Communication from the Commission concerning the quantity not applied for to be added to the quantity fixed for the subperiod 1 October 2013 to 31 December 2013 under certain quotas opened by the Community for products in the poultrymeat sector
2013/C 165/01
Commission Regulation (EC) No 616/2007 (1) opened tariff quotas for imports of products in the poultrymeat sector. The import licence applications lodged during the first seven days of April 2013 for the subperiod 1 July to 30 September 2013 do not, for quotas 09.4212, 09.4217 and 09.4218, cover the quantities available. Pursuant to the second sentence of Article 7(4) of Commission Regulation (EC) No 1301/2006 (2), the quantities that were not applied for are to be added to the quantity fixed for the following quota subperiod, from 1 October to 31 December 2013. They are set out in the Annex to this notice.

(1) Directive 98/34/EC of 22 June 1998 (OJ L 204, 21.7.1998) codifies Directive 83/189/EEC, as amended principally by Directives 88/182/EEC and 94/10/EC. Directive 98/34/EC was amended by Directive 98/48/EC of 20 July 1998 (OJ L 217, 5.8.1998, p. 1), which extended its scope to information society services.
(2) Article 8.2 of the Directive.
(3) Article 9.2 of the Directive (‘detailed opinion … according to which the measure envisaged presents aspects which could potentially create barriers to the free circulation of goods or services or the freedom of establishment of service operators within the internal market’).
(4) Under the Agreement on the European Economic Area, EFTA countries which are contracting parties to this Agreement shall apply Directive 98/34/EC, adapted as necessary in accordance with Annex II, Chapter XIX, point 1, and may thus issue observations concerning drafts notified by European Union Member States. Switzerland may also issue such observations, on the basis of an informal agreement on the exchange of information in the field of technical regulations.
(5) The Directive 98/34/EC procedure was extended to Turkey under the Association Agreement concluded with that country (the Association Agreement between the European Economic Community and Turkey (OJ 217, 29.12.1964, p. 3687) and Decisions No 1/95 and 2/97 of the EC-Turkey Association Council).
(6) Article 9.3 of the Directive requires Member States to postpone adoption of the notified draft (with the exception of draft regulations relating to services) for 12 months from its reception by the Commission if the latter announces its intention to propose or adopt a directive, regulation or decision on this subject.
(7) Article 9.4 of the Directive requires Member States to postpone adoption of the notified draft for 12 months from its reception by the Commission if the latter announces its finding that the draft concerns a matter which is covered by a proposal for a directive, regulation or decision presented to the Council.
(8) The Agreement on the European Economic Area (see note 4) lays down the obligation for EFTA countries party to this Agreement to notify draft technical regulations to the Commission.
(9) On the basis of the informal agreement on the exchange of information in the field of technical regulations (see note 4), Switzerland also submits its draft technical regulations to the Commission.
(10) The only type of reaction provided for under the Agreement on the European Economic Area (see notes 4 and 7) is the possibility that the EU issue observations (Article 8.2 of Directive 98/34/EC as included in Annex II, Chapter XIX, point 1 of this Agreement). The same type of reaction may be issued in respect of Swiss notifications on the basis of the informal agreement between the EU and Switzerland (see notes 4 and 8).

New national side of euro coins intended for circulation
2013/C 165/08
National side of the new commemorative 2-euro coin intended for circulation and issued by France
Euro coins intended for circulation have legal tender status throughout the euro area. For the purpose of informing the public and all parties who handle the coins, the Commission publishes a description of the designs of all new coins (1). In accordance with the Council conclusions of 10 February 2009 (2), euro-area Member States and countries that have concluded a monetary agreement with the Community providing for the issuing of euro coins are allowed to issue commemorative euro coins intended for circulation, provided that certain conditions are met, particularly that only the 2-euro denomination is used. These coins have the same technical characteristics as other 2-euro coins, but their national face features a commemorative design that is highly symbolic in national or European terms.
Issuing country: France
Subject of commemoration: the 150th anniversary of the birth of Pierre de Coubertin, initiator of the revival of the Olympic Games, founder and first president of the International Olympic Committee.
Description of the design: The inner part of the coin depicts the face of Pierre de Coubertin still young. Stylised Olympic rings form the background. They provide the framework for silhouettes symbolising the Olympic sports. At the left, the indication of the issuing country ‘RF’ and the year ‘2013’. At the top, the inscription ‘PIERRE DE COUBERTIN’ in semi-circle.
The coin’s outer ring depicts the 12 stars of the European flag.

