Éves jelentés a tömegpusztító fegyverek elterjedése elleni EU-stratégia végrehajtása terén elért eredményekről (2019)

BEVEZETÉS

A tömegpusztító fegyverek elterjedése elleni – az Európai Tanács által 2003 decemberében elfogadott – EU-stratégia (15708/03) végrehajtása terén elért eredményekről szóló ezen jelentés a 2019-ben végzett tevékenységeket tárgyalja. A jelentés a legfontosabb fejleményekkel foglalkozik, és nem kimerítő jellegű. Valamennyi intézkedésre az EU biztonságpolitikájának és konfliktusmegelőzési tevékenységének tágabb összefüggésében került sor. |

Az Európai Unió kül- és biztonságpolitikára vonatkozó globális stratégiája (10715/16), a tömegpusztító fegyverek elterjedése elleni EU-stratégia és az ezzel kapcsolatos fellépés új irányairól szóló dokumentum (17172/08) alapján az Európai Unió vezérelvei továbbra is a következők:

Az Európai Külügyi Szolgálat (EKSZ) – és azon belül is mindenekelőtt a leszereléssel és nonproliferációval foglalkozó különmegbízott – 2019 során több jelentős nemzetközi találkozón is képviselte az EU-t:

Az EU Tanácsának nonproliferációs munkacsoportja 2019-ben 11 alkalommal ült össze, többek között igazgatói szinten is, hogy megvitassa az uniós álláspontokat és a jövőbeli tevékenységeket. A bécsi, genfi és New York-i EU-küldöttségek több uniós nyilatkozatot készítettek elő és hangoltak össze többoldalú fórumokra, és rendszeres uniós koordinációs ülések révén aktívan hozzájárultak a döntéshozatalhoz. |
NUKLEÁRIS KÉRDÉSEK

Az EU továbbra is maradéktalanul elkötelezett amellett, hogy előmozdítsa a nukleáris fegyverek elterjedésének megakadályozásáról szóló szerződés (atomsorompó-szerződés) egyetemessé tételét és teljes körű, átfogó és hatékony végrehajtását, az Átfogó Atomcsendszerződés (CTBT) hatálybalépését, valamint – a leszerelési konferencia keretében – a fegyvercélú nukleáris hasadóanyagok termelésének tilalmáról szóló nemzetközi szerződésre irányuló tárgyalások megkezdését és mielőbbi lezárását. Továbbra is uniós prioritás egy tömegpusztító fegyverektől és hordozóeszközeiktől mentes közel-keleti övezet kialakítása. A Tanács 2019-ben elfogadta a (KKBP) 2019/938 határozatot (1), amelynek értelmében a nukleáris fegyverektől, valamint minden más tömegpusztító fegyvertől mentes közel-keleti övezet létrehozásához vezető bizalomépítési folyamat támogatása céljából 2 856 278 EUR-t biztosít az UNIDIR számára. |
Szerződés a nukleáris fegyverek elterjedésének megakadályozásáról (atomsorompó-szerződés) és a Nemzetközi Atomenergia-ügynökség

Az atomsorompó-szerződés felülvizsgálati ciklusa 2019-ben is folytatódott az atomsorompó-szerződés részes feleinek 2020. évi felülvizsgálati konferenciáját előkészítő bizottság harmadik ülésszakán, amelyre 2019. április 27. és május 10. között került sor New Yorkban. Az EU négy nyilatkozatott tett: egyet az általános vitához, hármat pedig a nukleáris leszerelésről, a nonproliferációról, illetve a békés célú felhasználásról folytatott vitához kapcsolódóan. Emellett egy külön nyilatkozat is született a tömegpusztító fegyverektől mentes közel-keleti övezet létrehozásának támogatásáról. Az EU egy kísérőrendezvényt is szervezett, valamint munkadokumentumot nyújtott be az ötven éve elfogadott szerződés értékeléséről. Minden uniós tagállam támogatta az Észak-Korea jelentette nukleáris kihívásról szóló nyilatkozatot. Az ENSZ Közgyűlése Leszerelési és Nemzetközi Biztonsági Bizottságának 74. ülésszaka során az EU a témával foglalkozó minden tárgyaláson részt vett, így a nukleáris fegyverekről szóló tematikus vitán is. |

Emellett a Tanács 2019. április 15-én elfogadott egy addig példa nélkül álló KKBP 2019/615 határozatot (2) az ENSZ Leszerelési Ügyek Hivatala által szervezett, az atomsorompó-szerződés részes feleinek 2020. évi felülvizsgálati konferenciáját előkészítő tematikus és regionális konzultációk pénzügyi támogatása céljából. A tanácsi határozat elsődleges célkitűzése, hogy elősegítse az NPT felülvizsgálati konferenciájának sikerét, illetve egy reális és megvalósítható, konszenzust élvező intézkedés- és ajánláscsomag kidolgozását. Az UNODA e tanácsi határozat alapján 2019-ben két regionális szemináriumot szervezett: augusztus 29–30-án Addisz-Abebában és december 3–4-én Bangkokban, továbbá egy tematikus szemináriumot is tartott a nukleáris energia békés célú felhasználásáról november 20–21-én, Bécsben. A regionális ülések – az adott régiók prioritásai és aggályai szemszögéből – kitértek az atomsorompó-szerződés mindhárom pillérére. Valamennyi tevékenység az NPT jelentette számos előnyt igyekszik bemutatni, és felhívják a figyelmet ezen előnyök megőrzésének fontosságára. |

Az EU folytatta a NAÜ nonproliferációval, nukleáris energiával, nukleáris biztonsággal, nukleáris védettséggel és technikai együttműködéssel kapcsolatos alapvető feladatainak a támogatását. |

A (KKBP) 2016/2383 tanácsi határozattal (3) az EU hozzájárul a NAÜ 2018 és 2021 közötti időszakra szóló Nukleáris Védettségi Tervének végrehajtásához. Az uniós finanszírozás továbbra is támogatta a nonproliferáció és a nukleáris védettség területére vonatkozó nemzetközi eszközök egyetemessé tétele terén kifejtett NAÜ-tevékenységeket; segítette az államokat a nukleáris védettséghez szükséges saját műszaki, tudományos és humán kapacitások kialakításában; megerősítette a szabályozási ellenőrzés hatókörén kívül eső nukleáris vagy egyéb radioaktív anyagokkal összefüggő bűncselekmények vagy szándékosan elkövetett jogosulatlan cselekmények megelőzésére, detektálására, valamint az azokra való reagálásra és a lakosság, a vagyoni értékek, a környezet és a társadalom azokkal szembeni védelmére szolgáló kapacitásokat; megerősítette a nukleáris és egyéb radioaktív anyagok tiltott kereskedelmének felderítését és az arra való reagálást; hozzájárult a számítógépes biztonság megvalósításához a nukleáris területen; megerősítette a radioaktív sugárforrások védelmét, támogatva azok védett és biztonságos tárolás alá helyezését a segítségre szoruló országokban, ideértve a származási országba vagy a beszállítóhoz való visszaszállítást is; megerősítette a nukleáris és egyéb radioaktív anyagok fizikai védelmét. |

A NAÜ továbbra is sikeresen hajtotta végre a tömegpusztító fegyverek elterjedése elleni EU-stratégia keretében a Nemzetközi Atomenergia-ügynökség (NAÜ) által ellenőrizendő, alacsony dúsítású uránt tartalmazó üzemanyagbank létrehozásához és annak biztonságos kezeléséhez nyújtandó uniós hozzájárulásról szóló, 2016. november 15-i (KKBP) 2016/2001 tanácsi határozatot (4). |

Az Európai Bizottság Közös Kutatóközpontja 2019-ben lezárta a NAÜ bűneseteket és csempészeti adatokat tartalmazó adatbázisának támogatását. |

A 2017. február 15-én megrendezett ötödik EU–NAÜ magas rangú tisztviselői ülés alkalmával a Közös Kutatóközpont és a NAÜ aláírta „A nukleáris tudomány területével kapcsolatos alkalmazások területén folytatandó együttműködés gyakorlati szabályai” című dokumentumot, amely közös tevékenységek kidolgozására és a párhuzamos munkavégzés elkerülésére irányul. Ezen gyakorlati tevékenységek egyike a radioaktivitás környezetvédelmi megfigyelése; a radioaktivitást – a gamma-sugárzás 24 órára vetített átlagos mértékét és maximumát – Európa-szerte és a világ számos más pontján is mérik. A mérések mintegy 5 500 olyan mérőállomásról származnak, amelyeket az európai radiológiai adatcsere-platform (EURDEP) keretében naprakész radiológiai adatokat szolgáltató 39 ország illetékes hatóságai működtetnek. A radiológiai balesetek és vészhelyzetek jelentésére az illetékes nemzeti hatóságokkal való konzultációt követően olyan gyors értesítési hálózatokon keresztül kerül sor, mint az Európai Bizottság ECURIE- és a NAÜ EMERCON-rendszere. |

Az átfogó közös cselekvési terv (JCPOA) a nemzetközi nukleáris leszerelési rendszer kulcsfontosságú eleme és a nemzetközi diplomácia kiemelkedő teljesítménye. A megállapodás teljes körű és tényleges végrehajtásának folytatása alapvető fontossággal bír Európa biztonsága szempontjából. Az EU továbbra is közreműködik a JCPOA végrehajtásában a vegyes bizottság, valamint a cselekvési terv keretében létrehozott több szakértői szintű munkacsoport munkájának a koordinálásával. Az EU emellett a továbbiakban is teljeskörűen támogatja a NAÜ azon hosszú távú küldetését, hogy ellenőrizze és nyomon kövesse Irán nukleáris vonatkozású kötelezettségvállalásait. Az EU 2016 óta – különösen a nukleáris biztonság fokozását célzó projekteken keresztül – részt vesz a JCPOA III. mellékletének végrehajtásában. 15 millió eurót már elkülönítettek az Iránnal való polgári nukleáris együttműködésre, három projekt keretében pedig az iráni nukleáris szabályozási hatóság, illetve a buseri atomerőmű üzemeltetője kap támogatást. 2018-ban új, 5 millió eurós költségvetésű projektet hagytak jóvá, amely a szabályozási hatóság Nukleáris Biztonsági Központja laboratóriumi felszereléseinek beszerzésére irányul. A projekttel kapcsolatos szerződések megkötése 2020-ban várható. |

