    An application for interim measures which does not state any circumstance establishing the urgency of the measures sought, which does not contain any precise account of the facts giving rise to the proceedings, and in which the pleas in law put forward are not supported by any specific arguments, does not fulfil the conditions laid down by Article 104(2) of the Rules of Procedure of the Court of First Instance on suspension of operation and other interim measures.
