Ši pažangos ataskaita dėl 2003 m. gruodžio mėn. Europos Vadovų Tarybos priimtos Europos Sąjungos kovos su masinio naikinimo ginklų platinimu strategijos (dok. 15708/03) įgyvendinimo apima veiklą, kuri buvo vykdoma 2018 m. Ši ataskaita nėra baigtinė, joje daugiausia dėmesio skiriama pagrindiniams pokyčiams. Visa veikla buvo vykdoma platesniame ES saugumo politikos ir konfliktų prevencijos kontekste. |

2018 m. įvyko 11 ES Tarybos ginklų neplatinimo darbo grupės posėdžių, be kita ko, direktorių lygmeniu, skirtų ES pozicijoms ir būsimai veiklai aptarti. ES delegacijos Vienoje, Ženevoje ir Niujorke parengė ir suderino keletą ES pareiškimų, skirtų daugiašaliams forumams, ir aktyviai prisidėjo prie politikos formavimo reguliariai vykstančiuose ES koordinavimo posėdžiuose. |
BRANDUOLINIAI KLAUSIMAI

ES yra visapusiškai įsipareigojusi propaguoti Sutarties dėl branduolinio ginklo neplatinimo (NPT) visuotinį taikymą ir visapusišką, galutinį ir veiksmingą įgyvendinimą, greitą Visuotinio branduolinių bandymų uždraudimo sutarties (CTBT) įsigaliojimą ir zonos be masinio naikinimo ginklų ir jų siuntimo į taikinį priemonių sukūrimą Artimuosiuose Rytuose. Vienas iš ES prioritetų tebėra Nusiginklavimo konferencijoje pradėti ir greitai užbaigti derybas dėl Daliųjų medžiagų branduoliniams ginklams arba kitiems branduoliniams sprogstamiesiems įtaisams gamybos nutraukimo sutarties. |
Sutartis dėl branduolinio ginklo neplatinimo ir Tarptautinė atominės energijos agentūra

NPT peržiūros ciklas tęsėsi: 2018 m. balandžio 23 d.–gegužės 4 d. Ženevoje įvyko antra NPT šalių 2020 m. peržiūros konferencijos Parengiamojo komiteto sesija. ES padarė keturis pareiškimus: vieną – per bendrus debatus ir tris – atitinkamai per debatus dėl branduolinio nusiginklavimo, ginklų neplatinimo ir taikaus naudojimo būdų; taip pat padarytas konkretus pareiškimas, kuriuo pritariama zonos be masinio naikinimo ginklų sukūrimui Artimuosiuose Rytuose. Be to, ES surengė du papildomus renginius: vieną – dėl ES paramos Visuotinio branduolinių bandymų uždraudimo sutarčiai ir jos organizacijai, o antrą – dėl NPT teikiamos naudos, kuriame daugiausia dėmesio skirta tarptautiniam bendradarbiavimui radioaktyviųjų šaltinių srityje per visą jų gyvavimo ciklą. ES taip pat pateikė darbinius dokumentus dėl branduolinio nusiginklavimo patikrinimo ir daliųjų medžiagų gamybos nutraukimo sutarties. Visos ES valstybės narės pritarė pareiškimui dėl Šiaurės Korėjos keliamos branduolinės problemos. JT Generalinės Asamblėjos Pirmojo komiteto nusiginklavimo ir tarptautinio saugumo klausimais 73-ioje sesijoje ES dalyvavo visuose aktualiuose debatuose, įskaitant teminius debatus dėl branduolinių ginklų. |

ES toliau rėmė pagrindinius TATENA įsipareigojimus, susijusius su ginklų neplatinimu, branduoline energija, branduoline sauga, branduoliniu saugumu ir techniniu bendradarbiavimu. |

ES prisideda prie 2018–2021 m. TATENA branduolinio saugumo plano įgyvendinimo taikydama Tarybos sprendimą (BUSP) 2016/2383 (1), kuriuo finansuojama TATENA veikla, siekiant ginklų neplatinimo ir branduolinio saugumo tarptautinių priemonių visuotinio taikymo; padedant Šalims suformuoti vietos techninius, mokslinius ir žmogiškuosius pajėgumus, būtinus veiksmingam ir tvariam branduoliniam saugumui užtikrinti; stiprinant pajėgumus užkirsti kelią nusikalstamoms arba tyčinėms nesankcionuotoms veikoms, susijusioms su branduolinėmis ar kitomis radioaktyviosiomis medžiagomis, kurioms netaikoma reguliuojamoji kontrolė, išsiaiškinti tokias veikas, į jas reaguoti ir apsaugoti nuo jų žmones, turtą, aplinką ir visuomenę; stiprinant neteisėtos prekybos branduolinėmis bei kitomis radioaktyviosiomis medžiagomis išaiškinimą ir atsakomuosius veiksmus; prisidedant prie kompiuterių saugumo branduolinėje srityje; stiprinant radioaktyviųjų šaltinių saugumą, kad būtų užtikrinamas jų saugus ir patikimas saugojimas šalyse, kurioms reikia paramos, be kita ko, grąžinant kilmės šaliai arba tiekėjui; stiprinant branduolinių ir kitų radioaktyviųjų medžiagų fizinę apsaugą. |

Europos Komisijos Jungtinis tyrimų centras (JRC) toliau rėmė TATENA incidentų ir neteisėtos prekybos duomenų bazę (ITDB), tuo tikslu teikė mokymus ir vykdė vystomąją veiklą, skirtą ITDB ryšių punktams iš Europos Sąjungos valstybių narių ir Balkanų regiono šalių. |

5-o ES ir TATENA vyresniųjų pareigūnų susitikimo (2017 m. vasario 15 d.) metu JRC ir TATENA pasirašė „Praktinę bendradarbiavimo branduolinių mokslų taikymo būdų srityje tvarką“, kuria siekiama plėtoti bendrą veiklą ir išvengti pastangų dubliavimo. Vienas iš veiksmų, įtrauktų į šią praktinę tvarką, yra aplinkos radioaktyvumo stebėsena; radioaktyvumas matuojamas visoje Europoje ir daugelyje kitų pasaulio vietovių, t. y. gama spinduliuotės dozės normos vidutinės ir didžiausios vertės per paskutines 24 valandas. Šiuos matavimų rezultatus pateikia 39 šalių kompetentingos nacionalinės institucijos iš maždaug 5 500 stebėjimo vietų; jos praneša naujausias radiologines vertes Europos radiologinių duomenų mainų platformai (EURDEP). Pranešimas apie radiacinę avariją arba nepaprastąją radiologinę padėtį pateikiamas per išankstinio pranešimo tinklus, pavyzdžiui, ECURIE arba EMERCON, kuriuos atitinkamai valdo Europos Komisija ir TATENA, pasikonsultavus su kompetentingomis nacionalinėmis institucijomis. 2018 m. vykdyta veikla apima suderintų avarinės parengties ir reagavimo į nelaimes procedūrų rengimą, dalyvavimą pratybose („ConvEx“, ECUREX), paramą Tarptautinei radiacinės stebėsenos informacinei sistemai (keitimosi duomenimis su ne Europos šalimis bandymai, regioninis keitimasis stebėsenos duomenimis). |

Bendras visapusiškas veiksmų planas (BVVP) yra itin svarbus pasaulinės branduolinių ginklų neplatinimo struktūros elementas ir daugiašalės diplomatijos laimėjimas. Europos saugumui labai svarbu, kad susitarimas būtų toliau visapusiškai ir veiksmingai įgyvendinamas. ES toliau prisideda įgyvendinant BVVP, koordinuodama pagal BVVP įsteigtų Bendros komisijos ir kelių ekspertų lygio darbo grupių veiklą. ES taip pat toliau visapusiškai remia ilgalaikę TATENA misiją tikrinti ir stebėti, kaip Iranas vykdo savo įsipareigojimus branduolinėje srityje. Nuo 2016 m. ES įgyvendina BVVP III priedą, visų pirma įgyvendindama branduolinės saugos gerinimo projektus. Bendradarbiavimui su Iranu civilinėje branduolinėje srityje vykdyti jau skirta 15 mln. EUR, ir sudarytos sutartys dėl trijų projektų, kuriais teikiama parama tiek Irano branduolinės energetikos reguliavimo institucijai, tiek branduolinės elektrinės operatoriui Bušehre. |

