I. DUTIES AND ELIGIBILITY
Open competitions for grades AD 5 and AD 7 are being held to recruit Hungarian language, Lithuanian language and Maltese language linguistic administrators (conference interpreters).
The purpose of these competitions is to draw up reserve lists from which to fill vacant posts in the institutions of the European Union, in particular the European Parliament, the European Commission and the Court of Justice of the European Communities.

You may apply for only one of these competitions and for only one option within that competition. You must make your choice when you register online and you will not be able to change it after the deadline for registration.However, where a candidate does not have the required qualifications for the AD 7 competition but is eligible for the AD 5 competition, the selection board may, with the candidate's consent, reassign the application to the AD 5 competition.
A. DUTIES
The job of interpreter calls for exceptional adaptability (frequent meetings and irregular hours) and the ability to grasp varied and often complex issues, to react swiftly to changing circumstances and to communicate effectively. You should be able to work frequently under pressure, both independently and as part of a team, and to fit into a multicultural working environment. You will be expected to upgrade your professional — including technological — skills throughout your career. You may be asked to expand your language combination to meet the needs of the service.
The duties of a conference interpreter consist in ensuring what is said at meetings in one of the official European Union languages is correctly interpreted into another of those languages. This work can involve either simultaneous or consecutive interpreting. It requires studying both the subject matter of the meetings and terminology glossaries in advance.
Interpreters may also be required to evaluate the work of freelance conference interpreters and carry out administrative duties associated with interpreting.
Working as a conference interpreter can involve frequent business travel, except in the case of interpreters at the Court of Justice, who work exclusively in Luxembourg.

B. ELIGIBILITY
(a) General conditions
You must:

be a citizen of a Member State of the European Union, |
|
— |
enjoy your full rights as a citizen, |
|
— |
have fulfilled any obligations imposed on you by the laws on military service, |
|
— |
meet the character requirements for the duties involved. |
Once the applications have been received, the appointing authority will draw up a list of the candidates who meet the general conditions set out above and send it to the chair of the selection board together with their application files.
The competition notice does not set any age limit, but please note the information under V.7.
(b) Specific conditions
After taking note of the files, the selection board will admit the candidates who have obtained a pass mark in both admission tests (a) and (b) to the open competition if they meet the conditions set out below.
1. Qualifications
(a) You must have (AD 5 competition):

(i) |
successfully completed at least three years of training as a conference interpreter and obtained the relevant university-level qualification; or |
|
(ii) |
successfully completed a full course of university education lasting at least three years and obtained a degree AND successfully completed training as a conference interpreter and obtained the relevant qualification; or |
|
(iii) |
successfully completed a full course of university education lasting at least three years and obtained a degree AND have one year's proven experience working as a conference interpreter. |
(b) You must have (AD 7 competition):
|
(i) |
successfully completed at least four years of training as a conference interpreter and obtained the relevant university-level qualification; or |
|
(ii) |
successfully completed a full course of university education lasting at least three years and obtained a degree AND successfully completed training as a conference interpreter and obtained the relevant qualification; or |
|
(iii) |
successfully completed a full course of university education lasting at least three years and obtained a degree AND have one year's proven experience working as a conference interpreter. |
Important: Experience as a court interpreter, liaison interpreter or company interpreter does not count as experience as a conference interpreter.
The selection board will allow for differences between education systems. For examples of the minimum qualifications required, see the tables annexed to the Guide for Applicants (http://europa.eu/epso/on-line-applications/guide_en.htm) for each category. Note that these are examples only — stricter requirements may be set in the competition notice.
2. Professional experience

No professional experience is required except for candidates applying under I.B.1(a)(iii), in which case it must have been gained since obtaining the first qualification required under I.B.1(a)(iii). |
You must have at least four years' university-level professional experience gained since obtaining your first qualification required under I.B.1(b)(i), (ii) or (iii). These four years must be additional to both the training as a conference interpreter evidenced by the relevant qualification and the one year's experience working as a conference interpreter required under I.B.1(b)(ii) or (iii) above. The professional experience must also include at least 100 days of conference interpreting since the date when the condition set out in I.B.1(b) (i), (ii) or (iii) was fulfilled. |
Important: Experience as a court interpreter, liaison interpreter or company interpreter does not count as experience as a conference interpreter.
3. Knowledge of languages

3.1. |
‘Language combination’ means the languages you use as a conference interpreter in your work. Working languages are either ‘active’ or ‘passive’ languages, and are defined below as ‘A’, ‘B’ or ‘C’ languages. Active languages are those into which you interpret. There are two types of active language: Language A: Your main language, into which you work from all your working languages, either simultaneously or consecutively. Language B: The language into which you work either simultaneously or consecutively, from one or more of your other languages (this is not your main language but you have a perfect command of it). Passive languages are those from which you interpret and which you understand fully. A passive language is referred to as ‘language C’. |

The official languages of the EU are Bulgarian, Czech, Danish, Dutch, English, Estonian, Finnish, French, German, Greek, Hungarian, Irish, Italian, Latvian, Lithuanian, Maltese, Polish, Portuguese, Romanian, Slovakian, Slovenian, Spanish, Swedish. You must have one of the language combinations described below.

Knowledge of languages for admission tests
You must have a satisfactory knowledge of English, French or German. For recruitment to the Court of Justice, an understanding of written French is required. Your knowledge of languages must be proven by supporting documents, which should be attached to your application. If you have no such supporting documents, you should explain in detail, on a separate sheet, how you acquired your knowledge of these languages. You must state on your online registration form (2) and official application form (to be printed out no later than 12 noon on the closing date for online registration) the languages you have chosen for the admission tests and other tests. You will not be able to change your choice after the deadline for online registration (4 November 2008). If there are any discrepancies between the information given on your electronic registration form and on your official application form, EPSO will consider the official application form to be authoritative. To ensure that all general texts relating to the competition and all communication between candidates and EPSO are clearly understood on both sides, this competition notice is being published solely in English, French and German. These three languages will also be used for the invitations to the various tests and for correspondence between EPSO and candidates. The language you choose for the admission tests and general test (English, French or German) will be the language used for communicating with EPSO. II. ADMISSION TESTS
The appointing authority will invite you to the admission tests if your online registration shows that you meet the general and specific conditions in Section I.B on the closing date for online registration (4 November 2008).
TEST PROCEDURES
EPSO will organise computer-based admission tests for all those candidates. The tests will be held in the European Union in one or more centres specialising in this type of test, depending on availability.
You will be informed of the procedure for attending the tests via your EPSO profile.
You will take the admission tests in English (EN), French (FR) or German (DE); you must specify which language you choose when registering online.

(a) |
A test comprising a series of multiple-choice questions to assess your knowledge of the European Union, its institutions and its policies. This test will be marked out of 10. |
|
(b) |
A test comprising a series of multiple-choice questions to assess your verbal reasoning skills. This test will be marked out of 20. |
Tests (a) and (b) above will be held on the same day. The aggregate pass mark for the tests is 15 out of 30.
Wrong answers in these tests will not be penalised.
Candidates with an aggregate pass mark (3) in these tests will be invited to the open competition (see I.B(b)).
III. OPEN COMPETITION
TEST PROCEDURES
1. Interpreting tests — marking
Each test will be marked out of 20 (pass mark: 10). The maximum duration of the passage of speech to be interpreted will be six minutes for consecutive and twelve minutes for simultaneous interpreting. If you fail to attain the pass mark for one test, you will be eliminated from the competition.
1.1. GRADE AD 5
Option 1: Candidates who have their competition language as active language A plus two passive languages (C) (see I.B.3.2: Option 1, A+CC).

2. General test — marking
This test is identical for both levels (AD 5 and AD 7).
Interview with the members of the selection board, in the language that you chose for the admission tests when you registered online (English, French or German), focusing on your knowledge of the European Union, its institutions and its policies, and your general knowledge, motivation and ability to work as a European civil servant in a multicultural environment, both independently and as part of a team.
Time allowed: 30 minutes
This test will be marked out of 40 (pass mark: 20).
Please note that you must obtain the pass mark in the general test and the interpreting tests.
3. Place in which tests are held
As a rule the interpreting tests and general tests are held in Brussels.
4. Reserve lists
The selection board will draw up a reserve list, for each competition, by merit group (maximum four groups) and in alphabetical order within each merit group, of the candidates (see Section I, number of successful candidates) who obtained the highest aggregate scores (3) in the interpreting tests and general test and a pass mark in each.
The reserve lists and their expiry dates will be published (4) in the Official Journal of the European Union and on the EPSO website (http://europa.eu/epso).
IV. HOW TO APPLY

