We are:
The mission of the Directorate-General for Agriculture and Rural Development is to promote the sustainable development of Europe's agriculture and to ensure the well-being of its rural areas, and thereby contribute to the achievement of the goals of the common agricultural policy (CAP).
Within the Directorate-General for Agriculture and Rural Development, Directorate D — ‘Direct support, management of market measures, promotion’ aims at promoting a robust, competitive and sustainable agricultural sector throughout the EU, as well as at supporting its remote overseas regions and smaller islands. With its horizontal responsibilities, it plays a key role in the Directorate-General for Agriculture and Rural Development and in the continued process of reform of the CAP.
More specifically, the Directorate is responsible for:

ensuring the proper functioning of the direct support system, with a view to promote a more competitive EU agriculture in an economically and socially favourable environment, |
|
— |
encouraging at the same time the development of a sustainable agricultural sector through the link between direct support and the respect of environmental, food safety, animal welfare and health standards, in line with society's expectations (cross-compliance, sanitary/food and feed legislation), |
|
— |
ensuring the good management of market intervention measures, thereby contributing to the good functioning of the internal market for agricultural products, |
|
— |
ensuring the coherence of market measures and trade mechanisms, thereby facilitating trade and enhancing the transparency of the internal market for agricultural products, |
|
— |
promoting EU agricultural products on the internal market and in third countries, |
|
— |
supporting the EU remote overseas regions and smaller islands, facing specific constraints, so as to promote a fair standard of living for their agricultural Community. |
We propose:
We propose a challenging task for a Director who will be responsible for providing overall strategic orientation and management of Directorate AGRI D, with specific responsibilities for direct payments to farmers, development of a sustainable agricultural sector, support to EU remote overseas regions and smaller islands, and promotion of EU agricultural products, within the framework set by the Directorate-General's mission statement and annual work programme.
Directorate D is responsible for managing, mostly under shared management with Member States, around 2/3 of the total CAP expenditure.
The Director will report to the Deputy Director-General responsible for the Directorates ‘Economics of agricultural markets and single CMO’, ‘Direct support, management of market measures, promotion’, as well as ‘Economic analysis, perspectives and evaluations’. The Directorate counts 4 units with a total of about 85 members of staff.

Candidates should have:

a good knowledge of the common agricultural policy and a good understanding of the institutional framework in which this policy is shaped and implemented, |
|
— |
proven management experience and leadership skills, being able to lead, motivate and develop large teams to the best of their potential, |
|
— |
excellent capacity to identify, set and implement priorities and strategies as well as to plan and monitor the activities of the Directorate in order to achieve its objectives, |
|
— |
very good analytical skills, ability to solve organisational and operational problems, demonstrated sound judgement and good capability for decision-making, |
|
— |
good interpersonal and networking skills, including the ability to apply his/her experience and skills in high level contacts within the European Commission, with other European Union institutions and Member States, |
|
— |
strong communication and negotiation skills are essential, |
|
— |
knowledge of the European Union financial procedures and the financial regulation would be an advantage. |
Applicants must (eligibility criteria):
|
1. |
be a citizen of one of the Member States of the European Union; |
|
2. |
have:
|
|
3. |
have at least 15 years' postgraduate professional experience at a level to which the qualifications referred to above give admission. At least five years of that professional experience must have been gained in a management function at high level (1) and should be in direct relation to a field relevant for this position; |
|
4. |
have a thorough knowledge of one of the official languages of the European Union as defined in Article 1 of Regulation No 1/1958 and an adequate knowledge of another of these official languages; |
|
5. |
not yet have reached regular retirement age, which for officials of the European Union is defined as being the end of the month in which the person reaches the age of 65 years (see Article 52(a) of the Staff Regulations). |
Selection and appointment:
The successful candidate will be selected and appointed by the Commission according to its selection and recruitment procedures (see also the Compilation Document on Senior Officials Policy (2)). As part of this selection procedure, candidates who have been called for an interview with the Commission's Consultative Committee on Appointments will have to go through, beforehand, an assessment centre run by external recruitment consultants.
The successful candidate will be recruited as an official at grade AD 14; salaries and conditions of employment are those laid down in the Staff Regulations for officials of the European Union. Under the Staff Regulations, all new staff have to complete successfully a nine month probationary period.

Both the CV and letter should be written in English, French or German.
On completion of your application, you will receive a registration number; please keep this number, since it will be used for further contacts during the selection procedure. When you receive this number, the application process is finished — it is the confirmation that you have registered your data correctly.
If you do not receive a registration number, your application has not been registered!