Az Iránnal folytatott polgári nukleáris együttműködés a JCPOA alapvető fontosságú pillére, egyben az EU Iránnal fenntartott kapcsolatainak egyik kulcseleme. Az ilyen jellegű együttműködés hozzájárul Irán polgári nukleáris igényeinek jobb megismeréséhez, és az iráni nukleáris program békés természetébe vetett bizalom fokozatos növekedéséhez vezet. Az EU és Irán közötti együttműködés keretében 2019-ben számos magas szintű eszmecserére került sor szakpolitikai kérdésekkel, különösen a nukleáris irányítás kérdéseivel kapcsolatban; közös műhelytalálkozót rendeztek a polgári nukleáris felelősséggel és biztosítással kapcsolatban; olyan projektek indultak el, amelyek támogatják az iráni nukleáris szabályozási hatóságot a nemzetközi jogalkotási és szabályozási normákkal való összehangolás iránti erőfeszítéseiben, valamint az – egy korábbi uniós finanszírozású projekt keretében megtervezett – Nukleáris Biztonsági Központ létrehozását; iráni diákok vettek részt az EU Közös Kutatóközpontjában szervezett két eseményen: a leszerelésről szóló nyári egyetemen, illetve a hulladékjellemzés és -felszabadítás metrológiájáról szóló műhelytalálkozón, valamint sor került a kiégett fűtőelemekről és a radioaktív hulladékokról szóló közös egyezmény szerinti jelentéstétellel kapcsolatos uniós–iráni közös műhelytalálkozóra, a radiológiai és nukleáris vészhelyzeti készültséggel és reagálással kapcsolatos uniós–iráni közös műhelytalálkozóra, illetve a khondabi Arak kutatóreaktor modernizálását, valamint a fordowi létesítmény nukleáris, fizikai és technológiai központtá történő átalakítását támogató projektek megvalósítására. Irán továbbra is az EU nukleáris biztonsági támogatásának első számú kedvezményezettje. |

Az ellenőrzési eljárásban jelenleg átfogó biztosítéki egyezmények és kiegészítő jegyzőkönyvek alkotják a követendő normát, és az EU a továbbiakban is szorgalmazza az ezekhez való egyetemes csatlakozást. Az EURATOM és a NAÜ közötti szoros együttműködés hatékony és eredményes biztosítékokat nyújt. Az EU az Európai Bizottság biztosítéki támogatási programján, a Nukleáris Biztonsági Együttműködési Eszközön, illetve tagállami támogatási programokon keresztül aktívan támogatja a NAÜ biztosítéki rendszerét. A Bizottság biztosítéki támogatási programja a NAÜ biztosítéki felügyelőinek a kiegészítő ellenőrzési jogról és a COMPUCEA-nak (az uránkoncentráció és -dúsítás vizsgálatát célzó kombinált eljárásnak) az UF6 formájában történő dúsítás ellenőrzésére való alkalmazásáról nyújtott képzéssel is erősíti a NAÜ nukleáris biztosítékokkal kapcsolatos képességeit a JCPOA végrehajtásának ellenőrzése céljából. |

Az Európai Bizottság továbbra is működteti és aktívan támogatja az Európai Biztosítéki Kutatás-Fejlesztési Társaságot (ESARDA), amely 2019-ben, egy 250 fő részvételével zajló nyílt szimpóziummal ünnepelte fennállása 50. évfordulóját. A szimpóziumon a világ minden részéről érkező résztvevők a nukleáris biztosítékok és a nonproliferáció kérdéseit vitatták meg, elsősorban tudományos és műszaki szempontból. Az ESARDA a nemzetközi tájékoztatási tevékenységét is folytatja az Afrikai Atomenergia Bizottsággal és az ázsiai és csendes-óceáni biztosítéki hálózattal kötött egyetértési megállapodásai útján, szoros együttműködésben a Nukleáris Anyagok Kezelésével Foglalkozó Intézettel. Az ESARDA munkacsoportjai olyan innovatív biztosítékok és nonproliferációs megközelítések kidolgozásán, tesztelésén és validálásán dolgoznak, amelyek közvetlen előnyt jelentenek az Európai Bizottság Energiaügyi Főigazgatóságának nukleáris biztosítékokkal foglalkozó igazgatósága, illetve a Nemzetközi Atomenergia-ügynökség biztosítéki intézkedésekért felelős osztálya számára. A kutatási és fejlesztési eredmények, valamint az oktatási és képzési kezdeményezések fokozzák a nukleáris biztosítékokkal kapcsolatos európai és nemzetközi képességeket és a stratégiai kereskedelemellenőrzést, hatásuk pedig kiterjed a nukleáris védettségre és a nukleáris leszerelésre irányuló kezdeményezésekre is. |

Az EU és tagállamai kiemelt jelentőséget tulajdonítanak annak, hogy világszerte megvalósuljon és folyamatosan javuljon a nukleáris biztonság. Az EU a nukleáris biztonságról szóló, 2017-ben hatályba lépett, módosított irányelvvel jogi erővel bíró eszközzé tette a nukleáris biztonságról szóló bécsi nyilatkozatot. A módosított irányelv kiemelkedő jelentőségű eleme, hogy – a balesetek megelőzésének és a radioaktív anyagok környezetbe jutásának elkerülése céljából – biztonsági célkitűzést vezet be minden üzemeltető tekintetében. A módosított irányelv emellett a tematikus szakértői értékelések rendszerével egészítette ki az Euratom-jogszabályokat. Az első ilyen európai tematikus szakértői értékelés már sikeresen lezajlott. A követelményeket minden uniós tagállam átültette nemzeti jogába. |

A nukleáris energia békés célú felhasználásának elősegítése érdekében az EU 2014 és 2020 között 325 millió eurót különített el a nukleáris biztonság és a sugárvédelem megerősítésére, valamint hatékony és eredményes biztosítékok harmadik országokban való alkalmazásának előmozdítására. Az Európai Bizottság a NAÜ-vel és más partnerekkel együttműködésben támogatja a Közép-Ázsia környezetvédelmi rehabilitációjára irányuló stratégiai főterv végrehajtását, amelynek finanszírozása az erre a célra létrehozott, az EBRD által kezelt környezetvédelmi rehabilitációs számla (ERA) útján történik majd. Az EU fő adományozóként 2019-ben is kapcsolatban állt a kedvezményezett országokkal (Kirgizisztán, Tádzsikisztán és Üzbegisztán), hogy ösztönözze azok szerepvállalását és elindíthassa a konkrét tisztítási-ártalmatlanítási és rehabilitációs projekteket. |

2019 júliusában a csernobili atomerőmű megsemmisült 4. reaktorblokkját borító új, biztonságos szarkofágot hivatalos ünnepség keretében, Volodimir Zelenszkij elnök jelenlétében adták át Ukrajnának: ezzel lezárult a G7-ek által kezdeményezett, régóta húzódó nemzetközi erőfeszítés annak érdekében, hogy a helyszín környezeti szempontból újra biztonságossá váljon. Az EU a Csernobili Szarkofág Alapot – az azt kezelő Európai Újjáépítési és Fejlesztési Bank után – a második legnagyobb adományozóként támogatja. |

Az EU és tagállamai továbbra is elkötelezetten támogatják a NAÜ technikai együttműködési programját, többek között a Technikai Együttműködési Alapnak és a Békés Felhasználási Kezdeményezésnek nyújtott jelentős hozzájárulással. Az EU és tagállamai az elsők között állnak a technikai együttműködési program támogatóinak sorában; e program fontos szerepet játszik a nukleáris energia biztonságos és békés célokra történő felhasználásának lehetővé tételében, valamint a 2030-ig tartó időszakra vonatkozó fenntartható fejlődési menetrend célkitűzéseinek megvalósításában. |

Az EU és a NAÜ évente megtartja a magas rangú tisztviselők ülését, ahol a széles körű EU–NAÜ együttműködés felülvizsgálata és tervezése zajlik. A legutóbbi ülésnek az Európai Bizottság adott otthont Luxembourgban, 2019. február 12-én. A megbeszélések középpontjában a következő területeken folyó együttműködés fokozása állt: nukleáris biztonság, védettség és biztosítékok, nukleáris kutatás, valamint innovációs és képzési tevékenységek. |
Átfogó Atomcsendszerződés

Az Átfogó Atomcsendszerződés (CTBT) hatálybalépése és egyetemes alkalmazása fontos célkitűzésként szerepel a tömegpusztító fegyverek elterjedése elleni EU-stratégiában. A szerződés ratifikálásával és az abban előírt alapvető követelmények alkalmazásával valamennyi uniós tagállam bizonyította a szerződés iránti elkötelezettségét. A CTBT jelentős bizalom- és biztonságépítési eszköz. Az EU 2019-ben diplomáciai kapcsolatba lépett az összes többi érintett országgal, a II. mellékletben szereplőkkel és az ott nem szereplőkkel egyaránt. Az Unió általi kapcsolatfelvétel célja a CTBT megerősítése iránti elköteleződés ösztönzése volt. A CTBT hatálybalépésének előmozdítása szerepel az ENSZ főtitkára „Közös jövőnk biztosítása” című leszerelési programjának cselekvései között, amelynek támogatásáról az EU is határozott. |