OPEN CALL
European Cooperation in Science and Technology (COST)
2013/C 165/09
COST brings together researchers and experts in different countries working on specific topics. COST does NOT fund research itself, but supports networking activities such as meetings, conferences, short-term scientific exchanges and outreach activities. Currently around 250 scientific networks (actions) are supported.
COST invites proposals for actions contributing to the scientific, technological, economic, cultural or societal development of Europe. Proposals playing a precursor role for other European programmes and/or initiated by early-stage researchers are especially welcome.
Developing stronger links amongst European researchers is crucial to building the European Research Area (ERA). COST stimulates new, innovative, interdisciplinary and broad research networks in Europe. COST activities are carried out by research teams to strengthen the foundations for building scientific excellence in Europe.
COST is organised in nine broad domains (biomedicine and molecular biosciences; chemistry and molecular sciences and technologies; Earth system science and environmental management; food and agriculture; forests, their products and services; individuals, societies, cultures and health; information and communication technologies; materials, physics and nanosciences; transport and urban development). The intended coverage of each domain is explained at http://www.cost.eu
Proposers are invited to locate their topic within one domain. However, inter-disciplinary proposals not fitting readily into a single domain should be submitted as trans-domain proposals (TDP) and will be evaluated separately.
Proposals should include researchers from a minimum of five COST countries. Financial support for an action of 19 participating countries is in the range of EUR 130 000 p.a., normally for four years, subject to available budget.
Proposals will be evaluated in two stages (except for the TDP — see below). Preliminary proposals (maximum 1 500 words/3 pages), submitted using the on-line template at http://www.cost.eu/opencall should provide a brief overview of the proposal and its intended impact. Proposals not conforming to the eligibility criteria of COST (e.g. requesting research funding) will be excluded. Eligible proposals will be evaluated by the relevant Domain Committees in accordance with the published criteria at http://www.cost.eu. Proposers of selected preliminary proposals will be invited to submit a full proposal. Full proposals will be peer reviewed according to the evaluation criteria at http://www.cost.eu/opencall. The decision will normally be taken within six months of the collection date and the actions should expect to start within three months thereafter.
The collection date for preliminary proposals is 27 September 2013, 17.00 Brussels time. Around 20 % will be invited to submit a full proposal for final selection of approximately 40 new actions, subject to available budget. Full proposals will be invited by 22 November 2013 for submission by 24 January 2014.
Proposals submitted under TDP follow a specific pilot evaluation procedure, requiring submission of one single proposal, and must be registered by 27 September 2013, 17.00 Brussels time. The collection date for TDP is 8 November 2013, 17.00 Brussels time. This proposal will be remotely evaluated in two steps, followed by TDP hearings and supervised by a TDP Panel. Additional details can be found at http://www.cost.eu/domain_actions/TDP. Decisions on action approval are expected in May 2014.
The next collection date is envisaged for 8 March 2014, including the specific collection of TDP according to the pilot procedure.

COST receives financial support for its coordinating activities from the EU RTD framework programme. On 3 June 2013, the Commission received a notification of a proposed concentration pursuant to Article 4 of Council Regulation (EC) No 139/2004 (1) by which Baxter International Inc. (‘Baxter’, USA) acquires within the meaning of Article 3(1)(b) of the Merger Regulation control of the whole of Gambro AB (‘Gambro’, Sweden) by way of purchase of shares. |
