi (L-Aja, 2 u s-6 ta' Diċembru 2013) u ta d-dikjarazzjoni tal-UE.
1. KWISTJONIJIET NUKLEARI
Il-Grupp ta' Ħidma dwar in-Non-Proliferazzjoni (CONOP) tal-UE, f'kooperazzjoni mill-qrib mad-Delegazzjonijiet rilevanti tal-UE, ikkontribwixxa b'mod attiv għat-tħejjijiet tal-pożizzjonijiet tal-UE għal-laqgħat tal-Bord tal-Gvernaturi tal-IAEA f'Settembru u Novembru 2013, u l-Konferenza Ġenerali tal-IAEA f'Settembru 2013. Huwa pprovda gwida strateġika u ħejja l-kontributi tal-UE f'avvenimenti internazzjonali oħrajn, bħal-laqgħa tal-Grupp Konsultattiv NSG, il-Konferenza dwar l-Artikolu XIV tas-CTBT, il-laqgħat tal-Kummissjoni Preparatorja tas-CTBTO, ir-Reġim ta' Kontroll tat-Teknoloġija tal-Missili (MTCT), il-Grupp Awstralja u laqgħat rilevanti oħrajn fil-mandat tiegħu. Beda bit-tħejjijiet tal-kontributi tal-UE lit-Tielet Kumitat Preparatorju TNP (28 ta' April sad-9 ta' Mejju 2014). Ħejja l-Konklużjonijiet tal-Kunsill (adottati mill-Kunsill Affarijiet Barranin fil-21 ta' Ottubru 2013) dwar l-iżgurar tas-segwitu kontinwu ta' politika effettiva tal-UE dwar l-isfidi ġodda mill-proliferazzjoni ta' armi ta' qerda massiva (AQM) u s-sistemi ta' kif dawn isiru.
1.1 Segwitu għall-Konferenza ta' Rieżami tat-Trattat dwar in-Non-proliferazzjoni (TNP) għall-2010 Non-proliferazzjoni
Id-diskussjonijiet saru mal-President tat-Tieni PrepCom u l-President maħtur tal-Kumitat Ewlieni II tal-Konferenza ta' Rieżami TNP fil-laqgħat tal-CONOP tad-19 ta' Frar 2013 u l-11 ta' Novembru 2013 rispettivament, biex titħejja l-Konferenza ta' Rieżami għall-2015. Bl-istess għan, ġew stabbiliti tliet sottogruppi ta' ħidma informali "Il-Ħbieb tal-President" biex iħejju l-kontributi tal-UE għaċ-Ċiklu ta' Rieżami TNP għall-2015, ippresedut mill-Istati Membri tal-UE bil-parteċipazzjoni tas-SEAE.
Rigward il-WMDFZ fil-Lvant Nofsani, suġġett li huwa fil-qalba taċ-ċiklu ta' rieżami TNP, ir-RGħ affermat mill-ġdid f'dikjarazzjoni tal-1 ta' Lulju 2013 li tibqa' prijorità strateġika tal-UE li tappoġġa l-paċi u l-istabbiltà fil-Lvant Nofsani kollu u għal darb'oħra wriet id-dispjaċir tagħha li l-Konferenza dwar l-istabbiliment ta' żona bħal din, li ntlaħaq qbil dwarha fil-Konferenza ta' Rieżami TNP għall-2010 u skedata li ssir fl-2012, ġiet posposta.
L-UE kompliet tappoġġa bis-sħiħ it-tħejjijiet kontinwi għal Konferenza b'suċċess u b'mod partikolari l-isforzi bla waqfien tal-Faċilitatur tagħha, l-Ambaxxatur Laajava tal-Finlandja, u t-tim tiegħu, biex tiġi stabbilita l-bażi f'dak ir-rigward. Fil-laqgħat uffiċjali mal-Lega tal-Istati Għarab u diversi pajjiżi Għarab, l-UE appellat lill-partijiet kollha fir-reġjun biex b'mod urġenti u proattiv jikkomunikaw mal-Faċilitatur u l-Presidenti bil-għan li jkun hemm il-Konferenza li għandha titlaqqa' mill-aktar fis possibbli. Inżammu kuntatti mill-qrib mal-Faċilitatur u t-tim tiegħu mis-SEAE fil-livelli kollha.
1.2 Aġenzija Internazzjonali tal-Enerġija Atomika (IAEA)
L-UE saħħet l-appoġġ tagħha għall-Aġenzija Internazzjonali tal-Enerġija Atomika fi Vjenna. L-UE tibqa' donatur ewlieni għall-Fond tas-Sigurtà Nukleari, b'impenn ta' kważi EUR 40 miljun sa mill-2004 (inklużi l-aħħar impenji biex l-Aġenzija tingħata EUR 8.05 miljun, abbażi tad-Deċiżjoni tal-Kunsill 2013/517/PESK tal-21 ta' Ottubru 2013). Barra minn hekk, għas-sigurtà nukleari l-UE kkontribwiet bil-kompetenza esperta teknika tagħha fl-attivitajiet ta' taħriġ u sessjonijiet ta' ħidma organizzati mill-IAEA u biex pajjiżi terzi mmirati jsaħħu l-kapaċitajiet fil-ġlieda kontra t-traffikar illeċitu ta' materjali nukleari u ta' materjali radjuattivi oħra. L-UE u l-IAEA komplew jikkoordinaw l-appoġġ tagħhom għall-pajjiżi terzi f'dan il-qasam. Bdew il-preparamenti għat-tieni Laqgħa Annwali UE-IAEA ta' Uffiċjali Għolja (SOM), li tinvolvi lir-rappreżentanti tas-SEAE, il-Kummissjoni Ewropea/Euratom u tal-IAEA fil-livell għoli, li għandha ssir fl-20 u fil-21 ta' Frar 2014 fi Vjenna. L-għan ta' dawn il-laqgħat huwa li tissaħħaħ il-kooperazzjoni f'oqsma kollha tal-attività tal-IAEA, tiżdied il-viżibbiltà tal-kontribuzzjonijiet tal-UE u tkompli tiġi kkoordinata l-azzjoni tal-UE, sabiex tiġi żgurata l-komplementarjetà u tiġi evitata s-sovrapożizzjoni bejn l-attivitajiet meħuda miċ-Ċentri ta' Eċċellenza tal-UE CBRN u l-IAEA fil-qasam tas-Sigurtà Nukleari (għal dan il-għan, l-UE (Ċentru Konġunt tar-Riċerka) u l-IAEA daħlu wkoll f'Arranġamenti Prattiċi biex tiġi ggwidata l-kooperazzjoni tagħhom).
L-UE ilha impenjata b'Konklużjonijiet tal-Kunsill mill-2008 sabiex tikkontribwixxi sa EUR 25 miljun lill-IAEA LEU (Low Enriched Uranium) Bank. L-UE kkontribwixxiet EUR 20 miljun mill-Istrument għall-Istabbiltà għall-appoġġ tal-Bank. Għandha tingħata kontribuzzjoni oħra mill-baġit tal-PSDK, abbażi ta' Deċiżjoni tal-Kunsill. L-approvazzjoni tal-Kunsill hija pendenti minħabba li ma kienx mistenni progress baxx fil-finalizzazzjoni ta' diversi ftehimiet, inkluż il-Ftehim dwar l-Istat Ospitanti bejn l-IAEA u l-Kazakistan.
Fil-qasam tas-salvagwardji nukleari, id-Direttorat tas-Salvagwardji Nukleari tal-Kummissjoni Ewropea jkompli japplika s-salvagwardji fuq il-materjal nukleari ċivili kollu fit-28 Stat Membru kollha, li għandha baġit annwali ta' madwar EUR 20 miljun. L-attivitajiet ta' verifika tas-salvagwardji huma kkoordinati f'kooperazzjoni mill-qrib mal-IAEA.