Az EU következetesen előmozdítja a szerződésnek a béke, a biztonság, a leszerelés és a nonproliferáció tekintetében biztosított előnyeit és hozzájárulását, többek között a polgári alkalmazásával összefüggésben is. Folytatódott az EU által az Átfogó Atomcsendszerződés Szervezetének (CTBTO) Előkészítő Bizottsága részére a CTBTO Előkészítő Bizottsága által folytatott tevékenységeknek az Előkészítő Bizottság monitoring- és ellenőrzési képességeinek megerősítése céljából történő uniós támogatásáról szóló (KKBP) 2018/298 tanácsi határozatban (5) foglaltak szerint nyújtott pénzügyi támogatás. Az EU és tagállamai hozzájárultak a CTBT ellenőrzési rendszerének karbantartásához és megerősítéséhez is, mégpedig a CTBTO „B” munkacsoportjának ülésein, illetve egyéb műhelytalálkozókon és szemináriumokon nyújtott műszaki támogatással és tanácsadással. Az EU aktívan részt vett a CTBTO Előkészítő Bizottságának, valamint „A” és „B” munkacsoportjának ülésein. |

A CTBTO ügyvezető főtitkárának meghívására az Unió külügyi és biztonságpolitikai főképviselője, a Bizottság alelnöke részt vett és az EU nevében nyilatkozatot terjesztett elő a CTBT hatálybalépésének elősegítésével foglalkozó tizenegyedik konferencián, amelyre 2019. szeptember 25-én került sor az ENSZ New York-i székházában. Június 25-én, a CTBT tudományos és technológiai konferenciájának keretében a bécsi EU-küldöttség rendezvényt szervezett az EU és a CTBTO közötti együttműködésről. |
A nukleáris védettség területéhez kapcsolódó kezdeményezések

Az EU folytatta a nukleáris terrorcselekmények visszaszorításáról szóló nemzetközi egyezménynek (ICSANT) és a nukleáris anyagok fizikai védelméről szóló egyezmény módosításának (ACPPNM) – mint a globális nukleáris védettségi és terrorizmus elleni struktúra alapvető fontosságú elemeinek – a népszerűsítését. Az ENSZ Kábítószer- és Bűnügyi Hivatala és az ENSZ Terrorizmus Elleni Hivatala megkezdte az ICSANT egyetemessé tételéhez és tényleges végrehajtásához nyújtott uniós támogatásról szóló (KKBP) 2018/1939 tanácsi határozat (6) végrehajtását. A tanácsi határozat célja, hogy növelje az ICSANT-hez csatlakozók számát, megismertesse azt a nemzeti politikaformálókkal és döntéshozókkal, valamint előmozdítsa a kapacitásépítést: segítséget nyújtson a nemzeti jogszabályok javításához és bővítse a nemzeti érdekelt felek – többek között a büntető igazságszolgáltatásban dolgozó tisztviselők – kapacitását, hogy azok ki tudják vizsgálni az ilyen jellegű terrorcselekményeket, illetve eredményesen tudjanak vádat emelni és ítéletet hozni azokban. A tanácsi határozat végrehajtása egy 2019 áprilisában, New Yorkban, illetve 2019 májusában, Bécsben tartott nyitórendezvénnyel vette kezdetét. |

Az EU továbbra is támogatta a Nukleáris Terrorizmus Elleni Globális Kezdeményezést (GICNT), valamint annak a nukleáris terrorizmus megelőzését, detektálását és az arra való reagálást szolgáló globális kapacitás megerősítésére irányuló megbízatását. Az EU és tagállamai részt vettek a GICNT 11. plenáris ülésén, amelynek Buenos Aires adott otthont 2019. június 6–7-én. A következő országok csatlakoztak az EU közösen jóváhagyott nyilatkozatához: Törökország, Észak-Macedónia, Montenegró, Szerbia és Albánia, a stabilizációs és társulási folyamat országa és egyben potenciális jelölt: Bosznia-Hercegovina, valamint az Európai Gazdasági Térség EFTA-tagországai: Izland és Norvégia, továbbá Ukrajna, a Moldovai Köztársaság, Örményország és Grúzia. |

Az EU és tagállamai minden területen (azaz a nukleáris detektálás, a nukleáris kriminalisztika, valamint a reagálás és kockázatmérséklés területén) tevékenyen részt vesznek a GICNT munkájában. Az Európai Bizottság Közös Kutatóközpontja – a GICNT nukleáris detektálással foglalkozó munkacsoportjának égisze alatt – 2019. február 12–14-én, a németországi Karlsruhéban műhelytalálkozót rendezett a nukleáris detektálás háttértámogatásának témájában „Cunning Karl” címmel. A műhelytalálkozó központi témáját – a technikai háttértámogatás témájában rendezett, „Magic Maggiore” elnevezésű 2017-es műhelytalálkozó eredményeire építve – a detektálási műveletek segítése céljából biztosított technikai háttértámogatáshoz kapcsolódó alapképességek meghatározása képezte, és a műhelytalálkozó résztvevői a távoli területeknek nyújtott háttértámogatással kapcsolatos kihívásokat és bevált gyakorlatokat is feltérképezték. 2019. február 24–25-én, Finnországban megrendezésre került a nukleáris kriminalisztikával foglalkozó munkacsoport szakértői ülése, ahol a résztvevők megvitatták a munkacsoport 2019–2021-es időszakra vonatkozó munkatervét. Az EU a kék- és a zöldhatárokon végzett nukleáris detektálás témájában a Marokkói Királyság által 2019 decemberében megrendezett műhelytalálkozóhoz és szimulációs gyakorlathoz is hozzájárulást biztosított. |

A nukleáris és egyéb radioaktív anyagokkal folytatott tiltott cselekmények detektálása és az azokra való reagálás területével foglalkozó Európai Nukleáris Védettségi Képzési Központ (EUSECTRA) 2013 óta teljeskörűen működik, és az uniós tagállamok és a partnerországok – köztük számos GICNT-tagország – rendelkezésére áll. Az EUSECTRA-t az Európai Bizottság Közös Kutatóközpontja működteti a németországi Karlsruhéban és az olaszországi Isprában található telephelyein, szorosan együttműködve a Nemzetközi Atomenergia-ügynökség és több GICNT-partnerország által indított más nemzetközi kezdeményezésekkel. Az EUSECTRA emellett gyakorlatokat is szervez, főként a nukleáris anyagok csempészése elleni küzdelem területén. Az EUSECTRA egyrészt aktívan igyekszik kielégíteni az EU-tagállamok és az uniós partnerek képzési igényeit, többek között az igen kedvezően fogadott, a vámügy és a bűnüldözés területén a tagállami küldötteknek kínált koordinált képzésekkel, amelyeknek egy részére már sor került, és amelyek folytatódni fognak a 2019–2021-es időszakban (az Európai Bizottság Migrációügyi és Uniós Belügyi Főigazgatóságával, illetve Adóügyi és Vámuniós Főigazgatóságával szoros együttműködésben), másrészt uniós tagállamok kérésére értékeléseket készít bizonyos berendezések teljesítményéről. 2019-ben 14 egyhetes képzésre és két további műhelytalálkozóra került sor uniós tagállami szakértők részvételével. |

Az Európai Bizottság és az uniós tagállamok folytatták nukleáris kriminalisztikai tevékenységeiket a lefoglalt nukleáris anyagok alapvető jellemzőinek meghatározása céljából, igénybe véve a Közös Kutatóközpont karlsruhei intézete által végzett korszerű nukleáris kriminalisztikai vizsgálatokat. 2019-ben két uniós tagállamban bekövetkezett három esemény mintáit elemezték. Az intézet összességében több mint 50 esemény során detektált és lefoglalt nukleáris anyagokat vizsgált meg, segítséget nyújtva ezzel uniós tagállamok és harmadik országok illetékes hatóságainak. |
A nukleáris ellenőrzés területéhez kapcsolódó kezdeményezések

Az EU és tagállamai támogatták az ENSZ-közgyűlésnek a nukleáris leszerelés ellenőrzéséről és az idevágó második kormányzati szakértői csoport létrehozásáról szóló, 2019. évi határozatát. A szóban forgó kormányzati szakértői csoport feladata, hogy folytassa annak vizsgálatát, hogy milyen szerepet tölt be az ellenőrzés a nukleáris leszerelés előmozdításában. Az EU támogatja a szélesebb körű partnerségek keretében folyó munkát és az együttműködésen alapuló ellenőrzési intézkedéseket. 2015-ös elindulása óta részt vesz a nukleáris leszerelés ellenőrzésére létrehozott nemzetközi partnerség (IPNDV) munkájában. Az EU (az EKSZ és az Európai Bizottság Közös Kutatóközpontja) a második fázisban is aktívan részt vett az IPNDV tevékenységeiben, így a 2019. március 4–6-án Helsinkiben és június 19–21-én Hágában megrendezett munkacsoporti találkozókon éppúgy, mint a december 2–6-i ottawai plenáris ülésen. A nukleáris leszerelés ellenőrzésével foglalkozó ENSZ kormányzati szakértői csoport számára, valamint az atomsorompó-szerződés 2020. évi felülvizsgálati konferenciája részére biztosítandó érdemi támogatás egyaránt a fő célok között szerepel. Az EU az ENSZ főtitkárának „Közös jövőnk biztosítása: leszerelési program” című dokumentumán belüli, a nukleáris leszerelés ellenőrzéséhez kapcsolódó cselekvési pont mögé is felsorakozott. |
Regionális kérdések

