On 15 February 2010, the Council adopted Decision 2010/96/CFSP, which established a European Union military mission to contribute to the training of Somali security forces (EUTM Somalia).

Pursuant to Article 5(1) of Decision 2010/96/CFSP, the Political and Security Committee (PSC) is to exercise the political control and strategic direction of EUTM Somalia, and is authorised by the Council to take the relevant decisions in accordance with Article 38 of the Treaty on European Union, including decisions on the appointment of the EU Mission Force Commander for EUTM Somalia (the ‘EU Mission Force Commander’).

On 4 July 2024, the PSC adopted Decision (CFSP) 2024/1908 (2), appointing Brigadier General Giuseppe ZIZZARI as EU Mission Force Commander as from 11 July 2024.

On 27 May 2025, the Italian military authorities proposed the appointment of Brigadier General Marco MANZONE to succeed Brigadier General Giuseppe ZIZZARI as EU Mission Force Commander (the ‘proposed appointment’).

On 3 June 2025, EU Mission Commander for EUTM Somalia supported the proposed appointment.

On 5 June 2025, the EU Military Committee supported the proposed appointment and agreed that Brigadier General Marco MANZONE be appointed as EU Mission Force Commander.

A decision on the appointment of Brigadier General Marco MANZONE as EU Mission Force Commander from 18 July 2025 should be taken.

Decision (CFSP) 2024/1908 should be repealed,
