National side of the new commemorative 2-euro coin intended for circulation and issued by the Vatican City State

Euro coins intended for circulation have legal tender status throughout the euro area. For the purpose of informing the public and all parties who handle the coins, the Commission publishes a description of the designs of all new coins (1). In accordance with the Council conclusions of 10 February 2009 (2), euro-area Member States and countries that have concluded a monetary agreement with the European Union providing for the issuing of euro coins are allowed to issue commemorative euro coins intended for circulation, provided that certain conditions are met, particularly that only the 2-euro denomination is used. These coins have the same technical characteristics as other 2-euro coins, but their national face features a commemorative design that is highly symbolic in national or European terms.

Subject of commemoration: The 150th anniversary of the death of Alessandro Manzoni

Description of the design: The design features Manzoni’s portrait, a pen and the beginning of his masterpiece, ‘I Promessi Sposi’. At the top, from left to right, in semi-circle, is the inscription ‘CITTÀ DEL VATICANO’. At the bottom is the inscription ‘Alessandro Manzoni’ and underneath it the dates ‘1873◦2023’. At the left is the mintmark ‘R’.

The coin’s outer ring depicts the 12 stars of the European flag.

Euro coins intended for circulation have legal tender status throughout the euro area. Open competition EPSO/AST/154/22 for which the notice was published in the Official Journal of the European Union (1) is cancelled.

The decision to cancel the competition has been taken by EPSO’s Director as the Appointing Authority, in agreement with EPSO’s governing body, the interinstitutional Management Board. The decision to cancel the competition was reached after a careful analysis, taking into consideration a number of accumulated difficulties surrounding the first phase of selection, in particular as regards the implementation of remotely proctored tests, including technical dysfunctions and data protection concerns. These difficulties compromised the expected overall standard of quality and the principle of equal treatment applicable to all candidates participating in the competition. It is therefore in the interest of the service not to continue the selection under competition EPSO/AST/154/22.

2.   Description and reasons for amendment

2.1.   Re-demarcating the defined geographical area to include new localities

The specification has been amended in respect of the demarcated area used to produce PGI wines; the geographical area has been expanded to include communes located in Giurgiu county (Herești, Izvoarele, Iepurești) where there are grape plantations for the production of quality PGI wines and in which the climate conditions are similar to the PGI area owing to their proximity to the localities included in the demarcated area.

As there are wine ecosystem factors that favour the production of wines with the ‘Terasele Dunării’ indication in a number of localities designated wine-growing areas, these could be classified within the demarcated area of the geographical indication. The geographical area will be re-demarcated to include the localities referred to in the association’s application, namely the villages of Herești, Izvoarele, Chiriacu, Dimitrie Cantemir, Petru Rareș, Radu Vodă, Valea Bujorului, Iepurești, Valter Mărăcineanu, Chirculești, Bănești, Stâlpu and Gorneni.

The wine ecosystem factors create very suitable conditions for the cultivation and optimal development of vines (average annual temperature, average monthly temperature, average monthly rainfall, annual rainfall, etc.) in plantations located within the communes of Herești, Iepurești and Izvoarele. These factors are the same as those recorded throughout the entire ‘Terasele Dunării’ wine-growing region, which is why the aforementioned communes and their villages should be included in the demarcated area of this indication.

As a result, Chapter III of the Product Specification and Sections 6 and 8 of the Single Document have been amended.

CONCISE TEXTUAL DESCRIPTION

The white wines have a clear appearance, a crystalline shine, a greenish-yellow to golden yellow colour, with a velvety, soft taste, and aromas of autumn fruits and vanilla in wines obtained from botrytised grapes, and notes of apple, pear, quince, tropical fruit (pineapple) and fresh butter in wines matured in wooden barrels. Young wines are characterised by marked freshness and fruitiness with aroma of acacia flowers, lime blossom, basil, or notes of citrus and green apple in wines with more acidity.

CONCISE TEXTUAL DESCRIPTION

The younger red wines have hints of violet and can be an intense ruby red (or ruby) after maturation in wooden barrels where the aroma is grassy. However, when matured in wooden barrels for longer, they form a bouquet with aromas of vanilla, chocolate and sometimes spices. Young wines have aromas of forest fruits (raspberries, strawberries, blackberries). Some young wines of a purple red colour also have aromas of well-ripened fruit such as plums, peaches and pears. Many wines matured in casks or wooden barrels are full-bodied with a mature bouquet of prunes and cinnamon, sometimes the wine may also take on hints of dark ruby when it is unctuous and acquire aromas of blackcurrants.

