supplementing Regulation (EU) 2019/1700 of the European Parliament and of the Council by establishing a multiannual rolling planning
(Text with EEA relevance)
THE EUROPEAN COMMISSION,
Having regard to the Treaty on the Functioning of the European Union,
Having regard to Regulation (EU) 2019/1700 of the European Parliament and of the Council of 10 October 2019 establishing a common framework for European statistics relating to persons and households, based on data at individual level collected from samples, amending Regulations (EC) No 808/2004, (EC) No 452/2008 and (EC) No 1338/2008 of the European Parliament and of the Council, and repealing Regulation (EC) No 1177/2003 of the European Parliament and of the Council and Council Regulation (EC) No 577/98 (1), and in particular Article 4(1) thereof,
Whereas:

A system of multiannual rolling planning is to be adopted for an eight-year period in order to regulate the collection of data covered by Annex IV to Regulation (EU) 2019/1700, in particular comply with the periodicity specified by that Annex, and specify the period during which data are to be collected. |

(2) |
The Commission should ensure that this act complies with the principle of proportionality and does not impose a significant burden or cost on Member States or respondents. |
|
(3) |
The Commission has carried out appropriate consultations of national experts in preparation of this delegated Regulation, |
HAS ADOPTED THIS REGULATION:
Article 1
Subject matter
This Regulation establishes the multiannual rolling planning for the collection of data under Regulation (EU) 2019/1700 from 2021 to 2028.
Article 2
Data collection periods for domains and for associated detailed topics
1. For domains with only one periodicity, as listed in points 3 to 7 of Annex IV to Regulation (EU) 2019/1700, the data collection period shall be as set out in part A of Annex I to this Regulation.
2. For domains with several periodicities, as listed in points 1 and 2 of Annex IV to Regulation (EU) 2019/1700, the data collection period shall be as set out in part B of Annex I to this Regulation. For that purpose, the detailed topics attached to these domains shall be grouped, as set out in Annex II to this Regulation.
Article 3
Data collection periods for ad-hoc subjects requested by users
The data collection period for ad-hoc subjects requested by users shall be as set out in part B of Annex I.
Article 4
Entry into force
This Regulation shall enter into force on the twentieth day following that of its publication in the Official Journal of the European Union.
This Regulation shall be binding in its entirety and directly applicable in all Member States.

(3) Expected to take place in 2025, but postponed to 2026 in accordance with item 8 of the Annex IV of Regulation (EU) 2019/1700. For the first implementation of the consumption domain data collection, Member States may deviate for no more than one year from the year of data collection defined in this delegated act.
(4) According to item 8 of the Annex II of Regulation (EU) 2019/1700, the precision requirement for the consumption domain may be reached by combining microdata concerning a maximum of three successive years of observations. In this case, the last year of observation shall be 2026.

In order to cover the needs identified in the relevant detailed topics, the Commission should specify the number and title of the variables for the data set in the labour force domain. |

The number of variables to be collected does not exceed by more than 5 % the number of variables collected for the labour force domain at the time when Regulation (EU) 2019/1700 entered into force. |

The Commission has carried out appropriate consultations of national experts as part of the preparation of this delegated act, |

supplementing Regulation (EU) 2019/1700 of the European Parliament and of the Council by specifying the number and the titles of the variables for the income and living conditions domain

THE EUROPEAN COMMISSION,
Having regard to the Treaty on the Functioning of the European Union,
Having regard to Regulation (EU) 2019/1700 of the European Parliament and of the Council of 10 October 2019 establishing a common framework for European statistics relating to persons and households, based on data at individual level collected from samples, amending Regulations (EC) No 808/2004, (EC) No 452/2008 and (EC) No 1338/2008 of the European Parliament and of the Council, and repealing Regulation (EC) No 1177/2003 of the European Parliament and of the Council and Council Regulation (EC) No 577/98 (1), and in particular Article 6(1) thereof,
Whereas:

In order to cover the needs identified in the relevant detailed topics, the Commission should specify the number and the titles of the variables for the dataset in the income and living conditions domain (EU-SILC). |

(2) |
The EU-SILC survey is a key instrument for providing information required by the European Semester and the European Pillar of Social Rights, in particular for income distribution, poverty and social exclusion, as well as various related living conditions and poverty EU policies, such as on child poverty, access to health care and other services, housing, over indebtedness and quality of life. It is also the main source of data for microsimulation purposes and flash estimates of income distribution and poverty rates. |

(3) |
The number of variables to be collected does not exceed by more than 5 % the number of variables collected for the income and living conditions domain at the time when Regulation (EU) 2019/1700 entered into force. |

(4) |
The Commission has carried out appropriate consultations of national experts as part of the preparation of this delegated act, |
HAS ADOPTED THIS REGULATION:
Article 1
The number and the titles of the variables for the data set in the income and living conditions domain are set out in the Annex.
Article 2
This Regulation shall enter into force on the twentieth day following that of its publication in the Official Journal of the European Union.
This Regulation shall be binding in its entirety and directly applicable in all Member States.