Bendradarbiavimas su Iranu civilinėje branduolinėje srityje yra itin svarbus BVVP ramstis ir svarbiausias ES bendradarbiavimo su Iranu aspektas. Jis padeda geriau suprasti Irano civilinio branduolinio sektoriaus poreikius ir palaipsniui didinti pasitikėjimą taikiu Irano branduolinės programos pobūdžiu. 2018 m. ES ir Irano bendradarbiavimas apėmė dažnus aukšto lygio mainus politikos klausimais, ypatingą dėmesį skiriant branduoliniam valdymui; bendrą seminarą civilinio branduolinio sektoriaus atsakomybės ir draudimo klausimais; projektus, kuriais remiamos Irano branduolinės reguliavimo institucijos pastangos suderinti veiklą su tarptautiniais standartais teisėkūros ir reguliavimo srityse; mokslinius seminarus ir techninius vizitus į ES Jungtinio tyrimų centro branduolinius objektus ir laboratorijas; tarptautines konferencijas su branduolinės energetikos srities suinteresuotaisiais subjektais; projektus, kuriais remiamas Arako mokslinių tyrimų reaktoriaus (Chondabe) modernizavimas ir Fordovo įrenginio pertvarkymas į branduolinį fizikos ir technologijų centrą. Iranas ir toliau buvo pagrindinis ES paramos branduolinės saugos srityje gavėjas. |

Dabartinis tikrinimo standartas yra visapusiški saugos garantijų susitarimai, kartu su papildomais protokolais„ ir ES toliau ragina visus nedelsiant prie jų prisijungti. Glaudus Euratomo ir TATENA bendradarbiavimas sudaro sąlygas užtikrinti veiksmingas ir efektyvias saugos garantijas. ES aktyviai remia TATENA saugos garantijų sistemą pasinaudodama Europos Komisijos paramos saugos garantijoms programa, bendradarbiavimo branduolinės saugos srityje priemone ir valstybių narių paramos programomis. |

ES ir jos valstybės narės mano, kad itin svarbu pasaulio mastu užtikrinti branduolinę saugą ir nuolat ją didinti. 2017 m. įsigaliojusia iš dalies pakeista Branduolinės saugos direktyva ES suteikė teisinę galią Vienos deklaracijos dėl branduolinės saugos tikslams. Itin svarbus iš dalies pakeistos direktyvos elementas – visiems veiklos vykdytojams nustatytas saugos tikslas, siekiant užkirsti kelią avarijoms ir išvengti didelio radioaktyviųjų medžiagų išmetimo į aplinką. Dalinių pakeitimų direktyvomis į Euratomo teisę taip pat įtraukti teminiai ekspertiniai vertinimai. Buvo sėkmingai atliktas pirmas Europos lygmens teminis ekspertinis vertinimas. Visos ES valstybės narės perkėlė naujus reikalavimus į savo nacionalinę teisę. |

2014–2020 m. laikotarpiu taikiam branduolinės energijos naudojimui remti ES skyrė 325 mln. EUR; šiomis lėšomis remiama branduolinė sauga, radiacinė sauga ir veiksmingų bei efektyvių saugos garantijų taikymas trečiosiose valstybėse. Europos Komisija, bendradarbiaudama su TATENA ir kitais partneriais, remia strateginio bendrojo plano dėl aplinkos atkūrimo Vidurinėje Azijoje įgyvendinimą ir kartu su Kirgizijos Respublika propagavo 2018 m. lapkričio 8 d. įvykusios tarptautinės paramos teikėjų konferencijos, kurioje dalyviai įsipareigojo bendrojo plano įgyvendinimui skirti daugiau kaip 17 mln. EUR, surengimą. |

ES ir jos valstybės narės toliau tvirtai remia TATENA techninio bendradarbiavimo programą, be kita ko, dideliais įnašais į Techninio bendradarbiavimo fondą ir Taikaus naudojimo būdų iniciatyvą. ES ir jos valstybės narės yra antros pagal paramos dydį techninio bendradarbiavimo programos rėmėjos; ši programa yra svarbi priemonė siekiant sudaryti sąlygas saugios eksploatacijos, saugiam ir taikiam branduolinių technologijų naudojimui ir įgyvendinti Darnaus vystymosi darbotvarkės iki 2030 m. tikslus. |

Kasmet ES ir TATENA rengia vyresniųjų pareigūnų susitikimą, kuriame peržiūrimas ir planuojamas jų plataus masto bendradarbiavimas. Paskiausią susitikimą 2018 m. vasario 8 d. Vienoje surengė TATENA. Diskusijose daugiausia dėmesio skirta bendradarbiavimo branduolinės saugos, saugumo, apsaugos priemonių, darnaus vystymosi, branduolinės energijos, mokslinių tyrimų ir inovacijų skatinimo srityse stiprinimui. Kovo mėn. ES vyriausioji įgaliotinė užsienio reikalams ir saugumo politikai ir Komisijos pirmininko pavaduotoja diskutavo su TATENA generaliniu direktoriumi. |
Visuotinio branduolinių bandymų uždraudimo sutartis

Svarbūs ES kovos su masinio naikinimo ginklų platinimu strategijos tikslai – CTBT greitas įsigaliojimas ir visuotinis taikymas. Visos ES valstybės narės pademonstravo įsipareigojimą laikytis Sutarties – jos ją ratifikavo ir pradėjo vykdyti pagrindinius įsipareigojimus pagal šią Sutartį. CTBT yra tvirta pasitikėjimo ir saugumo stiprinimo priemonė. ES nuolat propaguoja Sutarties naudą ir pridėtinę vertę siekiant užtikrinti taiką, saugumą, nusiginklavimą ir ginklų neplatinimą, be kita ko, ją taikant civilinėms reikmėms, ir finansiškai remia Visuotinio branduolinių bandymų uždraudimo sutarties organizacijos (CTBTO) parengiamąją komisiją. |

2018 m. vasario 26 d. Taryba priėmė Tarybos sprendimą (BUSP) 2018/298 (2) dėl Sąjungos paramos CTBTO parengiamosios komisijos veiklai siekiant stiprinti jos stebėsenos bei tikrinimo pajėgumus. Per dvejų metų laikotarpį daugiau kaip 4,5 mln. EUR finansinė parama skiriama šiose srityse: sertifikuotos pagalbinės seisminės stotys, CTBTO tarptautinės stebėsenos sistemos dalis; inertinių dujų mėginių ėmimo sistemų plėtojimas atliekant geresnei ksenono adsorbcijai skirtų medžiagų tyrimus; tolesnis radioaktyviojo ksenono fono matavimo kampanijų vykdymas įvairiuose pasaulio regionuose; ansamblinio prognozavimo sistema, kuria būtų kiekybiškai vertinamos neapibrėžtys ir pasikliovimo lygmuo Pernešimo atmosferoje modeliavimo (PAM) imitacijose; PAM priemonių skiriamosios gebos didėjimo mokslinis vertinimas; naujos programinės įrangos kūrimas; inertinių dujų apdorojimo ir aptikimo stiprinimas, kiek tai susiję su inspekcijomis vietoje; seisminių, hidroakustinių ir infragarso (SHI) duomenų automatinio apdorojimo ir integravimo pajėgumų Nacionalinių duomenų centrų (NDC) programų paketuose stiprinimas; integruotas informavimo ir pajėgumų stiprinimas, skirtas CTBT pasirašiusioms ir nepasirašiusioms valstybėms. ES ir jos valstybės narės taip pat prisideda prie CTBT tikrinimo režimo palaikymo ir stiprinimo teikdamos techninę paramą ir konsultacijas CTBTO B darbo grupėje bei kituose praktiniuose ir teoriniuose seminaruose. |

