The procedure concerns the granting of concessions for the prospection or exploration of oil and natural gas deposits in the Nowe Miasteczko area, Lubuskie and Dolnośląskie provinces:

Applications must cover the same area.
Concession applications must be submitted to the Ministry of the Environment no later than 12:00 noon (CET/CEST) on the last day of the 180-day period commencing on the day following the date of publication of this notice in the Official Journal of the European Union.
Applications received will be assessed on the basis of the following criteria:
|
(a) |
the technology proposed for the work (40 %); |
|
(b) |
the technical and financial capacities of the applicant (50 %); |
|
(c) |
the fee proposed for the establishment of mining usufruct rights (10 %). |
The minimum fee for the establishment of mining usufruct rights for the Nowe Miasteczko area is:

The application evaluation procedure will be completed within a period of six months after the deadline for submitting applications expires. Applicants will receive written notification of the outcome of the procedure.
Applications must be drawn up in Polish.
The licensing authority will grant concessions for the prospection or exploration of oil and natural gas deposits to the successful applicant after taking account of the opinion of the relevant authorities, and will conclude a mining usufruct contract with it.
In order to be able to carry out activity involving the prospection or exploration of hydrocarbon deposits in Poland, an operator must hold both mining usufruct rights and a concession.

Notification of the Spanish Government pursuant to Article 10(2) of Directive 2009/72/EC of the European Parliament and of the Council (‘Electricity Directive’) concerning common rules for the internal market in electricity regarding the designation of Red Eléctrica de España S.A.U. as transmission system operator in Spain

Following the Spanish regulatory authority’s final decision of 20 November 2014 regarding the certification of Red Eléctrica de España S.A.U. as Ownership Unbundled Transmission System Operator (Article 9 of the Electricity Directive), Spain has notified to the Commission the official approval and designation of this company as a Transmission System Operator operating in Spain in accordance with Article 10 of the Electricity Directive of the European Parliament and the Council.

Since March 2000, Decisions of the EEA Joint Committee indicate in a footnote whether their date of entry into force depends on the fulfilment of constitutional requirements by any of the Contracting Parties. Such requirements were notified as regards the Decisions listed below. The Contracting Parties in question have now notified the other Contracting Parties that they have completed their internal procedures. The dates of entry into force of the Decisions are as indicated. In Case E-12/13, EFTA Surveillance Authority v Iceland – APPLICATION for a declaration that by failing to implement correctly Article 1 paragraphs 15 to 18, 19(a), 21, 22(a), 23 to 29, 36, 37, 39 to 42 and Article 2(5) and (6) of the Act referred to at points 14, 16e and 31 of Annex IX to the Agreement on the European Economic Area (Directive 2009/111/EC of the European Parliament and of the Council of 16 September 2009 as regards banks affiliated to central institutions, certain own funds items, large exposures, supervisory arrangements and crisis management), as adapted to the EEA Agreement by Protocol 1 thereto, and by failing to notify the Authority of the text of such measures, Iceland has failed to fulfil its obligations arising under that Act and under Article 7 of the EEA Agreement, the Court, composed of Carl Baudenbacher, President and Judge-Rapporteur, Per Christiansen and Páll Hreinsson, Judges, gave judgment on 11 February 2014, the operative part of which is as follows:
The Court hereby:

Declares that by failing to implement correctly Article 1 paragraphs 15 to 18, 19(a), 21, 22(a), 23 to 28, 36, 37, 39 to 42 and Article 2 paragraphs 5 and 6 of the Act referred to at points 14, 16e and 31 of Annex IX to the Agreement on the European Economic Area (Directive 2009/111/EC of the European Parliament and of the Council of 16 September 2009 as regards banks affiliated to central institutions, certain own funds items, large exposures, supervisory arrangements and crisis management), as adapted to the EEA Agreement by way of Protocol 1 thereto, within the time prescribed, and by failing to inform the Authority of the text of such measures, Iceland has failed to fulfil its obligations under the Act and under Article 7 of the EEA Agreement. |

A requirement that obliges the authority requesting information in accordance with Article 16 of Directive 2003/6/EC to specify the facts giving rise to the suspicion is not compatible with Directive 2003/6/EC.

In Case E-8/12, Schenker North AB, Schenker Privpak AB and Schenker Privpak AS v EFTA Surveillance Authority – APPLICATION for annulment of three EFTA Surveillance Authority Decisions, as notified on 18 May 2012, 23 May 2012, and 2 July 2012, denying access to specific documents in ESA Case No 34250 (Norway Post/Privpak – an antitrust infringement case) and in ESA Case No 68736 (DB Schenker – a public access request case concerning the antitrust infringement case above), and also denying access to the procedures for handling public access requests and administering case files, under the Rules on Access to Documents (‘RAD 2008’) established by ESA Decision No 407/08/COL of 27 June 2008 (unpublished), the Court, composed of Carl Baudenbacher, President and Judge-Rapporteur, Per Christiansen and Páll Hreinsson, Judges, made an order on 12 May 2014, the operative part of which is as follows:
