Could the Commission state which articles in the Consolidated Treaties constitute the legal basis for the Commission's proposals on the setting-up and funding of pan-European political parties?
Answer given by Mr Prodi on behalf of the Commission

The Commission proposal is based on Article 308 of the EC Treaty.