CTBT draugų grupės, kurią sudaro Australija, Kanada, Suomija, Vokietija, Japonija ir Nyderlandai, kvietimu ES vyriausioji įgaliotinė ir pirmininko pavaduotoja dalyvavo 2018 m. rugsėjo 27 d. Niujorke įvykusiame devintame ministrų lygmens susitikime, kuriame ji pateikė suderintą ES pareiškimą. Jos vardu EIVT specialusis pasiuntinys nusiginklavimo ir ginklų neplatinimo klausimais kartu su CTBTO vykdomuoju sekretoriumi ir užsienio reikalų ministru dalyvavo 2018 m. gegužės 22 d. Belgijos surengtoje aukšto lygio konferencijoje „Siekiant pasaulio be branduolinių bandymų. Įvykdyti pažadą“. CTBTO vykdomasis sekretorius Dr. Lassina Zerbo pasakė pagrindinę kalbą renginyje, kurio šeimininkas – Belgijos Ministro Pirmininko pavaduotojas bei užsienio ir Europos reikalų ministras Didier Reynders. 2018 m. gegužės mėn. ES dalyvavo CTBTO mokslo ir diplomatijos simpoziume. |

Tarptautiniuose forumuose ir susitikimuose su CTBT dar nepasirašiusiomis ar neratifikavusiomis valstybėmis ES naudojasi kiekviena proga propaguoti šios Sutarties ratifikavimą ir toliau diplomatinėmis priemonėmis propaguoja CTBT įsigaliojimą tose valstybėse. ES patirtis ir finansavimas gali padėti šalims, kurioms trūksta išteklių, įgyvendinti Sutarties nuostatas. ES itin palankiai įvertino tai, kad 2018 m. Sutartį ratifikavo Tailandas. Klausimas dėl CTBT buvo dvišaliu lygmeniu keliamas ES politiniuose dialoguose ir dialoguose ginklų neplatinimo ir nusiginklavimo klausimais su Indija, Pakistanu ir JAV. |
Su branduoliniu saugumu susijusios iniciatyvos

2018 m. ES nusprendė ir finansiškai remti vieną itin svarbų pasaulinės branduolinio saugumo ir kovos su terorizmu struktūros elementą – Tarptautinę konvenciją dėl kovos su branduolinio terorizmo veiksmais (ICSANT). Šios paramos tikslas – didinti ICSANT pasirašiusiųjų šalių skaičių, didinti nacionalinių politikos formuotojų ir sprendimus priimančių asmenų informuotumą ir stiprinti gebėjimus: padėti tobulinti nacionalinės teisės aktus ir stiprinti nacionalinių suinteresuotųjų subjektų, įskaitant baudžiamosios justicijos pareigūnus, gebėjimus tirti branduolinio terorizmo atvejus, vykdyti baudžiamąjį persekiojimą ir priimti teisminius sprendimus dėl jų. Gruodžio 10 d. Taryba priėmė Tarybos sprendimą (BUSP) 2018/1939 (3) dėl Sąjungos paramos ICSANT visuotiniam taikymui ir veiksmingam įgyvendinimui. Per trejus metus ES suteiks beveik penkis milijonus eurų Jungtinių Tautų narkotikų kontrolės ir nusikalstamumo prevencijos biurui ir Jungtinių Tautų kovos su terorizmu biurui. Tarybos sprendimu bus skatinamas ICSANT visuotinis taikymas ir veiksmingas įgyvendinimas plėtojant ir techniškai prižiūrint slaptažodžiu apsaugotą interneto svetainę dėl visų su ICSANT susijusių išteklių, įskaitant nacionalinės teisės aktų pavyzdžius; e. mokymosi modulio, skirto ICSANT, išverstino į bent keturias JT oficialias kalbas, parengimas; atitinkamos teisinės pagalbos teikimas; atitinkamų suinteresuotųjų subjektų, įskaitant baudžiamosios justicijos pareigūnus, kurie galėtų dalyvauti tiriant bylas, susijusias su branduolinėmis ir kitomis radioaktyviosiomis medžiagomis, kurioms taikoma ICSANT, vykdant baudžiamąjį persekiojimą ir priimant teisminius sprendimus dėl jų, gebėjimų stiprinimas; pasaulinių ir regioninių praktinių seminarų ir vizitų į šalis rengimas, taip pat gerosios patirties pavyzdžių rinkimas ir sklaida. |

ES toliau rėmė Pasaulinę kovos su branduoliniu terorizmu iniciatyvą (GICNT) ir jos misiją – stiprinti pajėgumus pasauliniu lygmeniu siekiant užkirsti kelią branduoliniam terorizmui, nustatyti jo grėsmę ir į jį reaguoti. ES dalyvavo Suomijoje vykusiame GICNT įgyvendinimo ir vertinimo grupės posėdyje (2018 m. birželio 11–12 d.); 2018 m. sausio 25–26 d. Branduolinių sprogimų aptikimo darbo grupė surengė dviejų dienų ekspertų susitikimą Bilthovene (Nyderlandai). ES ir jos valstybės narės aktyviai dalyvauja GICNT Įgyvendinimo ir vertinimo grupės darbe visose srityse: branduolinių sprogimų aptikimo, branduolinės ekspertizės bei reagavimo ir poveikio švelninimo. ES aktyviai prisidėjo rengiant visus informacinius Įgyvendinimo ir vertinimo grupės darbo grupių dokumentus. Europos Sąjunga ir jos valstybės narės organizuoja renginius ir juose dalyvauja, kad padėtų didinti tarptautinį informuotumą ir stiprinti įsipareigojimą užtikrinti branduolinį saugumą, pavyzdžiui: 2018 m. vasario 6–8 d. Jungtinė Karalystė surengė Atkūrimo ir padarinių valdymo praktinį seminarą ir ekspertų posėdį Blue Lion; 2018 m. balandžio 10–12 d. Vengrija, bendradarbiaudama su GICNT ir JAV energetikos departamentu surengė praktinį seminarą radiologinių šaltinių saugumo ir reagavimo į vagystes klausimais Fierce Falcon; ir 2018 m. spalio 9–11 d. Lietuva, bendradarbiaudama su Jungtine Karalyste surengė, praktinį seminarą nacionalinių branduolinio saugumo pratybų programų rengimo klausimais Sentinel II. |

ES branduolinio saugumo mokymo centras (EUSECTRA), kurio užduotis – parengti, kaip nustatyti neteisėtus veiksmus su branduolinėmis bei kitomis radioaktyviosiomis medžiagomis ir kaip į juos reaguoti, veikia visu pajėgumu nuo 2013 m.; jo paslaugomis naudojasi Europos Sąjungos valstybės narės ir valstybės partnerės, tarp kurių yra kelios GICNT narės. Mokymo centrą valdo EK Jungtinis tyrimų centras (JRC), jis veikia JRC padaliniuose Karlsrūhėje (Vokietija) ir Isproje (Italija), glaudžiai bendradarbiaudamas su kitomis Tarptautinės atominės energijos agentūros ir kelių GICNT valstybių partnerių propaguojamomis tarptautinėmis iniciatyvomis. Centre taip pat organizuojamos praktinės pratybos, daugiausia kovos su branduolinių medžiagų kontrabanda srityje. EUSECTRA aktyviai dalyvauja tenkinant ES valstybių narių ir ES partnerių mokymo poreikius, be kita ko, susijusius su jau įgyvendinamais ir planuojamais įgyvendinti ir 2019–2021 m. (tiesiogiai bendradarbiaujant su EK Vidaus reikalų GD ir EK Mokesčių ir muitų sąjungos GD) labai vertinamais suderintais valstybių narių muitinės ir teisėsaugos srities atstovų mokymais, taip pat valstybių narių prašymu užtikrina įrangos naudojimo efektyvumo vertinimą. |

