1. Resumption of the session
The sitting opened at 17.00.
2. Approval of the minutes of the previous sitting
Debora Serracchiani had made it known that she had been present but that her name was not on the attendance register.
The minutes of the previous sitting were approved.
3. Statements by the President
The President made a statement on the recent floods in Romania, the Asturias and other regions in Europe.
The President condemned the treatment of members of the Bahá'i community by the Iranian authorities, urging them to respect international standards with regard to minority rights. He also condemned the use of the death penalty for minors in Iran.
The President drew attention to the 10th anniversary of the death of Jan Karski, who was the first to bring news of the extermination of the Jews in Europe to the Allies.
4. 2011 general budget (deadline for tabling draft amendments)
The President announced that the deadlines for tabling draft amendments to the 2011 general budget had been set as follows, in agreement with the Committee on Budgets:

11. Transfers of appropriations
Under Article 24(4) of the Financial Regulation as interpreted by point 20 of the Joint Declaration on transitional measures applicable to the budgetary procedure after the entry into force of the Lisbon Treaty, the Committee on Budgets had authorised the Commission's proposal for transfer of appropriations DEC 16/2010 (N7-0023/2010 - C7-0130/2010 – 2010/2081(GBD)).
Under Article 24(4) of the Financial Regulation as interpreted by point 20 of the Joint Declaration on transitional measures applicable to the budgetary procedure after the entry into force of the Lisbon Treaty, the Committee on Budgets had authorised the Commission's proposal for transfer of appropriations DEC 17/2010 (N7-0024/2010 - C7-0132/2010 – 2010/2082(GBD)).
Under Article 24(4) of the Financial Regulation as interpreted by point 20 of the Joint Declaration on transitional measures applicable to the budgetary procedure after the entry into force of the Lisbon Treaty, the Committee on Budgets had authorised the Commission's proposal for transfer of appropriations DEC 24/2010 (N7-0029/2010 - C7-0155/2010 – 2010/2093(GBD)).