L-IAEA u l-Kummissjoni qed itejbu kontinwament il-kooperazzjoni tagħhom fil-qasam bil-għan li jiġi ottimizzat l-użu tar-riżorsi umani u finanzjarji, filwaqt li tinżamm l-ogħla effettività possibbli tas-salvagwardji. L-UE kompliet ukoll tipprovdi appoġġ tekniku importanti lill-IAEA fil-kamp tas-salvagwardji nukleari permezz tal-Programm ta' Appoġġ Kooperattiv tal-Kummissjoni Ewropea biex tkun tista' ssir implimentazzjoni b'sikurezza u sigurtà tal-użi paċifiċi tal-enerġija nukleari f'pajjiżi terzi.
Fis-17 ta' Settembru 2013, fil-marġini tal-Konferenza Ġenerali tal-IAEA li saret fi Vjenna, id-Direttur Ġenerali tal-IAEA Yukiya Amano u l-Kummissarju Ewropew għall-Enerġija, Günther Oettinger, iffirmaw Memorandum ta' Qbil dwar is-Sigurtà Nukleari, li jistabbilixxi qafas għall-kooperazzjoni biex jgħin fit-titjib tas-sigurtà nukleari fl-Ewropa. Il-Memorandum huwa wieħed mill-aktar riżultati konkreti importanti tal-ewwel Laqgħa tal-Uffiċjali Għolja UE-IAEA li saret fi Brussell fil-25 ta' Jannar 2013.
Filwaqt li l-UE ħadet impenn ta' EUR 10 miljun biex tappoġġa proġett internazzjonali bil-għan li jespandi u jiġi modernizzat il-Laboratorju Seibersdorf Safeguards fl-Awstrija (b'EUR 9.50 miljun diġà trasferiti), l-IAEA rreferiet għad-donaturi internazzjonali, inkluża l-UE, biex tikkontribwixxi wkoll għall-modernizzazzjoni tal-Laboratorju Nuclear Applications f'Seibersdorf.
Fil-livell tal-esperti, il-Kummissjoni Ewropea f'kooperazzjoni mal-IAEA nediet proċess għall-valutazzjoni u l-appoġġ tat-titjib tal-Bażi tad-Data tal-IAEA dwar it-Traffikar Illeċitu (ITDB) fir-rigward tar-rispons tagħha għall-bżonnijiet tal-utenti. Ġie abbozzat dokument dwar l-aħjar prassi dwar il-kultura ta' rappurtar armonizzata u ser jiġi ppreżentat lill-IAEA. Beda l-iżvilupp tal-FNI (Formola ta' Notifika ta' Inċident) fuq l-internet, sabiex jiġu modernizzati l-mezzi ta' rappurtar, f'Ottubru 2013 u ser jiġi ffianlizzat fl-2014.
Il-fondi tal-UE ser jiġu pprovduti lill-IAEA skont l-Azzjonijiet Konġunti minn I sa IV, u d-Deċiżjoni tal-Kunsill V għenet biex isir progress fl-isforzi tal-IAEA biex tissaħħaħ is-sigurtà nukleari f'pajjiżi terzi u tingħata prijorità lil dawk l-Istati li għandhom l-akbar ħtieġa għal titjib tal-kontroll tagħhom tar-radjoattività u l-materjal nukleari, u b'hekk tingħata assistenza fit-tnaqqis tar-riskji. L-isforzi ffukaw fuq it-tisħiħ tal-infrastruttura leġislattiva u regolatorja tal-Istati relatata mal-materjal nukleari u materjal radjuattiv ieħor, il-miżuri ta' sigurtà nukleari għall-materjal nukleari u materjal radjuattiv ieħor użat, il-ħżin u t-trasport u l-faċilitajiet relatati tagħhom u l-kapaċitajiet tal-Istati li jittrattaw il-materjal nukleari u radjuattiv li mhux fil-kontroll tal-kontroll nazzjonali regolatorju, u b'hekk il-pajjiżi li jingħataw assistenza jkunu jistgħu jilħqu l-obbligi nazzjonali u internazzjonali tagħhom. Id-Deċiżjoni tal-Kunsill (IAEA VI, 2013/517/PESK) l-aktar reċenti, adottata fil-21 ta' Ottubru 2013, ser tikkontribwixxi biex tittejjeb aktar is-sigurtà nukleari fid-dinja kollha u biex tissaħħaħ is-sigurtà Ewropea, billi jingħata appoġġ lill-attivitajiet li jsiru mill-IAEA fil-qafas tal-Pjan dwar is-Sigurtà Nukleari 2014-2017, prinċipalment fl-oqsma deskritti hawn fuq.
1.3 Trattat dwar il-Projbizzjoni Totali ta' Provi Nukleari (CTBT)
L-UE ppromoviet attivament id-dħul bikri fis-seħħ tat-Trattat dwar il-Projbizzjoni Totali ta' Provi Nukleari (CTBT), abbażi tad-Deċiżjonijiet rilevanti tal-Kunsill (2010/461/PESK tas-26 ta' Lulju 2010 u 2012/699/PESK tat-13 ta' Novembru 2012) b'appoġġ għall-Organizzazzjoni tat-Trattat dwar il-Projbizzjoni Totali ta' Provi Nukleari (CTBTO) u bit-twettiq ta' sforzi ta' sensibilizzazzjoni lejn il-pajjiżi kollha li għadhom ma ffirmawx jew ma rratifikawx is-CTBT, inklużi l-Istati li fadal tal-Anness 2 li r-ratifika tagħhom hija meħtieġa għad-dħul fis-seħħ tat-Trattat. L-UE ser tkompli s-sensibilizzazzjoni dwar is-CTBT f'diversi kuntesti, inkluż f'laqgħat ta' djalogu politiku, biex jiżdied ir-ritmu tar-ratifika tat-Trattat.
F'dan l-ispirtu, l-UE indirizzat is-sessjoni informali tal-Assemblea Ġenerali tan-NU li fakkret l-osservanza tal-Jum Internazzjonali kontra t-Testijiet Nukleari (5 ta' Settembru 2013) kif ukoll il-Konferenza tas-CTBT dwar l-Artikolu XIV tas-27 ta' Settembru 2013 biex jiġi promoss aktar id-dħul fis-seħħ tat-Trattat. Fit-30 ta' Settembru – 1 ta' Ottubru 2013, is-Segretarju Eżekuttiv tas-CTBTO għamel żjara fi Brussell, okkażjoni li fiha huwa pparteċipa bħala kelliem ewlieni fil-Konferenza tal-UE dwar in-Non-proliferazzjoni u d-Diżarm u għamel laqgħat ma' għadd ta' uffiċjali ewlenin tal-UE.
Fi sforz aktar konkret, f'Ġunju 2013 l-UE f'kooperazzjoni mas-Segretarjat Tekniku Proviżorju tas-CTBT, organizzat avveniment sekondarju dwar l-appoġġ ipprovdut mill-UE għall-attivitajiet tal-Kumissjoni Preparatorja u stabbilixxiet premju tal-UE fil-qafas tal-Konferenza tas-CTBTO dwar ix-Xjenza u t-Teknoloġija għall-2013.
Fit-30 u l-31 ta' Ottubru 2013, l-UE flimkien mas-CTBTO u l-awtoritajiet tal-Angola, organizzat seminar tas-CTBT f'Luanda biex tippromovi r-ratifika mill-Angola, pajjiż ewlieni fir-reġjun, li matulha din tal-aħħar ħadet l-impenn li tirratifika t-Trattat fix-xhur li ġejjin. L-UE ser tkompli taħdem mas-CTBTO f'pajjiżi oħrajn biex isir progress lejn l-objettiv tal-universalizzazzjoni tas-CTBT. L-UE qed tistudja wkoll modi biex tappoġġa l-Grupp ta' Persuni Eminenti li tnieda reċentement fuq inizjattiva tas-Segretarju Eżekuttiv tas-CTBTO bil-għan li jkompli jiġi promoss id-dħul fis-seħħ tat-Trattat.
It-test nukleari mwettaq mir-RDPK fit-12 ta' Frar 2013 u r-riskji ta' aktar testijiet possibbli wrew biċ-ċar l-importanza reali tan-Netwerk tal-Istazzjonijiet ta' Identifikazzjoni tas-CTBTO, li huwa proġett ieħor li l-UE qed tappoġġa permezz tad-Deċiżjonijiet tal-Kunsill tagħha. It-timijiet tas-CTBTO ġew mobilizzati biex jipprovdu lill-pajjiżi kollha li ffirmaw is-CTBT bid-data rilevanti tal-hot-line sabiex dawn jingħataw lil dawk li jieħdu d-deċiżjonijiet. It-test nukleari ta' Frar 2013 wera wkoll l-importanza li jitwettqu eżerċizzji bħall-Eżerċizzju Integrat fuq il-Post li għandu jiġi organizzat fl-2014 fil-Ġordan biex jiġu ttestjati u jittejbu s-sistemi ta' identifikazzjoni reali. L-isforzi fir-rigward tal-manutenzjoni tat-321 stazzjon sismiku awżiljarju assistiti permezz tal-Azzjonijiet Konġunti / Deċiżjonijiet tal-Kunsill minn I sa V, u l-implimentazzjoni taċ-Ċentru Internazzjonali tad-Data tas-CTBTO (li jiġbor, janalizza u jiskambja d-data li tkun ġejja mill-istazzjonijiet tan-netwerk) ser tikkontribwixxi għas-sostenibbiltà meħtieġa tas-sistema.
Bdiet ħidma esploratorja u ser tkompli biex ikompli jingħata appoġġ lill-attivitajiet tal-Kummissjoni Preparatorja tas-CTBTO bil-finanzjament tal-UE.
1.4 Kwistjonijiet reġjonali (l-Iran, ir-RDPK)
L-UE kompliet l-isforzi li qed isiru bl-għan li tinkiseb soluzzjoni diplomatika għall-kwistjoni nukleari Iranjana permezz ta' negozjati, ibbażati fuq it-TNP u l-implimentazzjoni sħiħa tar-Riżoluzzjonijiet kollha rilevanti tal-KSNU u tal-Bord tal-Gvernaturi tal-IAEA. Wara tliet ċikli ta' diskussjonijiet E3/UE+3 li saru mat-tim Iranjan ġdid ta' negozjar nukleari f'Ottubru u Novembru f'Ġinevra, ir-Rappreżentant Għoli tal-UE, flimkien mal-Ministri tal-Affarijiet Barranin tal-E3+3 (iċ-Ċina, Franza, il-Ġermanja, ir-Russja, ir-Renju Unit u l-Istati Uniti), ikkonkludew b'suċċess laqgħa fl-24 ta' Novembru f'Ġinevra li fiha ntlaħaq ftehim (magħruf bħala Pjan Konġunt ta' Azzjoni) mal-Iran dwar l-ewwel pass lejn soluzzjoni komprensiva dwar il-programm nukleari tal-Iran.
Fil-11 ta' Novembru 2013, id-Direttur Ġenerali tal-IAEA u l-Viċi President tal-Iran iffirmaw f'Tehran "Dikjarazzjoni Konġunta dwar Qafas għall-Kooperazzjoni" biex jissaħħu l-kooperazzjoni u d-djalogu bejn l-Aġenzija u l-Iran. Bħala l-ewwel pass, l-Iran u l-IAEA qablu dwar sitt miżuri prattiċi inizjali li għandhom jittieħdu mill-Iran fi żmien tliet xhur.
Rigward ir-RDPK, l-UE kompliet tħeġġeġ lir-RDPK biex tirrispetta l-obbligi tagħha, meħuda taħt ir-Riżoluzzjonijiet rilevanti tal-Kunsill tas-Sigurtà tan-NU, inkluż bl-abbandun tal-programmi nukleari u ta' missili ballistiċi kollha eżistenti tagħha b'manjiera totali, verifikabbli u irreversibbli. Hija kkundannat bil-qawwa t-test nukleari li sar mir-RDPK fit-12 ta' Frar 2013, li kien ksur sfaċċat tal-obbligi internazzjonali tagħha skont ir-Riżoluzzjonijiet 1718, 1874 u 2087 tal-Kunsill tas-Sigurtà tan-NU u li rriżulta fl-adozzjoni tal-UNSCR 2094. L-UE kompliet tappella lir-RDPK biex tirritorna lejn konformità sħiħa mal-obbligi ta' salvagwardja tat-TNP u tal-IAEA, u biex tipprovdi lill-IAEA l-aċċess mitlub għal individwi, dokumentazzjoni, tagħmir u faċilitajiet. L-UE appoġġat b'mod kostanti li jissokta l-proċess ta’ Taħditiet bejn is-Sitt Partijiet, u appellat lir-RDPK biex terġa' lura għal negozjati internazzjonali kredibbli u awtentiċi. Flimkien mar-Riżoluzzjonijiet ta' implimentazzjoni tal-Kunsill tas-Sigurtà tan-NU, l-UE introduċiet ukoll miżuri restrittivi awtonomi, inklużi kontrolli msaħħa fuq oġġetti b'użu doppju u l-proliferazzjoni tal-armi konvenzjonali. L-UE ġeddet l-appell tagħha lir-RDPK biex tirratifika s-CTBT u biex tirrinunzja milli twettaq aktar atti provokattivi.
2. KONFERENZA DWAR ID-DIŻARM (KD) / TRATTAT DWAR IL-PROJBIZZJONI TAL-PRODUZZJONI TA' MATERJAL FISSILI GĦALL-ARMI NUKLEARI JEW MEZZI SPLUSSIVI NUKLEARI OĦRA/ AĠNU 68
Ir-Riżoluzzjoni tal-Ewwel Kumitat tal-AĠNU 68 dwar ir-Rapport rigward il-Konferenza dwar id-Diżarm (CD), ippreżentat mill-President tas-CD, l-Irlanda talbet lis-CD biex tegħleb l-imblokk tagħha billi tadotta u timplimenta programm ta' ħidma bilanċjat u komprensiv. Huwa laqa' d-deċiżjoni CD/1956/Rev.1 biex jiġi stabbilit grupp ta' ħidma informali bil-mandat li jipproduċi programm ta' ħidma. Qabel l-Ewwel Kumitat tal-AĠNU, l-UE wriet it-tama tagħha li l-grupp ta' ħidma informali jwassal għal riżultati konkreti u tanġibbli. L-UE għamlitha ċara wkoll li f'konformità mal-impenn tagħha li ilu għaddej għat-tkabbir tas-CD, hija appoġġat bis-sħiħ il-ħatra ta' koordinatur speċjali għall-espansjoni tas-sħubija. B'mod konsistenti mal-komunikazzjoni tal-UE mas-soċjetà ċivili, l-UE appoġġat ukoll interazzjoni mtejba bejn is-soċjetà ċivili u l-Konferenza dwar id-Diżarm, biex b'hekk jissaħħaħ il-kontribut tal-NGO u l-istituzzjonijiet ta' riċerka għall-ħidma tal-Konferenza.
Għall-UE, il-bidu immedjat u l-konklużjoni bikrija tan-negozjati fis-CD tat-Trattat li jipprojbixxi l-produzzjoni ta' materjal fissili għall-armi nukleari jew mezzi splussivi nukleari oħra abbażi tad-dokument KD/1299 u l-mandat li jinsab fih jibqa' fil-għoli ħafna fil-lista ta' prijoritajiet. Tali trattat jikkostitwixxi ħtieġa urġenti fil-qasam tad-diżarm nukleari bħala komplement għat-TNP u s-CTBT. L-UE laqgħet il-ħolqien ta' grupp ta' esperti governattivi stabbilit bir-riżoluzzjoni 67/53 tal-Assemblea Ġenerali, li għandu jiltaqa' fl-2014 u l-2015.
Fl-AĠNU 68, id-delegazzjoni tal-UE tat total ta' sitt dikjarazzjonijiet tal-UE fis-sessjonijiet plenarji (dikjarazzjoni ġenerali, kif ukoll il-pożizzjonijiet tal-UE dwar l-armi nukleari, il-makkinarju tad-diżarm, AQM oħra, armi konvenzjonali u l-ispazju extratmosferiku). L-UE pparteċipat regolarment f'dibattiti interattivi/diskussjonijiet. Kif adatt, abbażi tal-elementi kelliema li ntlaħaq qbil dwarhom, is-SEAE ppreżentat kummenti/mistoqsijiet fost l-oħrajn fl-iskambju mar-Rappreżentant Għoli għall-Affarijiet dwar id-Diżarm u uffiċjali ta' livell għoli oħrajn, l-Assistent Segretarju Ġenerali Kim Won Soo dwar il-ġestjoni tal-bidla, il-panel dwar il-Makkinarju tad-Diżarm u l-introduzzjoni mill-President tal-GGE dwar it-TCBM fl-ispazju extratmosferiku.
Fir-rigward tal-azzjoni tal-UE dwar ir-riżoluzzjonijiet ippreżentati mill-Ewwel Kumitat, l-Istati Membri tal-UE vvutaw b'mod konġunt fi 32 okkażjoni, inklużi l-voti dwar paragrafi separati. L-Istati Membri kollha tal-UE b'mod konġunt kosponsorjaw 9 riżoluzzjonijiet. L-Istati Membri tal-UE ma kinux kapaċi jilħqu vot komuni f'total ta' 11-il okkażjoni.
B'mod parallel għall-Ewwel Kumitat, id-Delegazzjoni tal-UE tat dikjarazzjonijiet tal-UE fir-Raba' Kumitat dwar is-suġġett "Assistenza fl-Azzjoni kontra l-Mini", dwar l-użi paċifiċi tal-ispazju extratmosferiku u fid-dibattitu plenarju tal-AĠ dwar ir-Rapporet tal-IAEA. Ara t-taqsima 5 hawn isfel dwar l-HCoC.
3. ARMI KIMIĊI
Is-Sirja kellha rwol prominenti fuq l-aġenda tal-OPCW mit-Tielet Konferenza ta' Rieżami 'l hawn u saret il-kwistjoni assoluta wara s-sajf, meta s-Sirja, taħt ftehim qafas bejn l-Istati Uniti u r-Russja, ħadet id-deċiżjoni mingħajr preċedent li tiddikjara l-armi kimiċi tagħha lill-OPCW u li taderixxi għas-CWC (is-Sirja uffiċjalment saret Parti Statali għas-CWC fl-14 ta' Ottubru 2013). Il-pjan riġidu għall-eliminazzjoni tal-armi kimiċi deċiż mill-KSNU u l-OPCW rċieva l-appoġġ tal-UE bil-konsenja ta' 10 karozzi armati bi speċifikazzjoni għolja u immaġini satellitari biex jiffaċilitaw l-Fażijiet I u II tal-pjan ta' qerda (dwar dan tal-aħħar, id-Deċiżjoni tal-Kunsill 2013/726/CFSP li tipprevedi EUR 2,3 miljun mill-baġit tal-PESK ġie adottat fid-9 ta' Diċembru 2013). L-UE ikkommettiet ruħha wkoll li tikkontribwixxi finanzjarjament ammont sostanzjali għall-Fond Fiduċjarju tal-OPCW ġdid maħluq b'appoġġ għall-Fażi III.
Wara t-Tielet Konferenza ta' Rieżami tal-Konvenzjoni dwar l-Armi Kimiċi (CWC), l-UE kompliet tiffoka fuq il-prijoritajiet tagħha, notevolment (i) it-tkomplija tal-qerda ta' ħażniet eżistenti; (ii) il-promozzjoni tal-universalità tas-CWC (seba' stati għadhom mhux partijiet); (iii) il-bidla għal sforzi ta' non-proliferazzjoni; (iv) il-promozzjoni ta' bini tal-kapaċità fir-rigward tas-sigurtà u s-sikurezza fl-industrija tal-kimika f'pajjiżi li qed jiżviluppaw, f'konformità mal-Artikolu XI, u b'rispons għall-użu ta' armi kimiċi, skont l-Artikolu X.
F'termini ta' impatt tal-appoġġ tal-UE, il-pajjiżi kollha li kienu ntgħażlu biex jirċievu assistenza użaw din biex jittrattaw dawn in-nuqqasijiet tekniċi kritiċi, li jippermettu lil dawn l-Istati Partijiet jagħmlu progress sinifikanti lejn implimentazzjoni nazzjonali tas-CWC. B'mod konkret, jista' jiġi nnotat li d-Deċiżjonijiet tal-Kunsill tal-UE jibqgħu l-uniku mezz possibbli biex tingħata din it-tip ta' assistenza biex titratta nuqqasijiet fl-implimentazzjoni. Mid-90 sottoproġett ta' implimentazzjoni nazzjonali li saru mis-Segretarjat Tekniku tal-OPCW fi snin reċenti, madwar nofs ma setax isir mingħajr il-fondi tal-Azzjonijiet Konġunti / Deċiżjonijiet tal-Kunsill.
Safejn hija kkonċernata l-prijorità tal-UE dwar il-promozzjoni tal-universalità, b'kollox dsatax-il pajjiż ingħaqdu mal-Konvenzjoni minn mindu ġiet adottata l-ewwel Azzjoni Konġunta u erbgħa minn dawk li ngħaqdu mal-Konvenzjoni fl-2005 kienu involuti f'attività ta' komunikazzjoni ffinanzjata mill-Azzjoni Konġunta/Deċiżjoni tal-Kunsill tal-UE; dan kien il-każ għall-pajjiżi kollha li ngħaqdu matul is-snin ta' wara.
4. ARMI BIJOLOĠIĊI
B'segwitu għas-Seba' Konferenza ta' Rieżami tal-BTWC (Ġinevra, Diċembru 2011), l-UE impenjat ruħha b'mod kostruttiv fil-Proċess Intersessjonali, fejn ikkontribwiet b'dikjarazzjonijiet u dokumenti ta' ħidma speċifiċi dwar: 1) il-kooperazzjoni u l-assistenza internazzjonali; 2) it-tisħiħ tal-implimentazzjoni nazzjonali; 3) il-bini ta' kapaċità fil-bijosikurezza u l-bijosigurtà. Id-delegazzjoni tal-UE għamlet dikjarazzjonijiet tal-UE fil-laqgħa tal-esperti (Ġinevra, 12 u s-16 ta' Awwissu 2013) u fil-laqgħa tal-Istati Partijiet (Ġinevra, 9 u t-13 ta' Diċembru 2013). F'din tal-aħħar, ġiet ippreżentata verżjoni riveduta u aġġornata tad-Dokument ta' ħidma tal-UE dwar l-Artikolu X - Kooperazzjoni u Assistenza.
