THE COUNCIL OF THE EUROPEAN UNION,

Having regard to the Treaty on the Functioning of the European Union, and in particular Article 189, in conjunction with Article 218(6), second subparagraph, point (a), thereof,

Having regard to the proposal from the European Commission,

Having regard to the consent of the European Parliament (1),

Whereas:

In accordance with the Council Decision 2014/20/EU (2), the Cooperation Agreement between the European Union and its Member States of the one part, and the Swiss Confederation, of the other, on the European Satellite Navigation Programmes (the ‘Agreement’) was signed on 18 December 2013, subject to its conclusion at a later date. The elements thereof which fall within the competence of the Union have been applied provisionally from 1 January 2014 pending the entry into force of the Agreement.

(2)	The Agreement allows for Swiss participation in the European satellite navigation programmes. In return, Switzerland will contribute financially to the programmes.

(3)	Regulation (EU) 2021/696 of the European Parliament and of the Council (3) established the Union Space Programme. The European global navigation satellite systems (GNSS) are components of the Union Space Programme.

(4)	The Agreement should be approved on behalf of the European Union,

HAS ADOPTED THIS DECISION:

Article 1

The Cooperation Agreement between the European Union and its Member States of the one part, and the Swiss Confederation, of the other, on the European Satellite Navigation Programmes (the ‘Agreement’) is hereby approved on behalf of the Union.

Article 2

The position to be taken by the Union in the Joint Committee and the groups referred to in Article 20(4) of the Agreement shall be adopted by the Council, on a proposal from the Commission.

Article 3

This Decision shall enter into force on the date of its adoption.