Az EU és tagállamai továbbra is arra sürgették a Koreai Népi Demokratikus Köztársaságot (KNDK), hogy teljeskörűen, valamint ellenőrizhető és visszafordíthatatlan módon hagyjon fel a tömegpusztító fegyverekkel kapcsolatos és a ballisztikusrakéta-programjaival, és mutasson fel eredményeket ezen a téren. Ennek a kérésnek az EU az összes idevágó nyilatkozatában hangot adott. Az Uniónak továbbra is az volt az álláspontja, hogy a KNDK-nak az ENSZ BT több határozatát is sértő folyamatos ballisztikusrakéta-kilövései súlyos fenyegetést jelentenek a regionális és a nemzetközi békére és biztonságra nézve, valamint aláássák a Koreai-félsziget tartós békéjének és biztonságának megteremtését célzó, folyamatban lévő nemzetközi erőfeszítéseket. Az EU felszólította a KNDK-t, hogy haladéktalanul szüntessen be minden ballisztikusrakéta-kilövést, kezdjen érdemi tárgyalásokat, és tegyen konkrét és hiteles lépéseket a bizalomépítés irányába, teljeskörűen, valamint ellenőrizhető és visszafordíthatatlan módon felhagyva minden, a nukleáris fegyverekkel kapcsolatos és ballisztikusrakéta-programjával. Az EU továbbra is sürgette a KNDK-t, hogy maradéktalanul tegyen eleget az ENSZ BT összes idevágó határozatában foglaltaknak és az egyéb nemzetközi kötelezettségeinek és vállalásainak, haladéktalanul írja alá és erősítse meg az Átfogó Atomcsendszerződést (CTBT), valamint újra tegyen eleget a biztosítékokkal kapcsolatos, az atomsorompó-szerződés szerinti kötelezettségeinek. Az EU gyors ütemben átültette az ENSZ BT összes idevágó határozatát az uniós jogba, és emellett az ENSZ által elfogadott szankciókat kiegészítő és megerősítő szigorú autonóm szankciókat is elfogadott. Az EKSZ szóvivője két nyilatkozatot tett a témában: az egyiket augusztus 10-én, két rövid hatótávolságú ballisztikus rakéta kilövését követően, a másikat pedig október 2-án, miután az értesülések szerint ballisztikus rakétát lőttek ki a tengeren. |
Leszerelési konferencia / nemzetközi szerződés a fegyvercélú nukleáris hasadóanyagok termelésének tilalmáról (FMCT-szerződés)

Az EU továbbra is egységes módon elkötelezett az ellenőrizhető, szerződésen alapuló leszerelés és fegyverzet-ellenőrzés mellett, és hangsúlyozza, hogy meg kell újítani a multilaterális erőfeszítéseket és új lendületet kell adni a többoldalú tárgyalásokért felelős szervek, köztük különösen a leszerelési konferencia munkájának. Hosszú ideje az EU prioritásai között szerepel az, hogy a leszerelési konferencia keretében haladéktalanul megkezdődjenek egy, a fegyvercélú nukleáris hasadóanyagok termelésének tilalmáról szóló szerződésre (FMCT-szerződés) irányuló tárgyalások. Az EU támogatja, hogy e tárgyalások megkezdésére a CD/1299 sz. dokumentummal és az abban foglalt megbízatással összhangban kerüljön sor. Az EU felszólítja a leszerelési konferencia minden tagját, hogy haladéktalanul nyissák meg az FMCT-vel kapcsolatos tárgyalásokat és kezdjék el a munkát a konferencia napirendjén szereplő egyéb kérdésekkel kapcsolatban is. Az EU – a 2017. december 11-i (EU) 2017/2284 tanácsi határozattal (7) – pénzügyi támogatást nyújt az ENSZ Leszerelési Ügyek Hivatalának (UNODA) annak érdekében, hogy elősegítse az afrikai, ázsiai, latin-amerikai és karibi országok részvételét az FMCT-hez kötődő konzultációkban és egyéb tevékenységekben. Az EU továbbá arra ösztönöz minden olyan országot, amelynek nukleáris fegyverek vannak a birtokában, hogy ha eddig még nem tették meg, vezessenek be azonnali moratóriumot a nukleáris fegyverek és más nukleáris robbanóeszközök hasadóanyagainak gyártására vonatkozóan, és tartsák is fenn azt. Az EU nukleáris fegyverrel rendelkező tagállama bevezette az idevágó moratóriumokat és leszerelte az érintett létesítményeket. |
VEGYI FEGYVEREK

Az EU 2019-ben is folytatta a Vegyifegyver-tilalmi Szervezet (OPCW) politikai, diplomáciai és pénzügyi támogatását a vegyifegyver-tilalmi egyezmény (CWC) teljes körű és hatékony végrehajtásának és az ahhoz való egyetemes csatlakozásnak a biztosítása érdekében. |

A Tanács 2019. április 1-jén elfogadta a (KKBP) 2019/538 határozatot (8), amely uniós támogatást biztosít az OPCW alaptevékenységeihez (például a nemzeti végrehajtáshoz, a nemzetközi együttműködéshez, az egyetemessé tételhez és az Afrika-programhoz) a 2019–2022-es időszakra. A határozat emellett jelentős hozzájárulást nyújt az OPCW laboratóriumának vegyészeti és technológiai központtá való továbbfejlesztéséhez, valamint a vegyi fegyverek jelentette fenyegetés megszüntetéséről szóló, C-SS-4/DEC.3 sz. határozat végrehajtásához, amelyet a vegyifegyver-tilalmi egyezmény részes államai konferenciájának rendkívüli ülésszakán fogadtak el 2018. június 27-én. |

A Tanács 2019. június 26-án elfogadta a (KKBP) 2019/1092 határozatot (9), amellyel meghosszabbította a korábbi líbiai vegyifegyver-raktározó létesítményben elvégzendő tisztítási-ártalmatlanítási műveletek segítése céljából a Vegyifegyver-tilalmi Szervezet (OPCW) által folytatott tevékenységeknek a tömegpusztító fegyverek elterjedése elleni uniós stratégia végrehajtásának keretében történő támogatásáról szóló, 2017. december 12-i (KKBP) 2017/2302 határozat (10) végrehajtási időszakát. |

Az EU 2019-ben is jelentősen támogatta azt a munkát, amelyet az OPCW tényfeltáró missziója és a nyilatkozatokat értékelő csoport végzett a vegyifegyver-használat Szíriából jelentett eseteinek kivizsgálása, valamint a Szíria által benyújtott első nyilatkozatban azonosított hiányosságok és következetlenségek kezelése céljából. Ezzel összefüggésben a Tanács 2019. december 9-én elfogadta a (KKBP) 2019/2112 határozatot (11), amellyel meghosszabbította az Egyesült Nemzetek Biztonsági Tanácsa 2118 (2013) sz. határozatának és az OPCW Végrehajtó Tanácsa szíriai vegyi fegyverek megsemmisítéséről szóló EC-M-33/DEC.1 sz. határozatának a folytatódó végrehajtását az OPCW szíriai műveleteihez biztosított műholdas képalkotó szolgáltatások révén támogató (KKBP) 2017/2303 határozat (12) végrehajtási időszakát. |

Az Európai Tanács 2018. június 28-i következtetéseivel összhangban, amellyel az EU a vegyi fegyverek 2012 óta bekövetkezetett többszöri bevetése elleni fellépést célzó attribúciós mechanizmus felállítása érdekében elkötelezte magát a vegyifegyver-tilalmi egyezmény részes államai konferenciájának 2018. június 27-i rendkívüli ülésszakán elfogadott C-SS-4/DEC.3 sz. határozat végrehajtásának támogatása mellett, valamint az OPCW 2020. évre szóló program- és költségvetés-tervezete elfogadásának biztosítása céljából, mely program és költségvetés szilárd alapot teremt ahhoz, hogy az OPCW Technikai Titkársága el tudja látni sokrétű feladatait és reagálni tudjon a felmerülő kihívásokra, az EU demarsot intézett a vegyifegyver-tilalmi egyezmény számos részes államához, arra kérve őket, hogy konstruktív módon segítsék elő a C-SS-4/DEC sz. OPCW-határozat végrehajtását, valamint azt, hogy a részes államok 2019. november 25–29-i, 24. konferenciája (CSP-24) megfelelő eredménnyel záruljon. |

A tömegpusztító fegyverek és hordozóeszközeik elterjedésének megakadályozásáról szóló 1540 (2004) sz. ENSZ BT-határozat végrehajtásával összhangban a kémiai biztonság és védelem Ukrajnában való megerősítésének támogatásáról szóló, 2017. július 11-i (KKBP) 2017/1252 tanácsi határozat (13) révén az EU támogatást biztosított az idevágó ukrajnai nemzeti kapacitásépítéshez, és ezen belül is mindenekelőtt az ellenőrzött és mérgező vegyi anyagok azonosítására szolgáló Ukrán Nemzeti Referenciaközpont létrehozásához. |

Az EU 2019. október 14-én, a (KKBP) 2019/1722 tanácsi határozattal (14) további 12 hónappal meghosszabbította a vegyi fegyverek használatának és elterjedésének visszaszorítását célzó korlátozó intézkedéseinek a hatályát. |
BIOLÓGIAI FEGYVEREK

