1.   Vacancy

The Committee of the Regions (CoR) has decided to commence the procedure for recruiting a director (grade AD 14) in accordance with Article 29(2) of the European Union Staff Regulations. The vacancy is also being published in accordance with Article 29(1) of the Staff Regulations (publication for European Union officials only).

The appointing authority will first consider applications submitted under Article 29(1)(a) of the Staff Regulations (transfer, appointment or promotion), then applications submitted under Article 29(1)(b) (interinstitutional transfer) and finally applications submitted under Article 29(2).

The post is that of director of the Directorate for Services to Members and Registry.

Under Rule 69 of the Committee of the Regions' Rules of Procedure, the appointing authority for this post is the CoR Bureau, acting on a proposal from the Secretary-General.

2.   Duties

Under the direct authority of the Secretary-General, the director manages the Directorate for Services to Members and Registry. His/her tasks shall include the following:

organising, coordinating and supervising the work of the different units and departments in the Directorate: legal service, internal services unit, unit for the registry/services to members/national delegations/coordination with joint services/archives/library,

coordinating and supervising the preparation of and follow-up to plenary session meetings and the Bureau,

examining legal issues within the Committee of the Regions,

providing support services to members within the framework of the Directorate's terms of reference,

ensuring internal communication within the Directorate and with the other directorates and departments of the General Secretariat, especially inter-departmental consultation,

ensuring sound management of the Directorate's financial and human resources.

3.   Eligibility and selection criteria

3.1   General requirements, qualifications and professional experience required (eligibility criteria)

Candidates must:

be a national of one of the Member States of the European Union,

enjoy full rights as a citizen,

have fulfilled any statutory obligations concerning military service,

be below retirement age, which, for officials of the European Union, is set at the end of the month in which the official reaches the age of 65,

have completed at least 4 years of university studies or equivalent, attested by a diploma. Where the normal period of university education is 3 years, the diploma must be supplemented by 1 year's post-graduation professional experience at AD level; this year shall be deducted from the professional experience required below,

have post-graduation professional experience of at least 15 years at a level corresponding to the abovementioned qualifications, at least five of which should have been acquired in a management position.

3.2   Knowledge and skills required (selection criteria)

3.2.1   Knowledge

Thorough knowledge of the structure and operation of the European Union and its institutions, as well as of the various spheres of activity of the European Union and the Committee of the Regions,

good knowledge of the EU's legal system; legal training would be an asset,

very good knowledge of the structures of sub-national governance (local and regional level) and the political issues relating to these structures,

very good knowledge of the EU institutions' decision-making and administrative procedures,

thorough knowledge of one of the official languages of the European Union and very good knowledge of another of these languages. Knowledge of other official languages will be taken into consideration. For operational reasons, a thorough knowledge of French and/or English is required.

3.2.2   Skills

Excellent ability to manage and motivate a team, as well as to supervise the work of several departments,

excellent ability to plan activities,

sound communication and public relations skills,

sound negotiating skills,

ability to carry out the task of authorising officer by subdelegation.

The Committee of the Regions encourages internal mobility; accordingly, the ability to carry out other senior management responsibilities, such as in the areas of consultative work, communications, public relations, the organisation of major events and the management of budgetary and human resources, is also desirable.

The procedure will involve a number of different stages:

An initial selection will be made by an administrative panel and will be based on candidates' eligibility (eligibility criteria) and on the quality of the applications received (selection criteria). The eligible candidates with the best profile for the post will be invited to an interview with the Secretary-General, at which one or more directors or their representatives will also be present.

Following this interview, a maximum of five candidates selected from among all the eligible candidates applying for the position of director of the Directorate for Services to Members and Registry will be invited to undergo an evaluation at an assessment centre in order to assess their managerial skills.

The selected candidates will then be assessed by a political panel comprising the Secretary-General and members of the Committee of the Regions.

Finally, the Secretary-General will submit a proposal for the post of director to the Committee of the Regions' Bureau.

The selected candidate must undertake to comply with the rules of ethics. Candidates' attention is drawn to the restrictions imposed by the Staff Regulations of Officials of the European Union concerning outside activities, elected office and conflicts of interest (Articles 11, 11a, 12b, 13 and 15 of the Staff Regulations).

In accordance with Article 34 of the Staff Regulations, the selected candidate will be required to serve a 9-month probationary period, unless he or she is already an established official of the European Union.

The post will be filled as and when budgetary resources permit.

The Committee of the Regions will ensure that candidates' personal data are handled in full compliance with the provisions of Regulation (EC) No 45/2001 of the European Parliament and of the Council of 18 December 2000 on the protection of individuals with regard to the processing of personal data by the Community institutions and bodies and on the free movement of such data (1).

The Committee of the Regions (CoR) is the political assembly that enables local and regional authorities to make their voices heard when EU policies and legislation are being drawn up. It is a consultative body set up in 1994. Its consultative role enables its 344 members and, through them, the local and regional authorities that they represent, to take part in the EU decision-making process.

organising, planning and coordinating the activity of the secretariats of the specialist commissions that make up the Directorate and prepare the basic work relating to the consultative process,

drafting and implementing annual and multiannual strategies for developing the work of the commissions in the light of the work programmes of the other institutions, particularly those that consult the Committee of the Regions,

improving the systematic follow-up of opinions adopted by the Committee of the Regions,

coordinating the participation of associations of local and regional authorities in the consultative process and as part of structured dialogue,

maintaining relations and synergies with the other EU institutions, particularly the European Parliament, and with EU bodies, in keeping with the Committee's consultative role and within the framework of the Directorate's terms of reference,

maintaining optimum lines of communication with the Committee's members, within the framework of the Directorate's terms of reference, and in line with their membership of the various commissions and the specific responsibilities of the chairs of the commissions, political groups and national delegations,

contributing, within the framework of the Directorate's terms of reference, to the preparation and implementation of the work of all the Committee's internal bodies: presidency, plenary assembly, Bureau and commissions,

ensuring the quality of the work carried out within the Directorate,

ensuring internal communication within the Directorate and with the other directorates and departments of the General Secretariat, especially inter-departmental consultation,

ensuring sound management of the Directorate's financial and human resources.
