THE COUNCIL OF THE EUROPEAN UNION,

Having regard to Council Regulation (EEC) No 1408/71 of 14 June 1971 on the application of social security schemes to employed persons, to self-employed persons and to members of their families moving within the Community (1), and in particular Article 82 thereof,

COUNCIL DECISION

of 25 February 2009

appointing and replacing members of the Governing Board of the European Centre for the Development of Vocational Training

THE COUNCIL OF THE EUROPEAN UNION,

Having regard to Council Regulation (EEC) No 337/75 of 10 February 1975 establishing the European Centre for the Development of Vocational Training, and in particular Article 4 thereof (1),

Having regard to the nominations submitted by the Government of CYPRUS,

Whereas:

(1)

By its Decision of 18 September 2006 (2), the Council appointed the members of the Governing Board of the European Centre for the Development of Vocational Training for the period from 18 September 2006 to 17 September 2009.

(2)

A member's seat on the Governing Board of the Centre in the category of Government representatives has become vacant as a result of the resignation of Mr Michael PHYSENTZIDES.

(3)

The Cypriot member of the Governing Board of the aforementioned Centre should be appointed for the remainder of the current term of office, which expires on 17 September 2009,

Call for proposals — Preparatory action on an EU rapid response capability

I.1.

The European Commission, Directorate-General for Environment, Civil Protection Unit, is launching a Call for Proposals with the aim of identifying projects on an EU civil protection rapid response capability which might be eligible for financial support. This financial support will take the form of grants.

I.2.

The fields concerned, the nature and content of the actions and the financing conditions are set out in the relevant Grant Application Guide, which also contains detailed instructions on where and when to submit a proposal. The guide, as well as the relevant grant application forms can be downloaded from the Europa website at: http://ec.europa.eu/environment/funding/grants_en.htm

I.3.

Proposals must be sent to the Commission to the address indicated in the Grant Application Guide by 7 August 2009. Proposals must be submitted by post or private courier no later than 7 August 2009 (evidence shall be constituted by the date of dispatch, the postmark or the date of the deposit slip). They may also be delivered by hand to the specific address indicated in the Guide no later than 7 August 2009 at 17.00 (evidence shall be the acknowledgement of receipt dated and signed by the responsible official).

Proposals submitted by fax, electronic mail, incomplete applications, or applications sent in several parts will not be accepted.

I.4.

The procedure for the award of grants is scheduled as follows:

receipt, recording and acknowledgement of receipt by the Commission,

appraisal of the proposals by the Commission,

award decision and notification of the result to the applicants.

Beneficiaries will be selected on the basis of the criteria set out in the guide mentioned in point 1.2 and within the limits of the available budget.

In the event of approval by the Commission, a grant agreement (made out in Euro) will be concluded between the Commission and the party submitting the proposal.

The procedure is strictly confidential.

CALL FOR PROPOSALS — EACEA/12/09

‘Youth in Action’ Programme

Action 4.4 — Projects encouraging creativity and innovation in the youth sector

2009/C 123/08

1.   OBJECTIVES AND DESCRIPTION

This call is launched within the framework of sub-Action 4.4 of the ‘Youth in Action’ Programme. In line with the Decision of the European Parliament and of the Council concerning the European Year of Creativity and Innovation (2009) (1), this call aims at supporting projects encouraging creativity and innovation in the youth sector

This call also takes into account the proposals put forward by the European Commission, the European Parliament, the Council, the European Economic and Social Committee and the Committee of the Regions in the field of media literacy and which are laid down in the European Commission's Communication ‘A European approach to media literacy in the digital environment’ (2). These proposals set a European approach to media literacy, at various levels.

Specific objective

This call for proposals will aim at identifying projects that target the introduction, implementation and promotion of innovative and qualitative elements in non-formal education and youth work.

Such innovative and qualitative elements may refer to:

the content of the proposed activities; and/or,

the methods used in view to run the activities, based on novel approaches in the field of non-formal education and youth.

Priority themes

In 2009, priority under this call will be assigned to projects focussing on the following themes:

(a)

media literacy of young people

(b)

e-youth work

The Education, Audiovisual and Culture Executive Agency is responsible for implementing this call for proposals.

2.   ELIGIBLE APPLICANTS

Proposals must be submitted by non-profit organisations. These organisations can be:

non-governmental organisations (NGOs) and networks,

public bodies.

The same applies to the partner organisations.

Applicants must – at the time when they submit their proposal – be legally registered for at least 2 years in one of the Programme Countries. The Programme Countries are as follows:

the Member States of the European Union  (3): Austria, Belgium, Bulgaria, Cyprus, the Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Ireland, Italy, Latvia, Lithuania, Luxembourg, Malta, the Netherlands, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, Sweden, the United Kingdom;

those countries of the European Free Trade Association (EFTA) which are parties to the agreement on the European Economic Area (EEA): Iceland, Liechtenstein and Norway;

candidate countries for which a pre-accession strategy has been established, in accordance with the general principles and general terms and conditions laid down in the framework agreements concluded with these countries with a view to their participation in EU programmes: Turkey.

Projects must involve partners from at least four different Programme Countries (including the applicant organisation), of which at least one is a Member State of the European Union.

Natural persons may not claim a grant under this call for proposals.

3.   ELIGIBLE ACTIONS

Projects must be set-up including activities of a non-profit-making purpose and come under the field of youth and non-formal education.

Projects must start between 1 December 2009 and 31 March 2010.

They will have a minimum duration of 12 months and a maximum duration of 18 months.

4.   AWARD CRITERIA

Eligible applications will be assessed on the basis of the following criteria:

Qualitative criteria

Qualitative criteria will represent 90 % of the points available within the evaluation procedure.

The following qualitative criteria will be taken into consideration:

Relevance of the project in relation to the objectives and priorities of the Programme (40 %)

Quality of the project and of the working methods it comprises (50 %)

Quantitative criteria

Quantitative criteria will represent 10 % of the points available within the evaluation procedure.

The following quantitative criteria will be taken into consideration:

Profile and number of participants (including those with fewer opportunities) and of promoters involved in the project (10 %)

5.   BUDGET

The total budget allocated to the cofinancing of projects under this call for proposals is estimated at EUR 1 200 000.

Financial assistance from the Agency may not be granted for more than 65 % of a project’s total eligible expenses. The total maximum grant may not exceed EUR 100 000.

The Agency reserves the right not to distribute all the funds available.

by an express courier company, the date of receipt by the courier company being taken as proof of posting (please include a copy of the receipt in the application form).

Only applications that are submitted using the correct form, duly completed and dated, including a balanced budget (revenue/expenditure) and sent as a single copy (the original document), will be accepted. They must be signed by the person authorised to enter into legally binding commitments on behalf of the applicant organisation.

Applications which have not been submitted within the specified deadline will be disregarded.

Applications sent by fax or e-mail will not be accepted.