Europos Komisija ir ES valstybės narės toliau vykdė branduolinę ekspertizę sulaikytų branduolinių medžiagų pagrindinėms savybėms nustatyti naudodamosi pažangiais branduolinės ekspertizės metodais JRC padalinyje Karlsrūhėje (Vokietija). Iš viso buvo ištirtos daugiau nei 50 incidentų metu aptiktos ir konfiskuotos branduolinės medžiagos, taip suteikiant paramą ES valstybių narių ir šalių už ES ribų kompetentingoms valdžios institucijoms. |
Su branduoliniu tikrinimu susijusios iniciatyvos

ES ir jos valstybės narės pritarė 2016 m. JT GA rezoliucijai dėl branduolinio nusiginklavimo tikrinimo ir dėl Vyriausybių ekspertų grupės sukūrimo, kad būtų apsvarstytas tikrinimo vaidmuo darant pažangą branduolinio nusiginklavimo srityje, ir vėliau 2017 m. Pirmojo komiteto priimtam sprendimui palikti šį punktą darbotvarkėje. ES remia darbą, susijusį su platesnėmis partnerystėmis ir bendradarbiavimu grindžiamais patikrinimo susitarimais, ir nuo pat Tarptautinės partnerystės branduolinio nusiginklavimo tikrinimo srityje įsteigimo 2015 m. dalyvauja jos veikloje. ES (EIVT, Europos Komisijos Jungtinis tyrimų centras ir Energetikos GD) aktyviai tęsė veiklą Tarptautinės partnerystės branduolinio nusiginklavimo tikrinimo srityje II etape su ES: dalyvavo darbo grupių posėdžiuose 2018 m. kovo 26–28 d. Stokholme ir liepos 10–12 d. Seule, taip pat gruodžio 3-7 d. Londone įvykusiame plenariniame posėdyje. Nustatyta, kad pagrindiniai tikslai yra svari parama JT Vyriausybių ekspertų grupei branduolinio nusiginklavimo tikrinimo klausimais ir Sutarties dėl branduolinio ginklo neplatinimo 2020 m. peržiūros konferencijai. |
Regioniniai klausimai

Dedamos diplomatinės pastangos Korėjos Liaudies Demokratinės Respublikos (KLDR) atžvilgiu yra teigiamas pokytis, kuriuo padedama mažinti įtampą Korėjos pusiasalyje. ES primygtinai ragina KLDR rimtai įsitraukti į tolesnes derybas ir visapusiškai, patikrinamai ir negrįžtamai atsisakyti savo branduolinės, masinio naikinimo ginklų ir balistinių raketų programų, nedelsiant nutraukti visą susijusią veiklą ir kuo greičiau sugrįžti prie Sutarties dėl branduolinio ginklo neplatinimo ir TATENA garantijų, taip pat nedelsiant pasirašyti ir ratifikuoti Visuotinio branduolinių bandymų uždraudimo sutartį. |

Tol, kol KLDR nesiėmė konkrečių veiksmų branduolinio ginklo atsisakymo srityje, ES toliau griežtai užtikrins esamų sankcijų vykdymą ir skatins visas valstybes daryti tą patį. ES į nacionalinę teisę perkėlė visas su KLDR susijusias JT ST rezoliucijas ir, be to, nustatė KLDR savo autonominį sankcijų režimą, kuriuo papildomos ir sustiprinamos JT ribojamosios priemonės. Į autonominį ES sąrašą įtraukti iš viso 59 asmenys. ES pagal savo sankcijų režimą įšaldė 9 subjektų turtą. Be to, ES ėmėsi plačios diplomatinės informavimo veiklos, kuria siekiama pabrėžti, kad visos JT valstybės narės turi patikimai įgyvendinti visas atitinkamas JT Saugumo Tarybos rezoliucijas. Prireikus ES yra pasirengusi teikti konkrečią paramą gebėjimų stiprinimui sankcijų vykdymo užtikrinimo srityje. |
Nusiginklavimo konferencija / Daliųjų medžiagų branduoliniams ginklams ar kitiems branduoliniams sprogstamiesiems įtaisams gamybos nutraukimo sutartis

ES tebėra vieninga ir įsipareigojusi remti patikrinamą sutartimis grindžiamą branduolinį nusiginklavimą ir ginklų kontrolę ir pabrėžia, kad reikia atnaujinti daugiašales pastangas ir iš naujo suaktyvinti daugiašalius derybų organus, visų pirma Nusiginklavimo konferenciją. ES palankiai vertina svarbų darbą, vykdomą laikantis pagalbinių organų sutartų įgaliojimų, siekiant susitarti dėl bendrumo sričių, gilinti technines diskusijas ir išplėsti sutarimo sritis, taip pat apsvarstyti veiksmingas priemones, įskaitant teisines deryboms skirtas priemones ir keturių dalykinių ataskaitų, kurios galėtų būti tvirtas pagrindas tolesniam darbui 2019 m., priėmimą. |

Ilgalaikis ES prioritetas Nusiginklavimo konferencijoje yra nedelsiant pradėti derybas dėl Daliųjų medžiagų branduoliniams ginklams ar kitiems branduoliniams sprogstamiesiems įtaisams gamybos nutraukimo sutarties (FMCT) remiantis dokumentu CD/1299 ir jame nustatytais įgaliojimais. ES gerai vertina tai, kad Kanada padėjo Aukšto lygio FMCT ekspertų parengiamosios grupės darbą užbaigti bendru sutarimu grindžiamu rezultatu, ir palankiai vertina įtraukų konsultacinį procesą, grindžiamą Generalinės Asamblėjos rezoliucija 71/259, kad būtų atsižvelgta į platesnio JT narių rato nuomonę. ES teikia didelę finansinę paramą JT nusiginklavimo reikalų biurui (UNODA) siekiant palengvinti Afrikos, Azijos, Lotynų Amerikos ir Karibų šalių dalyvavimą su FMCT susijusiose konsultacijose ir kitoje veikloje. ES ragina visus Nusiginklavimo konferencijos narius nedelsiant pradėti derybas dėl FMCT ir pradėti darbą kitais darbotvarkės klausimais. ES ragina visas branduolinį ginklą turinčias valstybes nedelsiant paskelbti branduoliniams ginklams ar kitiems branduoliniams sprogstamiesiems įtaisams skirtų daliųjų medžiagų gamybos moratoriumą ir jo laikytis, jei jos dar nėra to padariusios. Dvi Europos branduolinį ginklą turinčios valstybės paskelbė atitinkamus moratoriumus ir išardė arba konvertavo tokius įrenginius. |
CHEMINIS GINKLAS

ES toliau rėmė Cheminio ginklo uždraudimo organizaciją (OPCW), kad būtų užtikrintas visapusiškas ir veiksmingas Cheminio ginklo uždraudimo konvencijos (CWC) įgyvendinimas ir visuotinis laikymasis. 2018 m. balandžio 16 d. Taryba priėmė išvadas, kuriose pakartojo, kad ES tvirtai remia cheminį nusiginklavimą bei ginklų neplatinimą ir nustatė ES pozicijas, skirtas 2018 m. lapkričio 21–30 d. ketvirtajai specialiajai valstybių, kurios yra Konvencijos Šalys, konferencijos sesijai, skirtai CWC veikimo peržiūrai. Šioje srityje ES aktyviai ir konstruktyviai bendradarbiavo rengiant ir vykdant CWC ketvirtosios peržiūros konferencijos darbą, kad būtų užtikrintas konvencijos aktualumas ir didinamas jos veiksmingumas bei pajėgumas, be kita ko, sprendžiant dabartinius ir būsimus uždavinius. Nepaisant to, kad nebuvo bendro galutinio peržiūros konferencijos baigiamojo dokumento, ES tebėra įsipareigojusi tvirtai remti OPCW įgaliojimus ir darbą. Šiuo atžvilgiu ES palankiai įvertino sprendimus dėl 2019 m. OPCW programos ir biudžeto, kurie suteikia tvirtą ir patikimą pagrindą OPCW techniniam sekretoriatui vykdyti įvairias užduotis ir spręsti būsimus uždavinius. |

