Notice regarding the adaptation in line with inflation of certain amounts laid down in the Reinsurance Directive

2013/C 208/06

In accordance with Article 41 of Directive 2005/68/EC (1) on reinsurance and amending Council Directives 73/239/EEC, 92/49/EEC as well as Directives 98/78/EC and 2002/83/EC, the amounts laid down in euros in Article 40(2) were reviewed in 2013 in order to take account of changes in the European index of consumer prices comprising all Member States, as published by Eurostat. As a result of the review, the amount laid down in euros as EUR 3 400 000 is increased to EUR 3 600 000 and the amount laid down in euros as EUR 1 200 000 does not change. The Commission Services have informed the European Parliament and the Council of the review and the adapted amount.

I.

By decision of the Ostrava regional court of 25 June 2013, reference number KSOS 14 INS 23976/2012-A68, under Czech law, namely Act No 182/2006 on insolvency and procedures for handling it (the Insolvency Act), as amended, the debtor UNIBON – spořitelní a úvěrní družstvo „v likvidaci“ (savings and credit cooperative ‘in liquidation’), having its registered address at Velká 2984/23, 702 00 Ostrava – Moravská Ostrava, Czech Republic, ID No 25053892, was declared insolvent and an insolvency order issued against its assets.

At the same time, by decision of the Ostrava regional court of 25 June 2013, reference number KSOS 14 INS 23976/2012-A68, Kateřina Martínková, having her registered address at Sokolská tř. 22, 702 00 Ostrava – Moravská Ostrava, Czech Republic, was appointed as liquidator for the debtor UNIBON – spořitelní a úvěrní družstvo „v likvidaci“.

The liquidator for the debtor UNIBON – spořitelní a úvěrní družstvo „v likvidaci“ hereby informs creditors that claims shown in the debtor’s accounts shall be deemed to have been lodged. Creditors shall be notified individually of this fact within 60 days of the insolvency declaration. The deadline for this shall be 24 August 2013.

A creditor who disagrees with the amount or nature of his claim as set out in the notification by the liquidator pursuant to the preceding paragraph may lodge an objection in writing with the liquidator within four months of the date of the insolvency declaration. The deadline for this shall be 25 October 2013. A creditor with his or her registered address, office, domicile or usual place of residence in a Member State of the European Union or of the European Economic Area may lodge an objection in the official language of that State. Creditors will also be informed accordingly within 60 days of the insolvency declaration, i.e. by 24 August 2013, in a notification pursuant to the preceding paragraph.

Open call for proposals — GP/RPA/ReferNet-FPA/002/13

ReferNet — Cedefop’s European Network for Vocational Education and Training (VET)

1.   Objectives and description

With the objective of establishing a European network for VET — ReferNet, this call aims at selecting one applicant from Croatia and Denmark, respectively (see point 3 below, ‘Eligibility criteria’), with which Cedefop will conclude a two-year framework partnership agreement, and at concluding with each successful applicant a specific grant agreement for a 12-month work plan to be carried out in 2014.

Founded in 1975 and based in Greece since 1995, the European Centre for the Development of Vocational Training (Cedefop) is an agency of the European Union (EU). Acknowledged as an authoritative source of information and expertise on VET, skills and competences, its mission is to support European vocational education and training (VET) policy development and contribute to its implementation.

ReferNet is Cedefop’s European network for VET. The mission devoted to ReferNet is to support Cedefop by reporting on national VET systems and policy developments and by raising the visibility of VET and Cedefop’s products. It comprises 28 members known as ReferNet national partners from EU Member States, Iceland and Norway. ReferNet national partners are key institutions involved in VET in the country they represent.

Framework partnership agreements are implemented through specific grant agreements. Therefore, applicants shall not only submit a proposal for the two-year framework partnership (which, if successful, will lead to the signature of a framework partnership agreement for the years 2014 to 2015) but also the grant application for the 2014 action (which may lead to the signature of a specific grant agreement for 12 months in the year 2014). The applicant must demonstrate its capacity to carry out all the activities foreseen over the two-year period and ensure adequate co-financing of the implementation of the work plan.

2.   Budget and project duration

The estimated budget available for the four-year duration of the framework partnership agreements amounts to EUR 4 000 000, depending on the annual decisions of the budgetary authority.

The total available budget for the 2014 annual work plan (project duration: 12 months) is EUR 980 000 for the 28 Member States, Iceland and Norway.

The grant varies according to the country population and is awarded for carrying out an annual work plan. The total available budget for the 2014 work plan will be distributed on the basis of three country groups based on country population:

Country group 1: Croatia, Cyprus, Estonia, Latvia, Lithuania, Luxembourg, Malta, Slovenia and Iceland. Maximum grant amount: EUR 23 615.

Country group 2: Austria, Belgium, Bulgaria, Czech Republic, Denmark, Finland, Greece, Hungary, Ireland, the Netherlands, Portugal, Romania, Slovak Republic, Sweden and Norway. Maximum grant amount: EUR 33 625.

Country group 3: France, Germany, Italy, Poland, Spain, United Kingdom. Maximum grant amount: EUR 43 620.

The Union grant is a financial contribution to the beneficiary’s (and/or co-beneficiaries’) costs which must be supplemented by own financial contribution and/or local, regional, national and/or private contributions. The total Union contribution shall not exceed 70 % of the eligible costs.

Cedefop reserves the right not to award the total budget available.

3.   Eligibility criteria

To be eligible, applicants should meet the following requirements:

(a)

be a public or a private organisation, with a legal status and legal personality (natural persons, i.e. individuals, are not eligible);

(b)

be established in one of the following countries:

Croatia, Denmark.

4.   Deadline

Applications for the framework partnership agreement AND the 2014 work plan must be submitted at the latest on 24 September 2013.

On 16 July 2013, the Commission received a notification of a proposed concentration pursuant to Article 4 of Council Regulation (EC) No 139/2004 (1) by which the undertaking Chase Bidco Limited (‘Chase Bidco’, United Kingdom), an acquisition vehicle owned and controlled by funds managed by The Carlyle Group (‘Carlyle’, USA) acquires within the meaning of Article 3(1)(b) of the Merger Regulation control of the Chesapeake Paperboard Business (‘Chesapeake Paperboard Business’ Luxembourg), a business division of Chesapeake, by way of purchase of shares.

The business activities of the undertakings concerned are:

for Carlyle: global alternative asset management,

for the Chesapeake Paperboard Business: manufacture and sale of paper-based packaging solutions.

On preliminary examination, the Commission finds that the notified transaction could fall within the scope of the EC Merger Regulation. However, the final decision on this point is reserved. Pursuant to the Commission Notice on a simplified procedure for treatment of certain concentrations under the EC Merger Regulation (2) it should be noted that this case is a candidate for treatment under the procedure set out in the Notice.

The Commission invites interested third parties to submit their possible observations on the proposed operation to the Commission.
