Memorandum of Understanding between the European Commission and the World Organisation For Animal Health (OIE) concerning their general relations

The EUROPEAN COMMISSION, hereinafter referred to as ‘the Commission’, and
The WORLD ORGANISATION FOR ANIMAL HEALTH,
hereinafter referred to as ‘OIE’,
DETERMINED to

Further develop their cooperation which was formally established in the exchange of letters between the Commission and the OIE in 2004 and broadened during recent years, |
CONSIDERING that

The Commission has been granted an observer status to the OIE, |
|
— |
A framework agreement aimed at adapting the Standard Contribution Agreement and simplifying the contractual negotiations of individual contribution-specific agreements was concluded between the Commission and the OIE in 2010, |
|
— |
The Commission and the OIE intend to further develop their cooperation and especially acknowledge the need to exchange information through more formalised procedures and this has already been acknowledged in an exchange of letters in 2010, |
HAVE AGREED AS FOLLOWS:

The Commission provides a ‘contact point’ for all technical or specialist matter concerning the OIE. This contact point shall be maintained by the Commission's director responsible for animal health and animal welfare. |

Communication from the Commission relating to the available quantity for the September 2011 subperiod in the framework of certain quotas opened by the European Union for products in the rice sector
2011/C 241/05
Commission Regulation (EU) No 1274/2009 (1) opened tariff quotas for the import of rice originating in the overseas countries and territories (OCT). No import licence applications have been submitted during the first seven days of May 2011 for the quotas with order number 09.4189 and 09.4190.
In accordance with the second sentence of Article 7(4) of Commission Regulation (EC) No 1301/2006 (2), the quantities for which applications are not submitted are to be added to the following subperiod.
In accordance with the second subparagraph of Article 1(5) of Regulation (EU) No 1274/2009 quantities available in the following subperiod are communicated by the Commission before the 25th day of the last month of a given subperiod.
As a result, the total available quantity for the September 2011 subperiod under the quotas with order number 09.4189 and 09.4190 as referred to in Regulation (EU) No 1274/2009 are set out in the Annex to this communication.

Pursuant to the second indent of Article 9(1)(a) of Council Regulation (EEC) No 2658/87 of 23 July 1987 on the tariff and statistical nomenclature and on the Common Customs Tariff (1), the Explanatory Notes to the Combined Nomenclature of the European Union (2) are hereby amended as follows:

After the last phrase of subheading 3301 90 90 the following paragraph is inserted:
‘3304 Beauty or make-up preparations and preparations for the care of the skin (other than medicaments), including sunscreen or suntan preparations; manicure or pedicure preparations:
3304 30 00 Manicure or pedicure preparations
This subheading covers preparations used for fingernail and toenail care, cuticle and corn care or treatment. However, preparations used for the care of the skin, for example, hand creams, are excluded (generally, subheading 3304 99 00).’

Pursuant to the second indent of Article 9(1)(a) of Council Regulation (EEC) No 2658/87 of 23 July 1987 on the tariff and statistical nomenclature and on the Common Customs Tariff (1), the Explanatory Notes to the Combined Nomenclature of the European Union (2) are hereby amended as follows:

2403 10 10 and 2403 10 90 Smoking tobacco, whether or not containing tobacco substitutes in any proportion
The third paragraph is replaced by the following text:
‘Mixtures of smoking tobacco with substances other than tobacco are also classified in these subheadings provided that they correspond to the definition given above, the exception being products intended for medicinal use (Chapter 30).
These subheadings also include water pipe tobacco, i.e. tobacco intended for smoking in a water pipe and which consists of a mixture of tobacco and glycerol, whether or not containing aromatic oils and extracts, molasses or sugar, and whether or not flavoured with fruit. However, products that do not contain tobacco are excluded from these subheadings.’

Notice concerning a request under Article 30 of Directive 2004/17/EC — Extension of deadline
Request from a contracting entity

On 24 June 2011, the Commission received a request under Article 30(5) of Directive 2004/17/EC of the European Parliament and of the Council of 31 March 2004 coordinating the procurement procedures of entities operating in the water, energy, transport and postal services sectors (1).
The request, from Magyar Posta, concerns certain financial services (cf. fourth indent of Article 6(2(c)) of Directive 2004/17/EC) in Hungary. It was published on page 15 of OJ C 200 on 8 July 2011. The initial deadline was 27 June 2011.
Given that the Commission needs to obtain and analyse additional information, and in accordance with the second sentence of Article 30(6), the period granted to the Commission for deciding on this request is hereby extended by three months.
The final deadline is now 27 December 2011.
