COMMISSION REGULATION (EU) No 821/2010

of 17 September 2010

implementing Regulation (EC) No 808/2004 of the European Parliament and of the Council concerning Community statistics on the information society

THE EUROPEAN COMMISSION,

Having regard to the Treaty on the Functioning of the European Union,

Having regard to Regulation (EC) No 808/2004 of the European Parliament and of the Council of 21 April 2004 concerning Community statistics on the information society (1), and in particular Article 8 thereof,

Whereas:

(1)

Regulation (EC) No 808/2004 established a common framework for the systematic production of European statistics on the information society.

(2)

Pursuant to Article 8(1) of Regulation (EC) No 808/2004, implementing measures are necessary to determine the data to be supplied for preparation of the statistics referred to in Articles 3 and 4 of that Regulation and the deadlines for their transmission.

(3)

The measures provided for in this Regulation are in accordance with the opinion of the European Statistical System Committee,

HAS ADOPTED THIS REGULATION:

Article 1

The data to be transmitted for the production of European statistics on the information society as referred to in Articles 3(2) and 4 of Regulation (EC) No 808/2004 shall be as specified in Annexes I and II to this Regulation.

Article 2

This Regulation shall enter into force on the 20th day following its publication in the Official Journal of the European Union.

This Regulation shall be binding in its entirety and directly applicable in all Member States.

ANNEX I

Module 1:   Enterprises and the information society

1.   SUBJECTS AND THEIR CHARACTERISTICS

(a)

The subjects to be covered for the reference year 2011, selected from the list in Annex I to Regulation (EC) No 808/2004, are the following:

ICT systems and their usage in enterprises,

use of the Internet and other electronic networks by enterprises,

e-commerce,

e-business processes and organisational aspects,

use of ICT by enterprises to exchange information and services with governments and public administrations (e-government),

use of ICT and its impact on the environment (Green ICT),

barriers to the use of ICT, the Internet and other electronic networks, e-commerce and e-business processes.

(b)

The following enterprise characteristics are to be collected:

ICT systems and their usage in enterprises

Characteristics to be collected for all enterprises:

computer usage.

Characteristics to be collected for enterprises that use computers:

(optional) persons employed who use computers at least once a week,

(optional) use of open-source software: operating systems,

(optional) use of open-source software: Internet browser software,

(optional) use of open-source software: office software,

(optional) use of open-source software: web server software,

(optional) use of open-source software: ERP (Enterprise resource Planning) or CRM (Customer Relationship Management) applications for business process automation,

(optional) use of open-source software: other,

electronic access to personal human resources services,

use of RFID technologies.

Characteristics to be collected for enterprises that use RFID:

use of RFID for person identification or access control,

use of RFID as part of production and service delivery process,

Use of the Internet and other electronic networks by enterprises

Characteristics to be collected for enterprises that use computers:

access to the Internet.

Characteristics to be collected for enterprises that have access to the Internet:

(optional) persons employed who use computers connected to the World Wide Web at least once a week,

Internet connection: traditional modem or ISDN,

Internet connection: DSL,

Internet connection: other fixed Internet connection,

Internet connection: mobile broadband connection,

(optional) Internet connection: mobile broadband connection via handset with at least 3G technology,

(optional) provision of the following facility: possibility for visitors to customise or design products,

(optional) provision of the following facility: personalised content for regular/repeated visitors,

Use of ICT by enterprises to exchange information and services with governments and public administrations (e-government)

Characteristics to be collected for enterprises that have access to the Internet:

Internet usage for obtaining information from public authorities’ websites or home pages, in the previous calendar year,

Internet usage for obtaining forms from public authorities’ websites or home pages, in the previous calendar year,

Internet usage for returning filled-in forms electronically to public authorities, in the previous calendar year,

(optional) Internet usage for handling an administrative procedure completely electronically without the need for paperwork, in the previous calendar year,

limitation of electronic interaction with public authorities: concerns related to data confidentiality and security,

limitation of electronic interaction with public authorities: electronic procedures too complicated or time consuming,

limitation of electronic interaction with public authorities: electronic procedures still require exchange of mail or physical presence,

limitation of electronic interaction with public authorities: lack of awareness on availability of electronic procedures,

(optional) reasons for not offering goods or services: concerns related to data confidentiality and security,

(optional) reasons for not offering goods or services: lack of awareness of electronic tendering relevant to the enterprise,

(optional) reasons for not offering goods or services: other.