Ir-riżultati tal-azzjoni tal-UE inkludew il-promozzjoni ta' aktar adeżjoni għall-BTWC fir-reġjuni ġeografiċi kollha, fehim imsaħħaħ tal-BTWC fost l-awtoritajiet nazzjonali rilevanti u/jew networking sottoreġjonali msaħħaħ sabiex jiġi promoss l-aċċess għall-BTWC u l-promozzjoni ta' implimentazzjoni volontarja tal-BTWC qabel ir-ratifika/l-adeżjoni. Matul il-perijodu 2009 sal-2013 daħlu erba' Stati fil-Konvenzjoni. Ġew stabbiliti kanali ta' komunikazzjoni ma' diversi Stati oħra li mhumiex partijiet fl-Asja, l-Afrika u l-Amerika Latina, u dan stabbilixxa pedament għal attivitajiet futuri.
Permezz tal-implimentazzjoni tad-Deċiżjoni tal-Kunsill 2012/421/PESK tat-23 ta' Lulju 2012, sessjonijiet ta' ħidma reġjonali biex isaħħu l-fehim tal-BTWC fost l-awtoritajiet nazzjonali rilevanti, networking reġjonali msaħħaħ biex jippromovi l-adeżjoni għal u l-implimentazzjoni tal-BTWC, identifikazzjoni tal-ħtiġijiet għat-tisħiħ tal-implimentazzjoni tal-BTWC, u ħolqien ta' u/jew appoġġ għal assoċjazzjonijiet nazzjonali u reġjonali tal-bijosikurezza ġew organizzati mill-fergħa tal-UNODA ta' Ġinevra (l-Unità ta' Appoġġ għall-Implimentazzjoni - ISU) f'Kuala Lumpur, fil-Malasja (3 u l-4 ta' Novembru), għall-Asja u l-Asja tal-Lvant, u fil-Belt tal-Messiku (13 u l-14 ta' Novembru) għall-Amerika Ċentrali u l-Karibew. Sessjonijiet ta' ħidma ġew organizzati wkoll fi Quito, l-Ekwador (14 ta' Ottubru), f'Burkina Faso (2 u t-3 ta' Diċembru) u f'Benin (5 u s-6 ta' Diċembru).
L-UE hija wkoll impenjata fl-appoġġ għat-titjib fil-bijosikurezza u l-bijosigurtà. F'dan ir-rigward, id-Deċiżjoni tal-Kunsill 2013/668/PESK adottata fit-18 ta' Novembru 2013 tipprevedi aktar minn EUR 1,7 miljun biex tappoġġa, permezz tal-għarfien espert tekniku tal-Organizzazzjoni Dinjija tas-Saħħa, proġetti maħsuba għall-promozzjoni, f'xi Stati Partijiet magħżula, tas-sensibilizzazzjoni tal-bijo-riskju, il-ġestjoni tal-bijo-riskju fil-laboratorji, u l-iżvilupp ta' strateġiji nazzjonali fil-laboratorji.
5. MISSILI
L-UE tikkunsidra l-Kodiċi ta' Kondotta tal-Aja kontra l-proliferazzjoni tal-missili ballistiċi (HCoC) bħala strument multilaterali importanti li għandu l-għan li jrażżan il-proliferazzjoni tas-sistemi ta' missili ballistiċi u teknoloġiji relatati permezz ta' miżuri ta' trasparenza u ta' bini ta' fiduċja u appoġġatu bis-sħiħ sa mill-bidu tiegħu. L-Istati Membri kollha tal-UE ssottoskrivew għall-Kodiċi. L-UE kompliet issegwi u tappoġġa it-tliet aspetti tal-Kodiċi: l-universalità, l-implimentazzjoni, u l-funzjonament imsaħħaħ u mtejjeb.
Abbażi tad-Deċiżjoni tal-Kunsill 2012/423/PESK b'appoġġ għall-HCoC u n-non-proliferazzjoni tal-missili inġenerali, fil-15 ta' Jannar 2013 l-UE, flimkien mal-aġenzija ta' implimentazzjoni Fondation pour la Recherche Stratégique (FRS) organizzat konferenza kommemorattiva fi Vjenna biex jiġi mmarkat l-Għaxar Anniversarju tal-iffirmar tal-HCoC. Fil-31 ta' Mejju 2013, fil-marġini tal-Laqgħa Regolari Annwali tal-HCoC, l-UE organizzat avveniment ta' konvolġiment fi Vjenna b'appoġġ tal-HCoC. Attivitajiet oħra kienu jinkludu, f'Settembru 2013, avveniment ta' sensibilizzazzjoni f'Ġinevra u sessjoni ta' Sensibilizzazzjoni f'Pariġi dwar it-trasferiment tat-teknoloġija ballistika u laqgħa oħra ta' sensibilizzazzjoni li għaliha attendew ħafna fil-marġini tal-Ewwel Kumitat tal-AĠNU fil-11 ta' Ottubru 2013. Missjoni esperta intbagħtet iċ-Ċina f'Settembru u l-Indja fil-bidu ta' Diċembru 2013. L-ewwel seminar reġjonali sar f'Singapor fis-27 ta' Novembru 2013.
Il-viżibbiltà tal-UE ġiet żgurata, inkluż bil-parteċipazzjoni tal-Kap tad-Delegazzjoni tal-UE u referenzi ċari għall-finanzjament tal-UE li ssemmew minn kważi l-kelliema kollha. L-innovazzjoni ġiet introdotta permezz tax-xandir dirett tal-avveniment u d-diskussjonijiet fuq l-internet.
Il-25 Laqgħa Plenarja tal-MTCR saret f'Ruma mis-16 sat-18 ta' Ottubru 2013. Żewġ dikjarazzjonijiet tal-UE ġew trażmessi fis-16 u s-17 ta' Ottubru 2013. L-istqarrija għall-istampa tal-Plenarja tagħmel referenza għal kemm l-Iran kif ukoll il-Korea ta' Fuq bħala żoni ta' kriżi attwali fil-proliferazzjoni tal-missili ballistiċi.
6. MITIGAZZJONI TAR-RISKJU CBRN
L-UE kompliet tagħmel progress fir-rigward tal-implimentazzjoni tal-Pjan ta' Azzjoni tas-CBRN (Kemikali, Bijoloġiku, Radjoloġiku u Nukleari) tal-UE adottat fl-2009, u sa issa xi 30 proġett ġew appoġġati mill-Programm ta' Prevenzjoni u Ġlieda kontra l-Kriminalità (ISEC).
Barra minn hekk, firxa ta' proġetti ta' riċerka relatati mas-CBRN iffinanzjati mill-Programm għal Soċjetà Sigura taħt is-seba' Programm Qafas qed jagħtu appoġġ xjentifiku u tekniku lill-Pjan ta' Azzjoni tas-CBRN permezz ta' żviluppi ta' riċerka li jkopru ċ-ċiklu sħiħ ta' ġestjoni ta' kriżijiet (mill-prevenzjoni sal-irkupru). Attivitajiet jinsabu għaddejjin ukoll biex jidentifikaw il-ħtiġijiet ta' standardizzazzjoni f'dan il-qasam li jistgħu jwasslu għal standards "European Norms" (EN). Il-Programm Orizzont 2020 (2014-2020) li jmiss ser isaħħaħ l-isforzi li jinsabu għaddejjin fir-riċerka tas-CBRN permezz ta' suġġetti ffukati, li l-programm ta' ħidma tagħhom ġie adottat fl-10 ta' Diċembru 2013.
