concerning a post of

SECRETARY-GENERAL (M/F)

in the Secretariat of the European Economic and Social Committee

1.   Vacancy

Special career bracket — grade AD 16, third step

The European Economic and Social Committee has decided to open the procedure for filling the post of Secretary-General. He/she will be recruited as a temporary agent in a special career bracket corresponding to grade AD 16, third step, for a five-year term.

2.   Duties

The Secretary-General (M/F) manages the Secretariat of the European Economic and Social Committee (EESC) at the highest level. These duties are performed under the authority of the bureau of the EESC, and entail in particular:

ensuring that decisions taken by the EESC assembly and its bodies, in particular the bureau or president under the terms of the EESC Rules of Procedure, are prepared and implemented correctly,

submitting to the bureau the establishment plan for the Secretariat that enables the bureau to ensure that the EESC and its internal bodies operate smoothly and help the members to carry out their duties, particularly when organising meetings and drawing up opinions,

leading and supervising the various directorates and other administrative entities which make up the Secretariat, particularly as regards administrative or organisational problems and staff-related issues,

ensuring smooth interinstitutional relations with other institutions and bodies of the European Union and, in particular, supervising the work of the services shared jointly with the Committee of the Regions under the interinstitutional cooperation agreement concluded between the two committees,

exercising the powers granted by the Staff Regulations of the European Union to the appointing authority in accordance with Article 72 of the EESC Rules of Procedure,

using the powers delegated to him/her by the EESC president to carry out operations connected with the implementation of the EESC budget, in accordance with the provisions of the Financial Regulation, the Staff Regulations and the EESC Rules of Procedure.

3.   General conditions (eligibility criteria)

Candidates must:

Be a national of one of the Member States of the European Union and enjoy their full rights as a citizen,

be free of all obligations regarding military service,

meet the conditions of physical capacity required for the performance of their duties,

provide the appropriate character references required to perform their duties,

have a level of education which corresponds to completed university studies attested by a diploma when the normal period of university education is four years or more, or

have a level of education which corresponds to completed university studies attested by a diploma and appropriate professional experience of at least one year when the normal period of university education is at least three years (this one year's professional experience cannot be included in the postgraduate professional experience required below),

have at least 15 years' full time equivalent postgraduate level professional experience acquired after having obtained the university degree,

have a significant number of years of professional experience in increasingly responsible management positions.

4.   Qualifications and skills (selection criteria)

Candidates should have:

Knowledge, experience and contacts with civil society organisations,

thorough knowledge of the EESC working environment and functioning, and of the policies of the European Union and of the administrative and budgetary procedures of the European institutions,

in the interest of the service, thorough knowledge of two official languages of the European Union and good knowledge of another language of the European Union is required; for operational reasons, knowledge of either English or French is necessary. (Candidates are informed that the language options in this vacancy notice have been defined in the interests of the service, which require the new Secretary-General to be immediately operational and capable of communicating effectively in his/her daily work. Otherwise the efficient functioning of the institution could be severely impaired. It has long been the practice to use mainly English and French for internal communication in the EESC and these are also the languages most often needed when communicating with the outside world and dealing with cases),

excellent capacity for negotiation, coordination and communication,

ability to represent the EESC vis-à-vis their counterparts with the EU institutions and public authorities,

capacity to identify problems, risks and opportunities inherent to the management of a multinational Secretariat in a changing interinstitutional context,

capacity to provide and implement strategy on the big operational, legal, administrative and financial questions including management of buildings,

proven ability to lead and motivate staff, to establish and implement strategy, and to define and report on the objectives and results to be achieved,

ability to anticipate changes and to keep consolidating his/her managerial skills,

capacity to honour his/her commitments, with a view to providing high quality services to the stakeholders,

guaranteed integrity and respect for ethical rules.

5.   Conditions of employment/applications

The contract offered will be for a period of five years, subject to the statutory age limit.

Any European Union citizens who meet the requirements set out above on the closing date for application may apply for this post. For the sake of independence, he/she shall have been released from all previously held posts by no later than the date on which he/she starts to work in the post. If the person is an official or other servant of the European Union, he/she will be either bound to resign from his/her current post, or to obtain leave on personal grounds.

These supporting documents should be sent in the form of certified photocopies; no documents will be returned to candidates.

Candidates who have not lodged their application and supporting documents by the closing date will be eliminated automatically.

7.   Observations

The EESC applies a policy of equal opportunity ruling out any discrimination based on such aspects as gender, disability, race, political or religious views or sexual orientation.

The post will be filled subject to budgetary availability.

In accordance with Article 7(3) of Regulation (EC) No 45/2001 of the European Parliament and of the Council of 18 December 2000 on the protection of individuals with regard to the processing of personal data by the Community institutions and bodies and on the free movement of such data (1), the recipient shall process the personal data only for the purposes for which they were transmitted.
