COUNCIL DECISION (CFSP) 2020/663
of 18 May 2020
amending Decision 2012/389/CFSP on the European Union Capacity Building Mission in Somalia (EUCAP Somalia)
THE COUNCIL OF THE EUROPEAN UNION,
Having regard to the Treaty on European Union and in particular Article 42(4) and Article 43(2) thereof,
Having regard to the proposal from the High Representative of the Union for Foreign Affairs and Security Policy,
Whereas:
(1) |
On 16 July 2012, the Council adopted Decision 2012/389/CFSP (1) concerning the European Union Mission on Regional Maritime Capacity Building in the Horn of Africa (EUCAP NESTOR). |
(2) |
On 12 December 2016, the Council adopted Decision (CFSP) 2016/2240 (2), which amended the Mission’s mandate to focus it on capacity building in Somalia and changed the Mission’s name to EUCAP Somalia. |
(3) |
On 10 December 2018, the Council adopted Decision (CFSP) 2018/1942 (3) amending Decision 2012/389/CFSP to extend EUCAP Somalia and provide it with a financial reference amount for the period from 1 January 2019 until 31 December 2020. |
(4) |
On 4 February 2020, the Political and Security Committee amended the Operations Plan EUCAP Somalia and agreed that additional security measures should be provided for. |
(5) |
Decision 2012/389/CFSP should be amended by increasing the financial reference amount, |
HAS ADOPTED THIS DECISION:
Article 1
In Article 13(1) of Decision 2012/389/CFSP, the seventh subparagraph is replaced by the following:
‘The financial reference amount intended to cover the expenditure related to EUCAP Somalia for the period from 1 January 2019 to 31 December 2020 shall be EUR 71 189 005,32.’.
Article 2
This Decision shall enter into force on the date of its adoption.

of 18 May 2020
amending Decision (CFSP) 2019/2110 on the European Union CSDP Advisory Mission in the Central African Republic (EUAM RCA)
THE COUNCIL OF THE EUROPEAN UNION,
Having regard to the Treaty on European Union and in particular Articles 42(4) and 43(2) thereof,
Having regard to the proposal from the High Representative of the Union for Foreign Affairs and Security Policy,
Whereas:

On 9 December 2019, the Council, by Decision (CFSP) 2019/2110, (1) established the European Union CSDP Advisory Mission in the Central African Republic (EUAM RCA) with a mandate of two years from the launch of EUAM RCA. |
(2) |
A financial reference amount was set out for the six months from the adoption of Decision (CFSP) 2019/2110, that is, until 8 June 2020, during which the necessary preparations for EUAM RCA to reach its initial operating capability were to be carried out, in the expectation that a reference amount would be set for the remainder of the mandate upon the launch of EUAM RCA. |

Under the current circumstances related to the COVID-19 pandemic, the launch of EUAM RCA requires further preparations. |
(4) |
On 16 April 2020, the Political and Security Committee agreed that the period of validity of the initial reference amount should therefore be extended by two months, that is, until 8 August 2020. |
(5) |
Decision (CFSP) 2019/2110 should be amended accordingly, |
HAS ADOPTED THIS DECISION:
Article 1
In Article 13 of Decision (CFSP) 2019/2110, paragraph 1 is replaced by the following:
‘1. |
The financial reference amount intended to cover the expenditure related to EUAM RCA for the period until 8 August 2020 shall be EUR 7 100 000. The financial reference amount for any subsequent period shall be decided by the Council.’. |
Article 2
This Decision shall enter into force on the date of its adoption.