Az Európai Unió Tanácsa 2019. január 21-én sorban az ötödik határozatot fogadta el a biológiai- és toxinfegyver-tilalmi egyezmény támogatása céljából. A (KKBP) 2019/97 tanácsi határozat (15) 3 millió EUR összeget irányoz elő az ENSZ Leszerelési Ügyek Hivatala (UNODA) részére a 2019–2022-es időszakra. Ezzel a támogatással a BTWC végrehajtást támogató egysége (ISU) hat új, az alábbiakra irányuló projekt végrehajtását tudja előmozdítani: a BTWC egyetemessé tételének támogatása; a nemzeti végrehajtást segítő kapacitásépítés, három kölcsönös felülvizsgálatot is beleértve; a biológiai védelem előmozdítása a déli fejlődő országokban; a tájékoztatást, az oktatást és a szerepvállalás növelését szolgáló eszközök kifejlesztése, valamint a biológiai anyagokkal elkövetett támadások elhárítására való felkészültség növelése. 2019-ben három műhelytalálkozó és két egyéb rendezvény finanszírozására került sor e határozat keretében. Az egyik műhelytalálkozó témája a biológiai védelem volt. Ezt a maga nemében első műhelytalálkozót 2019. augusztus 3. és 5. között rendezték meg Genf mellett, „A déli fejlődő országok ifjú tudósainak bevonása a biológiai védelem terén folyó diplomáciai munkába” címmel. A műhelytalálkozón 20 olyan fiatal tudós vehetett részt, akik a BTWC-hez kapcsolódó területeken dolgoznak fejlődő országokban. A (KKBP) 2019/97 határozat a BTWC ülésszakközi munkaprogramjához és a 2021. évi kilencedik felülvizsgálati konferencia előkészítéséhez is támogatást biztosít majd. |

A Tanács 2019. július 31-én elfogadta a tömegpusztító fegyverek és hordozóeszközeik elterjedésének megakadályozásáról szóló 1540 (2004) sz. ENSZ BT-határozat végrehajtásával összhangban a biológiai biztonság és védelem Ukrajnában való megerősítésének támogatásáról szóló (KKBP) 2019/1296 határozatot (16). Ez a határozat 1,9 millió EUR összegű támogatást irányoz elő egy hároméves időszakra. A határozat révén az EU támogatást nyújt a biológiai biztonság és védelem ukrajnai megerősítéséhez, mégpedig mindenekelőtt azáltal, hogy javítja az ukrán jogszabályi és szabályozási keretet, valamint az ország egészségügyi és állategészségügyi rendszerét, továbbá tájékoztatást biztosít az élettudományokkal foglalkozó szakemberek számára. |

A Tanács 2019. december 9-én elfogadta a tömegpusztító fegyverek és hordozóeszközeik elterjedésének megakadályozásáról szóló 1540 (2004) sz. ENSZ BT-határozat végrehajtásával összhangban a biológiai biztonság és védelem Latin-Amerikában való megerősítésének támogatásáról szóló (KKBP) 2019/2108 határozatot (17), amely 2,7 millió EUR összegű támogatást irányoz elő egy hároméves időszakra. |

A fenti tanácsi határozatokkal a BTWC-vel kapcsolatos tevékenységekhez 2006 óta nyújtott uniós pénzügyi támogatás teljes összege csaknem 15 millió EUR-ra nőtt. |

Az egyezmény részes államainak 2019. december 3–6-án tartott genfi találkozóján az EU általános nyilatkozatot tett. Az EU – megerősítve, hogy határozottan támogatja a BTWC-t mint a szabályokon alapuló nemzetközi rendszer egyik alappillérét – emlékeztetett arra, hogy már hosszú ideje erőfeszítéseket tesz az egyezmény megerősítésére, egyetemessé tételének előmozdítására és végrehajtásának javítására. A BTWC-vel kapcsolatos uniós prioritások közé tartozik az egyezmény nemzeti végrehajtásának és az egyezménynek való nemzeti megfelelésnek a javítása, a bizalomépítő és az átláthatósági intézkedéseknek, mint például a kölcsönös felülvizsgálatoknak, az önkéntes látogatásoknak és más kezdeményezéseknek az előmozdítása, a tudomány és a technológia területén folytatott együttműködés elősegítése, a tanácskozásra vonatkozó, az V. cikk szerinti rendelkezések, valamint a segítségnyújtásra, reagálásra és felkészültségre vonatkozó, a VII. cikk szerinti rendelkezések alkalmazása, az egyezményhez való egyetemes csatlakozás előmozdítása, valamint a nemek közötti egyenlőségnek és a nők társadalmi szerepvállalása növelésének mint fontos átfogó prioritásnak a népszerűsítése. Az EU továbbá ismételten hangot adott az egyezmény kritikus pénzügyi helyzetével kapcsolatos aggodalmának, és az összes olyan államot, amely ezt még nem tette meg, felszólította a pénzügyi kötelezettségei haladéktalan teljesítésére. Ezzel összefüggésben az EU emlékeztetett arra, hogy a 2018-ban létrehozott forgótőkealap célja, hogy rövid távú pénzügyi likviditást biztosítson egy adott naptári év elején, és semmi esetre sem az, hogy támogatást nyújtson a befizetések elmulasztása vagy fizetési hátralék keletkezése esetén. Ami a tevékenységeket illeti, az EU felhívta a figyelmet a BTWC támogatásáról szóló uniós tanácsi határozatnak és a vegyi, biológiai, radiológiai és nukleáris (CBRN) kockázatok enyhítésével foglalkozó kiválósági központok létrehozására irányuló uniós kezdeményezésnek a keretében kialakított együttműködés eredményeire. A CBRN kiválósági központok létrehozására irányuló kezdeményezés keretében 2019. december 4-én uniós finanszírozású kísérőrendezvényre került sor, ahol a biológiai biztonság területéhez kapcsolódó, a Kaukázuson zajló tevékenységeket ismertettek. |

Az EU emellett a 2019. július 29. és augusztus 8. között megrendezett öt szakértői ülésen is tevékenyen részt vett. Ezek a következők voltak: az együttműködéssel és segítségnyújtással, ezen belül is mindenekelőtt a X. cikk szerinti együttműködés és segítségnyújtás megerősítésével foglalkozó szakértői ülés (MX1, július 29–30.), az egyezményhez kapcsolódó tudományos és technológiai fejlemények felülvizsgálatával foglalkozó szakértői ülés (MX2, július 31. és augusztus 2.), a nemzeti végrehajtás megerősítésével foglalkozó szakértői ülés (MX3, augusztus 5.), a segítségnyújtás, reagálás és felkészültség területével foglalkozó szakértői ülés (MX4, augusztus 6–7.), valamint az egyezmény intézményi erősítésével foglalkozó szakértői ülés (MX5, augusztus 8.). Az EU az összes szakértői ülésen célirányos és naprakész kulcsüzeneteket fogalmazott meg, és a Franciaország által az önkéntes átláthatósági intézkedésekről tartott kísérőrendezvényen is felszólalt, strukturáltabb információcserét mozdítva elő a kölcsönös felülvizsgálatokat illetően. Az EU mindenekelőtt a tudományos és technológiai ágazatban dolgozó szakemberek – e-képzési modulokon keresztül és az érdekelt felek szemináriumainak finanszírozása révén – történő tájékoztatására összpontosított. Emellett az egyezmény egyetemessé tételét és végrehajtását támogató új uniós tanácsi határozatot is népszerűsítette. |
BALLISZTIKUS RAKÉTÁK
Hágai magatartási kódex

A ballisztikus rakéták elterjedése elleni hágai magatartási kódex (HCoC) a tömegpusztító fegyverek hordozására alkalmas ballisztikus rakéták területének szabályozására a nemzetközi közösség által tett erőfeszítések eredménye. A HCoC az egyetlen multilaterális átláthatósági és bizalomépítő eszköz a ballisztikus rakéták elterjedése elleni küzdelem területén. A HCoC-t aláíró tagok önként politikai kötelezettséget vállalnak arra, hogy a ballisztikus rakéták és hordozórakéták kilövését, valamint a tesztrepüléseket megelőzően értesítést küldenek azokról. Az aláíró országok kötelezettséget vállalnak arra is, hogy évente nyilatkozatot nyújtanak be a ballisztikus rakétákkal és hordozórakétákkal kapcsolatos politikájukról. |

Az EU a kezdetektől határozottan támogatja a HCoC-t, és minden uniós tagállam csatlakozott ahhoz. Azóta, hogy a politikailag kötelező erejű HCoC-t – 2002 novemberében – a hollandiai Hágában aláírták és az hatályba lépett, aláíróinak száma 93-ról 143-ra nőtt. Ez annak a kódex egyetemessé tételét segítő diplomáciai tevékenységnek is köszönhető, amelyet az EU több, a kódexhez még nem csatlakozott államban folytatott. |

Az EU következetesen előmozdítja a kódex egyetemességét, teljes körű végrehajtását és megerősített működését. Az Európai Unió Tanácsa az elmúlt évtizedben számos határozatot és együttes fellépést fogadott el a KKBP keretében a hágai magatartási kódexnek és általában a ballisztikus rakéták elterjedése elleni küzdelemnek a támogatása jegyében. Az EU e tanácsi határozatok keretében finanszírozást biztosít a HCoC-vel kapcsolatos tájékoztatási tevékenységekhez, beleértve a kísérőrendezvényeket, a kutatási tanulmányokat, a szakértői találkozókat és a regionális figyelemfelkeltő szemináriumokat is. Ezeket a tevékenységeket a párizsi székhelyű, Fondation pour la Recherche Stratégique elnevezésű alapítvány végzi, és azokban általában a HCoC soros elnöke is részt vesz. |

A 2017. december 18-i (KKBP) 2017/2370 tanácsi határozattal (18) az EU folytatja a következőket: a kódexhez való csatlakozásnak és végső célként a kódex egyetemessé tételének az előmozdítása; a kódex teljes körű végrehajtásának támogatása; a csatlakozó és a nem csatlakozó államok közötti párbeszéd elősegítése a bizalomépítés és az átláthatóság érdekében; az önmérséklet ösztönzése, valamint stabilabb és biztonságosabb környezet teremtése mindannyiunk számára; a kódex láthatóságának fokozása, valamint a nyilvánosság figyelmének felhívása a ballisztikus rakéták elterjedése jelentette kockázatokra és veszélyekre; továbbá különösen tudományos tanulmányok révén a kódex tökéletesítésének és azon lehetőségeknek a feltérképezése, amelyek a kódex és az egyéb releváns multilaterális eszközök közötti összhang előmozdítását célozzák. |
AZ 1540. SZ. ENSZ BT-HATÁROZAT, VALAMINT A VEGYI, BIOLÓGIAI, RADIOLÓGIAI ÉS NUKLEÁRIS (CBRN) KOCKÁZATOK MÉRSÉKLÉSE

