appointing the members and alternate members of the Advisory Committee on Freedom of Movement for Workers

THE COUNCIL OF THE EUROPEAN UNION,
Having regard to the Treaty on the Functioning of the European Union,
Having regard to Regulation (EU) No 492/2011 of the European Parliament and of the Council of 5 April 2011 on freedom of movement for workers within the Union (1), and in particular Articles 23 and 24 thereof,
Having regard to the lists of candidates submitted to the Council by the Governments of the Member States,
Whereas:

By its Decisions of 20 September 2016 (2), of 14 November 2016 (3), of 28 November 2016 (4), of 23 January 2017 (5), of 27 March 2017 (6), of 23 January 2018 (7) and of 16 April 2018 (8), the Council appointed the members and alternate members of the Advisory Committee on Freedom of Movement for Workers (the ‘Committee’) for the period from 25 September 2016 to 24 September 2018. |

The members should remain in office until they are replaced or reappointed. |
(3) |
Members and alternate members of the Committee should be appointed for a period of two years, |

Update of reference amounts for the crossing of the external borders, as referred to in Article 6(4) of Regulation (EU) 2016/399 of the European Parliament and of the Council on a Union Code on the rules governing the movement of persons across borders (Schengen Borders Code) (1)

The publication of reference amounts for the crossing of the external borders, as referred to in Article 6(4) of Regulation (EU) 2016/399 of the European Parliament and of the Council of 9 March 2016 on a Union Code on the rules governing the movement of persons across borders (Schengen Borders Code), is based on the information communicated by the Member States to the Commission in conformity with Article 39 of the Schengen Borders Code.
In addition to the publication in the Official Journal, a monthly update is available on the website of the Directorate-General for Migration and Home Affairs.
LUXEMBOURG
Replacement of the information published in OJ C 247, 13.10.2006
Third-country nationals wishing to travel to Luxembourg must provide evidence that they have sufficient means of subsistence to cover their needs. The reference amount required to travel to Luxembourg is that of the minimum wage for an unskilled worker calculated in proportion to the number of days of the planned stay.
As of 1 January 2018 the minimum wage per day is approximately EUR 67.
As proof of sufficient personal resources both for the planned length of stay and for return to the country of origin or transit to another country, third-country nationals must have approximately EUR 67 per day of the planned stay. Proof of the required resources can be provided in the form of cash, traveller’s cheques or credit cards and a document attesting the possibility of legally acquiring the necessary resources.
A statement of financial liability may also constitute proof that the applicant has sufficient means of subsistence, provided it is endorsed by the competent service, namely the Luxembourg Office for Passports, Visas and Legalisation. The statement of financial liability must cover subsistence expenses, including healthcare, and the cost of the third-country national’s return for a specified length of time.
In addition, third-country nationals must present a transport ticket for return to their country of origin or for transit to a country in which their admission is guaranteed.

1.
On 3 October 2018, the Commission received notification of a proposed concentration pursuant to Article 4 of Council Regulation (EC) No 139/2004 (1).This notification concerns the following undertakings:

Continental Automotive Holding Co., Ltd (‘Continental Automotive’, China), belonging to Continental AG (Germany), |
— |
Sichuan Chengfei Integration Technology Corp., Ltd (‘CITC’, China), belonging to Aviation Industry Corporation of China (China), |
— |
Continental CALB Battery Power System Co., Ltd (‘JV’, China), controlled by Continental Automotive and CITC. |
Continental Automotive and CITC acquire within the meaning of Article 3(1)(b) and 3(4) of the Merger Regulation joint control of the JV.
The concentration is accomplished by way of purchase of shares in a newly created company constituting a joint venture.

The business activities of the undertakings concerned are:

Continental Automotive is a foreign-invested holding company, indirectly wholly-owned by Continental AG, a German automotive manufacturing group mainly specialising in products for the automotive and transportation industries, |
— |
CITC is active in designing and manufacturing batteries and power systems via its subsidiary, China Aviation Lithium Battery Co., Ltd.. CITC is directly owned by Aviation Industry Corporation of China (‘AVIC’), a state-owned enterprise, |
— |
The JV will develop, produce and sell battery systems for mild hybrid electric vehicles. The product portfolio will feature low voltage battery systems, battery system application software, battery cells and battery management systems, as well as supply chain management of battery systems. |

On preliminary examination, the Commission finds that the notified transaction could fall within the scope of the Merger Regulation. However, the final decision on this point is reserved.Pursuant to the Commission Notice on a simplified procedure for treatment of certain concentrations under the Council Regulation (EC) No 139/2004 (2) it should be noted that this case is a candidate for treatment under the procedure set out in the Notice.
4.
The Commission invites interested third parties to submit their possible observations on the proposed operation to the Commission.Observations must reach the Commission not later than 10 days following the date of this publication. The following reference should always be specified:

On 2 October 2018, the Commission received notification of a proposed concentration pursuant to Article 4 of Council Regulation (EC) No 139/2004 (1).This notification concerns the following undertakings:

BC Partners LLP (United Kingdom) (‘BC Partners’), and |
— |
VetPartners Group Limited (United Kingdom) (‘VetPartners’) |
BC Partners, through its wholly controlled fund BC European Capital X Fund, acquires within the meaning of Article 3(1)(b) of the Merger Regulation (indirect) sole control of the whole of VetPartners.
The concentration is accomplished by way of purchase of shares.

The business activities of the undertakings concerned are:

BC Partners is an international private equity firm with headquarters in London with investments in a diverse range of sectors, |
— |
VetPartners is a veterinary practice group. |

On preliminary examination, the Commission finds that the notified transaction could fall within the scope of the Merger Regulation. However, the final decision on this point is reserved.Pursuant to the Commission Notice on a simplified procedure for treatment of certain concentrations under the Council Regulation (EC) No 139/2004 (2) it should be noted that this case is a candidate for treatment under the procedure set out in the Notice.

The Commission invites interested third parties to submit their possible observations on the proposed operation to the Commission.Observations must reach the Commission not later than 10 days following the date of this publication. The following reference should always be specified:
