Notice for the attention of the persons and entities subject to the restrictive measures provided for in Council Decision 2010/413/CFSP and in Council Regulation (EU) No 267/2012 concerning restrictive measures against Iran

The following information is brought to the attention of the persons and entities that are presently designated in Annex II to Council Decision 2010/413/CFSP (1) and in Annex IX to Council Regulation (EU) No 267/2012 (2) concerning restrictive measures against Iran.

The Council of the European Union, after having reviewed the list of persons and entities presently designated in the abovementioned Annexes, has determined that the restrictive measures provided for in Council Decision 2010/413/CFSP and in Council Regulation (EU) No 267/2012 should continue to apply to those persons and entities.

The attention of the persons and entities concerned is drawn to the possibility of making an application to the competent authorities of the relevant Member State(s) as indicated on the websites in Annex X to Council Regulation (EU) No 267/2012, in order to obtain an authorisation to use frozen funds for basic needs or specific payments (cf. Article 26 of the Regulation).

The persons and entities concerned may submit a request to the Council before 15 April 2014, together with supporting documentation, that the decision to include them on the abovementioned list should be reconsidered, to the following address:

The following information is brought to the attention of the persons and entity that appear in the Annex to Council Decision 2011/235/CFSP (1) and in Annex I to Council Regulation (EU) No 359/2011 (2) concerning restrictive measures directed against certain persons, entities and bodies in view of the situation in Iran. The grounds for listing of those persons appear in the relevant entries in those Annexes.

The persons and entity concerned may submit a request to the Council, together with supporting documentation, that the decision to include them on the abovementioned lists should be reconsidered, before 1 April 2014, to the following address:

The publication of the list of residence permits referred to in Article 2(15) of Regulation (EC) No 562/2006 of the European Parliament and of the Council of 15 March 2006 establishing a Community Code on the rules governing the movement of persons across borders (Schengen Borders Code) is based on the information communicated by the Member States to the Commission in conformity with Article 34 of the Schengen Borders Code.

In addition to publication in the OJ, a monthly update is available on the website of the Directorate-General for Home Affairs.

REPUBLIC OF AUSTRIA

Replacement of the list published in OJ C 82, 30.3.2010

Residence permits pursuant to Article 2(15)(a) of the Schengen Borders Code:

I.   Residence permits issued according to uniform format laid down by Council Regulation (EC) No 1030/2002

Aufenthaltstitel „Niederlassungsnachweis“ im Kartenformat ID1 entsprechend den Gemeinsamen Maßnahmen aufgrund der Verordnung (EG) Nr. 1030/2002 des Rates vom 13. Juni 2002 zur einheitlichen Gestaltung des Aufenthaltstitels für Drittstaatsangehörige (in Österreich ausgegeben im Zeitraum 1. Januar 2003 bis 31. Dezember 2005)

Aufenthaltstitel „Niederlassungsbewilligung“, „Familienangehöriger“, „Daueraufenthalt- EG“, „Daueraufenthalt-Familienangehöriger“ und „Aufenthaltsbewilligung“ im Kartenformat ID1 entsprechend den Gemeinsamen Maßnahmen aufgrund der Verordnung (EG) Nr. 1030/2002 des Rates vom 13. Juni 2002 zur einheitlichen Gestaltung des Aufenthaltstitels für Drittstaatsangehörige (in Österreich ausgegeben seit 1. Januar 2006).

(Residence permits falling under ‘authorisation of establishment’ (Niederlassungsbewilligung), ‘family member’ (Familienangehörige), ‘permanent residence — EU’ (Daueraufenthalt- EG), ‘permanent residence — family member’ (Daueraufenthalt-Familienangehöriger) and ‘authorisation of residence’ (Aufenthaltsbewilligung), in the form of the ID1 card in accordance with the joint actions based on Council Regulation (EC) No 1030/2002 of 13 June 2002 laying down a uniform format for residence permits for third-country nationals — issued in Austria between 1 January 2003 and 1 January 2006).

The ‘authorisation of residence’ (Aufenthaltsbewilligung) permit indicates the specific purpose for which it was issued.

An ‘authorisation of residence’ permit (Aufenthaltsbewilligung) may be issued for the following purposes: job rotation worker, posted worker, self-employed, artist, special cases of employment, school pupil, student, social service provider, researcher, family reunification and Section 69a of the Establishment and Residence Act (NAG).

The ‘authorisation of establishment’ (Niederlassungsbewilligung) residence permit may be issued without further details or for the following purposes: no gainful activity and dependant.

‘Authorisation of establishment’ (Niederlassungsbewilligung) residence permits were issued in Austria until 30 June 2011 for the categories of key worker, unlimited and limited.

