The sitting opened at 15.05.

2.   Statements by the President

The President made statements on the Irish referendum of 2 October 2009, welcoming the result, on the situation following the natural disaster in Sicily, and on the occasion of the third anniversary of the murder of Anna Politkovskaya.

Several Members held up banners bearing pictures of Anna Politkovskaya, and the President associated himself with this tribute.

The following spoke: William (The Earl of) Dartmouth.

3.   Approval of the Minutes of the previous sitting

The Minutes of the previous sitting were approved.

4.   Transfers of appropriations

The Committee on Budgets had considered the Commission's proposal for transfer of appropriations DEC 26/2009 (N7-0009/2009 — C7-0117/2009 — 2009/2081(GBD)).

Having noted the Council's opinion, it had authorised the transfer in its entirety under Article 24(3) of the Financial Regulation applicable to the general budget of the European Communities.

Pursuant to Rule 216(4) of the Rules of Procedure, this corrigendum would be deemed approved unless, not later than 48 hours after its announcement, a request was made by a political group or at least 40 Members that it be put to the vote.

The corrigendum was available on the Séance en direct site.
