JOINT ACTION of 5 March 1996 adopted by the Council on the basis of Article J.3 of the Treaty on European Union on participation of the European Union in the Korean Peninsula Energy Development Organization (KEDO) (96/195/CFSP) THE COUNCIL OF THE EUROPEAN UNION, Having regard to the Treaty on European Union, and in particular Articles J.3 and J.11 thereof, Having regard to the general guidelines laid down by the European Council on 24 and 25 June 1994 in Corfu, concerning the Treaty on the Non-Proliferation of Nuclear Weapons and the importance attached by the Council to compliance by all parties with that Treaty, Having regard to the conclusions by the European Council of 15 and 16 December 1995 in Madrid, concerning the participation, on conditions to be determined, of the European Union in the Korean Peninsula Energy Development Organization (KEDO), Having regard to the Council conclusions of 26 February 1996, HAS ADOPTED THIS JOINT ACTION: Article 1 The objective of this joint action shall be to contribute to an overall solution to the issue of nuclear proliferation in the Korean peninsula. To this end, and in accordance with KEDO objectives, the European Union shall join in this international action of high significance in the field of nuclear non-proliferation and nuclear safety by contributing to the financing and supply of: - interim energy alternatives in the Korean Peninsula, - means existing within the European Union in the scientific, industrial and technological field. Article 2 An immediate European Union contribution of ECU 5 million to KEDO shall be charged to the general budget of the European Communities for 1996. The expenditure financed by the amount stipulated above shall be managed in compliance with the European Community procedures and rules applicable to the budget. Article 3 The Council will review the implementation of this joint action. Article 4 This joint action shall enter into force on the date of its adoption.
