Director of the Authority for European Political Parties and European Political Foundations in the sense of Article 6(3) of Regulation (EU, Euratom) No 1141/2014

1. Vacant post
The European Parliament, the Council and the European Commission have decided to open the procedure for filling the post of Director of the Authority for European Political Parties and European Political Foundations (hereinafter ‘the Authority’), in accordance with Article 6(3) of Regulation (EU, Euratom) No 1141/2014 of the European Parliament and of the Council of 22 October 2014 on the statute and funding of European political parties and European political foundations (1) (hereinafter ‘the Regulation’).
This selection procedure will be conducted with the administrative support of the European Parliament.
Recruitment will be at grade AD 12. The basic salary is EUR 11 671,70 (2) per month. In addition to the basic salary, which is subject to a tax for the benefit of the Union and exempt from national tax, certain allowances may be payable in circumstances laid down in the Conditions of Employment of Other Servants of the European Union (CEOS) (3).
Pursuant to Article 6(3) of the Regulation, the Director of the Authority shall be appointed by the European Parliament, the Council and the European Commission by common accord for a 5-year non-renewable term under the terms applicable to temporary staff as referred to in Article 2(a) of the CEOS.
The post calls for flexibility and involves frequent contact with people inside and outside the institutions. The Director of the Authority will be required to travel frequently between institutions’ places of work and elsewhere.

4. Job description
The Director of the Authority is responsible for the tasks set out in the Regulation, in particular the registering, controlling and imposing of sanctions on European political parties and European political foundations. The Authority shall be represented by its Director who shall take all decisions of the Authority on its behalf. To this end, he or she shall fulfil the duties provided for and exercise the powers granted by the Regulation.
In particular, the tasks of the Director of the Authority are described as follows:

representation of the Authority for European Political Parties and European Political Foundations, |
|
— |
cooperation with the European institutions, the Authorising Officer of the European Parliament and the Member States to ensure the control and respect, by the European political parties and foundations, of the obligations set up by the Regulation, |
|
— |
establishment of the draft budgetary plan of the Authority (definition of objectives and strategies) and evaluation of the provisions of services to guarantee their quality. The Director shall act as authorising officer by delegation, |

— |
exercise of the powers conferred on the appointing authority by the Staff Regulations of Officials of the European Union and the powers conferred on the authority empowered to conclude contracts of employment of other servants by the Conditions of Employment of Other Servants of the Union, laid down in Council Regulation (EEC, Euratom, ECSC) No 259/68 (4) (‘the appointing authority’s powers’), |

management of the Register of European political parties and foundations, |
|
— |
decision on registration of European Political Parties and European Political Foundations in accordance with the provisions laid down in the Regulation, |

decision on the de-registration of European political parties and European political foundations in accordance with the procedures and conditions laid down in the Regulation, |
|
— |
verification that the registration conditions laid down in the Regulation continue to be complied with by the registered European political parties and European political foundations, |
|
— |
decision on the sanctioning of European Political Parties and European political foundations in accordance with the provisions laid down in the Regulation, |
|
— |
submission of an annual report to the European Parliament, the Council and the Commission on the activities of the Authority, |
|
— |
fulfilment of the transparency and data protection obligations provided for in the Regulation. |
The appointing authority may assign the Director of the Authority to other tasks, provided that such tasks are not incompatible with the workload resulting from his or her duties as Director of the Authority and are not liable to create a conflict of interest or to jeopardise his or her full independence.
5. Eligibility criteria
The selection procedure is open to candidates who meet the following conditions on the closing date for applications:
(a) General conditions
Under Article 12(2) of the CEOS, candidates must:

be a national of one of the European Union’s Member States, |
|
— |
enjoy full rights as a citizen, |
|
— |
have fulfilled any obligations imposed on them by the laws on military service, |
|
— |
produce the appropriate character references as to their suitability for the performance of the duties concerned, |
|
— |
be able to complete the full 5-year mandate before reaching the retirement age (5). |
(b) Specific conditions
(i) Qualifications and professional experience required
|
— |
A level of education which corresponds to completed university studies attested by a diploma, when the normal period of university education is 4 years or more, or |
|
— |
a level of education which corresponds to completed university studies attested by a diploma and appropriate professional experience of at least 1 year (6), when the normal period of university education is at least 3 years, |
|
— |
at least 12 years’ professional experience gained after obtaining the qualifications referred to above. |
(ii) Knowledge of languages
Excellent knowledge of one official language of the European Union (7) and satisfactory knowledge of at least one other is required.
(iii) Conflict of interest and independence
Candidates may not be a Member of the European Parliament, hold any electoral mandate or be a current or former employee of a European political party or a European political foundation. The candidate selected shall not have a conflict of interest between his or her duties as Director of the Authority and any other official duties, in particular in relation to the application of the provisions of the Regulation.
The Director of the Authority shall be independent in the performance of his or her duties. When acting on behalf of the Authority, he or she shall neither seek nor take instructions from any institution or government or from any other body, office or agency. The Director of the Authority shall refrain from any act that is incompatible with the nature of his or her duties.

very good knowledge of the European Union institutional framework, |

very good knowledge of English or French in view of the requirements of internal and interinstitutional communication, |

— |
ability to develop and communicate a vision, to think in global terms of systems and processes, and to propose concrete recommendations and practicable solutions, |

ability, including through leadership skills, to manage a staff and a budget, as well as a diverse community of stakeholders, |
|
— |
ability to act with independence, |
|
— |
experience in communication and networking, in order to represent the Authority for European Political Parties and European Political Foundations including at the highest levels and to develop and maintain effective relationships with stakeholders in other European Union institutions, and Member States, |
|
— |
confirmed experience in management of human and budgetary resources in a European institution, body, office or agency, or any other public or private organisation having regular interaction with the EU is considered an asset. |
7. Selection procedure
The Selection Committee consists of the Secretaries-General of the European Parliament, the Council and the European Commission and is chaired by the Secretary-General of the European Parliament. The Selection Committee establishes an administrative pre-selection panel composed of one representative of each of the three institutions which assists the Selection Committee in assessing all written applications against the relevant eligibility criteria and in identifying those candidates whose profile best matches the selection criteria.
On the basis of this pre-selection, the Selection Committee draws up a list of candidates who shall be invited for an interview.
On the basis of the outcome of the pre-selection procedure and the interviews, the Selection Committee establishes a list of up to three candidates by order of priority, which is submitted for final approval to the three institutions.

The date and time of dispatch of the email will be taken to be the date and time of submission of the application.
Scanned documents must be legible.
Candidates called for interview must produce, by the interview date, copies of supporting documents relating to their studies, professional experience and current responsibilities. These documents will not be returned to the candidates.
9. Protection of personal data
Personal data processed for the purposes of this selection procedure will be handled in accordance with Regulation (EU) 2018/1725 of the European Parliament and of the Council of 23 October 2018 on the protection of natural persons with regard to the processing of personal data by the Union institutions, bodies, offices and agencies and on the free movement of such data, and repealing Regulation (EC) No 45/2001 and Decision No 1247/2002/EC (9).

(1) A Controller is the public authority, agency or other body which, alone or jointly with others, determines the purposes and means of the processing of the personal data. The controller is represented by the head of the entity.
