In support of the action, the applicant relies on three pleas in law.

First plea in law, alleging, first, infringement of the principle of the presumption of innocence, the right of defence and the principle of equality of arms, and, secondly, infringement of the principle of sound administration, the principle of the proportionality and the right to freedom of expression. |
2. |
Second plea in law, alleging a manifest error of assessment, a fumus persecutionis and misuse of powers. |
3. |
Third plea in law, alleging infringement of the principle of legal certainty and the principle of protection of legitimate expectations. |
