COMMISSION DELEGATED REGULATION (EU) 2020/256

of 16 December 2019

supplementing Regulation (EU) 2019/1700 of the European Parliament and of the Council by establishing a multiannual rolling planning

(Text with EEA relevance)

THE EUROPEAN COMMISSION,

Having regard to the Treaty on the Functioning of the European Union,

Having regard to Regulation (EU) 2019/1700 of the European Parliament and of the Council of 10 October 2019 establishing a common framework for European statistics relating to persons and households, based on data at individual level collected from samples, amending Regulations (EC) No 808/2004, (EC) No 452/2008 and (EC) No 1338/2008 of the European Parliament and of the Council, and repealing Regulation (EC) No 1177/2003 of the European Parliament and of the Council and Council Regulation (EC) No 577/98 (1), and in particular Article 4(1) thereof,

Whereas:

(1)

A system of multiannual rolling planning is to be adopted for an eight-year period in order to regulate the collection of data covered by Annex IV to Regulation (EU) 2019/1700, in particular comply with the periodicity specified by that Annex, and specify the period during which data are to be collected.

(2)

The Commission should ensure that this act complies with the principle of proportionality and does not impose a significant burden or cost on Member States or respondents.

(3)

The Commission has carried out appropriate consultations of national experts in preparation of this delegated Regulation,

HAS ADOPTED THIS REGULATION:

Article 1

Subject matter

This Regulation establishes the multiannual rolling planning for the collection of data under Regulation (EU) 2019/1700 from 2021 to 2028.

Article 2

Data collection periods for domains and for associated detailed topics

1.   For domains with only one periodicity, as listed in points 3 to 7 of Annex IV to Regulation (EU) 2019/1700, the data collection period shall be as set out in part A of Annex I to this Regulation.

2.   For domains with several periodicities, as listed in points 1 and 2 of Annex IV to Regulation (EU) 2019/1700, the data collection period shall be as set out in part B of Annex I to this Regulation. For that purpose, the detailed topics attached to these domains shall be grouped, as set out in Annex II to this Regulation.

Article 3

Data collection periods for ad-hoc subjects requested by users

The data collection period for ad-hoc subjects requested by users shall be as set out in part B of Annex I.

Article 4

Entry into force

This Regulation shall enter into force on the twentieth day following that of its publication in the Official Journal of the European Union.

This Regulation shall be binding in its entirety and directly applicable in all Member States.

For the first implementation of the consumption domain data collection, Member States may deviate for no more than one year from the year of data collection defined in this delegated act.

(4)  According to item 8 of the Annex II of Regulation (EU) 2019/1700, the precision requirement for the consumption domain may be reached by combining microdata concerning a maximum of three successive years of observations. In this case, the last year of observation shall be 2026.
