COUNCIL IMPLEMENTING REGULATION (EU) 2020/1380

of 1 October 2020

implementing Article 21(2) of Regulation (EU) 2016/44 concerning restrictive measures in view of the situation in Libya

THE COUNCIL OF THE EUROPEAN UNION,

Having regard to the Treaty on the Functioning of the European Union,

Having regard to Council Regulation (EU) 2016/44 of 18 January 2016 concerning restrictive measures in view of the situation in Libya and repealing Regulation (EU) No 204/2011 (1), and in particular Article 21(2) thereof,

Having regard to the proposal from the High Representative of the Union for Foreign Affairs and Security Policy,

Whereas:

(1)	On 18 January 2016, the Council adopted Regulation (EU) 2016/44.

(2)	On the basis of a review by the Council, the entries for two persons should be deleted.

(3)	Annex III to Regulation (EU) 2016/44 should therefore be amended accordingly,

HAS ADOPTED THIS REGULATION:

Article 1

Annex III to Regulation (EU) 2016/44 is amended in accordance with the Annex to this Regulation.

Article 2

This Regulation shall enter into force on the date of its publication in the Official Journal of the European Union.

This Regulation shall be binding in its entirety and directly applicable in all Member States.

appointing a member and an alternate member, proposed by the Federal Republic of Germany, of the Committee of the Regions

THE COUNCIL OF THE EUROPEAN UNION,

Having regard to the Treaty on the Functioning of the European Union, and in particular Article 305 thereof,

Having regard to the proposal of the German Government,

Whereas:

(1)

On 10 December 2019, 20 January 2020, 3 February 2020 and 26 March 2020 the Council adopted Decisions (EU) 2019/2157 (1), (EU) 2020/102 (2), (EU) 2020/144 (3), (EU) 2020/511 (4) appointing the members and alternate members of the Committee of the Regions for the period from 26 January 2020 to 25 January 2025. On 8 June 2020, the Council adopted Decision (EU) 2020/766 appointing the members and alternate members of the Committee of the Regions for the period from 1 February 2020 to 25 January 2025. (5) On 30 July 2020, the Council adopted a further Decision (EU) 2020/1153 appointing members and alternate members of the Committee of the Regions. (6)

(2)	A member’s seat on the Committee of the Regions has become vacant following the end of the term of office of Ms Barbara DUDEN.

(3)	An alternate member’s seat on the Committee of the Regions has become vacant following the end of the term of office of Mr René GÖGGE,

HAS ADOPTED THIS DECISION:

Article 1

The following are hereby appointed to the Committee of the Regions for the remainder of the current term of office, which runs until 25 January 2025:

(a)

as a member:

—	Mr Danial ILKHANIPOUR, Member of a Regional Assembly holding an electoral mandate: Hamburgische Bürgerschaft,

and

(b)

as an alternate member:

—	Ms Alske Rebekka FRETER, Member of a Regional Assembly holding an electoral mandate: Hamburgische Bürgerschaft.

Article 2

This Decision shall enter into force on the date of its adoption.

appointing a member, proposed by the Republic of Austria, of the Committee of the Regions

THE COUNCIL OF THE EUROPEAN UNION,

Having regard to the Treaty on the Functioning of the European Union, and in particular Article 305 thereof,

Having regard to the proposal of the Austrian Government,

Whereas:

(1)

On 10 December 2019, 20 January 2020, 3 February 2020 and 26 March 2020 the Council adopted Decisions (EU) 2019/2157 (1), (EU) 2020/102 (2), (EU) 2020/144 (3) and (EU) 2020/511 (4) appointing the members and alternate members of the Committee of the Regions for the period from 26 January 2020 to 25 January 2025. On 8 June 2020, the Council adopted Decision (EU) 2020/766 appointing the members and alternate members of the Committee of the Regions for the period from 1 February 2020 to 25 January 2025 (5). On 30 July 2020, the Council adopted a further Decision (EU) 2020/1153 appointing members and alternate members of the Committee of the Regions (6).

HAS ADOPTED THIS DECISION:

Article 1

The following is hereby appointed as member to the Committee of the Regions for the remainder of the current term of office, which runs until 25 January 2025:

—	Ms Carmen KIEFER, Member of a Local Executive holding an electoral mandate: Local Council of the municipality of Kuchl in Salzburg.

THE COUNCIL OF THE EUROPEAN UNION,

Having regard to the Treaty on the Functioning of the European Union, and in particular Article 305 thereof,

Having regard to the proposal of the Dutch Government,

Whereas:

(1)

The following are hereby appointed to the Committee of the Regions for the remainder of the current term of office, which runs until 25 January 2025:

—	Mr Martijn VAN GRUIJTHUIJSEN, Representative of a regional body with political accountability to an elected Assembly: Provinciale Staten van de provincie Noord-Brabant,

and

(b)

as alternate member:

—	Ms Ilse ZAAL, Representative of a regional body with political accountability to an elected Assembly: Provinciale Staten van de provincie Noord-Holland.

THE COUNCIL OF THE EUROPEAN UNION,

Having regard to the proposal of the Estonian Government,

Whereas:

HAS ADOPTED THIS DECISION:

Article 1

The following is hereby appointed as an alternate member to the Committee of the Regions for the remainder of the current term of office, which runs until 25 January 2025:

—	Ms Piret RAMMUL, Representative of a local body with political accountability to an elected Assembly: Kanepi Rural Municipality Council.

COUNCIL DECISION (CFSP) 2020/1385

of 1 October 2020

amending Decision (CFSP) 2015/1333 concerning restrictive measures in view of the situation in Libya

THE COUNCIL OF THE EUROPEAN UNION,

Having regard to the Treaty on European Union, and in particular Article 29 thereof,

Having regard to the proposal from the High Representative of the Union for Foreign Affairs and Security Policy,

Whereas:

(1)	On 31 July 2015, the Council adopted Decision (CFSP) 2015/1333 (1) concerning restrictive measures in view of the situation in Libya.

(2)	On 27 March 2020, the Council adopted Decision (CFSP) 2020/458 (2).

(3)	The restrictive measures concerning one person should be extended for a further period of six months and the entries for two persons should be deleted.

(4)	Decision (CFSP) 2015/1333 should therefore be amended accordingly,

HAS ADOPTED THIS DECISION:

Article 1

Decision (CFSP) 2015/1333 is amended as follows:

(1)	in Article 17, paragraphs 3 and 4 are replaced by the following: ‘3. The measures referred to in Article 8(2) shall apply with regard to entry 15 in Annex II until 2 April 2021. 4. The measures referred to in Article 9(2) shall apply with regard to entry 20 in Annex IV until 2 April 2021.’;

(2)	Annex II and Annex IV are amended in accordance with the Annex to this Decision.

Article 2

This Decision shall enter into force on the date of its publication in the Official Journal of the European Union.

(2)	in Annex IV (List of persons and entities referred to in Article 9(2)), entry 19 (concerning SALEH ISSA GWAIDER, Agila) and entry 21 (concerning ABU SAHMAIN, Nuri) are deleted from the list set out in Part A (Persons).
