on the appointment of the Head of Mission of the European Union CSDP AdvisoryMission in the Central African Republic (EUAM RCA) (EUAM RCA/1/2022)

THE POLITICAL AND SECURITY COMMITTEE,

Having regard to the Treaty on European Union, and in particular Article 38, third paragraph, thereof,

Having regard to Council Decision (CFSP) 2019/2110 of 9 December 2019 on the European Union CSDP Advisory Mission in the Central African Republic (EUAM RCA) (1), and in particular Article 8(1) thereof,

Having regard to the proposal from the High Representative of the Union for Foreign Affairs and Security Policy,

Whereas:

(1)

Pursuant to Decision (CFSP) 2019/2110, the Political and Security Committee (PSC) is authorised, in accordance with Article 38, third paragraph, of the Treaty, to take the relevant decisions for the purpose of exercising political control and strategic direction of the European Union CSDP Advisory Mission in the Central African Republic (EUAM RCA), including the decision to appoint a Head of Mission.

(2)

On 17 December 2019, the PSC adopted Decision (CFSP) 2019/2189 (2), appointing Mr Paulo SOARES as Head of Mission of EUAM RCA from 9 December 2019 to 8 December 2020.

On 24 November 2020, the PSC adopted Decision (CFSP) 2020/1774 (3), extending the mandate of Mr Paulo SOARES as Head of Mission of EUAM RCA from 9 December 2020 to 8 December 2021.

On 25 November 2021, the PSC adopted Decision (CFSP) 2021/2099 (4), extending the mandate of Mr Paulo SOARES as Head of Mission of EUAM RCA from 9 December 2021 to 8 August 2022.

On 28 July 2022, the Council adopted Decision (CFSP) 2022/1333 (5) amending Decision (CFSP) 2019/2110 and extending the mandate of EUAM RCA until 9 August 2024.

On 8 August 2022, the High Representative of the Union for Foreign Affairs and Security Policy proposed the appointment of Mr José Manuel MARQUES DIAS as Head of Mission of EUAM RCA from 1 September 2022 to 31 August 2023,

HAS ADOPTED THIS DECISION:

Article 1

Mr José Manuel MARQUES DIAS is hereby appointed as Head of Mission of the European Union CSDP Advisory Mission in the Central African Republic (EUAM RCA) from 1 September 2022 to 31 August 2023.

Article 2

This Decision shall enter into force on the date of its adoption.

It shall apply from 1 September 2022.

COMMISSION DECISION (EU) 2022/1437

of 30 August 2022

confirming the participation of Ireland in Regulation (EU) 2021/2260 of the European Parliament and of the Council amending Regulation (EU) 2015/848 on insolvency proceedings to replace its Annexes A and B

THE EUROPEAN COMMISSION,

Having regard to the Treaty on the Functioning of the European Union,

Having regard to Protocol (No 21), on the position of the United Kingdom and Ireland in respect of the area of freedom, security and justice, annexed to the Treaty on European Union and to the Treaty on the Functioning of the European Union, and in particular Article 4 thereof,

Whereas:

By letter to the Commission of 31 May 2022, Ireland notified its wish, in accordance with Article 4 of Protocol (No 21), to accept and be bound by Regulation (EU) 2021/2260 of the European Parliament and of the Council (1).

(2)

There are no specific conditions attached to the participation of Ireland in Regulation (EU) 2021/2260 and there is no need for transitional measures. The Commission notes that Ireland is bound by Regulation (EU) 2015/848 of the European Parliament and of the Council (2), and the measure concerned by the current notification of Ireland merely updates the Annexes A and B to that Regulation containing the list of national insolvency proceedings and the list of national insolvency practitioners, respectively.

(3)

The participation of Ireland in Regulation (EU) 2021/2260 should be confirmed.

(4)

In order to allow Ireland to apply Regulation (EU) 2021/2260 as soon as possible, this Decision should enter into force on the day following that of its publication,

HAS ADOPTED THIS DECISION:

Article 1

The participation of Ireland in Regulation (EU) 2021/2260 is confirmed.

Article 2

This Decision shall enter into force on the day following that of its publication in the Official Journal of the European Union.
