Objective of aid: Technical support (Article 15 of Regulation (EC) No 1857/2006). A compulsory component of the Animal Welfare Recording and Breeding Scheme (AWRBS)(as approved under State aid rules, State aid 140/07) is that every applicant of the scheme undertakes this comprehensive training course dealing with animal health, welfare and breeding and the recording of the required information. While the AWRBS only runs until 2012 the applicant must complete the course within two years of joining the scheme and therefore provision is being made for some training to be undertaken in 2013 after the AWRBS is completed, although this is unlikely to happen.

Maximum aid intensity:

Objective of aid: The specific objectives of the aid are the following:

prevention of risks to livelihoods as a result of animal and plant diseases, pest infestations or adverse climatic events which can be assimilated to natural disasters by granting emergency aid to safeguard the viability and liquidity of enterprises active in primary production in agriculture or forestry,

the emergency aid will be granted only if and insofar as the holding's recovery or continued operation cannot be achieved using own funds, based on the income of the person affected.

The following provisions of Regulation (EC) No 1857/2006 will be applied for this purpose:

Article 10: Aid in respect of animal and plant diseases and pest infestations,

Article 11: Aid for losses due to adverse climatic events.

The aid is to be granted only to small and medium-sized enterprises active in the production of agricultural products.

Maximum aid intensity: The aid intensity for capital works will normally be 50 % of eligible costs. Exceptionally, capital grants may be paid up to 100 % of eligible costs where the investment is intended for the conservation of non-productive heritage features provided the investment does not entail any increase in the production capacity of the farm, in line with Article 5 of Regulation (EC) No 1857/2006.

However, the maximum rate of grant will be reduced in line with the rates set out in Article 5 of the Commission Regulation (EC) No 1857/2006 where the investment may result in an increase in the production capacity of the farm.

Technical support will be 100 % in line with Article 15 of Regulation (EC) No 1857/2006.

Date of implementation: The scheme will start on 1 January 2010.

Duration of scheme or individual aid award: The scheme will begin on 1 January 2010 and will close on 31 December 2012. The last payment will be made on 30 September 2012.

Objective of aid: The objective of the scheme is:

to provide support for measures that will conserve and enhance the landscape character and important heritage features of the Trent Vale,

to promote understanding and enjoyment of the landscape, biodiversity and cultural heritage of the Trent Vale.

The aid will be paid in line with Article 5 — Conservation of traditional landscape and buildings and Article 15 — Technical Support.

On 13 November 2009, the Commission received a notification of a proposed concentration pursuant to Article 4 of Council Regulation (EC) No 139/2004 (1) by which Altor Fund III GP Limited (as General Partner of Altor Fund III (No 1) Limited Partnership, Altor Fund III (No 2) Limited Partnership and as investment manager to Altor Fund III (No 3) Limited, Channel Islands) acquires, within the meaning of Article 3(1)(b) of the Council Regulation, by way of purchase of shares, sole control of Pharmacy Company Sweden 1 AB and Pharmacy Company Sweden 8 AB (Sweden).

The business activities of the undertakings concerned are:

Altor Fund III is a private equity investment fund. The Altor funds consist of three private equity funds and their respective portfolios of acquired companies. The three Altor private equity funds (Altor 2003 Fund, Altor Fund II and Altor Fund III) focus on investments in the mid-market segment of the Nordic region and are active in a variety of industries,

—

Pharmacy Company Sweden 1 AB and Pharmacy Company 8 AB are fully owned subsidiaries of the Swedish state-owned limited liability company Apoteket AB, which has had the exclusive right to sell pharmaceuticals on the Swedish market.

On preliminary examination, the Commission finds that the notified transaction could fall within the scope of Regulation (EC) No 139/2004. However, the final decision on this point is reserved. Pursuant to the Commission Notice on a simplified procedure for treatment of certain concentrations under Council Regulation (EC) No 139/2004 (2) it should be noted that this case is a candidate for treatment under the procedure set out in the Notice.

The Commission invites interested third parties to submit their possible observations on the proposed operation to the Commission.

Observations must reach the Commission not later than 10 days following the date of this publication.