E-business processes

Characteristics to be collected for enterprises that use computers:

use of automated data exchange, defined as the sending and/or receiving of messages via any computer networks in an agreed or standard format which allows their automatic processing without the individual message being typed manually,

electronic and automatic sharing of relevant information about sales orders received (either electronically or not) with the inventory management function,

electronic and automatic sharing of relevant information about sales orders received (either electronically or not) with the accounting function,

electronic and automatic sharing of relevant information about sales orders received (either electronically or not) with the production or services management function,

electronic and automatic sharing of relevant information about sales orders received (either electronically or not) with the distribution management function,

electronic and automatic sharing of relevant information about purchase orders sent (either electronically or not) with the inventory management function,

electronic and automatic sharing of relevant information about purchase orders sent (either electronically or not) with the accounting function,

receiving e-invoices suitable for automatic processing,

sending e-invoices suitable for automatic processing,

sending of e-invoices not suitable for automatic processing.

Characteristics to be collected for enterprises that use automated data exchange:

use of automated data exchange for: sending or receiving product information,

use of automated data exchange for: sending or receiving transport documents,

use of automated data exchange for: sending payment instructions to financial institutions,

use of automated data exchange for: sending or receiving data to/from public authorities.

E-commerce

Characteristics to be collected for enterprises that use computers:

receiving of orders via websites, in the previous calendar year,

receiving of orders via EDI-type messages, in the previous calendar year,

sending of orders via computer networks, in the previous calendar year.

Characteristics to be collected for enterprises that have received orders via websites:

percentage of total turnover resulting from orders received via websites, in the previous calendar year,

electronic sales by origin: own country,

electronic sales by origin: other EU countries,

electronic sales by origin: rest of the world.

Characteristics to be collected for enterprises that have received orders via EDI-type messages:

percentage of total turnover resulting from orders received via EDI-type messages (e.g. EDI-type messages, XML, EDIFACT, etc.), in the previous calendar year,

electronic sales by origin: own country,

electronic sales by origin: other EU countries,

electronic sales by origin: rest of the world.

Characteristics to be collected for enterprises that have sent orders via computer networks:

(optional) e-commerce purchases resulting from orders placed via computer networks, in percentage classes, in the previous calendar year ([0;< 1], [1;< 5], [5;< 10], [10;< 25], [25;< 50], [50;< 75], [75;100]),

(optional) sending of orders via websites, in the previous calendar year,

(optional) sending of orders via EDI-type messages, in the previous calendar year,

electronic purchases by origin: own country,

electronic purchases by origin: other EU countries,

electronic purchases by origin: rest of the world.

Use of ICT and its impact on the environment (Green ICT)

Characteristics to be collected for enterprises that use computers:

(optional) policies designed to reduce the amount of paper used in printing and copying,

(optional) policies designed to reduce the energy consumption of the enterprise’s ICT equipment,

(optional) policies for using telephone, web or video conferencing instead of physical travel,

(optional) use of dedicated IT applications to reduce the energy consumption of business processes,

(optional) use of IT applications to provide persons employed remote access to the enterprise’s e-mail system, documents and applications.

(c)

The following enterprise background characteristics are to be collected or obtained from alternative sources:

Characteristics to be collected for all enterprises:

main economic activity of the enterprise, in the previous calendar year,

average number of persons employed, in the previous calendar year,

(optional) total purchases of goods and services (in value terms, excluding VAT), in the previous calendar year,

total turnover (in value terms, excluding VAT), in the previous calendar year.

2.   COVERAGE

The characteristics specified in heading 1(b) and 1(c) of this Annex are to be collected and obtained for enterprises classified in the following economic activities, for the following enterprise sizes and with the following geographic scope.

Enterprise size: enterprises with 10 or more persons employed. Enterprises with less than 10 persons employed are to be covered optionally.

(c)

Geographic scope: enterprises located in any part of the territory of the Member State.

3.   REFERENCE PERIODS

The reference period is the year 2010 for the characteristics referring to the previous calendar year. The reference period is January 2011 for the other characteristics.

4.   BREAKDOWNS

5.   PERIODICITY

The data are to be provided once for the year 2011.