Be to, ES tvirtai rėmė iniciatyvą 2018 m. birželio 26–27 d. sušaukti specialią valstybių, CWC Šalių, konferencijos sesiją, kad būtų išsaugota ir remiama CWC bei visuotinis draudimas naudoti cheminį ginklą. Konferencija buvo tinkamas atsakas į pakartotinį šio ginklo naudojimą laikotarpiu nuo 2012 m. Sirijoje, Irake, Malaizijoje ir Jungtinėje Didžiosios Britanijos ir Šiaurės Airijos Karalystėje. Todėl ES palankiai įvertino 2018 m. birželio 27 d. OPCW sprendimo C-SS-4/DEC.3 „Cheminio ginklo keliamos grėsmės šalinimas“ priėmimą. Europos Vadovų Taryba savo birželio 28 d. išvadose įpareigojo ES remti specialiosios konferencijos sprendimo įgyvendinimą. Šiomis aplinkybėmis ES atliko demaršą daugelyje valstybių CWC Šalių, prašydama jų laikytis konstruktyvaus požiūrio į OPCW sprendimo įgyvendinimą ir remti CWC ketvirtosios peržiūros konferenciją, kad jos rezultatai būtų sėkmingi. |

2018 m. vasario 26 d. Taryba priėmė Sprendimą (BUSP) 2018/294 (4), kuriuo ES Tarybos sprendimo (BUSP) 2015/259 (5) galiojimo laikotarpis pratęsiamas iki 2018 m. pabaigos, kad būtų sudarytos sąlygos visapusiškai įgyvendinti veiklą pastarajam sprendimui baigus galioti. Tuo pačiu metu Taryba svarstė naują, septintą iš eilės Tarybos sprendimo dėl paramos OPCW projektą, kad jį būtų galima priimti 2019 m. pradžioje. Naujuoju sprendimu ES parama 2019–2022 m. laikotarpiu bus teikiama ir OPCW pagrindinei veiklai (pavyzdžiui, nacionaliniam įgyvendinimui, tarptautiniam bendradarbiavimui, visuotiniam taikymui, Afrikos programai). Be to, juo bus iš esmės prisidėta prie OPCW laboratorijos modernizavimo ją paverčiant Chemijos ir technologijų centru bei prie OPCW sprendimo „Cheminio ginklo keliamos grėsmės šalinimas“ įgyvendinimo. |

ES toliau tvirtai rėmė OPCW faktų nustatymo misijos ir Deklaracijų įvertinimo grupės darbą tiriant pranešimus apie cheminio ginklo panaudojimą Sirijoje ir siekiant patikrinti Sirijos deklaraciją. Todėl 2018 m. gruodžio 10 d. Taryba priėmė Sprendimą (BUSP) 2018/1943 (6), kuriuo dvylika mėnesių pratęsiamas Sprendimo (BUSP) 2017/2303 (7) dėl palydovinio vaizdo teikimo remiant OPCW operacijas Sirijoje įgyvendinimo laikotarpis. |

BIOLOGINIAI GINKLAI

2017 m. gruodžio 4–8 d. surengtoje Biologinių ir toksinių ginklų konvencijos (BTWC) valstybių, kurios yra Konvencijos Šalys, susitikime susitarus dėl laikotarpio tarp konferencijų darbo programos, ES toliau teikė tvirtą politinę ir finansinę paramą Konvencijos visapusiškam ir veiksmingam įgyvendinimui bei visuotiniam taikymui, be kita ko, BTWC įgyvendinimo rėmimo padaliniui nuosekliai ir visapusiškai įgyvendinant ES ketvirtąją paramos programą, nustatytą Tarybos sprendimu (BUSP) 2016/51 (10). Surengti du regioniniai praktiniai seminarai, kuriais remiamas visuotinis Konvencijos laikymasis Afrikoje, ir keturi regioniniai seminarai, kuriais skatinamas Lotynų Amerikos, Azijos, Užsachario Afrikos ir Šiaurės Afrikos šalių dialogas mokslo ir technologijų klausimais. Šalyse, kurios naudojasi išplėstinės pagalbos programomis, susijusiomis su nacionaliniu Konvencijos įgyvendinimu, įvyko dar septyni praktiniai seminarai ir mokymai. |

ES taip pat aktyviai ir konstruktyviai dalyvavo diskusijose 2018 m. gruodžio 4–7 d. valstybių, kurios yra Konvencijos Šalys, susitikimo metu. ES dar kartą patvirtino savo tvirtą paramą BTWC, kuris yra itin svarbus taisyklėmis grindžiamos tarptautinės sistemos ramstis, tačiau išreiškė didelį susirūpinimą dėl Konvencijos kritinės finansinės padėties ir paragino imtis skubių priemonių, kad būtų garantuotas finansinis stabilumas ir užtikrintas tinkamas laikotarpiu tarp konferencijų vykdomos programos įgyvendinimas. ES palankiai įvertino laikotarpiu tarp konferencijų vykdomo proceso pradžią ir 2018 m. rugpjūčio 7–16 d. BTWC ekspertų susitikimuose įvykusias technines bei dalykines diskusijas ir pritarė tolesniems valstybių, kurios yra Konvencijos Šalys, veiksmams. Todėl džiugina tai, kad gruodžio mėn. valstybės, kurios yra BTWC Šalys, sugebėjo pasiekti bendrą sutarimą dėl priemonių, kurių tikslas – padėti užtikrinti finansinį stabilumą ir nuspėjamumą kitais metais. Vis dėlto ES atidžiai stebės BTWC finansinę padėtį, kurią valstybės, kurios yra Konvencijos Šalys, peržiūrės 2019 m. Kartu tenka apgailestauti, kad nepasiekta bendro sutarimo esminiais klausimais, kad būtų atsižvelgta į 2018 m. rugpjūčio mėn. BTWC ekspertų susitikimo rezultatus. 2018 m. ES rėmė BTWC susitikimų darbą pateikdama darbinį dokumentą ir organizuodama kelis papildomus renginius. |

Vykdydama keturias viena po kitos įgyvendintas paramos programas, nuo 2006 m. ES suteikė didelę paramą BTWC pagrindiniams veiksmams. 2019 m. sausio mėn. Taryba priėmė penktą sprendimą dėl paramos BTWC, skirtą 2019–2022 m. laikotarpiui. Taigi bendra ES paramos BTWC finansinė suma padidės iki beveik 10 mln. EUR. Tai taip pat apima JT Generalinio sekretoriaus mechanizmo finansavimą, kad UNODA galėtų siųsti kvalifikuotus į sąrašą įtrauktus ekspertus į valstybių narių rengiamus mokymus. |
BALISTINĖS RAKETOS
Hagos elgesio kodeksas

Hagos kovos su balistinių raketų platinimu elgesio kodeksas (HCOC) yra tarptautinės bendruomenės pastangų reglamentuoti balistines raketas, galinčias nešti masinio naikinimo ginklus, rezultatas. HCOC yra vienintelė daugiašalė skaidrumo ir pasitikėjimo stiprinimo priemonė balistinių raketų plitimo srityje. ES tvirtai rėmė Kodeksą nuo pat jo parengimo. Prie jo prisijungė visos ES valstybės narės. |

Prisijungdamos prie HCOC, narės prisiima savanorišką politinį įsipareigojimą teikti išankstinius pranešimus apie balistinių raketų ir nešančiųjų raketų paleidimą ir bandomuosius skrydžius. Prisijungusios valstybės taip pat įsipareigoja kasmet teikti deklaracijas apie jų šalies politiką balistinių raketų ir nešančiųjų raketų srityje. |

