Parties

Form of order sought

The applicant claims the Court should:

annul Council Decision (CFSP) 2025/2594 of 15 December 2025  (1), in so far as it includes the name of the applicant in the Annex to Decision 2014/145/CFSP of 17 March 2014;

annul Council Implementing Regulation (EU) 2025/2588 of 15 December 2025  (2), in so far as it includes the applicant’s name in Annex I to Regulation (EU) No 269/2014 of 17 March 2014;

order the Council to pay the sum of EUR 1 000 000 in respect of the applicant’s non-pecuniary harm;

order the Council to pay the costs.

Pleas in law and main arguments

In support of the action, the applicant relies on four pleas in law:

1.

First plea in law, alleging infringement of the Council’s duty to state reasons and of the applicant’s right to effective judicial protection.

2.

Second plea in law, alleging that the Council made an error of assessment in the application of the third part of the criterion laid down in Article 2(1)(g) of Decision 2014/145/CFSP.

3.

Third plea in law, alleging breach of the principle of proportionality in that the restrictive measures adopted are not necessary, appropriate or proportionate to attain the objectives pursued by those measures.

4.

Fourth plea in law, alleging a violation of the applicant’s fundamental rights and in particular his right to property, his right to respect for private and family life and his freedom to conduct a business.