Rapport ta' Progress dwar l-Implimentazzjoni tal-Pjan ta' Azzjoni għall-2012 enfasizza bosta riżultati, partikolarment fir-rigward ta' skambju ta' informazzjoni u prattiki tajbin imsaħħa, l-organizzazzjoni ta' eżerċizzji ta' taħriġ konġunt, u l-qbil dwar tliet listi tal-UE ta' sustanzi ta' riskju għoli fl-oqsma kimiċi, bioloġiċi u radjoloġiċi rispettivament.
Bil-ħsieb li tiġi stabbilita viżjoni għal politika fis-snin li ġejjin, matul l-ewwel semestru tal-2014 il-Kummissjoni biħsiebha tippreżenta Komunikazzjoni dwar Aġenda tas-CBRN-E (splussivi) tal-UE komprensiva ġdida, li ser tiffoka fuq għadd limitat ta' oqsma ta' prijorità ta' valur miżjud ċar tal-UE.
Sabiex jiġi implimentat il-Pjan ta' Azzjoni attwali sal-2015 u biex tiġi definita l-Aġenda tas-CBRN-E, il-Kummissjoni taħdem mill-qrib mal-awtoritajiet tal-Istati Membri u partijiet interessati rilevanti oħra fil-Grupp Konsultattiv tas-CBRN-E u s-sottogruppi li jiltaqgħu regolament.
L-Inizjattiva "Ċentri ta' Eċċellenza tas-CBRN tal-UE" (CoE), iffinanzjata permezz tal-Istrument għall-Istabbiltà, tnediet mill-UE f'Mejju 2010. Iċ-Ċentri ta' Eċċellenza tas-CBRN tal-UE qed jinħolqu b'rispons għar-rikonoxximent ta' kapaċità istituzzjonali insuffiċjenti ta' diversi pajjiżi biex itaffu r-riskju tas-CBRN: attivitajiet kriminali (proliferazzjoni jew terroriżmu tas-CBRN), naturali (żoonożi u epidemiji) u diżastri aċċidentali (aċċidenti industrijali). L-objettiv tagħhom hu l-iżvilupp ta' politika CBRN li tkopri l-perikli kollha f'livell nazzjonali u reġjonali sabiex tantiċipa u tirreaġixxi għal dawn ir-riskji. Fil-qosor, dawn huma miżuri strutturali biex tonqos il-vulnerabbiltà tal-pajjiżi għal ġrajjiet ta' CBRN fl-interess reċiproku tar-reġjuni u s-sigurtà tal-UE.
Dan l-objettiv jista' jinkiseb permezz tal-appoġġ għall-ħolqien ta' netwerks reġjonali ta' kompetenza esperta f'materji legali, regolatorji, tekniċi, ta' kontroll u infurzar li jirrigwardaw il-mitigazzjoni tar-riskju tas-CBRN.
Qed jiġu stabbiliti sitt ċentri reġjonali fi: 1. l-Afrika ta' Fuq (Alġeri), 2. Atlantique Façade (Rabat), 3. Lvant Nofsani (Amman), 4. l-Ewropa tax-Xlokk - il-Kawkasu tan-Nofsinhar - ir-Repubblika tal-Moldova - l-Ukraina (Tbilisi), 5. l-Asja tax-Xlokk (Manila), u 6. l-Afrika Sub-Saħarjana (Najrobi), u dawn bdew il-ħidma tagħhom. Il-pass li jmiss ser ikun il-ftuħ ta' Segretarjati reġjonali fl-Asja Ċentrali (Tashkent – għad mhux ikkonfermat) u l-Pajjiżi tal-Golf (Abu Dabi). Minbarra tlieta u tletin proġett li jammonatw għal EUR 26 miljun ikkuntrattati preċedentement, qed jiġu kkuntrattati ma' konsorzji differenti, inklużi mill-Istati Membri, proġetti ġodda li jammontaw għal madwar EUR 10 miljun.
7. GRUPPI TA' RIFLESSJONI
Fuq il-bażi tad-Deċiżjoni tal-Kunsill 2010/430/PESK tas-26 ta' Lulju 2010, il-ħidma tal-UE taħt l-Istrateġija tal-UE kontra l-Proliferazzjoni ta' Armi ta' Qerda Massiva ġiet appoġġata attivament mill-Konsorzju tan-Non-proliferazzjoni tal-UE li beda l-attività tiegħu f'Jannar 2011. Matul l-ewwel tliet snin ta' attività, in-netwerk tal-Konsorzju kiber għal fuq 60 grupp ta' riflessjoni madwar l-Ewropa. B'segwitu għall-attivitajiet b'suċċess organizzati fl-2012 (l-ewwel "Konferenza tal-UE dwar in-Non-proliferazzjoni u d-Diżarm" fit-3 u l-4 ta' Frar u l-WMDFZ fis-Seminar tal-Lvant Nofsani fil-5 u s-6 ta' Novembru 2012) konferenza internazzjonali annwali ġdida dwar in-Non-proliferazzjoni u d-Diżarm saret b'suċċess fit-30 ta' Settembru u l-1 ta' Ottubru 2013 preċeduta mit-Tieni laqgħa Konsultattiva tal-UE li saret fis-17 u t-18 ta' Ġunju 2013. Sadanittant, il-Konsorzju żied l-attivitajiet ta' riċerka tiegħu, f'kooperazzjoni ma' gruppi Ewropej ta' riflessjoni oħra fil-qasam, u ppubblika dokumenti ta' ħidma rilevanti għall-implimentazzjoni tal-Istrateġija dwar in-Non-proliferazzjoni tal-AQM, disponibbli fis-sit web tal-Konsorzju <http://www.nonproliferation.eu/>. F'termini tal-impatt, l-attivitajiet tal-Konsorzju żiedu l-viżibbiltà tal-UE fir-rigward ta' pajjiżi terzi u s-soċjetà ċivili u kkontribwixxew b'mod sostanzjali għat-tfassil tal-politika tal-UE fl-oqsma ta' tan-non-proliferazzjoni u d-diżarm. Il-Konsorzju jipprovdi pjattaforma għal kuntatti informali fost il-prattikanti u jgħin fil-promozzjoni tad-djalogu bejn partijiet interessati differenti. L-attività kkontribwixxiet għas-sensibilizzazzjoni dwar l-isfidi tal-armi nukleari, kimiċi u bijoloġiċi. Deċiżjoni ġdida ġiet imħejjija għall-adozzjoni tal-Kunsill fil-bidu tal-2014 biex jiġi żgurata li l-Konsorzju jkun jista' jkompli l-attivitajiet tiegħu għall-perijodu 2014-2016. Id-Deċiżjoni l-ġdida ser tafda lill-Konsorzju li jkompli l-attivitajiet tradizzjonali u li jieħu proġetti ġodda.
8. IR-RIŻOLUZZJONI 1540 TAL-KUNSILL TAS-SIGURTÀ TAN-NAZZJONIJIET UNITI U L-KONTROLLI FUQ L-ESPORTAZZJONI
a) UNSCR 1540
Deċiżjoni ġdida tal-Kunsill b'appoġġ għall-UNSCR 1540 ġiet adottata mill-Kunsill fit-22 ta' Lulju 2013. Hija ġiet implimentata mill-UNODA li torganizza sessjonijiet ta' ħidma reġjonali u żjarat mad-dinja kollha ta' assistenza fil-pajjiż. L-implimentazzjoni ta' din id-Deċiżjoni tal-Kunsill, li għadha kif bdiet fl-24 ta' Ottubru 2013, ser tgħin biex jissaħħu l-isforzi nazzjonali u reġjonali rilevanti, tikkontribwixxi għat-twettiq prattiku tar-rakkomandazzjonijiet inklużi fir-Reviżjoni Komprensiva tal-2009 dwar l-istatus ta' implimentazzjoni tal-UNSCR1540, u ser tibda u tiżviluppa pjanijiet ta' azzjoni nazzjonali fuq talba tal-Istati.
L-UNODA ffirmat ftehim mal-OSKE li ser jitlob sinerġiji b'appoġġ għall-UNSCR 1540. Sinerġiji u koordinazzjoni, anke biex tiġi evitata l-possibbiltà ta' duplikazzjonijiet, ser jiġu mfittxija wkoll maċ-Ċentri ta' Eċċellenza tas-CBRN tal-UE.
b) Kontrolli fuq l-Esportazzjoni
Il-Kummissjoni Ewropea lestiet it-tieni stadju fir-reviżjoni tar-reġim tal-UE ta' Kontroll fuq l-esportazzjonijiet permezz tal-adozzjoni ta' rapport lill-Parlament Ewropew u lill-Kunsill dwar l-implimentazzjoni tar-Regolament (KE) Nru 428/2009 fl-2010-2012. Ir-rapport jiddeskrivi l-evoluzzjoni riċenti tar-regoli u regolamenti dwar il-kontrolli fuq l-esportazzjoni u l-azzjonijiet meħuda biex jiġi żgurat li l-kontrolli fuq l-esportazzjoni jkunu konsistenti fl-UE kollha. Huwa fih ukoll l-ewwel valutazzjoni sistematika fl-UE kollha tal-liċenzjar tad-data u jistabbilixxi l-fehmiet tal-partijiet interessati fir-rigward tal-effetti tal-kontrolli fuq l-esportazzjoni fuq is-sigurtà u l-kummerċ, u l-ħtieġa li jiġu aġġustati l-parametri ta' kontroll tas-sigurtà għaċ-ċirkostanzi ta' sigurtà, teknoloġiċi u ekonomiċi li qed jinbidlu.
Mil-lat regolatorju, komplew id-diskussjonijiet dwar l-emenda propost għar-Regolament tal-UE 428/2009 dwar oġġetti b’użu doppju bil-ħsieb li jitħaffu l-aġġornamenti tal-listi ta' kontroll tal-UE ta' oġġetti b'użu doppju, u f'Settembru u Diċembru saru laqgħat tat-trilogu, bil-ħsieb li jiġi konkluż l-ewwel qari tal-proposta.
L-implimentazzjoni tal-kontrolli fuq l-esportazzjoni ġiet appoġġata minn żewġ laqgħat tal-Grupp ta’ Koordinazzjoni dwar l-Użu Doppju, inkluża laqgħa konġunta mar-rappreżentanti tal-amministrazzjonijiet tad-Dwana f'Novembru 2013. Il-Grupp ta' Koordinazzjoni Dwar l-Użu Doppju ħejja linji gwida wkoll għall-konsultazzjonijiet bejn l-awtoritajiet kompetenti.
Kooperazzjoni mill-qrib mal-partijiet u l-pajjiżi terzi ġiet żgurata u, b'mod partikolari, f'Ottubru 2013 sar djalogu maċ-Ċina dwar il-kontroll fuq l-esportazzjoni fil-kuntatt ta' "Grupp ta' Ħidma dwar it-Teknoloġija Avvanzata".
Saret koordinazzjoni mill-UE għall-promozzjoni tal-pożizzjonijiet miftehma tal-UE fil-laqgħat rilevanti tas-sistemi ta' kontroll fuq l-esportazzjonijiet li saru fit-tieni semestru (Grupp ta' Fornituri Nukleari: Grupp Konsultattiv f'Novembru 2013; Ftehim ta' Wassenaar: Grupp ta' Ħidma Ġenerali f'Ottubru 2013 u Laqgħa plenarja f'Novembru 2013; Grupp tal-Awstralja: Laqgħa plenarja f'Ġunju 2013; MTCR: Laqgħa plenarja f'Ottubru 2013). L-UE (bħala parti mill-grupp inkarigat mill-Presidenza tal-UE) ippreżentat il-programm tagħha ta' attivitajiet ta’ sensibilizzazzjoni fil-qasam tal-kontroll fuq l-esportazzjoni ta' armi konvenzjonali u oġġetti b'użu doppju fil-Grupp ta' Ħidma Ġenerali tal-Ftehim ta' Wassenaar f'Ottubru 2013.
Il-programm tal-UE ta' Sensibilizzazzjoni dwar il-Kontroll fuq l-Esportazzjoni biex isaħħaħ l-kapaċità amministrattiva f'pajjiżi terzi (23) biex jittratta ma' oġġetti b'użu doppju kompla. Il-programm huwa ffinanzjat taħt l-Istrument għall-Istabbiltà.
9. L-ISPAZJU
Mill-2007 'l hawn, l-UE kienet qed tippromovi l-iżvilupp ta' Kodiċi ta’ Kondotta Internazzjonali għall-Attivitajiet fl-Ispazju. Din is-sensiela ta' linji gwida internazzjonali u volontarji jsaħħu s-sigurtà, is-sikurezza u l-prevedibbiltà tal-attivitajiet kollha tal-ispazju. Linji gwida bħal dawn għandhom, fost l-oħrajn, jillimitaw jew jimminimizzaw interferenza ta' ħsara, ħabtiet jew aċċidenti fl-ispazju extratmosferiku, kif ukoll il-ħolqien ta' debris. Din għandha tistabbilixxi r-regoli bażiċi li għandhom jiġu osservati minn nazzjonijiet li jwettqu attivitajiet fl-ispazju kemm f'attivitajiet tal-ispazju ċivili u militari.
Fil-5 ta' Ġunju 2012, l-UE kienet introduċiet lill-komunità' internazzjonali fi Vjenna, abbozz ġdid, elaborat wara serje ta' konsultazzjonijiet ma' nazzjonijiet ewlenin li jwettqu attivitajiet fl-ispazju.
B'segwitu tal-Konsultazzjonijiet Mingħajr Limiti dwar l-abbozz ta' test li saru fi Kiev fis-16 u s-17 ta' Mejju 2013, fejn iltaqgħu madwar 140 rappreżentant minn 61 pajjiż, it-test ġie rivedut. Tieni ċiklu ta' konsultazzjonijiet dwar it-test rivedut sar f'Bangkok mill-20 sat-22 ta' Novembru 2013, fejn iltaqgħu 66 pajjiż u organizzazzjoni u 133 parteċipant. Il-laqgħa f'Bangkok kienet inkoraġġanti billi rriżultat f'diskussjoni profonda tat-test innifsu, bil-kwistjonijiet proċedurali jkollhom rwol żgħir biss. Bil-ħsieb li l-proċess isir aktar trasparenti u inklużiv, il-Mibgħut Speċjali matul is-sena kellu konsultazzjonijiet ma' għadd sinifikanti ta' pajjiżi, inklużi żjarat f'Beijing u Moska lejliet l-konsultazzjonijiet ta' Bangkok.
Skont id-Deċiżjoni tal-Kunsill 2012/281/PESK tad-29 ta' Mejju 2012 b'appoġġ għall-proposta tal-Unjoni għal Kodiċi ta’ Kondotta Internazzjonali għall-Attivitajiet fl-Ispazju Extra-atmosferiku, l-aġenzija ta' implimentazzjoni (l-Istitut tan-Nazzjonijiet Uniti għar-Riċerka dwar id-Diżarm - UNIDIR) mexxiet attivitajiet ta' sensibilizzazzjoni dwar il-Kodiċi u biex tappoġġa l-proċess multilaterali. UNIDIR kellu serje ta' seminars reġjonali (f'Kuala Lumpur, Addis Ababa, il-Messiku u Astana) u organizza l-akbar tliet laqgħat multilaterali li saru mill-UE/SEAE fi Vjenna, Kiev u Bangkok. Il-laqgħat fi Kiev u f'Bangkok kienu appoġġati minn sponsorjar tal-ivjaġġar biex tkun iffaċilitata l-parteċipazzjoni minn uffiċjali u esperti minn pajjiżi terzi.
Kif indikat fl-introduzzjoni, il-Mibgħut Speċjali investa sforz konsiderevoli fil-proċess relatat mal-istudji tal-Grupp ta' Esperti Governattivi (GGE) tan-NU dwar attivitajiet miżuri għat-trasparenza u għat-tisħiħ tal-fiduċja (TCBMs) f'Attivitajiet fl-ispazju extra-atmosferiku. L-eżitu pożittiv tal-istudju, li fih referenzi utli għall-proposta tal-UE għal Kodiċi ta' Kondotta, inkoraġġixxa lill-Istati Membri kollha tal-UE biex jikkosponsorjaw fir-Riżoluzzjoni tal-Ewwel Kumitat tal-AĠNU dwar miżuri għat-trasparenza u għat-tisħiħ tal-fiduċja (TCBMs) f'Attivitajiet fl-Ispazju Extra-atmosferiku, li ġiet adottata mill-Kumitat b'kunsens.
10. KLAWSOLI DWAR IN-NONPROLIFERAZZJONI TAL-AQM
L-UE kompliet, f'konformità mal-Istrateġija tagħha dwar in-non-proliferazzjoni tal-AQM, tintegra b'mod sistematiku n-non-proliferazzjoni tal-AQM fir-relazzjonijiet kuntrattwali tagħha ma' pajjiżi terzi.
Barra minn hekk, saru aktar negozjati għal klawsoli dwar in-non-proliferazzjoni tal-AQM fil-ftehimiet rilevanti bejn l-UE u pajjiżi terzi, b'mod partikolari mal-Brunej, il-Ġappun u l-Kazakistan. In-negozjati jikkontribwixxu għas-sensibilizzazzjoni dwar il-politika tal-UE dwar in-non-proliferazzjoni u d-diżarm u jipprovdu forum biex jiżdied il-fehim reċiproku tal-pożizzjonijiet rilevanti, jidentifika oqsma possibbli għal kooperazzjoni futura u biex jinkoraġġixxi pajjiżi sħab javvanzaw b'mod konkret fir-rigward tar-reġim internazzjonali ta' non-proliferazzjoni.
11. FORA MULTILATERALI OĦRA
G8
L-UE kellha rwol attiv fil-laqgħat tad-Diretturi għan-Non-proliferazzjoni u d-Diżarm fit-tħejjija tad-Dikjarazzjoni dwar in-non-proliferazzjoni tas-Summit tal-G8 u assistiet fit-twettiq ta' diversi inizjattivi diplomatiċi dwar il-Protokoll Addizzjonali tal-IAEA u l-implimentazzjoni nazzjonali tal-UNSCR 1540, f'assoċjazzjoni mal-presidenza tar-Renju Unit.
Sa mill-ħolqien tagħha fl-2002, is-Sħubija Globali (GP) espandiet lil hinn mill-G8 u saret pjattaforma ta' koordinazzjoni u kooperazzjoni, li issa tgħodd mas-17-il sieħeb addizzjonali. Fis-Summit ta' Deauville f'Mejju 2011, il-mexxejja qablu li jkomplu jsaħħu s-sigurtà bijoloġika, l-implimentazzjoni tal-1540 u s-sigurtà nukleari. L-Istati Uniti fl-2012 u r-Renju Unit fl-2013 mexxew l-aġenda 'l quddiem, b'mod partikolari billi ħolqu erba' sottogruppi ta' ħidma dwar is-sigurtà bijoloġika, is-sigurtà kimika, is-sigurtà nukleari u ċ-Ċentri ta' Eċċellenza (CoE) taħt il-Grupp ta' Ħidma dwar il-GP. Id-dħul ta' organizzazzjonijiet reġjonali (oħra) kif ukoll ir-rinfurzar tas-sjieda reġjonali kienu waħda mill-prijoritajiet tal-aħħar sitt xhur. Iċ-Ċentri ta' Eċċellenza tal-UE, li kienu l-oriġini tas-sottogrupp ta' ħidma dwar is-CoE, komplew iżidu fil-momentum fis-Sħubija Globali tal-G8, b'mod partikolari biex jiġi faċilitat l-iskambju ta' informazzjoni b'mod reġjonali u, possibbilment, tiġi evitata d-duplikazzjoni fost id-donaturi.
12. LAQGĦAT TA' DJALOGU POLITIKU
Laqgħat ta' djalogu politiku dwar in-non-proliferazzjoni u d-diżarm, fil-parti l-kbira mwettqa mill-Mibgħut Speċjali, ġew organizzati mar-Russja (f'Moska), mal-Brażil (fi Brussell) u maċ-Ċina (f'Beijing). Hu kellu għadd ta' konsultazzjonijiet informali ma' diversi atturi, inkluż fil-marġini ta' avvenimenti importanti bħall-Konferenza Ġenerali tal-IAEA fi Vjenna (Repubblika tal-Korea), l-Ewwel Kumitat tal-AĠNU fi New York (inklużi l-Indja, l-Istati Uniti, ir-Russja, is-Segretarjat tan-NU, l-Afrika t'Isfel), il-Grupp tal-G8 ta' Diretturi tan-Non-Proliferazzjoni f'Londra (il-Kanada), kif ukoll mal-Kazakistan (f'Astana). L-UE kkoordinat il-pożizzjonijiet tagħha mal-Istati Uniti fid-Djalogu annwali ta' Livell Għoli bejn l-UE28 u l-Istati Uniti dwar in-Non-Proliferazzjoni, id-Diżarm, il-Kontroll fuq l-Armi u l-Mitigazzjoni tar-Riskju tas-CBRN li sar fit-13 ta' Diċembru 2013 fi Brussell.

Council Decision 2010/430/CFSP of 26 July 2010 establishing a European network of independent non-proliferation think tanks in support of the implementation of the EU Strategy against Proliferation of Weapons of Mass Destruction. |
The objective of this network of independent non-proliferation think tanks is to encourage political and security-related dialogue and the long-term discussion of measures to combat the WMD proliferation and their delivery systems within civil societies, and more particularly among experts, researchers and academics. It will constitute a useful stepping stone for non-proliferation action by the Union and the international community. The Union wishes to support this network as follows:

The CBRN emergency response needs to be identified and prioritised per country. Comprehensive technology solutions for detection, protection, decontamination, mitigation, containment and disposal should also be elaborated. CBRN incidents require full utilization of national resources to respond to and mitigate the consequences of such emergencies. The main responsibility in cases of CBRN emergencies falls upon first responders. It is therefore essential that countries build upon their national resources to mitigate and respond to the consequences of an emergency situation. Best-practices should thus be exchanged amongst these first responders at MIE regional level and CBRN risk mitigation knowledge developed. It should also result in increased awareness of stocks of hazardous chemical agents, their pre-cursors as this is one of the means of targeting illicit use and/or trafficking of WMD. |