Az 1540 (2004) sz. ENSZ BT-határozat továbbra is a nemzetközi nonproliferációs architektúra egyik központi pillére. E határozat az első olyan nemzetközi okmány, amely átfogó és egységes módon foglalkozik a tömegpusztító fegyverek és hordozóeszközeik, valamint a tömegpusztító fegyverekhez kapcsolódó anyagok kérdésével. Az 1540 (2004) sz. ENSZ BT-határozat valamennyi ország számára kötelezettségeket állapít meg. Ezek célja, hogy megakadályozzák a nem állami szereplőket abban, illetve visszatartsák őket attól, hogy ilyen fegyverekhez, azok hordozóeszközeihez, valamint e fegyverekhez és hordozóeszközökhöz kapcsolódó anyagokhoz jussanak. Az ENSZ Alapokmányának VII. fejezete alapján elfogadott határozat minden ország számára előírja, hogy fogadják el a szükséges jogszabályokat, amelyek megakadályozzák, hogy a nem állami szereplők nukleáris, vegyi vagy biológiai fegyverekhez jussanak, továbbá hogy alakítsák ki a kapcsolódó anyagok megfelelő belföldi ellenőrzését ezen anyagok tiltott kereskedelmének megakadályozása érdekében. Az 1540. sz. ENSZ BT-határozat 2016. évi átfogó felülvizsgálati folyamata újólag megerősítette a határozat központi szerepét, fontosságát és érvényességét, ahogyan az a 2325. sz. ENSZ BT-határozatban is szerepel. |

A 2016. évi átfogó felülvizsgálat eredménye végrehajtásának elősegítése és az 1540. sz. ENSZ BT-határozat teljes körű végrehajtásának támogatása érdekében az EU Tanácsa 2017. május 11-én elfogadta a tömegpusztító fegyverek és hordozóeszközeik elterjedésének megakadályozásáról szóló 1540 (2004) sz. ENSZ BT-határozat végrehajtásának támogatásáról szóló (KKBP) 2017/809 tanácsi határozatot (19). A tanácsi határozat egy 36 hónapos időszakot fog át, és azt az ENSZ New York-i székhelyű Leszerelési Ügyek Hivatala (UNODA) hajtja végre, a végrehajtás egyes részeit a bécsi székhelyű EBESZ-re bízva. Az uniós finanszírozás a nemzeti kapacitásépítés támogatása érdekében segíti az országokat a konkrét technikai segítségnyújtás meghatározása, a vonatkozó technikai segítségnyújtási programokkal kapcsolatos tájékozottság növelése, valamint a nemzetközi és a regionális szervezetekkel folytatott együttműködés erősítése terén. |

A CBRN-kockázatok mérséklésével foglalkozó kiválósági központokra (CBRN CoE) vonatkozó uniós kezdeményezés („kezdeményezés”) olyan globális kapacitásépítési program, amely jelenleg 61 partnerországot tömörít. Ezek a partnerországok a következő régiókban található 8 regionális titkárság valamelyike alá tartoznak: Afrika atlanti-óceáni régiója; Közép-Ázsia; Kelet- és Közép-Afrika; az Öböl-menti Együttműködési Tanács országai; Közel-Kelet; Észak-Afrika és a Száhel-övezet; Délkelet-Ázsia; Délkelet- és Kelet-Európa. |

A CBRN CoE kezdeményezést a stabilitás és a béke elősegítését szolgáló eszköz révén finanszírozzák. A kezdeményezés célja, hogy mérsékelje a CBRN-anyagokkal kapcsolatos kockázatokat, fokozza a partnerországok felkészültségét, továbbá hogy erősítse a védettségi kultúrát és irányítást. A részt vevő országokat támogatja azon törekvéseikben, hogy önkéntes alapon, keresletvezérelt regionális megközelítést követve, nemzeti és regionális koordinációs és irányítási struktúrákat hozzanak létre. E platformok résztvevői konkrét igényfelmérések és nemzeti cselekvési tervek alapján kidolgozzák és megerősítik a nemzeti CBRN-politikákat, valamint kapacitást építenek. Több – a kezdeményezés keretében finanszírozott és más finanszírozási eszközök keretében is támogatható – regionális együttműködési projekt révén részesülnek támogatásban. 2010 óta 82 regionális projekt kapott finanszírozást. A kezdeményezés költségvetése a 2010-től kezdődő 10 éves időtartamra megközelítőleg 250 millió EUR. |

Mostanra már kellően kiépült a kiválósági központok hálózata, ami lehetővé tette, hogy az EU a kiválósági központok projektjei keretében határokon átnyúló, elméleti és helyszíni gyakorlati képzéseket tartson olyan témákban, mint például a polgári védelem, az eseményekre való reagálás, a biológiai védelem és a hulladékgazdálkodás, annak érdekében, hogy javuljon a láthatóságuk és konkrétan fel lehessen mérni a hatásukat. Elindult a regionális CBRN cselekvési tervek kidolgozása és a régióközi együttműködés kialakítása. Ezenkívül a kezdeményezés mára már kellőképpen beérett ahhoz, hogy általa támogatni lehessen számítástechnikai bűnözéssel, terrorizmussal, kritikus infrastruktúrákkal, hamisított gyógyszerekkel, hibrid típusú fenyegetésekkel, illetve robbanóanyagokkal kapcsolatos biztonsági irányítási kérdések kezelésére irányuló további intézkedéseket, valamint hogy tovább lehessen fejleszteni a nukleáris kriminalisztikával, a határellenőrzéssel és a kettős felhasználású termékek kivitelének ellenőrzésével kapcsolatos együttműködést. Az EU Közös Kutatóközpontja 2019-ben – az uniós CBRN kiválósági központok hálózatának keretében – az Egyesült Államok energiaügyi minisztériumával és a Kijevi Nukleáris Kutatóintézettel együttműködésben nukleáris védettséggel foglalkozó oktatási és képzési tevékenységeket dolgozott ki Grúziából, Ukrajnából, Azerbajdzsánból és Moldovából érkező résztvevők számára, hogy javuljon a fekete-tengeri térség nukleáris védettsége. |

Tovább folytatódott a Bizottság által a terrorizmus elleni küzdelemre irányuló szélesebb körű csomag részeként 2017 októberében benyújtott, a vegyi, biológiai, radiológiai, illetve nukleáris biztonsági kockázatokkal szembeni felkészültség fokozását célzó cselekvési terv végrehajtása. A 2010 és 2015 közötti időszakra vonatkozó uniós CBRN cselekvési terv keretében elért eredményekre építő jelenlegi cselekvési tervben a Bizottság intézkedések széles skáláját vezette be az uniós szintű felkészültség, reziliencia és koordináció javítása érdekében. A javaslatok között szerepel egy uniós szintű, biztonságközpontúbb CBRN-architektúra létrehozása, hangsúlyozva azt, hogy jobban ki kell használni a meglévő erőforrásokat, és hogy össze kell fogni a már rendelkezésre álló szakértelmet. A cselekvési tervben a Bizottság szorgalmazza továbbá, hogy határokon átnyúló és ágazatközi képzések és gyakorlatok révén fokozzák az uniós CBRN-felkészültséget és -reagálást. A Bizottság hangsúlyozza, hogy a megfelelő esetekben be kell vonni a határőrizeti és vámhatóságokat, valamint a katonai partnereket. A cselekvési tervben kiemeli annak fontosságát is, hogy szoros kapcsolatokat kell kialakítani a CBRN-anyagok biztonságával kapcsolatos belső és külső tevékenységek között, és hogy együtt kell működni az olyan szakosodott multilaterális szervezetekkel, mint például a NAÜ, az OPCW, illetve az Interpol. A cselekvési terv végrehajtását a rendőrségi együttműködést támogató eszköz révén támogatták. |

A hetedik keretprogram keretében a „Biztonságos társadalom” program által finanszírozott több kutatási projekt nyújtott tudományos és technikai segítséget a CBRN cselekvési tervhez. A kutatás a megelőzéstől a helyreállításig terjedő teljes válságkezelési ciklusra kiterjed. A szabványosítási igények megállapítására irányuló tevékenységek „európai szabványok” létrehozását eredményezhetik. A „Horizont 2020” keretprogram a CBRN-kutatás területén folyó tevékenységeket célzott témák révén fogja megerősíteni. |
SZELLEMI MŰHELYEK

Az Unió Nonproliferációs és Leszerelési Konzorciuma – amely 2011 januárjában kezdte meg a tevékenységét – a 2010. július 26-i 2010/430/KKBP tanácsi határozat (20) alapján aktívan támogatta a tömegpusztító fegyverek elterjedése elleni EU-stratégia végrehajtását. A Tanács 2018. február 26-án elfogadta a (KKBP) 2018/299 határozatot (21), amely az eddigi eredményekre alapozva és újabb projektek hozzáadásával meghosszabbítja a Konzorcium tevékenységeihez biztosított uniós támogatást a 2018-tól 2021-ig terjedő időszakra. |

A Konzorcium tevékenységei fokozták az EU láthatóságát a harmadik országok és a civil társadalom körében, továbbá jelentős mértékben hozzájárultak a nonproliferáció és a leszerelés területére vonatkozó uniós szakpolitika alakításához. A Konzorcium informális kapcsolattartási fórumként működik a szakemberek számára, és ösztönzi a különböző érdekelt felek közötti párbeszédet. Tevékenységei hozzájárultak ahhoz, hogy ismertebbé váljanak a tömegpusztító fegyverekkel és a hagyományos fegyverekkel kapcsolatos kihívások, továbbá feltérképezte az e kihívások kezelését célzó megoldásokat. A Konzorcium a munkája során támaszkodik az Európa különböző pontjain elhelyezkedő 90 szellemi műhelyből és kutatóközpontból álló kiterjedt hálózatra, amelynek egyes tagjai uniós tagállamokban, más tagjai pedig a partnerországokban – például Svájcban és Ukrajnában – működnek. 2019 folyamán 14 intézet csatlakozott a hálózathoz. |

