On 19 November 2013, Bluebach Ressources SARL, a company with registered offices at 178, boulevard Haussmann, 75008 Paris (France) applied for an exclusive five-year licence, designated the ‘Achenheim licence’, to prospect for oil and gas in the Department of Bas-Rhin.

Submission of applications and criteria for awarding rights
The initial applicant and competing applicants must prove that they meet the requirements for obtaining the licence, as specified in Articles 4 and 5 of Decree No 2006-648 of 2 June 2006 (as amended) concerning mining rights and underground storage rights (Official Journal of the French Republic, 3 June 2006).
Interested companies may, within 90 days of the publication of this notice, submit a competing application in accordance with the procedure summarised in the ‘Notice regarding the granting of mining rights for hydrocarbons in France’ published in Official Journal of the European Communities C 374 of 30 December 1994, page 11, and established by Decree No 2006-648 of 2 June 2006 (as amended) concerning mining rights and underground storage rights (Official Journal of the French Republic, 3 June 2006).
Competing applications must be sent to the Ministry of Ecology, Sustainable Development and Energy at the address given below. Decisions on the initial application and any competing applications will be taken within two years of the date on which the French authorities received the initial application, i.e. by 25 November 2015.
Conditions and requirements regarding performance of the activity and cessation thereof
Applicants are referred to Article 79 and Article 79.1 of the French Mining Code and to Decree No 2006-649 of 2 June 2006 (as amended) on mining and underground storage operations and the regulations governing mining and underground storage (Official Journal of the French Republic, 3 June 2006).

On the basis of this description of the boundaries, the surface area amounts to 737,50 km2.
In accordance with the abovementioned Directive, Article 4 of Legislative Decree No 625 of 25 November 1996, the Ministerial Decree of 4 March 2011 and the Directorial Decree of 22 March 2011, the Ministry of Economic Development must publish a notice to enable other interested persons to submit applications for hydrocarbon prospecting licences for the same area described above.
The competent authority for granting the relevant licence is Division VI of the Directorate-General for Mineral and Energy Resources of the Department of Energy at the Ministry of Economic Development.
The rules for granting the mineralogical licence are laid down in the following provisions:

Call for expression of interest in participating in the Management and Implementation levels of the SESAR Deployment governance

The European Commission, Directorate General for Mobility and Transport, is launching a call for expression of interest to identify operational stakeholders from the ATM sector that are potentially interested in participating in the Management level (the Deployment Manager) and Implementation level of the SESAR deployment governance, in accordance with the Commission Implementing Regulation (EU) No 409/2013 of 3 May 2013 on the definition of common projects, the establishment of governance and the identification of incentives supporting the implementation of the European Air Traffic Management Master Plan.

On 17 February 2014, the Commission received a notification of a proposed concentration pursuant to Article 4 of Council Regulation (EC) No 139/2004 (1) by which Société Générale SA (‘Société Générale’, France), acquires within the meaning of Article 3(1)(b) of the Merger Regulation control of the whole of Newedge Group SA (‘Newedge’, France) by way of purchase of shares. |

On preliminary examination, the Commission finds that the notified transaction could fall within the scope of the Merger Regulation. However, the final decision on this point is reserved. Pursuant to the Commission Notice on a simplified procedure for treatment of certain concentrations under Council Regulation (EC) No 139/2004 (2), it should be noted that this case is a candidate for treatment under the procedure set out in the Notice. |

The Commission invites interested third parties to submit their possible observations on the proposed operation to the Commission. Observations must reach the Commission not later than 10 days following the date of this publication.
