CALL FOR APPLICATIONS – DIRECTOR OF HUMAN RESOURCES AND PERSONNEL ADMINISTRATION (GRADE AD 14 OR AD 15)

The post of Director of Human Resources and Personnel Administration (Grade AD 14 or AD 15) at the Court of Justice of the European Union in Luxembourg will soon become vacant. This post will be filled under Article 29(2) of the Staff Regulations of Officials of the European Union (1).

I.   DUTIES

The Directorate for Human Resources and Personnel Administration is responsible for proposing and implementing the institution’s human resources policy in accordance with the legal framework laid down by the Staff Regulations of Officials and the Conditions of Employment of Other Servants of the European Union.

At present, it comprises about 70 officials and staff, divided into four units whose main responsibilities can be summarised as follows:

the Recruitment and Careers Unit manages recruitment and selection procedures, internal mobility, career counselling and is responsible for staff appraisal, certification and promotion procedures, as well as the traineeship scheme,

the Working Conditions Unit is responsible for occupational health, social assistance, the design and implementation of measures intended to protect health in the workplace and to promote the well-being of staff; it is also responsible for the application of statutory and internal provisions on working hours, part-time work, parental and family leave, annual and special leave and working from home,

the Training and Development Unit designs and implements the professional training programme covering, inter alia, the linguistic, legal, IT and managerial fields and provides support to departments in the restructuring process,

the Determination and Payment of Rights Unit sets the financial entitlements and pays the salaries of the Members, officials and staff of the institution, and of seconded national experts and trainees.

Working under the authority of the Director-General of Administration, the Director is responsible for ensuring the optimal functioning of the Directorate.

To this end, in particular, the Director proposes strategic objectives, takes the organisational and management measures necessary to achieve them, ensures quality assurance, proposes appropriate human resources management measures to the hierarchy, participates in the social dialogue and advises and assists the Members of the institution, heads of service and members of staff on matters falling within the Director’s areas of competence. The Director also represents the institution in high-level inter-institutional bodies in these areas.

In addition, the Director exercises certain decision-making powers in the context of the application of the Staff Regulations of Officials and the Conditions of Employment of Other Servants of the European Union and, in the Director’s capacity as authorising officer by sub-delegation for expenditure falling within the Director’s remit, the financial rules applicable to the European Union budget.

II.   REQUIRED PROFILE

Good knowledge of the tasks of the Court of Justice of the European Union;

Clear vision of the challenges of managing human resources within a large multicultural organisation such as the Court of Justice of the European Union;

Ability to develop strategic human resources objectives, translate them into concrete proposals for action and implement them in a balanced way taking into account needs, available resources and constraints;

Ability to lead a large administrative entity, in particular the ability to provide good leadership;

Strong communication and negotiation skills, good listening and interpersonal skills, ability to advise Members and Heads of Department on human resources management;

Proven experience in effective planning and management of human and financial resources;

Very good knowledge of the Staff Regulations of Officials and Conditions of Employment of Other Servants of the European Union and good knowledge of the financial rules applicable to the EU institutions, in particular concerning public procurement;

Legal training would be considered an advantage.

III.   REQUIREMENTS

Candidates must satisfy the conditions for appointment of officials laid down in the Staff Regulations of Officials of the European Union. For this post, they must meet the following minimum conditions:

a level of education corresponding to completed university studies attested by a degree,

at least 10 years of relevant professional experience,

a thorough knowledge of an official language of the European Union and a satisfactory knowledge of another official language of the European Union. For operational reasons, a good knowledge of English and French is required.

IV.   SALARY AND CONDITIONS OF EMPLOYMENT

Salaries and conditions of employment are those laid down in the Staff Regulations for EU officials at Grade AD 14 or AD 15. By way of guidance, the monthly basic salary of an official at Grade AD 14, step 1, is EUR 15 255 and of an official at Grade AD 15, step 1, EUR 17 226. Candidates should note the requirement under the Staff Regulations for all new staff to complete successfully a nine-month probationary period.
