    Summary

    A regulation suspending the advance fixing of aid in the context of a common organization of a market affects both applications which are pending when the suspension takes effect and those which are lodged during the period of suspension . Such a regulation applies to objectively defined situations and produces legal effects with respect to classes of persons envisaged in abstract terms . It is thus of general application and is not of individual concern, within the meaning of the second paragraph of Article 173 of the Treaty, to undertakings whose applications for advance fixing of the aid are pending when the suspension of advance fixing takes effect .
