1. Nastavak zasjedanja
Dnevna sjednica otvorena je u 17:00 h.
2. Izjava Predsjedništva
Predsjednik je u ime Parlamenta dao izjavu kojom je pozvao sve strane uključene u sukob u Sjevernoj Irskoj da se suzdrže od bilo kakve provokacije usmjene na ugrožavanje mirovnog procesa i da razvijaju dijalog kao jedino moguće sredstvo u okviru novog kruga pregovora pokrenutog 16. listopada 2014.
Predsjednik je podsjetio na to da je Parlament spreman djelovati kao nepristrani posrednik u tom procesu.
3. Sastav klubova zastupnika
Predsjednik je priopćio da je Iveta Grigule s učinkom od 16. listopada 2014. napustila klub EFDD-a i da je nezavisna zastupnica.
Nakon odluke te zastupnice klub zastupnika EFDD-a više ne ispunjava uvjete iz članka 32. stavka 2. Poslovnika o osnivanju klubova zastupnika i zbog toga je prestao postojati s danom 16. listopada 2014.
Govorio je Paul Nuttall o rasporedu mjesta u vijećnici i konkretnoj ulozi predsjednika (Predsjednik je podsjetio na odredbe Poslovnika s tim u vezi.).
4. Usvajanje zapisnika s prethodne dnevne sjednice
Zapisnik s prethodne dnevne sjednice je usvojen.
5. Sastav Parlamenta
Isabella Lövin imenovana je ministricom razvoja u Švedskoj s učinkom od 3. listopada 2014.
U skladu s člankom 4. stavcima 1. i 4. Poslovnika, Parlament je utvrdio slobodno zastupničko mjesto od tog datuma.
Nadležna švedska tijela obavijestila su Europski parlament o izboru Linnée Engström umjesto Isabelle Lövin na mjesto zastupnice u Europskom parlamentu s učinkom od 8. listopada 2014.
U skladu s člankom 7. stavkom 3. Akta od 20. rujna 1976. o izboru zastupnika u Europskom parlamentu na neposrednim općim izborima te člankom 4. stavcima 1. i 4. Poslovnika, Parlament prima na znanje izbor Linnée Engström s učinkom od 8. listopada 2014.
Sukladno s člankom 3. stavkom 2. Poslovnika, dok se ne provjeri valjanost zastupničkog mandata ili donese odluka o mogućem sporu Linnéa Engström sudjeluje na sjednicama Parlamenta i njegovih tijela sa svim pravima koja joj uz to pripadaju pod uvjetom da je prethodno izjavila da ne obnaša dužnost nespojivu s dužnošću zastupnice u Europskom parlamentu.
Johan Van Overtveldt imenovan je belgijskim ministrom financija s učinkom od 11. listopada 2014.
U skladu s člankom 4. stavcima 1. i 4. Poslovnika, Parlament je utvrdio slobodno zastupničko mjesto od tog datuma.
6. Sastav klubova zatupnika (nastavak)
Predsjednik je priopćio da je Richard Sulík s učinkom od 8. listopada 2014. napustio klub ALDE-a i pristupio klubu ECR-a.
7. Sastav odbora i izaslanstava
Predsjednik je od klubova GUE/NGL-a, S&D-a, ALDE-a, Verts/ALE-a, ECR-a i PPE-a primio sljedeće prijedloge za imenovanja i izmjene:

Ta će se imenovanja smatrati odobrenima ako do usvajanja aktualnog zapisnika ne bude zaprimljena nijedna primjedba.
8. Izbor Europskog ombudsmana — zaprimljena kandidatura
Predsjednik je najavio da je prije isteka roka 30. rujna 2014. zaprimio kandidaturu Emily O'Reilly za dužnost Europskog ombusdmana (točka 7. zapisnika od 15.9.2014.) i priopćio da će tu kandidaturu proslijediti Odboru za predstavke kad spis bude dostupan na svim službenim jezicima.
Predsjednik je osim toga dao do znanja da će Odbor za predstavke 2. prosinca 2014. organizirati saslušanje kandidatkinje koje će biti otvoreno za sve zastupnike.

U skladu s člankom 231. stavkom 4. Poslovnika ti se ispravci smatraju prihvaćenima ako u roku od 24 sata klub zastupnika ili najmanje 40 zastupnika ne zatraže glasovanje o ispravcima.

11. Daljnje radnje u vezi s nedovršenim poslovima (članak 229. Poslovnika)
U skladu s odredbama članka 229. stavka 2. Poslovnika Parlamenta, Konferencija predsjednika je 18. rujna 2014. donijela odluku u vezi s tim hoće li iznova započeti ili nastaviti postupke iz Priloga.
12. Daljnje radnje poduzete na temelju stajališta i rezolucija Europskog parlamenta
Komunikacije Komisije o daljnjim radnjama poduzetima na temelju stajališta koje je usvojio Europski parlament tijekom plenarne sjednice u ožujku i na temelju rezolucija koje je Parlament usvojio tijekom plenarnih sjednica u ožujku, travnju I i travnju II 2014. dostupne su na internetskoj stranici „Séance en direct”.

Predsjednik je objavio da je dana 17. listopada 2014. nadležnom odboru, u skladu s odredbama članka 215. stavka 13. Govorili su: Notis Marias o premještanju „Jednominutnih govora o važnim političkim pitanjima” kao prve točke u dnevni red od četvrtka ujutro, te Beatrix von Storch o njemačkoj verziji konačnog prijedloga dnevnog reda.