Der Aufenthaltstitel „Rot-Weiß-Rot-Karte“, „Rot-Weiß-Rot-Karte plus“ und „Blaue Karte EU“ im Kartenformat ID1 entsprechend den Gemeinsamen Maßnahmen aufgrund der Verordnung (EG) Nr. 1030/2002 des Rates vom 13. Juni 2002 zur einheitlichen Gestaltung des Aufenthaltstitels für Drittstaatsangehörige (in Österreich ausgegeben seit 1. Juli 2011)

(The ‘red-white-red card’ (Rot-Weiß-Rot-Karte), the ‘red-white-red card plus’ (Rot-Weiß-Rot-Karte plus) and the ‘blue EU card’ (Blaue Karte EU) in the form of the ID1 card in accordance with the joint actions based on Council Regulation (EC) No 1030/2002 of 13 June 2002 laying down a uniform format for residence permits for third-country nationals have been issued in Austria since 1 July 2011.)

II.   Residence cards issued in accordance with Directive 2004/38/EC (not in uniform format)

„Aufenthaltskarte für Angehörige eines EWR-Bürgers“ gemäß der Richtlinie 2004/38/EG für Drittstaatsangehörige, die Angehörige von unionsrechtlich aufenthaltsberechtigten EWR-Bürgern sind, zur Dokumentation des unionsrechtlichen Aufenthaltsrechts für mehr als drei Monate — entspricht nicht dem einheitlichen Format der Verordnung (EG) Nr. 1030/2002 des Rates vom 13. Juni 2002 zur einheitlichen Gestaltung des Aufenthaltstitels für Drittstaatsangehörige.

(The residence permit according a right of residence in the Union of more than three months for family members of EEA citizens pursuant to Directive 2004/38/EC does not correspond to the standard format in Council Regulation (EC) No 1030/2002 of 13 June 2002 laying down a uniform format for residence permits for third-country nationals.)

„Daueraufenthaltskarte“ gemäß der Richtlinie 2004/38/EG für Drittstaatsangehörige, die Angehörige eines EWR-Bürgers sind und das Recht auf Daueraufenthalt erworben haben, zur Dokumentation des unionsrechtlichen Rechts auf Daueraufenthalt — entspricht nicht dem einheitlichen Format der Verordnung (EG) Nr. 1030/2002 des Rates vom 13. BULGARIA

Replacement of the list published in OJ C 153, 6.7.2007

Residence permits to third-country nationals are issued under Regulation (EC) No 1030/2002 of 13 June 2002 laying down a uniform format for residence permits for third-country nationals and Council Regulation (EC) No 380/2008 of 18 April 2008 amending Regulation (EC) No 1030/2002.

On march 29, 2010 was launched a Centralized automated information system with decentralized personalization of Bulgarian identity documents for residence and driving licence and started the issuance of documents with biometrics.

I.   To the foreigners residing in the Republic of Bulgaria are issued the following residence documents

1.

Residence permit to foreigners who reside continuously in the Republic of Bulgaria — issued by the Ministry of Interior with validity up to one year. This document is issued on the basis of the Law for the Foreigners in the Republic of Bulgaria — specimen No 700591161.

2.

Residence permit to foreigners who reside on a long-term basis — issued by the Ministry of Interior with validity of 5 years. This document is issued pursuant to Art. 24d of the Law for the Foreigners in the Republic of Bulgaria, the main law transposing the provisions of Council Directive 2003/109/EC of 25 November 2003 concerning the status of third-country nationals who are long-term residents — specimen No 700591237.

in the residence permit of foreigner residing on a long-term basis in the EU, resided as a holder of the EU Blue Card in the ‘Remarks’ box is marked ‘former holder of an EU Blue Card in force since June 1, 2011’ — specimen No 700591254.

in the residence permit of foreigner residing on a long-term basis in the EU on the basis of the granted international protection in the Republic of Bulgaria in the ‘Remarks’ box is marked ‘International protection granted by the Republic of Bulgaria on … (date)’ — specimen No 700591378.

in the residence permit of foreigner residing on a long-term basis in the EU with granted international protection from another EU Member State in the ‘Remarks’ box is marked: ‘International protection granted by … ( Member State) on … (date)’.

3.

Residence permit to foreigners who reside permanently in the Republic of Bulgaria — issued by the Ministry of Interior for a period depending on the validity of the national identity document with which the foreigner entered Bulgaria. This document is issued on the basis of the Law for the Foreigners in the Republic of Bulgaria — specimen No 700591196.

4.

Residence permit for continuously residing family member of an EU citizen who has not exercised his right of free movement with marking ‘family member — Directive 2004/38/EC, family member under Directive 2004/38/EC’ — This document is issued by the Ministry of Interior with validity of 5 years. Issued under the Act on entering, residing and leaving the Republic of Bulgaria by European Union citizens and their family members, transposing the texts of Directive 2004/38/EC of the European Parliament and of the Council of 29 April 2004 on the right of citizens of the Union and their family members to move and reside freely within the territory of the Member States — specimen No 700591264.

5.

Residence permit for permanently residing family member of an EU citizen who has not exercised his right of free movement with marking ‘family member — Directive 2004/38/EC, family member under Directive 2004/38/EC’ — issued by the Ministry of Interior with validity of 10 years. Issued under the Act on entering, residing and leaving the Republic of Bulgaria by European Union citizens and their family members — specimen No 700591261.

6.