6.   DEADLINES

(a)

The aggregate data referred to in Article 6 of Regulation (EC) No 808/2004, where necessary flagged for confidentiality or unreliability, must be forwarded to Eurostat before 5 October 2011. By that date, the dataset has to be finalised, validated and accepted. The tabulated, computer-readable transmission format must follow the instructions provided by Eurostat.

(b)

The metadata referred to in Article 6 of Regulation (EC) No 808/2004 must be forwarded to Eurostat before 31 May 2011. The metadata must follow the report template provided by Eurostat.

(c)

The quality report referred to in Article 7(3) of Regulation (EC) No 808/2004 must be forwarded to Eurostat by 5 November 2011. The quality report must follow the report template provided by Eurostat.

ANNEX II

Module 2:   Individuals, households and the information society

1.   SUBJECTS AND THEIR CHARACTERISTICS

(a)

The subjects to be covered for the reference year 2011, selected from the list in Annex II to Regulation (EC) No 808/2004, are the following:

access to and use of ICTs by individuals and/or in households,

use of the Internet and other electronic networks for different purposes by individuals and/or in households,

ICT competence and skills,

barriers to the use of ICT and the Internet,

use of ICT by individuals to exchange information and services with governments and public administrations (e-government),

access to and use of technologies enabling connection to the Internet or other networks from anywhere at any time (ubiquitous connectivity).

(b)

The following characteristics are to be collected:

Access to and use of ICT by individuals and/or in households

Characteristics to be collected for all households:

access at home to a computer,

access at home to the Internet, regardless of whether it is used (by any device),

type of connection used to access the Internet at home: modem (dial-up access over normal telephone line) or ISDN,

type of connection used to access the Internet at home: DSL (e.g. ADSL, SHDSL, VDSL),

type of other broadband connection used to access the Internet at home: fixed wired (e.g. cable, optical fibre, Ethernet, PLC),

type of other broadband connection used to access the Internet at home: fixed wireless (e.g. satellite, public WiFi, WiMax),

type of other broadband connection used to access the Internet at home: mobile (at least 3G, e.g. UMTS),

average frequency of computer use (every day or almost every day; at least once a week (but not every day); at least once a month (but not every week); less than once a month),

(optional) location of computer use in the last three months: at home,

(optional) location of computer use in the last three months: at place of work (other than home),

(optional) location of computer use in the last three months: at place of education,

most recent Internet commerce activity for private use (within the last three months; between three months and a year ago; more than one year ago; never bought or ordered).

Characteristics to be collected for individuals having used the Internet in the last three months:

ICT competence and skills

Characteristics to be collected for individuals having ever used a computer:

most recent training course of at least three hours on any aspect of computer use (within the last three years; more than three years ago; never taken one),

computer skills for copying or moving a file or folder,

computer skills for using copy and paste tools to duplicate or move information within a document,

computer skills for using basic arithmetic formulas in a spreadsheet,

computer skills for compressing (or zipping) files,

computer skills for connecting and installing new devices, e.g. a modem,

writing a computer program using a specialised programming language,

computer skills for transferring files between computer and other devices (from digital camera or from/to mobile phone, mp3/mp4 player),

(optional) computer skills for modifying or verifying the configuration parameters of software applications (except Internet browsers),

computer skills for creating electronic presentations with presentation software (e.g. slides) including e.g. images, sound, video or charts,

computer skills for installing a new or replacing an old operating system.

Characteristics to be collected for individuals having ever used a computer but not having taken a course (of at least three hours) on any aspect of computer use in the last three years:

reason for not having taken a course on computer use: no need to take one because sufficient computer skills,

reason for not having taken a course on computer use: no need to take one because the individual rarely uses computers,

reason for not having taken a course on computer use: engagement in self-study or assistance from others.

Characteristics to be collected for individuals having ever used a computer but not having taken a course (of at least three hours) on any aspect of computer use in the last three years and who have not mentioned as reason their computer skills were sufficient, they rarely use of computers or they engaged in self-study or assistance from others:

reason for not having taken a course on computer use: lack of time,

reason for not having taken a course on computer use: course costs,

reason for not having taken a course on computer use: no suitable course on content available.

Characteristics to be collected for individuals having ever used the Internet:

Internet skills for using a search engine to find information,

Internet skills for sending e-mails with attached files,

Internet skills for posting messages to chat rooms, newsgroups or an online discussion forum (e.g. on websites for social networking),

Internet skills for using the Internet to make phone calls,

Internet skills for using peer-to-peer file sharing for exchanging movies, music, etc.,

Internet skills for creating a web page,

Internet skills for uploading text, games, images, films or music to websites (e.g. to websites for social networking),

Internet skills for modifying the security setting of Internet browsers.