Politiškai įpareigojantis HCOC buvo pasirašytas 2002 m. lapkričio mėn. Hagoje (Nyderlandai) ir tuo pat metu įsigaliojo; nuo to laiko pasirašiusių šalių skaičius išaugo nuo 93 iki 139. |

ES atlieka vieną iš pagrindinių vaidmenų propaguojant ir remiant Kodekso visuotinį taikymą, visapusišką įgyvendinimą ir geresnį veikimą; tai yra šio Kodekso trys pagrindiniai tikslai. Per daugiau nei dešimtmetį ES Taryba BUSP sistemoje priėmė kelis sprendimus / bendruosius veiksmus, kuriais nustatytos tolesnės ES paramos Hagos elgesio kodeksui ir balistinių raketų neplatinimui apskritai priemonės. Pagal šiuos Tarybos sprendimus ES finansuoja informavimo apie HCOC veiklą, įskaitant papildomus renginius, mokslinių tyrimų dokumentus, ekspertų susitikimus ir regioninius informuotumo didinimo seminarus. Šią veiklą vykdo Paryžiuje įsteigtas strateginių tyrimų centras Fondation pour la recherche stratégique ir paprastai joje taip pat dalyvauja rotacijos tvarka HCOC susitikimams pirmininkaujanti valstybė. |

Pagal 2017 m. gruodžio 18 d. Tarybos sprendimą (BUSP) 2017/2370 (11) ES toliau skatina, kad prie Kodekso prisijungtų dar daugiau valstybių ir kad galiausiai jis būtų visuotinai taikomas; remia visapusišką Kodekso įgyvendinimą; skatina prie Kodekso prisijungusių ir prie jo neprisijungusių valstybių dialogą siekiant stiprinti pasitikėjimą ir didinti skaidrumą, skatinti susilaikymą ir užtikrinti visiems didesnį stabilumą ir saugumą; didina Kodekso matomumą ir visuomenės informuotumą apie pavojus ir grėsmes, kurias kelia balistinių raketų platinimas; ir ieško galimybių, visų pirma vykdant akademinius tyrimus, tobulinti Kodeksą ir skatinti bendradarbiavimą įgyvendinant Kodeksą ir kitas atitinkamas daugiašales priemones. |
Raketų technologijų kontrolės režimas

Raketų technologijų kontrolės režimas (MTCR) yra valstybių, norinčių apriboti raketų ir raketų technologijų platinimą, neformalus politinis susitarimas, įskaitant bendrai priimtų technologijų priskyrimą kategorijai, galinčiai siųsti į taikinį MNG. MTCR gairės ir kontrolės sąrašai yra tarptautinės geriausios praktikos kriterijai, kuriais vadovaujantis turi būti kontroliuojamas su raketomis susijusių prekių ir technologijų eksportas. |

ES pritaria tam, kad būtų patvirtintas griežtesnis viešas pareiškimas, kuriame būtų atspindėtas tarptautiniu mastu kilęs susirūpinimas dėl Irano ir KLDR vykdytų balistinių raketų paleidimų ir reikšmingo raketų technologijų plėtojimo. ES svarbus klausimas MTCR kontekste tebėra tai, kad blokuojamas Estijos, Kipro, Kroatijos, Latvijos, Lietuvos, Maltos, Rumunijos, Slovakijos ir Slovėnijos prisijungimas prie šio režimo. Be to, ypatingą susirūpinimą kelia tai, kad šiam režimui jau ilgai nepirmininkaujama. |
JUNGTINIŲ TAUTŲ SAUGUMO TARYBOS REZOLIUCIJA 1540 (2004) IR CHBRB MEDŽIAGŲ RIZIKOS MAŽINIMAS

JT Saugumo Tarybos rezoliucija 1540 (2004) tebėra vienas iš pagrindinių tarptautinės ginklų neplatinimo sistemos ramsčių. Tai pirmas tarptautinis dokumentas, kuriame integruotai ir išsamiai nagrinėjami masinio naikinimo ginklų, jų siuntimo į taikinį priemonių ir atitinkamų medžiagų klausimai. JT ST rezoliucijoje 1540 (2004) visoms valstybėms nustatyti privalomi įsipareigojimai. Jais siekiama užkirsti kelią užkirsti kelią nevalstybiniams subjektams įsigyti tokių ginklų bei su jais susijusių medžiagų ir atgrasyti juos nuo tokio įsigijimo. Pagal šią rezoliuciją, priimtą remiantis Jungtinių Tautų Chartijos VII skyriumi, reikalaujama, kad visos valstybės priimtų būtinus teisės aktus, kuriais nevalstybiniams subjektams būtų draudžiama įsigyti branduolinių, cheminių ar biologinių ginklų, ir įdiegtų tinkamą atitinkamų medžiagų kontrolę šalies viduje, kad būtų užkirstas kelias neteisėtai prekybai jomis. 2016 m. įvykdžius visapusišką JT ST rezoliucijos 1540 peržiūros procesą dar kartą patvirtinta jos svarba, reikšmingumas ir įtaka – tai atspindėta JT ST rezoliucijoje 2325. |

Kad padėtų įgyvendinti 2016 m. visapusiškos peržiūros rezultatus ir paremtų visišką JT ST rezoliucijos 1540 įgyvendinimą, 2017 m. gegužės 11 d. Europos Vadovų Taryba priėmė Tarybos sprendimą (BUSP) 2017/809 (12), kuriuo remiamas Jungtinių Tautų Saugumo Tarybos rezoliucijos 1540 (2004) dėl masinio naikinimo ginklų ir jų siuntimo į taikinį priemonių neplatinimo įgyvendinimas. Šis Tarybos sprendimas taikomas 36 mėnesių laikotarpį ir jį įgyvendina JT nusiginklavimo reikalų biuras (UNODA) Niujorke; tam tikras įgyvendinimo užduotis pagal subrangos sutartį jis pavedė ESBO sekretoriatui Vienoje. ES pritaria tikslams padėti valstybėms nustatyti, kokios konkrečios techninės pagalbos reikia, didinti informuotumą apie atitinkamas techninės pagalbos programas ir stiprinti bendradarbiavimą su tarptautinėmis ir regioninėmis organizacijomis siekiant paremti nacionalinių pajėgumų stiprinimo pastangas. |

ES ChBRB medžiagų rizikos mažinimo kompetencijos centrų iniciatyva yra pasaulinė pajėgumų stiprinimo programa, apjungianti 61 valstybes partneres, kurios yra suskirstytos į grupes pagal 8 regioninius sekretoriatus, esančius šiuose regionuose: Afrikos Atlanto vandenyno pakrantėje; Vidurinėje Azijoje; Rytų ir Centrinėje Afrikoje; Persijos įlankos bendradarbiavimo tarybos valstybėse; Artimuosiuose Rytuose; Šiaurės Afrikoje ir Sahelyje; Pietryčių Azijoje; Pietryčių ir Rytų Europoje. |

ChBRB medžiagų rizikos mažinimo kompetencijos centrų iniciatyva yra finansuojama pagal priemonę, kuria prisidedama prie stabilumo ir taikos (IcSP), ir ja siekiama mažinti su ChBRB medžiagomis susijusią riziką, stiprinti valstybių partnerių pasirengimą ir puoselėti saugumo kultūrą ir valdymą. Remiamos dalyvaujančių valstybių pastangos savanoriškai vadovaujantis regioniniu principu „iš apačios į viršų“ sukurti nacionalines ir regionines koordinavimo bei valdymo struktūras. Šios platformos plėtoja politikos pasiūlymus ir stiprina pajėgumus remdamosi konkrečiais poreikių vertinimais ir nacionaliniais veiksmų planais. Jos remiamos pagal kelis regioninio bendradarbiavimo projektus, kurie finansuojami pagal šią iniciatyvą ir gali būti finansuojami pagal kitas finansavimo priemones. Nuo 2010 m. finansavimas skirtas 66 regioniniams projektams. Iniciatyvos biudžetas, nustatytas 10 metų laikotarpiui, prasidedančiam nuo 2010 m., sudaro 250 mln. EUR. |

