COMMISSION OPINION

of 21 December 2010

relating to the plan for the disposal of radioactive waste arising from the Buffer Store for very low-level radioactive waste, located on the Ignalina Nuclear Power Plant site in Lithuania, in accordance with Article 37 of the Euratom Treaty

On 8 June 2010, the European Commission received from the Lithuanian Government, in accordance with Article 37 of the Euratom Treaty, General Data relating to the plan for the disposal of radioactive waste arising from the Buffer Store for very low-level radioactive waste, located on the Ignalina Nuclear Power Plant site.

On the basis of these data and additional information requested by the Commission on 9 July 2010 and provided by the Lithuanian authorities on 16 August 2010, and following consultation with the Group of Experts, the Commission has drawn up the following opinion:

1.

The distance between the installation and the nearest point of another Member State, in this case Latvia, is 8 km. The next nearest Member State is Poland at some 250 km. Belarus, as neighbouring country, is at a distance of 5 km.

2.

Under normal operational conditions, the discharges of liquid and gaseous effluents are not liable to affect the health of the population of another Member State or neighbouring countries.

3.

Secondary solid radioactive waste will be temporarily stored in the installation before being transferred to the appropriate onsite waste treatment facility.

Non-radioactive solid waste or residual materials that are released from regulatory control will be released for disposal as conventional waste or for reuse or recycling, in compliance with the criteria laid down in the Basic Safety Standards (Directive 96/29/Euratom).

In the event of unplanned releases of radioactive effluents, that may follow an accident of the type and magnitude considered in the General Data, the doses received in another Member State or neighbouring countries will not be liable to affect the health of the population.

In conclusion, the Commission is of the opinion that the implementation of the plan for the disposal of radioactive waste in whatever form arising from the Buffer Store for very low-level radioactive waste located on the site of the Ignalina Nuclear Power Plant in Lithuania, both in normal operation and in the event of an accident of the type and magnitude considered in the General Data, is not liable to result in the radioactive contamination of the water, soil or airspace of another Member State.

New national side of euro coins intended for circulation

National side of the new commemorative 2-euro coin intended for circulation and issued by Luxembourg

Euro coins intended for circulation have legal tender status throughout the euro area. For the purpose of informing the public and all parties who handle the coins, the Commission publishes a description of the designs of all new coins (1). In accordance with the Council conclusions of 10 February 2009 (2), euro-area Member States and countries that have concluded a monetary agreement with the Community providing for the issuing of euro coins are allowed to issue commemorative euro coins intended for circulation, provided that certain conditions are met, particularly that only the 2-euro denomination is used. These coins have the same technical characteristics as other 2-euro coins, but their national face features a commemorative design that is highly symbolic in national or European terms.

Issuing country: Luxembourg

Subject of commemoration: The 50th anniversary of the appointment by the Grand-Duchess Charlotte of her son Jean as ‘lieutenant-représentant’

Description of the design: The coin depicts on the right hand of its inner part the effigy of His Royal Highness, the Grand-Duke Henri, looking to the left, and superimposed on the effigies of the Grand-Duke Jean and the Grand-Duchess Charlotte. The text ‘LËTZEBUERG’ is depicted above the three effigies. The year-date ‘2011’, flanked by the mintmark and the Mintmaster mark, appears above. The name of the Royal Highness is depicted below the respective effigy.

The coin’s outer ring depicts the 12 stars of the European flag.

Volume of issuance: 1,4 million coins

Having regard to the Treaty on the Functioning of the European Union,

Whereas:

It is appropriate that the work of the expert group denominated Member States’ Expert Group on Digitisation and Digital Preservation should continue unhindered until the end of 2013 under the same rules established by that Decision.

(2)

Decision 2007/320/EC should therefore be amended accordingly,

HAS DECIDED AS FOLLOWS:

In Article 7 ‘Applicability’ of Decision 2007/320/EC, the year ‘2010’ is replaced by ‘2013’

List of credit rating agencies registered in accordance with Regulation (EC) No 1060/2009 of the European Parliament and of the Council on credit rating agencies (CRA Regulation)

According to Regulation (EC) No 1060/2009 of 16 September 2009 on credit rating agencies (CRA Regulation), credit rating agencies are legal persons whose occupation includes the issuing of credit ratings on a professional basis. Credit rating agencies established in the Union have to apply for registration pursuant to Article 14(1) in conjunction with Article 2(1) of the CRA Regulation. Registration is granted by the competent authorities of the home Member State if all the requirements set out in the CRA Regulation are fulfilled. The registration is effective for the entire territory of the Union. According to Article 18(3) of the CRA Regulation the Commission shall publish in the Official Journal of the European Union and on its website a list of credit rating agencies that have been registered. That list is updated within 30 days after the competent authority of the home Member State have notified the Commission of the registration.

A registration according to the CRA Regulation does not automatically include the recognition as External Credit Assessment Institution (ECAI) according to Part 2 of Annex IV to Directive 2006/48/EC.