Residence permit to foreigners who reside continuously with marking ‘beneficiary pursuant to Article 3, paragraph 2 of Directive 2004/38/EC’ — issued by the Ministry of Interior with validity of 5 years. Issued under the Act on entering, residing and leaving the Republic of Bulgaria by European Union citizens and their family members — specimen No 700591137.

7.

Residence permit to foreigners who reside permanently with marking ‘beneficiary under Article 3, paragraph 2 of Directive 2004/38/EC’ — issued by the Ministry of Interior with validity of 10 years. Issued under the Act on entering, residing and leaving the Republic of Bulgaria by European Union citizens and their family members — specimen No 700591347.

8.

Residence permit type ‘EU Blue Card’ — issued by the Ministry of Interior for a period of up to one year. In the ‘Remarks’ box is marked the condition for access to the labor market — in force since June 1, 2011. Residence permit for continuous residence and work type ‘Single residence and work permit’ shall obtain foreigners who fulfill the conditions for obtaining a work permit under the Employment Promotion Act and who possess visa under Art. 15 para. 1 or residence permit on other basis in accordance with Council Regulation (EC) No 1030/2002 of 13 June 2002 laying down a uniform format for residence permits for third-country nationals.

The residence and work permit type ‘Single residence and work permit’ is issued after the decision of the Ministry of Labour and Social Policy (MLSP) for a period of one year and shall be renewed upon the existence of grounds for its reissuance. If the duration of the employment contract is less than one year, the permit shall be issued for the duration of the contract.

The permit shall be issued upon the application of a single procedure for applying and in a order determined by the regulations for implementing the law.

To the holder of the single permit shall be issued a residence permit in accordance with Regulation (EC) No 1030/2002 of 13 July 2002 on a uniform format for residence permits for third-country nationals. Open call for proposals — GP/RPA/ReferNet-FPA/002/14

ReferNet — Cedefop’s European Network for Vocational Education and Training (VET)

1.   Objectives and description

With the objective of establishing a European network for VET — ReferNet, this call aims at selecting one applicant from Greece and Romania, respectively (see point 3 below, ‘Eligibility criteria’), with which Cedefop will conclude a 18-month framework partnership agreement; and at concluding with each successful applicant a specific grant agreement for a 6-month work plan to be carried out in 2014 (starting 1 July 2014).

Founded in 1975 and based in Greece since 1995, the European Centre for the Development of Vocational Training (Cedefop) is an agency of the European Union (EU). Acknowledged as an authoritative source of information and expertise on VET, skills and competences, its mission is to support European vocational education and training (VET) policy development and contribute to its implementation.

ReferNet is Cedefop’s European network for VET. The mission devoted to ReferNet is to support Cedefop by reporting on national VET systems and policy developments and by raising the visibility of VET and Cedefop’s products. It comprises 28 members known as ReferNet national partners from an EU Member State, Iceland and Norway. ReferNet national partners are key institutions involved in VET in the country they represent.

Framework partnership agreements are implemented through specific grant agreements. Therefore, applicants shall not only submit a proposal for the 18-month framework partnership (which, if successful, will lead to the signature of a framework partnership agreement for the years 2014 to 2015) but also the grant application for the 2014 action (which may lead to the signature of a specific grant agreement for 6 months in the year 2014). The applicant must demonstrate its capacity to carry out all the activities foreseen over the 18-month period and ensure adequate co-financing of the implementation of the work plan.

2.   Budget and project duration

The estimated budget available for the four-year duration of the framework partnership agreements amounts to EUR 4 000 000, depending on the annual decisions of the budgetary authority.

The total available budget for the 2014 annual work plan (project duration: 12 months) is EUR 980 000 for the 28 Member States, Iceland and Norway.

The grant varies according to the country population and is awarded for carrying out an annual work plan. The total available budget for the 2014 work plan will be distributed on the basis of three country groups based on country population:

Country group 1: Croatia, Cyprus, Estonia, Latvia, Lithuania, Luxembourg, Malta, Slovenia and Iceland. Maximum grant amount: EUR 23 615.

Country group 2: Austria, Belgium, Bulgaria, Czech Republic, Denmark, Finland, Greece, Hungary, Ireland, the Netherlands, Portugal, Romania, Slovak Republic, Sweden and Norway. Maximum grant amount: EUR 33 625.

Country group 3: France, Germany, Italy, Poland, Spain, United Kingdom. Maximum grant amount: EUR 43 620.

The Union grant is a financial contribution to the beneficiary’s (and/or co-beneficiaries’) costs which must be supplemented by own financial contribution and/or local, regional, national and/or private contributions. The total Union contribution shall not exceed 70 % of the eligible costs.

Cedefop reserves the right not to award the total budget available.

3.   Eligibility criteria

To be eligible, applicants should meet the following requirements:

(a)

be a public or a private organisation, with a legal status and legal personality (natural persons, i.e. individuals, are not eligible);

(b)

be established in one of the following countries:

Greece, Romania.

4.   Deadline

Applications for the framework partnership agreement AND the 2014 work plan must be submitted at the latest on 16 May 2014.