Characteristics to be collected for individuals having ever used the computer or Internet and having one or more computer or Internet skills (e-skills):

way of obtaining e-skills: formalised educational institution,

way of obtaining e-skills: training courses in adult education centre (but not at the initiative of the employer),

way of obtaining e-skills: vocational training courses (at the request of the employer),

way of obtaining e-skills: self-study using books, CD-ROMs, online courses, wikis, online discussion forum etc.,

way of obtaining e-skills: self-study in the sense of learning-by-doing,

way of obtaining e-skills: informal assistance from colleagues, relatives, friends,

way of obtaining e-skills: other,

self-assessment of whether the individual’s current computer or Internet skills are sufficient if he/she needed to look for a job or change jobs within a year (yes; no; not applicable),

self-assessment of whether the individual’s current computer or Internet skills are sufficient to communicate with relatives, friends, colleagues over the Internet (yes; no; not applicable),

(a)

The statistical units to be represented for the characteristics listed in heading 1(b) of this Annex that relate to households are households with at least one member in the age group 16 to 74.

The statistical units to be represented for the characteristics listed in heading 1(b) of this Annex that relate to individuals are individuals aged 16 to 74.

(c)

The geographic scope comprises households and/or individuals living in any part of the territory of the Member State.

3.   REFERENCE PERIOD

The main reference period for the statistics to be collected is the first quarter of 2011.

The data are to be provided once for the year 2011.

6.   DEADLINES FOR TRANSMISSION OF RESULTS

(a)

The individual data records, not allowing direct identification of statistical units concerned, where necessary flagged for unreliability, referred to in Article 6 and Annex II (6) of the Regulation (EC) No 808/2004 must be transmitted to Eurostat before 5 October 2011. By that date, the dataset has to be finalised, validated and accepted. The computer readable transmission format for the individual data records must follow the template provided by Eurostat.

(b)

A selected set of aggregate data as deemed to be necessary for validation and rapid publication purposes, where necessary flagged for confidentiality or unreliability, must be forwarded to Eurostat before 5 October 2011. By that date, the dataset has to be finalised, validated and accepted. The tabulated, computer readable transmission format must follow the template provided by Eurostat.

(c)

The metadata referred to in Article 6 of Regulation (EC) No 808/2004 must be forwarded to Eurostat before 31 May 2011. The metadata must follow the report template provided by Eurostat.

(d)

The quality report referred to in Article 7(3) of Regulation (EC) No 808/2004 must be forwarded to Eurostat one month after the transmission of the last dataset, by 5 November 2011. The quality report must follow the report template provided by Eurostat.

COMMISSION REGULATION (EU) No 822/2010

amending Regulation (EC) No 198/2006 implementing Regulation (EC) No 1552/2005 of the European Parliament and of the Council on statistics relating to vocational training in enterprises, as regards the data to be collected, the sampling, precision and quality requirements

THE EUROPEAN COMMISSION,

Having regard to the Treaty on the Functioning of the European Union,

Having regard to Regulation (EC) No 1552/2005 of the European Parliament and of the Council of 7 September 2005 on statistics relating to vocational training in enterprises (1), and in particular Articles 7(3), 8(2) and 9(4) thereof,

Whereas:

(1)

Regulation (EC) No 1552/2005 establishes a common framework for the production of European statistics on vocational training in enterprises.

(2)

Commission Regulation (EC) No 198/2006 of 3 February 2006 implementing Regulation (EC) No 1552/2005 of the European Parliament and of the Council on statistics relating to vocational training in enterprises (2) defines the specific data to be collected with respect to the training and non-training enterprises and to the different forms of vocational training, the sampling and precision requirements, the quality requirements for the data to be collected, the structure of the quality reports.

(3)

Following the entry into force of Regulation (EC) No 1893/2006 of the European Parliament and of the Council of 20 December 2006 establishing the statistical classification of economic activities NACE Revision 2 (3), detailed NACE Rev.2 and size categories into which the results can be broken down should be adopted.

(4)

The Commission should define the specific data to be collected with respect to the training and non-training enterprises and to the different forms of vocational training.

(5)

Implementing measures concerning the quality requirements for the data to be collected and transmitted for European statistics on vocational training in enterprises, the structure of the quality reports and any measures necessary for assessing or improving the quality of the data should be adopted.

(6)

Regulation (EC) No 452/2008 of the European Parliament and of the Council of 23 April 2008 concerning the production and development of statistics on education and lifelong learning (4) defines a new statistical instrument on the participation of adults in lifelong learning.

(7)

In light of the information to be made available through Regulation (EC) No 452/2008 as well as of the need to improve the quality of the results on vocational training in enterprises and lower the statistical burden on enterprises, it is appropriate to modify the codification scheme, sampling, precision and quality requirements.

(8)

Regulation (EC) No 198/2006 should therefore be amended accordingly.

(9)

The measures provided for in this Regulation are in accordance with the opinion of the European Statistical System Committee,

HAS ADOPTED THIS REGULATION:

Article 1

Annexes I, II, III and V to Regulation (EC) No 198/2006 are replaced by the text set out in the Annex to this Regulation.

Article 2

This Regulation shall enter into force on the 20th day following its publication in the Official Journal of the European Union.

This Regulation shall be binding in its entirety and directly applicable in all Member States.

SAMPLE

1.

Business registers referred to in Regulation (EC) No 177/2008 of the European Parliament and of the Council of 20 February 2008 establishing a common framework for business registers for statistical purposes (1) shall be taken as the main source of the sampling frame. A nationally representative stratified probability sample of enterprises shall be taken from this frame.

2.

The sample shall be stratified by NACE Rev.2 and size category according to the following minimum specification:

20 NACE Rev.2 categories [B, C10-C12, C13-C15, C17-C18, C19-C23, C24-C25, C26-C28 and C33, C29-C30, C16+C31-32, D-E, F, G(45), G(46), G(47), I, H, J, K(64,65), K(66), L+M+N+R+S],

Member States can cover other sectors and use additional categories for the stratification (e.g. O, P, and Q) on an optional basis,

Imputation principles and record weighting

Countries shall take all appropriate measures to reduce item and unit non-response. Prior to imputation countries shall make all reasonable efforts to use other data sources.

Core variables, for which no missing value shall be accepted, nor imputation permitted are:

A1, A2tot, B1a, B1b, B2a(QL), B2b(QL) B2c(QL), B2d(QL) B2e(QL), F1tot.

Key variables, for which every effort should be made to avoid missing values and for which imputation is recommended are:

A3, A4, A5, C1tot, C3tot, C7sub, C7tot, PAC.

Imputation for item non-response shall be recommended within the following general limits:

1.

When a record contains less than 50 % of variables presented then this record shall normally be considered as a unit non-response.

2.

For a single NACE Rev.2/size cell imputations shall not be allowed if more than 50 % of the responding enterprises have missing data for more than 25 % of the quantitative variables.

3.

For a single NACE Rev.2/size cell, no imputation shall be performed on a quantitative variable if the proportion of responding enterprises for that particular variable is less than 50 %.

4.

For a single NACE Rev.2/size cell, no imputation shall be performed on a qualitative variable if the proportion of responding enterprises for that particular variable is less than 80 %.

Quantitative and qualitative variables are identified in Annex I.

Member States shall calculate and transmit a weight to be applied to each data record together with any auxiliary variables, which may have been used in the calculation of this weight. These auxiliary variables should be recorded as the variables RESPEXTRA1, RESPEXTRA2, RESPEXTRA3 as necessary. The methodology adopted for establishing the weights shall be detailed in the quality report.’;

QUALITY REPORT FORMAT

Member States shall submit quality reports to be written according to a standard quality-reporting format provided by the Commission (Eurostat). A copy of the national questionnaire shall accompany the quality report.

1.   RELEVANCE

Implementation of the survey and the degree to which statistics meet current and potential users’ needs. This covers a description of users and their individual needs as well as an evaluation of to what degree these needs have been satisfied.

2.   ACCURACY

2.1.   Sampling errors

This covers:

Description of the sample design and the realised sample.

Description of the calculation of the final weights including non-response model and auxiliary variables used, estimator used, e.g. Horvitz-Thompson estimator, variance of the estimates according to the sample strata, variance estimation software, in particular, a description of the auxiliary variables or information used should be reported in order to recalculate the final weights within Eurostat since it is needed for variance estimation.

In case of non-response analysis, a description of the biases in the sample and results.

