3.   Statement by the President

Referring to the arrest on 29.03.2006 of Charles Taylor, the former President of Liberia, who was charged with war crimes and crimes against humanity, the President pointed out that in its resolutions of 24.02.2005(Texts Adopted, P6_TA(2005)0059) and 28.04.2005(Texts Adopted, P6_TA(2005)0150), Parliament had called for Charles Taylor to be brought to justice. On behalf of Parliament, the President welcomed the events as a victory in the struggle against the impunity of war criminals.

4.   Calendar of part-sessions for 2007

The Conference of Presidents had made proposals for the calendar of part-sessions for 2007.

The President announced that, on Wednesday, he and the President of the Council would sign the following acts adopted under the codecision procedure pursuant to Rule 68:

In addition, the Council had informed Parliament that it had approved:

the position of the European Parliament adopted at second reading on 13 December 2005 with a view to the adoption of a Directive of the European Parliament and of the Council on energy end-use efficiency and energy services and repealing Council Directive 93/76/EEC (3679/3/2005 — C6-0112/2006 — 2003/0300(COD)).

In light of the modifications that had been made by the Council to the text sent to Parliament, the President had consulted the ITRE Committee, as the committee responsible for that matter. Since the ITRE Committee was of the view that the modifications did not affect the substance of the text, the President announced that he would also sign that act on Wednesday.

7.   Order of business

The next item was the order of business.

Council request for the application of urgent procedure (Rule 134) for:

the proposal for a Council regulation on the conclusion of the Fisheries Partnership Agreement between the European Community and the Kingdom of Morocco (C6-0040/2006)

Reason for request:

In the light of the economic difficulties experienced by the Community fleet in the region, it was vital for the agreement to enter into force on 01.05.2006.

Commission request for the application of urgent procedure (Rule 134) for:

the proposal for a Council regulation amending Regulations (EEC) No 2771/75 and (EEC) No 2777/75 as regards the application of exceptional market support measures (avian sector) (C6-0111/2006)

Reason for request:

A new legal basis allowing for the adoption of exceptional market support measures had to be adopted as soon as possible in order to take account of the economic difficulties experienced by the avian sector.

Parliament would vote on these requests for urgent procedure at the beginning of the sitting the following day.

Request from the GUE/NGL Group to include at the beginning of the sitting a Commission statement on the situation in south-east Turkey, with the debate being wound up with motions for resolution.

The following spoke: Francis Wurtz, on behalf of the GUE/NGL Group, who moved the request, and Hannes Swoboda, on behalf of the PSE Group, who asked that the debate should take place at 15.00 on Thursday and that the vote should be taken at a later stage as part of the forthcoming Camiel Eurlings report. Francis Wurtz supported this request.

Debate on cases of breaches of human rights, democracy and the rule of law (Rule 115):

Request from the PPE-DE Group to change the title of the debate on the ‘situation in Iraqi prisons’(Item 84 on the final draft agenda) to read as follows: ‘The Assyrian community in Iraq and and the situation in Iraqi prisons’.
