COUNCIL DECISION

of 11 March 2014

appointing four United Kingdom members of the Committee of the Regions

THE COUNCIL OF THE EUROPEAN UNION,

Having regard to the Treaty on the Functioning of the European Union, and in particular Article 305 thereof,

Having regard to the proposal of the United Kingdom Government,

Whereas:

(1)

On 22 December 2009 and on 18 January 2010, the Council adopted Decisions 2009/1014/EU and 2010/29/EU appointing the members and alternate members of the Committee of the Regions for the period from 26 January 2010 to 25 January 2015 (1).

(2)

Four members' seats on the Committee of the Regions have become vacant following the end of the terms of office of Ms Doris ANSARI, Sir Simon DAY, Mr David PARSONS and Mr Francie MOLLOY,

HAS ADOPTED THIS DECISION:

Article 1

The following are hereby appointed as members to the Committee of the Regions for the remainder of the current term of office, which runs until 25 January 2015:

Ms Megan FEARON, Member of the Legislative Assembly (MLA) of Northern Ireland,

Mr Andrew LEWER, Councillor, Derbyshire County Council,

Ms Jill SHORTLAND, Councillor, Somerset County Council,

Mr Harvey SIGGS, Councillor, Somerset County Council.

Article 2

This Decision shall enter into force on the day of its adoption.

Prior notification of a concentration

(Case COMP/M.7115 — Kuraray/GLSV Business)

1.

On 6 March 2014, the Commission received a notification of a proposed concentration pursuant to Article 4 of Council Regulation (EC) No 139/2004 (1) by which Kuraray Co., Ltd. (‘Kuraray’, Japan) acquires within the meaning of Article 3(1)(b) of the Merger Regulation sole control over the Glass Laminating Solutions/Vinyls Business (‘The Target Business’) of E. I. du Pont de Nemours and Company (‘DuPont’, USA), by way of purchase of assets.

The business activities of the undertakings concerned are:

for Kuraray: manufacturer of specialty chemicals, fibres and other materials, including functional resins and film, amongst which PVB film used as an interlayer in safety glass,

for Target Business: Glass Laminating Solutions/Vinyls Business of DuPont's Performance Materials business unit manufacturing and supplying amongst others PVB film and other glass interlayer products sold under the trademark Sentryglas.

On preliminary examination, the Commission finds that the notified transaction could fall within the scope the Merger Regulation. However, the final decision on this point is reserved.

The Commission invites interested third parties to submit their possible observations on the proposed operation to the Commission.

Observations must reach the Commission not later than 10 days following the date of this publication.