Reporting unit/respondent considering the data collection mode used (e.g. problems and strategies to find the appropriate respondent(s) in the enterprise, memory problems, errors when filling the forms, assistance to the respondent). This includes a description and assessment of measures taken to assure the high quality of the information related to “participants” and to assure that “participant events” were not collected.

Existence/use of relevant information systems and administrative records in the enterprise, e.g. correspondence between the administrative and survey concept (reference period, availability of individual data).

Methods used to reduce this kind of errors, problems with the questionnaire as a whole or with single questions.

2.2.3.   Processing errors

This covers a description of the data editing process such as processing system and tools used, errors due to coding, editing, weighting or tabulation, quality checks at macro/micro level and corrections/failed edits.

2.2.4.   Non-response errors

This covers an assessment of unit non-response and item non-response and a description of the measures undertaken regarding “re-contacts” as well as:

Full report on imputation procedures including methods used for imputation and/or re-weighting.

Methodological notes and results of non-response analysis or other methods to assess the effects of non-response.

This covers the type of results sent to enterprises, a dissemination scheme of results and a copy of any methodological documents relating to the statistics provided.

5.   COMPARABILITY

This covers the deviations from the standard European questionnaire and definitions provided in the manual referred to in Article 8 and a description of links done with other statistical sources (use of certain data available in registers, survey linked to another national survey).

6.   COHERENCE

This covers a comparison of statistics for the same phenomenon or item from other surveys or sources and an assessment of coherence with structural business statistics for the number of persons employed as a function of NACE Rev.2 and Size Group.

implementing Regulation (EC) No 452/2008 of the European Parliament and of the Council concerning the production and development of statistics on education and lifelong learning, as regards statistics on the participation of adults in lifelong learning

THE EUROPEAN COMMISSION,

Having regard to the Treaty on the Functioning of the European Union,

Having regard to Regulation (EC) No 452/2008 of the European Parliament and of the Council of 23 April 2008 concerning the production and development of statistics on education and lifelong learning (1), and in particular Article 6(1) thereof,

Whereas:

(1)

Regulation (EC) No 452/2008 establishes a common framework for the systematic production of European statistics in the field of education and lifelong learning.

(2)

According to Article 6(1) of Regulation (EC) No 452/2008, the Commission should adopt certain implementing measures in view of ensuring the transmission of high quality data.

(3)

It is necessary to adopt measures for the implementation of individual statistical actions for the production of statistics on the participation of adults in lifelong learning as covered by Domain 2 of Regulation (EC) No 452/2008.

(4)

In the production and dissemination of European statistics in the field of education and lifelong learning, the national and European statistical authorities should take account of the principles set out in the European Statistics Code of Practice endorsed by the Commission in its Recommendation of 25 May 2005 on the independence, integrity and accountability of the national and Community statistical authorities (2).

(5)

The measures provided for in this Regulation are in accordance with the opinion of the European Statistical System Committee,

HAS ADOPTED THIS REGULATION:

Article 1

The data collection for the first survey on the participation and non-participation of adults in lifelong learning (Adult Education Survey) shall take place between 1 July 2011 and 30 June 2012. The reference period for which the data on participation in lifelong learning activities are collected shall be the 12 months prior to the data collection period.

Data shall be collected every five years.

Article 2

The population age range covered by the survey shall be 25-64. The age groups 18-24 and 65-69 shall be covered on an optional basis.

Article 3

The variables concerning the subjects covered by the survey as specified under Domain 2 of Regulation (EC) No 452/2008 and their breakdowns shall be as set out in Annex I to this Regulation.

Article 4

The data sources and sample size concerning Domain 2 are specified in the Annex to Regulation (EC) No 452/2008. Sampling and precision requirements needed to meet these requirements are detailed in Annex II to this Regulation.

Article 5

Member States shall transmit to the Commission (Eurostat) a quality report on the survey on the participation and non-participation of adults in lifelong learning according to the quality criteria referred to in Article 4(1)(d) of Regulation (EC) No 452/2008 and the further requirements specified in Annex III to this Regulation.

Article 6

With a view to achieving a high level of harmonisation of the survey results across countries, the Commission (Eurostat), in close cooperation with Member States, shall propose methodological and practical recommendations and guidelines for the implementation of the survey in the form of an ‘Adult Education Survey Manual’ including a standard questionnaire.

