COUNCIL IMPLEMENTING REGULATION (EU) 2025/631

of 27 March 2025

implementing Article 8a(1) of Regulation (EC) No 765/2006 concerning restrictive measures in respect of Belarus and the involvement of Belarus in the Russian aggression against Ukraine

THE COUNCIL OF THE EUROPEAN UNION,

Having regard to the Treaty on the Functioning of the European Union,

Having regard to Council Regulation (EC) No 765/2006 of 18 May 2006 concerning restrictive measures in respect of Belarus and the involvement of Belarus in the Russian aggression against Ukraine (1), and in particular Article 8a(1) thereof,

Having regard to the proposal from the High Representative of the Union for Foreign Affairs and Security Policy,

Whereas:

(1)

On 18 May 2006, the Council adopted Regulation (EC) No 765/2006.

(2)

In view of the gravity of the situation in Belarus, 25 natural persons and seven legal persons should be included in the list of natural and legal persons, entities and bodies subject to restrictive measures set out in Annex I to Regulation (EC) No 765/2006.

(3)

Regulation (EC) No 765/2006 should therefore be amended accordingly,

HAS ADOPTED THIS REGULATION:

Article 1

Annex I to Regulation (EC) No 765/2006 is amended in accordance with the Annex to this Regulation.

Article 2

This Regulation shall enter into force on the day of its publication in the Official Journal of the European Union.

This Regulation shall be binding in its entirety and directly applicable in all Member States.

As chairman of “Belaya Rus”, Aleh Ramanau supports the Lukashenka regime.

Dzmitry Shvedka is a Belarusian businessman. He is a majority shareholder and director of Ridotto LLC, a Belarusian IT company specialising in online gambling application development.

Ridotto LLC has developed and maintains the online casino Belbet for the state-owned Republican Unitary Enterprise Belorusskiye Loterei, which operates under the Belarus President Property Management Directorate. Belorusskiye Loterei serves as a significant revenue source for the Directorate, which reports directly to Aliaksandr Lukashenka. Alexander Shatrov, who has been sanctioned by the Union since 21 June 2021 for benefiting from and supporting the Lukashenka regime, owns 49,99  % of the shares of Ridotto LLC.

Dzmitry Shvedka is associated with Alexander Shatrov, Ridotto LLC, the Belarus President Property Management Directorate, and the Republican unitary enterprise Belorusskiye Loterei. Dzmitry Shvedka is also benefiting from and supporting the Lukashenka regime by providing a service that brings significant revenue to the President Property Management Directorate, subordinate directly to Aliaksandr Lukashenka.

Belorusskiye Loterei is one of the two government bodies which have the right to run lotteries in Belarus. It manages Belbet, an online casino, which creates high revenues.

Under Belarusian law, Belbet is classified as an online lottery, while de-facto it operates as an online casino, which creates favourable conditions for its work. The online casino was developed, and its operation is maintained by Ridotto LLC, a company born out of the reorganisation of Synesis LLC, co-owned by Alexander Shatrov, who has been designated by the Union since 21 June 2021 for benefitting from and supporting the Lukashenka regime.

Mikhail Dzenisenka is associated with Belorusskiye Loterei and the Belarus President Property Management Directorate. Moreover, in his role as the director of Belorusskiye Loterei, Mikhail Dzenisenka is supporting the Lukashenka regime through generating substantial profit from online gambling.

The Central Election Commission (CEC) of the Republic of Belarus is responsible for the organisation of democratic elections in Belarus. The 2025 presidential election in Belarus was neither free nor fair, according to multiple reports from international observers and international organisations.

The CEC is therefore responsible for seriously undermining democracy in Belarus.

Republican unitary enterprise Belorusskiye Loterei is a Belarusian company owned by the Belarus President Property Management Directorate; a government body subordinated directly to Aliaksandr Lukashenka.

The exclusive right to run lotteries in Belarus belongs to the state. Belorusskiye Loterei is one of the two government bodies which have the right to run lotteries in Belarus. It runs 17 out of 25 existing lotteries in Belarus.

Belbet is an online casino managed by Belorusskiye Loterei, which accounts for 99,8  % of its revenue. Under Belarusian laws, Belbet is classified as an online lottery, while de facto it operates as an online casino, which creates favourable conditions for its work.

The online casino was developed and its operation is maintained by Ridotto LLC, a company born out of the reorganisation of Synesis LLC, designated by the Union on 17 December 2020 for benefitting from its association with and supporting the Lukashenka regime, co-owned by Alexander Shatrov, who has been designated by the Union since 21 June 2021 for benefitting from and supporting the Lukashenka regime.

Belorusskiye Loterei is subordinate to the Belarus President Property Management Directorate which is controlled by Aliaksandr Lukashenka. It also benefits from the Lukashenka regime by operating under favourable conditions and supports it by generating revenue from gambling. Furthermore, Belorusskiye Loterei is associated with Alexander Shatrov.

Ridotto LLC developed and currently maintains the online casino Belbet for the state-owned Republican Unitary Enterprise Belorusskiye Loterei, a subsidiary of the Belarus President Property Management Directorate. Belorusskiye Loterei serves as a significant revenue source for the Directorate, which reports directly to Aliaksandr Lukashenka.

It follows that Ridotto LLC is associated with Alexander Shatrov, the Belarus President Property Management Directorate, and the Republican unitary enterprise Belorusskiye Loterei. Moreover, Ridotto LLC is benefiting from or supporting the Lukashenka regime.

Tsybulka-Bel LLC is a Belarussian Agro-company based in the Lida district which is owned by the German national Jörg Dornau. The management of Tsybulka-Bel coordinated with Belarussian state authorities to deploy inmates – including in particular Belarussian political prisoners – as forced laborers at Tsybulka-Bel for fieldwork under inhumane conditions, including the withholding of food and water during extensive work shifts, wholly insufficient protection against extreme weather conditions and arbitrary punishment against prisoners requesting exemptions due to illnesses. Tsybulka-Bel LLC is thus an entity responsible for serious violations of human rights and repression of the democratic opposition Belarus.