Kompetencijos centrų tinklas šiuo metu yra tinkamai išplėtotas ir suteikė ES galimybę vykdyti mokymui skirtas teorinio modeliavimo pratybas ir tarpvalstybines pratybas realiomis sąlygomis įvairiose srityse, įskaitant civilinę saugą, reagavimą į incidentus, biologinį saugumą ir atliekų tvarkymą, vykdant kompetencijos centrų projektus, kad būtų padidintas matomumas ir konkrečiai įvertintas jų poveikis. Be to, ši iniciatyva yra pakankamai brandi, kad būtų galima imtis kitų veiksmų, kuriais būtų sprendžiami saugumo valdymo klausimai, susiję su kibernetiniais nusikaltimais, terorizmu, ypatingos svarbos infrastruktūros objektais, suklastotais vaistais, hibridinėmis grėsmėmis ir sprogmenimis, ir toliau plėtojamas bendradarbiavimas dvejopo naudojimo prekių branduolinės ekspertizės, su šiomis medžiagomis susijusios sienų kontrolės ir eksporto kontrolės klausimais. Kompetencijos centrų iniciatyvos modelį taip pat palankiai įvertino Europos Audito Rūmai (13), jis palankiai įvertintas ir 2015 m. spalio 26 d. Tarybos išvadose (14). |

2017 m. spalio mėn. Komisija kaip vieną iš platesnio Kovos su terorizmu dokumentų rinkinio dalių pateikė veiksmų planą, skirtą sustiprinti pasirengimą cheminės, biologinio, radiologinio ir branduolinio saugumo rizikos atveju. Naujajame veiksmų plane, grindžiamame 2010–2015 m. ES ChBRB veiksmų plano pasiekimais, pateikiamas platus spektras priemonių, kurių tikslas yra ES lygmeniu pagerinti parengtį, atsparumą ir koordinavimą. Jame siūloma sukurti labiau į saugumą orientuotą ChBRB struktūrą ES lygmeniu, akcentuojant poreikį geriau naudoti esamus išteklius ir sutelkti turimas ekspertines žinias. Taip pat veiksmų plane raginama stiprinti ES ChBRB pasirengimą ir reagavimą pasitelkiant tarpvalstybinius ir tarpsektorinius mokymus ir pratybas. Jame pabrėžiamas poreikis prireikus įtraukti atitinkamas sienos apsaugos ir muitinės institucijas bei karinio sektoriaus partnerius. Taip pat veiksmų plane pabrėžiama, kad labai svarbūs vidaus ir išorės su ChBRB saugumu susijusių veiksmų glaudūs tarpusavio ryšiai bei bendradarbiavimas su specializuotomis daugiašalėmis organizacijomis, pavyzdžiui, TATENA, Cheminio ginklo uždraudimo organizacija ar Interpolu. Veiksmų plano įgyvendinimas bus finansiškai remiamas pasitelkiant Vidaus saugumo fondą (policija). |

Pagal 7-osios bendrosios programos Saugios visuomenės programą finansuojamais įvairiais mokslinių tyrimų projektais buvo teikiama mokslinė ir techninė parama ChBRB veiksmų plano parengimui. Moksliniai tyrimai apima visą krizės valdymo ciklą nuo prevencijos iki atkūrimo. Remiantis veikla, vykdoma siekiant nustatyti standartizavimo poreikius, būtų galima parengti „Europos normų“ standartus. Programa „Horizontas 2020“ bus sustiprintas dabar vykdomas darbas ChBRB mokslinių tyrimų srityje panaudojant konkrečias temas. |
IDĖJŲ INSTITUTAI

Remdamasis 2010 m. liepos 26 d. Tarybos sprendimu 2010/430/BUSP (15), ES konsorciumas ginklų neplatinimo klausimais, kuris pradėjo veikti 2011 m. sausio mėn., aktyviai rėmė ES kovos su masinio naikinimo ginklų platinimu strategijos įgyvendinimą. 2018 m. vasario 26 d. Taryba priėmė Sprendimą (BUSP) 2018/299 (16), kuriuo dar labiau praplečiama ES parama konsorciumo veiklai 2018–2021 m., remiantis ligšioliniais pasiekimais ir papildant juos naujais projektais. |

Konsorciumo veikla padidintas ES matomumas trečiosiose valstybėse bei pilietinėje visuomenėje ir svariai prisidėta prie ES politikos formavimo ginklų neplatinimo ir nusiginklavimo srityse. Konsorciumas sudaro sąlygas neoficialiems specialistų pasitarimams ir skatina įvairių suinteresuotųjų subjektų dialogą. Jo veikla prisidėjo prie informuotumo apie masinio naikinimo ginklų ir įprastinių ginklų keliamas problemas didinimo. Jo platus tinklas apima daugiau kaip 70 idėjų institutų visoje Europoje. |

2018 m. gruodžio 18–19 d. Briuselyje įvyko ES konsorciumo ginklų neplatinimo klausimais surengta septintoji ES ginklų neplatinimo ir nusiginklavimo konferencija. |
EKSPORTO KONTROLĖ

2018 m. ES toliau reguliariai atnaujino savo teisės normas, kad būtų atsižvelgta į daugiašalių eksporto kontrolės režimų pokyčius. Todėl 2018 m. spalio 10 d. Europos Komisija priėmė deleguotąjį reglamentą (17), kuriuo ES kontrolės sąrašas buvo atnaujintas atsižvelgiant į 2017 m. priimtus sprendimus daugiašaliuose eksporto kontrolės režimuose ir padaryta pakeitimų, pvz., dėl genetinių elementų ir genetiškai modifikuotų organizmų kontrolės, matmenų tikrinimo ar matavimo sistemų, daug energijos išskiriančių elementų, įsilaužimo programinės įrangos ir nešančiųjų raketų. |

Dvejopo naudojimo prekių kontrolės koordinavimo grupė toliau rėmė veiksmingą ir nuoseklų eksporto kontrolės įgyvendinimą ES. Dvejopo naudojimo prekių elektroninėje sistemoje buvo įdiegtos naujos funkcijos, kuriomis patobulintas keitimasis informacija ir techniniai mainai Europos Sąjungoje. ES inicijavo pramonės reikalavimų laikymosi gairių nustatymo procesą ir 2018 m. spalio–lapkričio mėn. surengė viešas konsultacijas šiuo klausimu. Be to, ES pradėjo elektroninio licencijavimo projektą, kurio tikslas – remti kompetentingų institucijų naudojimąsi elektroninėmis licencijų suteikimo sistemomis. Buvo paskelbta metinė ataskaita (18), kuria siekiama užtikrinti eksporto kontrolės ir licencijavimo veiklos skaidrumą, o 2018 m. gruodžio 13 d. buvo surengtas Eksporto kontrolės forumas, kuriame dalyvavo valstybių narių, pramonės ir pilietinės visuomenės suinteresuotieji subjektai (19). |

Buvo tęsiama ES eksporto kontrolės politikos peržiūra. Taryba ir Europos Parlamentas aktyviai aptarė Europos Komisijos pasiūlymą dėl teisėkūros procedūra priimamo akto dėl ES eksporto kontrolės atnaujinimo ir jos pritaikymo prie greitai kintančių technologinių, ekonominių ir politinių aplinkybių. 2018 m. sausio 17 d. Europos Parlamentas per 1-ąjį svarstymą priėmė poziciją, o Taryboje diskusijos buvo tęsiamos. Be to, 2018 m. gruodžio 19 d. Komisija priėmė pasiūlymą dėl teisėkūros procedūra priimamo akto dėl „Brexit’o“, kad būtų sušvelnintas galimas „Brexit’o“ poveikis tuo atveju, jei nebūtų galima susitarti dėl išstojimo susitarimo (COM(2018) 891). |

