A4-0218/96 Proposal for a Council Directive on the right of third-country nationals to travel in the Community (COM(95)0346 - C4-0420/95 - 95/0199(CNS)) The proposal was approved with the following amendments: (Amendment 1) Recital -1 (new) >Text following EP vote> Whereas Article 3 of the Treaty provides for an internal market characterized, inter alia, by the abolition, as between Member States, of obstacles to the free movement of persons and measures concerning the entry and movement of persons in the internal market; (Amendment 2) Recital 1 >Original text> Whereas Article 7a of the Treaty provides for the establishment of an internal market, which is to comprise an area without internal frontiers in which the free movement of goods, persons, capital and services is ensured in accordance with the provisions of the Treaty; Approves the Commission proposal, subject to Parliament's amendments; 2. Calls on the Commission to amend its proposal accordingly, pursuant to Article 189a(2) of the EC Treaty; 3. Asks to be consulted again should the Council intend to make substantial modifications to the Commission proposal; 4. Instructs its President to forward this opinion to the Council and Commission.