A Konzorcium az általa összehívott valamennyi rendezvényen gondoskodott arról, hogy a nem, az életkor, a szakterület és a földrajzi képviselet szempontjából biztosított legyen a résztvevők és a felszólalók sokszínűsége. 2019-ben a Konzorcium konkrétabban a következő tevékenységeket szervezte a (KKBP) 2018/299 tanácsi határozat végrehajtása céljából:

A Konzorcium 2019-ben havi hírlevelet, valamint öt, nonproliferációról és leszerelésről szóló uniós dokumentumot tett közzé (22). A képzési tevékenységek magukban foglaltak egyrészt egy e-tanulási tanfolyamot a nonproliferációról és a leszerelésről, valamint az uniós szakpolitikákról, másrészt pedig céljuk volt az is, hogy a 2018. február 26-i (KKBP) 2018/299 tanácsi határozat alkalmazásában 2018 és 2021 között támogassák 36, nonproliferációs és leszerelési témájú gyakornoki állás létrehozását különböző európai szellemi műhelyekben. |
EXPORTELLENŐRZÉS

A COARM munkacsoport 2019-ben véglegesítette a fegyverkivitel ellenőrzéséről szóló 2008/944/KKBP közös álláspont (23) felülvizsgálatát. A Tanács elfogadott egy határozatot a tanácsi közös álláspont módosításáról, továbbá egy módosított felhasználói útmutatót, valamint a közös álláspont felülvizsgálatáról szóló következtetéseket. |

A Tanács a határozatába több olyan új uniós és nemzetközi fejleményt épített be, amelyek nyomán a tagállamokra a 2008-as közös álláspont elfogadása óta új kötelezettségek hárultak, illetve amelyek miatt a tagállamoknak új vállalásokat kellett tenniük. Az egyik legfontosabb ilyen fejlemény, hogy 2014. december 24-én hatályba lépett a Fegyverkereskedelmi Szerződés, amely a hagyományos fegyverek nemzetközi kereskedelmét szabályozza, és amelynek az összes tagállam részes fele. A Fegyverkereskedelmi Szerződés célja, hogy a lehető legmagasabb szintű közös nemzetközi előírásokat állapítsa meg a hagyományos fegyverek nemzetközi kereskedelmének szabályozása vagy szabályozásának javítása céljából, hogy megakadályozza és felszámolja a hagyományos fegyverek illegális kereskedelmét, továbbá hogy elejét vegye ezek illetéktelen kezekbe jutásának. |

A Tanács a következtetéseiben emlékeztet azon vállalására, hogy megerősíti a katonai technológia és felszerelések kivitelének ellenőrzését, valamint hogy elmélyíti az együttműködést és előmozdítja a konvergenciát a katonai technológia és felszerelések kivitelének terén. Erre olyan, magas szintű közös előírások kidolgozása, fenntartása és végrehajtása révén kerül sor, amelyek a katonai technológia és felszerelések átadásának tagállamok általi kezelésére vonatkoznak. |

Az EU 2019-ben folytatta továbbá a tájékoztatási tevékenységeit, hogy segítséget nyújtson harmadik országoknak a fegyverkivitel-ellenőrzési rendszerek létrehozásában, valamint hogy előmozdítsa a Fegyverkereskedelmi Szerződés egyetemessé tételét. A 2018. január 22-i (KKBP) 2018/101 tanácsi határozat (24) alapján – amelynek végrehajtását a német Gazdasági és Exportellenőrzési Szövetségi Hivatal (a BAFA) végzi – több regionális szemináriumra és tanulmányi látogatásra, valamint eseti segítségnyújtásokra került sor. Emellett a (KKBP) 2017/915 tanácsi határozat (25) értelmében – amelynek végrehajtását a BAFA és az Expertise France végzi – további regionális tájékoztatási tevékenységeket, testre szabott nemzeti segítségnyújtási programokat és ad hoc jellegű egyéni segítségnyújtási munkaértekezleteket bonyolítottak le a Fegyverkereskedelmi Szerződés tényleges végrehajtásának és egyetemessé tételének támogatása céljából. |

Az EU 2018-ban és 2019-ben a Norvégiával, Kanadával, az Egyesült Államokkal és Ukrajnával folytatott politikai párbeszéd keretében tartott találkozókat ezen országokkal a fegyverkivitel ellenőrzésével kapcsolatos kérdések megvitatása érdekében. E politikai párbeszédeknek köszönhetően eredményes megbeszélésekre kerülhetett sor olyan, közös érdekű kérdésekről, mint például az egyes célországokkal kapcsolatos fegyverkiviteli politika, a megfelelést és az ellenőrzést érintő kérdések, valamint a Fegyverkereskedelmi Szerződéssel kapcsolatos folyamat. |

Az EU 2019-ben is folytatta idevágó rendeleteinek rendszeres naprakésszé tételét, hogy azok tükrözzék a multilaterális exportellenőrzési rendszerek tekintetében bekövetkezett fejleményeket. Ezért az Európai Bizottság 2019. október 17-én (EU) 2019/2199 felhatalmazáson alapuló rendeletet (26) fogadott el, amely a multilaterális exportellenőrzési rendszerek keretében 2018-ban hozott határozatokkal összhangban aktualizálja az uniós ellenőrzési jegyzéket, és új ellenőrzéseket vezet be például a következők tekintetében: levegőből indításra szolgáló platformok, „MMIC” erősítők, diszkrét mikrohullámú tranzisztorok és legénység nélküli, merülő járművek. |

A kettős felhasználású termékekkel foglalkozó koordinációs csoport 2019-ben is támogatta az exportellenőrzések hatékony és következetes végrehajtását az EU-ban. Új funkciókat vezettek be a kettős felhasználású termékekkel kapcsolatos elektronikus rendszerbe, amelyek javították az EU-n belüli technikai információcserét. Az EU a 2019. július 30-i (EU) 2019/1318 bizottsági ajánlás (27) elfogadásával véglegesítette az ágazati megfelelésre vonatkozó iránymutatások meghatározásának folyamatát. Az EU ezenfelül folytatta az illetékes hatóságok által önkéntes alapon alkalmazandó „elektronikus engedélyezési platform” kidolgozására irányuló munkát. Sor került egy éves jelentés (28) közzétételére az exportellenőrzés és az engedélyezési tevékenységek átláthatóságának biztosítása érdekében, valamint 2019. december 13-án az exportellenőrzés témájával foglakozó fórumot szerveztek, amelyen részt vettek a tagállamok, az ágazat és a civil társadalom érdekelt felei (29). |

Folytatódott az uniós exportellenőrzési politika felülvizsgálata. A Tanács és az Európai Parlament aktív megbeszéléseket folytatott a kettős felhasználású termékek kivitele ellenőrzésének korszerűsítésére vonatkozó bizottsági javaslatról. A Tanács 2019 júniusában elfogadta az Európai Parlamenttel folytatandó tárgyalásokra vonatkozó megbízást, és ősszel megkezdődtek a társjogalkotók közötti háromoldalú tárgyalások. |

Az exportellenőrzési rendszerekkel foglalkozó csoportok megfelelő üléseinek (a Nukleáris Szállítók Csoportjának plenáris ülése: 2019. június 20–21., Nur-Sultan; az Ausztrália Csoport plenáris ülése: 2019. június 3–7., Párizs és a Rakétatechnológiai Ellenőrzési Rendszer plenáris ülése: 2019. október 7–11., Auckland) előkészítése során sor került az uniós álláspontok és nyilatkozatok megfelelő összehangolására. |

A Rakétatechnológiai Ellenőrzési Rendszer (MTCR) olyan országok nem hivatalos és önkéntes társulása, amelyek közös célja a tömegpusztító fegyverek hordozására alkalmas, pilóta nélküli hordozórendszerek elterjedésének megakadályozása, és amelyek az elterjedés megakadályozását célzó nemzeti exportengedélyezési szabályozásaik egyeztetésére törekednek. Az MTCR-ben részt vevő kormányok elkötelezték magukat aziránt, hogy betartják az ellenőrzött tételek teljes közös listájára (az MTCR-berendezésekről, szoftverekről és technológiákról szóló melléklete) vonatkozóan alkalmazandó közös exportpolitikai iránymutatásokat (MTCR-iránymutatások). Az MTCR-partnerek rendszeresen információcserét tartanak egymással a nemzeti exportengedélyezéssel kapcsolatos releváns kérdésekről. Az MTCR-iránymutatások és ellenőrzési listák referenciának tekinthetők a nemzetközi bevált gyakorlatok tekintetében, a rakétákkal kapcsolatos termékek és technológiák exportellenőrzése területén. |

Az MTCR vonatkozásában az EU számára továbbra is megoldásra váró kérdést jelent az, hogy blokkolták Ciprus, Észtország, Horvátország, Lettország, Litvánia, Málta, Románia, Szlovákia és Szlovénia csatlakozását a rendszerhez. Az exportellenőrzési rendszerek – mint például az MTCR – elnöki szerepének betöltését illetően elengedhetetlen a folytonosság és az átláthatóság ahhoz, hogy e rendszerek megfelelően tudjanak működni és hitelességük ne szenvedjen csorbát. Azon uniós tagállamok, amelyek tagjai az MTCR-nek, plenáris ülésen való megvitatás céljából 2019 októberében benyújtották „Az elnöki tisztséggel kapcsolatos kérdések” című informális dokumentumot, amelyben feltérképezik az azzal kapcsolatos lehetőségeket, hogy hogyan lehetne ösztönözni és elősegíteni a rendszer elnöki tisztségének fenntartható betöltését. Az EU továbbra is megbeszéléseket folytat majd a tagokkal a különböző lehetőségekről. A rendszerrel összefüggésben az EU mindig is olyan erőteljes nyilvános MTCR-nyilatkozatok elfogadását támogatta, amelyek tükrözik az Irán és a KNDK által végrehajtott ballisztikusrakéta-kilövésekkel és jelentős rakétatechnológiai fejlesztésekkel kapcsolatos nemzetközi aggodalmakat. |