Having regard to Council Regulation (EC) No 881/2002 of 27 May 2002 imposing certain specific restrictive measures directed against certain persons and entities associated with the ISIL (Da'esh) and Al-Qaida organisations (1), and in particular Article 7(1)(a) and Article 7a(5) thereof,
Whereas:

Annex I to Regulation (EC) No 881/2002 lists the persons, groups and entities covered by the freezing of funds and economic resources under that Regulation. |

(2) |
On 18 February 2020, the Sanctions Committee of the United Nations Security Council decided to remove two entries from the list of persons, groups and entities to whom the freezing of funds and economic resources should apply. |
|
(3) |
Annex I to Regulation (EC) No 881/2002 should therefore be amended accordingly, |
HAS ADOPTED THIS REGULATION:
Article 1
Annex I to Regulation (EC) No 881/2002 is amended in accordance with the Annex to this Regulation.
Article 2
This Regulation shall enter into force on the day following that of its publication in the Official Journal of the European Union.
This Regulation shall be binding in its entirety and directly applicable in all Member States.

amending Implementing Decision (EU) 2019/1202 as regards explosion prevention and protection
THE EUROPEAN COMMISSION,
Having regard to the Treaty on the Functioning of the European Union,
Having regard to Regulation (EU) No 1025/2012 of the European Parliament and of the Council of 25 October 2012 on European standardisation, amending Council Directives 89/686/EEC and 93/15/EEC and Directives 94/9/EC, 94/25/EC, 95/16/EC, 97/23/EC, 98/34/EC, 2004/22/EC, 2007/23/EC, 2009/23/EC and 2009/105/EC of the European Parliament and of the Council and repealing Council Decision 87/95/EEC and Decision No 1673/2006/EC of the European Parliament and of the Council (1), and in particular Article 10(6) thereof,
Whereas:

In accordance with Article 12 of Directive 2014/34/EU of the European Parliament and of the Council (2), products which are in conformity with harmonised standards or parts thereof, the references of which have been published in the Official Journal of the European Union, are to be presumed to be in conformity with the essential health and safety requirements set out in Annex II to that Directive covered by those standards or parts thereof. |

By letter BC/CEN/46-92 – BC/CLC/05-92 of 12 December 1994, the Commission made a request to the European Committee for Standardization (CEN) and the European Committee for Electrotechnical Standardization (Cenelec) for the drafting and revision of harmonised standards in support of Directive 94/9/EC of the European Parliament and of the Council (3). That Directive was replaced by Directive 2014/34/EU without changing the essential health and safety requirements set out in Annex II to Directive 94/9/EC. |

In particular, CEN and Cenelec were requested to draft a standard on the design and testing of equipment for use in potentially explosive atmospheres as indicated in Chapter I of the standardisation programme agreed between CEN and Cenelec and the Commission and attached to request BC/CEN/46-92 – BC/CLC/05-92. CEN and Cenelec were also requested to revise the existing standards with a view to aligning them to the essential health and safety requirements of Directive 94/9/EC. |

On the basis of the request BC/CEN/46-92 – BC/CLC/05-92, CEN revised standard ‘EN 1127-1:2011, Explosive atmospheres – Explosion prevention and protection – Part 1: Basic concepts and methodology’. As a result of that revision CEN submitted to the Commission standard ‘EN 1127-1:2019, Explosion prevention and protection – Part 1: Basic concepts and methodology’. |

The Commission together with CEN has assessed whether the standard ‘EN 1127-1:2019’ drafted by CEN complies with the request BC/CEN/46-92 – BC/CLC/05-92. |

The standard ‘EN 1127-1:2019’ satisfies the requirements which it aims to cover and which are set out in Annex II to Directive 2014/34/EU. It is therefore appropriate to publish the reference of that standard in the Official Journal of the European Union. |

Standard ‘EN 1127-1:2019’ replaces standard ‘EN 1127-1:2011’. It is therefore necessary to withdraw the reference to standard ‘EN 1127-1:2011’ from the Official Journal of the European Union. In order to provide manufacturers with sufficient time to prepare for application of the revised standard, it is necessary to defer the withdrawal of the reference to standard ‘EN 1127-1:2011’. |

References of harmonised standards drafted in support of Directive 2014/34/EU are published in Commission Implementing Decision (EU) 2019/1202 (4). Implementing Decision (EU) 2019/1202 published only one reference of harmonised standard, ‘EN IEC 60079-0:2018, Explosive atmospheres – Part 0: Equipment – General requirements (IEC 60079-0:2017)’, conferring presumption of conformity with the corresponding essential requirements set out in Directive 2014/34/EU as from 12 July 2019. It also provided for withdrawal of the reference of the standard preceding standard ‘EN IEC 60079-0:2018. In order to ensure that the references of harmonised standards drafted in support of Directive 2014/34/EU are listed in one act, the reference of standards ‘EN 1127-1:2019’ and ‘EN 1127-1:2011’ should be included in Annexes to be added to that Implementing Decision together with references of standards EN IEC 60079-0:2018 and EN 60079-0:2012 + A11:2013. |

Implementing Decision (EU) 2019/1202 should therefore be amended accordingly. |

Compliance with a harmonised standard confers a presumption of conformity with the corresponding essential requirements set out in Union harmonisation legislation from the date of publication of the reference of such standard in the Official Journal of the European Union. This Decision should therefore enter into force on the day of its publication, |
HAS ADOPTED THIS DECISION:
Article 1
Implementing Decision (EU) 2019/1202 is amended as follows:

Articles 1 and 2 are replaced by the following: ‘Article 1 The references of harmonised standards for equipment and protective systems intended for use in potentially explosive atmospheres drafted in support of Directive 2014/34/EU, listed in Annex I to this Decision, are hereby published in the Official Journal of the European Union. Article 2 The references of harmonised standards for equipment and protective systems intended for use in potentially explosive atmospheres drafted in support of Directive 2014/34/EU, listed in Annex II to this Decision, are hereby withdrawn from the Official Journal of the European Union as from the dates set out in that Annex.’; |

Annexes I and II are added as set out in the Annex to this Decision. |
Article 2
This Decision shall enter into force on the day of its publication in the Official Journal of the European Union.