ES pozicijos ir pareiškimai buvo atitinkamai derinami rengiantis atitinkamiems eksporto kontrolės režimų susitikimams: Branduolinių tiekėjų grupės plenariniam susitikimui Jūrmaloje (2018 m. birželio 11–15 d.) ir Australijos grupės plenariniam susitikimui Paryžiuje (2018 m. birželio 7–8 d.). |

Buvo toliau įgyvendinama ES partnerystės principu grindžiama (P2P) eksporto kontrolės programa, kuria siekiama padidinti dvejopo naudojimo prekių ir atitinkamų medžiagų, įrangos bei technologijų eksporto kontrolės sistemų veiksmingumą. Šiuo metu programa apima 36 valstybes šešiuose regionuose. 2017 m. ji buvo išplėsta, kad būtų galima bendradarbiauti su Libanu. 2017 m. ir 2018 m. kartu su Ukrainos mokslo ir technologijų centru bei Kazachstano tarptautiniu mokslo ir technologijų centru pradėtos dvi naujos regioninės iniciatyvos – eksporto kontrolės tikslinės iniciatyvos, – apimančios 12 šalių. |

ES P2P eksporto kontrolės programos veiksmai buvo toliau intensyviai koordinuojami su JAV valstybės departamento eksporto kontrolės ir susijusio sienų saugumo programa. Surengti bendri ES ir JAV seminarai, siekiant apibrėžti bendrus poveikio rodiklius ir koordinuoti pagalbą vietos lygmeniu. 2018 m. ES surengė antrąjį dialogą eksporto kontrolės valdymo klausimais, konferenciją, kurioje visų keturių eksporto kontrolės režimų atstovai vėl susitiko su organizacijomis partnerėmis ir šalimis partnerėmis. ES eksporto kontrolės informavimo programų partneriams kasmet rengiamas ES P2P vasaros universitetas. ES P2P eksporto kontrolės programos portalas (https://export-control.jrc.ec.europa.eu/) buvo toliau naudojamas kaip platforma visoms ES informavimo programoms karinių ir dvejopo naudojimo prekių eksporto kontrolės srityje, siekiant pritaikyti keitimąsi informacija su ES valstybėmis partnerėmis. Programa finansuojama pagal priemonę, kuria prisidedama prie stabilumo ir taikos. |
KOSMOSAS

ES paragino tęsti ginklavimosi varžybų kosminėje erdvėje prevencijos darbą (PAROS), atsakingo elgesio kosminėje erdvėje principų ir skaidrumo bei pasitikėjimo stiprinimo priemonių kūrimo srityse. ES rėmė JT kosminės erdvės taikaus naudojimo komiteto (COPUOS) darbo grupės ilgalaikės veiklos kosminėje erdvėje tvarumo klausimais darbą. Kadangi 2018 m. nebuvo priimtos gairės dėl ilgalaikės veiklos kosminėje erdvėje tvarumo, ES toliau bendradarbiaus su visais partneriais, kad derybos būtų užbaigtos. |

Birželio mėn. ES sėkmingai dalyvavo aukšto lygio COPUOS segmento UNISPACE + 50 susitikime Vienoje. Savo pareiškime ES pabrėžė skaidrumo ir pasitikėjimo stiprinimo priemonių bei atsakingo elgesio kosminėje erdvėje principų propagavimo Jungtinių Tautų sistemoje svarbą. ES akcentavo susitarimo dėl teisiškai neįpareigojančios priemonės vertę, nes tai būdas pasiekti tuos tikslus. ES ir jos valstybės narės taip pat skatino saugumą ir saugą kosminėje erdvėje Vyriausybių ekspertų grupėje ginklavimosi varžybų kosmose prevencijos klausimais, Nusiginklavimo konferencijoje, įskaitant jos 3 pagalbinį organą, JT nusiginklavimo komisijoje ir JT Generalinėje Asamblėjoje. ES sieks užtikrinti, kad į 2017 m. gruodžio mėn. ir 2018 m. vasario mėn. Tarybos išvadas dėl UNISPACE + 50 būtų atsižvelgta 2030 m. Kosmoso darbotvarkėje ir jos įgyvendinimo plane, kurie turi būti pateikti JT Generalinei Asamblėjai 2020–2021 m. |
NUOSTATOS DĖL MASINIO NAIKINIMO GINKLŲ (MNG) NEPLATINIMO

Laikydamasi MNG neplatinimo politikos ir 2003 m. Tarybos išvadų, ES toliau dirbo ties įsipareigojimų dėl MNG neplatinimo integravimu į susitarimus su trečiosiomis šalimis. Atitinkamai, 2018 m. buvo užbaigtos derybos su MERCOSUR dėl MNG nuostatos naujuose susitarimuose su šios grupės šalimis. Be to, buvo tęsiamos derybos dėl nuostatos dėl masinio naikinimo ginklų, skirtos naujiems susitarimams su Azerbaidžanu, Čile ir Kirgizija. |

ES toliau aktyviai dalyvavo G 7 už ginklų neplatinimo klausimus atsakingų direktorių grupės susitikimuose. 2018 m. ES dalyvavo pirmininkaujant Kanadai surengtuose posėdžiuose, kuriuose daugiausia dėmesio skirta aktualiems ginklų neplatinimo ir nusiginklavimo klausimams, taip pat tolesnės pažangos koordinuojant G 7 už ginklų neplatinimo klausimus atsakingų direktorių grupės susitikimų darbą užtikrinimui ir G 7 visuotinei partnerystei kovai su masinio naikinimo ginklų ir medžiagų platinimu, visų pirma nustatant glaudesnį politikos prioritetų ir projektų veiklos ryšį. |

Council Decision (CFSP) 2018/1939 of 10 December 2018 on Union support for the universalisation and effective implementation of the International Convention for the Suppression of Acts of Nuclear Terrorism |
With this Decision, the EU is supporting one of the key elements of the global nuclear security and anti-terrorism architecture, the International Convention for the Suppression of Acts of Nuclear Terrorism (ICSANT). The objectives of the support are to increase the number of adherents to ICSANT, to raise awareness among national policy- and decision-makers, as well as capacity-building: to help improve national legislation and to strengthen the capacity of national stakeholders, including criminal justice officials to investigate, prosecute and adjudicate cases of nuclear terrorism. The Council Decision aims to build synergies with on-going EU projects in support for relevant international legal instruments, such as the Amendment to the Convention on the Physical Protection of Nuclear Material and UN Security Council Resolution 1540. The Council Decision will promote the universalization and effective implementation of ICSANT through the development and maintenance of a password-protected website on all resources on ICSANT including examples of national legislation; the development of an e-learning module on ICSANT, to be translated into at least four UN official languages; the provision of relevant legislative assistance; capacity building of relevant stakeholders including criminal justice officials that could be involved in investigating, prosecuting and adjudicating cases involving nuclear and other radioactive material covered by ICSANT; holding of global and regional workshops and country visits and by the collection and dissemination of good practices. The CBRN emergency response needs to be identified and prioritised per country. Comprehensive technology solutions for detection, protection, decontamination, mitigation, containment and disposal should also be elaborated. CBRN incidents require full utilization of national resources to respond to and mitigate the consequences of such emergencies. The main responsibility in cases of CBRN emergencies falls upon first responders. It is therefore essential that countries build upon their national resources to mitigate and respond to the consequences of an emergency situation. Best-practices should thus be exchanged amongst these first responders at MIE regional level and CBRN risk mitigation knowledge developed. It should also result in increased awareness of stocks of hazardous chemical agents, their pre-cursors as this is one of the means of targeting illicit use and/or trafficking of WMD. |