Article 7

Member States shall transmit to the Commission (Eurostat) clean micro-data files within 6 months after the end of the national data collection period.

Member States shall transmit the quality report to the Commission (Eurostat) within 3 months after the delivery of the micro-data files.

Article 8

The requirements as specified in this Regulation are minimum requirements. Member States can specify further requirements at national level given that the quality requirements following this Regulation are not compromised.

Article 9

This Regulation shall enter into force on the 20th day following its publication in the Official Journal of the European Union.

This Regulation shall be binding in its entirety and directly applicable in all Member States.

ANNEX II

Sample and precision requirements

According to the Annex to Regulation (EC) No 452/2008, the Adult Education Survey ‘sample size shall be established on the basis of precision requirements that shall not require effective national sample sizes to be larger than 5 000 individuals, calculated on the assumption of simple random sampling. Within these limits, specific subpopulations shall require particular sampling considerations’.

The net sample (excluding unit non-response) should provide estimates within a 95 % confidence interval for a set of indicators listed in paragraph 3. The half-length of the confidence interval for each indicator shall not exceed the threshold provided in paragraph 3 unless an effective sample size larger than 5 000 individuals is required at national level.

For countries with a population aged 25-64 of one million to three and a half millions, the thresholds provided in the column ‘maximum half-length of the 95 % confidence interval’ shall be increased by 20 %.

For countries with a population aged 25-64 of less than one million, the thresholds provided in the column ‘maximum half-length of the 95 % confidence interval’ shall be increased by 40 %.

ANNEX III

Quality requirements and quality reporting

The data quality requirements for the Adult Education Survey refer to the dimensions of relevance, accuracy, timeliness and punctuality, accessibility and clarity, comparability, and coherence in accordance with Article 4(d) of Regulation (EC) No 452/2008.

Member States shall submit quality reports as defined in Article 7 of this Regulation. The reports are to be written according to a standard quality reporting format provided by the Commission (Eurostat). A copy of the national questionnaire shall accompany the quality report.

1.   RELEVANCE

Implementation of the survey and the degree to which statistics meet current and potential users’ needs.

Description and classification of users.

Individual needs of each user group.

Evaluation if and to what degree these needs have been satisfied.

2.   ACCURACY

2.1.   Sampling errors

As appropriate and relevant countries should comment upon:

Deviations from the European questionnaire and definitions.

Whether the survey was linked to another national survey.

To what extent the survey was realised through existing data in registers.

A description of how the requirements of this Regulation have been fulfilled so the data comparability can be assessed.

6.   COHERENCE

Comparison of statistics for the same phenomenon or item from other surveys or sources.

Description of how the requirements of this Regulation have been fulfilled so the geographical comparability of the data can be assessed.

7.   COST AND BURDEN

Analysis of the burden and benefit at national level through, for example, a consideration of:

Average time for answering the questionnaire.

Problematic questions, modules from the survey

Problems with classification of learning activities and definition of learning activities, issues with classifications

Which variables have been most/least useful in collecting data on adult participation in learning.

Estimated or actual satisfaction level of data users at national level.

Respondent burden.

Efforts made to reduce burden

establishing the standard import values for determining the entry price of certain fruit and vegetables

THE EUROPEAN COMMISSION,

Having regard to the Treaty on the Functioning of the European Union,

Having regard to Council Regulation (EC) No 1234/2007 of 22 October 2007 establishing a common organisation of agricultural markets and on specific provisions for certain agricultural products (Single CMO Regulation) (1),

Having regard to Commission Regulation (EC) No 1580/2007 of 21 December 2007 laying down implementing rules for Council Regulations (EC) No 2200/96, (EC) No 2201/96 and (EC) No 1182/2007 in the fruit and vegetable sector (2), and in particular Article 138(1) thereof,

Whereas:

Regulation (EC) No 1580/2007 lays down, pursuant to the outcome of the Uruguay Round multilateral trade negotiations, the criteria whereby the Commission fixes the standard values for imports from third countries, in respect of the products and periods stipulated in Annex XV, Part A thereto,

HAS ADOPTED THIS REGULATION:

Article 1

The standard import values referred to in Article 138 of Regulation (EC) No 1580/2007 are fixed in the Annex hereto.

Article 2

This Regulation shall enter into force on 18 September 2010.

This Regulation shall be binding in its entirety and directly applicable in all Member States.