8.   Description of the link(s)

8.1.   Details of the geographical area

The landform mainly comprises terraces, and passage from one terrace to the next is made via a south-facing slope with no erosion. The terrace system is a distinct geomorphologic unit resulting from the accumulation of loessoid deposits and the continuing rise of the Câmpia Burnazului plains. The landscape comprises flat terraces and slopes, including terraces, up to the Danube valleys and also includes plains with scattered sands undulated by the wind.

Most of the plantations are located on the lower step and on the lower part of the slopes of the Danube embankment and the terraced slopes and torrential valleys. The region is characterised by a transitional continental temperate climate or an excessive continental temperate climate with high heat intensity and wide variations in air temperature influenced by the proximity of the Danube River and the lakes of the area, leading to the simultaneous accumulation of sugars, anthocyanins and tannins in proportions that are optimal for ensuring quality.

The main parameters characterising favourable climate and rainfall (monitored between 2010 and 2012) are:

average annual temperature of 11.4 °C, with a variation of between 10.9 and 12.0 °C

multi-annual monthly average temperature - the highest in July (24.6 °C), the lowest in February (-3.0 °C,).

absolute extreme temperatures in winter very rarely fall to -24.0 °C and the protected cultivation of vines is therefore not required.

during the growing season, average rainfall is 342 mm (323.1 - 359.6 mm), about 100 mm more than the average of 250 mm, which is considered the minimum threshold for the cultivation of vines without irrigation.

due to their intensity and frequency, wind patterns are dominated by winds from the north-east, followed by those from the east, south-west and west. During the year the frequency of the wind remains within narrow limits, changing under the influence of the general circulation of the atmosphere.

due to its terrain, which is hypsometrically uniform, the average annual duration of sunlight oscillates around 2 250 hours, with an energy input of around 127 kcal/cm2 per year.

the annual warm period (April-September) receives the main share of sunlight (around 70 %) with an average of around 1 600 hours.

During the cold period (October to April), the average share of sunlight (around 650 hours) is much lower than during growing season, owing to the increase in the frequency of stratiform clouds and fog caused by thermal inversions.

8.2.   Product details

The white wines are enhanced by aromas of autumn fruits and vanilla, tropical fruit, fresh butter in wines matured in wooden barrels; young wines are characterised by a marked freshness and fruitiness. They have floral aromas (acacia flowers, lime blossom) and citrus notes which have a lasting acidity.

The red wines have an intensity; maturation in wooden barrels creates grassy aromas and, if matured for a longer period of time, also lends the bouquet aromas of vanilla, chocolate and even spices. Rarely produced in the form of young wines, they have aromas of forest fruit, well-ripe fruit (plums, peaches, pears). Many wines matured in barrels are full-bodied with a mature bouquet of prunes and cinnamon. These wines become unctuous and velvety.

The rosé wines have fresh aromas of forest fruit, are pale pink, medium pink or pale salmon in colour, and are mostly made as dry, semi-dry and semi-sweet wines.

8.3.   Causal interaction

For wines with the Terasele Dunării GI, the causal link between the area and the product, i.e. between the wines obtained and their geographical origin, is found in their specific quality.

Exposure to the hills provides optimal conditions, allowing the grapes to reach full maturity and to meet all the organoleptic and physico-chemical characteristics necessary to produce quality wines. The area falls within the climate group that characterises the ‘Terasele Dunării’ geographical indication; it has a warm temperate climate, moderately dry, and with very cold nights, whereas the hills' exposure to the sun gives more than 1 500 hours of sunlight, creating favourable conditions for the creation of aromas of apple, pear, quince, tropical fruit (pineapple), fruitiness, and aromas of acacia, lime blossom, basil, citrus fruits and green apple. The area has the potential to produce red and aromatic wines since the average annual temperature exceeds 10 oC and the temperature in the warmest month exceeds 21 oC.

The local continental temperate microclimate influences how the grapes ripen, which, together with the local sandy-clay, diluvial and proluvial chernozem, creates favourable conditions for vines and makes it possible to obtain good yields on the terraces and gentle, south-facing slopes where there is optimum heat and light, as well as generous exposure shaping the fruity, floral aromas and producing a fresh taste in the young wines.

The area’s climate results in a slow ripeness, allowing the grapes to accumulate sugars, lending a fruity aroma, particularly the primary aromas of the young white wines.

Illuvial clay chernozem results in wines with personality, it tends to maintain colder temperatures, retains moisture and produces velvety, round wines with lower acidity, with strong aromas of fruit (ripe red fruit) and flowers (acacia flowers, lime blossom). The climate is favourable to ensuring that maximum ripeness can be easily achieved, sugar accumulates slowly and the aromas are fully rounded.