Hat régióban folytatódott a kettős felhasználású termékek és a kapcsolódó anyagok, felszerelések és technológiák exportellenőrzési rendszere hatékonyságának fokozására irányuló EU P2P exportellenőrzési program végrehajtása. 2019-ben a program kibővült annak érdekében, hogy mód nyíljon az Irakkal való együttműködésre, így az jelenleg 37 országot foglal magában, köztük olyanokat is, amelyek részt vesznek az ukrajnai Tudományos és Technológiai Központtal, valamint a kazahsztáni Nemzetközi Tudományos és Technológiai Központtal folytatott célzott exportellenőrzési kezdeményezésekben is, amelyek 13 országra terjednek ki. |

Folytatódott az intenzív koordináció az EU P2P exportellenőrzési program és az Egyesült Államok Külügyminisztériumának exportellenőrzési és kapcsolódó határbiztonsági programja között. Közös EU–USA szemináriumokra került sor a fenyegetésértékelésre vonatkozó módszerekkel kapcsolatos véleménycserék, közös hatásmutatók meghatározása, valamint a helyszíni segítségnyújtás koordinálása céljából. 2019 augusztusában az EU Finnországban megszervezte az EU P2P exportellenőrzési program partnerországai számára a stratégiai kereskedelemellenőrzéssel foglalkozó, évente megrendezésre kerülő EU P2P nyári egyetemet. Az EU P2P portál átkerült a hivatalos európai uniós webes környezetbe (https://europa.eu/cbrn-risk-mitigation/eu-p2p_en), a vizuális és tartalmi fejlesztések véglegesítésére 2020-ban kerül majd sor. A portál továbbra is fórumként szolgál majd a katonai és kettős felhasználású termékek exportellenőrzésével kapcsolatos valamennyi uniós tájékoztató program tekintetében azzal a céllal, hogy testre szabott legyen az uniós partnerországokkal folytatott információcsere. A program finanszírozása a stabilitás és a béke elősegítését szolgáló eszköz keretében valósul meg. |
ŰRPOLITIKA

Az EU és a tagállamai továbbra is előmozdították a biztonságos, védett és fenntartható világűrbeli környezet megőrzését, valamint a világűr méltányos és kölcsönösen elfogadható alapon történő békés hasznosítását. Továbbra is hangsúlyoztuk az átláthatósági és bizalomépítési intézkedések fontosságát, valamint azt, hogy az ENSZ keretében szorgalmazni kell a világűrben való felelős magatartást. Az EU e tekintetben a világűrrel kapcsolatos nyilatkozatokat tett az ENSZ Közgyűlésén, az ENSZ leszerelési konferenciáján, valamint az ENSZ Leszerelési Bizottságának és az ENSZ Világűrbizottságának (COPUOS) az ülésén. |

Az EU és a tagállamai 2019-ben is határozottan elkötelezettek voltak a világűrbeli fegyverkezési verseny megelőzése iránt, ami elengedhetetlen a nemzetközi biztonság és stabilitás megerősítéséhez, valamint a világűrbeli környezet hosszú távú békés célú hasznosításához. Továbbra is hangot adtunk a – többek között földi telepítésű – műholdellenes fegyverek és képességek kifejlesztésével kapcsolatos aggályainknak, és hangsúlyoztuk, hogy a világűrbeli fegyverkezési verseny megelőzését célzó nemzetközi erőfeszítések részeként fontos gyorsan fellépni e fejleményekkel szemben. |

Az EU és a tagállamai határozottan támogatták a világűrben folytatott tevékenységek hosszú távú fenntarthatóságára vonatkozó 21 iránymutatásnak és a preambulumnak az ENSZ Világűrbizottsága által való elfogadását, amit 2019-ben egy határozatában az ENSZ Közgyűlése is támogatott (30). Az Unió Nonproliferációs és Leszerelési Konzorciuma – az EKSZ világűrrel foglalkozó munkacsoportjával együttműködésben – december 9-én megszervezte a „Védettség, biztonság, fenntarthatóság: a világűrben való helyes magatartás előmozdítása” című szemináriumot. A szeminárium célja a biztonságos, védett és fenntartható világűrbeli környezet megőrzését, valamint a világűr méltányos és kölcsönösen elfogadható alapon történő békés hasznosítását előmozdítani hivatott nemzeti, regionális és globális kezdeményezésekkel kapcsolatos vélemény- és információcsere volt. A szemináriumon kormánytisztviselők, valamint a tudományos élet és a magánszektor képviselői vettek részt. A résztvevők nagyra értékelték a világűrrel foglalkozó közösség, valamint a nonproliferációs és leszerelési kérdésekkel foglalkozó közösség közötti, a világűr biztonságának, védelmének és fenntarthatóságának témájában folytatott eredményes megbeszéléseket. |
A TÖMEGPUSZTÍTÓ FEGYVEREK ELTERJEDÉSÉNEK MEGAKADÁLYOZÁSÁRA VONATKOZÓ ZÁRADÉKOK

A tömegpusztító fegyverek elterjedésének megakadályozására irányuló politikával és a 2003-as tanácsi következtetésekkel összhangban az EU folytatta a tömegpusztító fegyverek elterjedésének megakadályozására vonatkozó kötelezettségeknek a partnerországokkal kötött megállapodásokban való általános érvényesítését. Folytatódtak a tömegpusztító fegyverekre vonatkozó záradékkal kapcsolatos tárgyalások az Azerbajdzsánnal kötendő új megállapodással összefüggésben, Chilével és Kirgizisztánnal pedig lezárultak az ez irányú tárgyalások. Ezen túlmenően az új EU–Kuba megállapodás bizonyos részeinek ideiglenes alkalmazásáról az EU és Kuba által hozott közös határozattal összhangban az új megállapodás tömegpusztító fegyverekre vonatkozó záradéka alapján márciusban Brüsszelben sor került a tömegpusztító fegyverek elterjedésének megakadályozásáról folytatott első EU–Kuba párbeszédre. Az EU megfigyelőként vett részt a nukleáris fegyverektől, valamint más tömegpusztító fegyverektől mentes közel-keleti övezet létrehozásával foglalkozó konferencia első ülésén, amelyre 2019. november 18–22-én került sor New Yorkban. |

Az EU továbbra is aktívan részt vett a G7-ek nonproliferációs igazgatói csoportjának ülésein. 2019-ben az EU részt vett a francia elnökség alatt tartott üléseken, melyek középpontjában bizonyos jelentős nonproliferációs és leszerelési kérdések mellett az állt, hogy miként lehetne jobban koordinálni a nonproliferációs igazgatói csoport és a tömegpusztító fegyverek és anyagok elterjedése elleni, a G7 keretébe tartozó globális partnerség munkáját, különösen a szakpolitikai prioritások és a projekttevékenységek közötti kapcsolat szorosabbra fűzésével. |

Az EU továbbra is elkötelezett a tömegpusztító fegyverek és anyagok elterjedése elleni globális partnerség mellett, különösen a vegyi, biológiai, radiológiai és nukleáris kockázatok mérséklésével foglalkozó kiválósági központok létrehozására irányuló uniós kezdeményezés keretében világszerte biztosított technikai segítségnyújtás (fenyegetettség-értékelés, nemzeti cselekvési tervek) révén. A G7-ek nonproliferációról és leszerelésről szóló 2019. április 6-i nyilatkozata elismerte, hogy továbbra is szükség van a G7-ek által vezetett globális partnerségre, amelynek immár az EU mellett 30 aktív tagja van. |

A főbb fórumok – úgymint az ENSZ-közgyűlés Első Bizottságának ülései, az atomsorompó-szerződés 2020. évi felülvizsgálatával foglalkozó konferencia második előkészítő bizottságának ülése és a NAÜ Közgyűlése – alkalmával a különmegbízott számos kétoldalú konzultációt folytatott a különféle érdekeltekkel. Council Decision (CFSP) 2018/1939 of 10 December 2018 on Union support for the universalisation and effective implementation of the International Convention for the Suppression of Acts of Nuclear Terrorism |
With this Decision, the EU is supporting one of the key elements of the global nuclear security and anti-terrorism architecture, the International Convention for the Suppression of Acts of Nuclear Terrorism (ICSANT). The objectives of the support are to increase the number of adherents to ICSANT, to raise awareness among national policy- and decision-makers, as well as capacity-building: to help improve national legislation and to strengthen the capacity of national stakeholders, including criminal justice officials to investigate, prosecute and adjudicate cases of nuclear terrorism. The Council Decision aims to build synergies with on-going EU projects in support for relevant international legal instruments, such as the Amendment to the Convention on the Physical Protection of Nuclear Material and UN Security Council Resolution 1540. The Council Decision will promote the universalization and effective implementation of ICSANT through the development and maintenance of a password-protected website on all resources on ICSANT including examples of national legislation; the development of an e-learning module on ICSANT, to be translated into at least four UN official languages; the provision of relevant legislative assistance; capacity building of relevant stakeholders including criminal justice officials that could be involved in investigating, prosecuting and adjudicating cases involving nuclear and other radioactive material covered by ICSANT; holding of global and regional workshops and country visits and by the collection and dissemination of good practices.