Your application will be rejected if, by the closing date, you have not:

The closing date for registration is 4 November 2008. Online registration will not be possible after 12 noon Brussels time on that day.
1. Creating an EPSO profile/Online registration
Before registering, you should carefully check whether you meet all the eligibility criteria (see Sections I and II).
If you decide to apply, you must register via the Internet by going to the EPSO website and following the instructions there concerning the various stages of the procedure.
It is your responsibility to complete your online registration in time. We strongly advise you not to wait until the last few days before applying, since heavy Internet traffic or a problem with the Internet connection could lead to the online registration being terminated before you complete it, thereby obliging you to repeat the whole process. Once the deadline for registration has passed, you will not be able to register.
On completion of your online registration, you will receive on screen a registration number, which you must note — this will be your reference number in all matters concerning your application. Once you receive this number, the registration process is finished — it is the confirmation that we have registered the data you entered.
If you do not receive a number, your application has not been registered!
Please note that you must have an e-mail address. This will be used to identify you. The information you must enter when registering includes your choice of languages and details of the qualifications required for admission to the competition (qualification, name of issuing establishment and date obtained).
Once you have registered online, you can follow the progress of the competition by going to the EPSO website (http://europa.eu/epso) and clicking on ‘Ongoing competitions’.
If you have a disability that prevents you from registering online, you may request — preferably by fax — a paper version of the form (5) , which you should fill in, sign and return by registered mail, postmarked no later than the closing date for registration. All subsequent communication between EPSO and you will be by post.
You must enclose with your application form a certificate attesting your disability, issued by a recognised body. You should also set out on a separate sheet of paper any special arrangements you think are needed to make it easier for you to take part in the tests.
2. Invitations to the tests
Details of when and where to attend the admission tests and other tests will be available only on the EPSO website (http://europa.eu/epso). You can access this information by entering the user name and password you specified when registering online. You are responsible for updating your EPSO profile to reflect any change in your postal or e-mail address.
You are also responsible for consulting regularly your EPSO profile to keep track of the progress of the competition and to check the information relevant to your application at every stage. If you find that you cannot do this, you must notify EPSO immediately by e-mail (EPSO-AD-...-08@ec.europa.eu).
The procedure for making an online booking at an approved test centre will be set out in the invitation letter to the admission tests, posted in your EPSO profile.
3. Full application
In addition to registering online, you must print out and complete the full application form on the EPSO website and send it by registered post to EPSO by the closing date (4 November 2008).
Supporting documents to enclose
Your application must give details of your citizenship, studies, training, traineeships and any professional experience. You should also enclose the following documents:

a detailed curriculum vitae, |

a copy of a document proving your citizenship (e.g. your passport, identity card or any other official document specifying your citizenship, which must have been obtained no later than the closing date for online registration), |

a copy of diploma(s) attesting successful completion of your studies, |

where applicable, employers' references clearly indicating starting and finishing dates and exact nature of the duties carried out, |
|
— |
evidence of your language knowledge; if such evidence is not available, a description on a separate sheet of how your acquired this knowledge. |
You should also enclose a numbered index of these documents on a separate sheet.
A CURRICULUM VITAE DOES NOT CONSTITUTE A VALID SUPPORTING DOCUMENT.
To speed up the processing and examination of files, EPSO would ask you to provide a translation into English, French or German of all supporting documents relating to your diplomas and professional experience (you may translate these documents yourself). However, the omission of such a translation will not constitute grounds for exclusion.
You should only send photocopies (which do not need to be certified) of these documents. Paper copies of web pages and/or references to websites do not constitute supporting documents for these purposes.
When completing your application form, you may not refer to any previous application forms submitted or any other documents enclosed with such applications. None of the documents submitted with your application will be returned.
Signing and sending the form
It is your responsibility to make sure that your application form — duly completed, SIGNED, and accompanied by all the supporting documents — is sent by registered post to the address below by the closing date (the postmark will serve as proof of the date of sending):

You will be disqualified if, by the deadline for online registration and sending the full application form (4 November 2008):

4. Reserve lists
The names of the successful candidates (see III.4) will be entered on the reserve lists.

If, at any stage in the procedure, it is established that you have given false information in your online registration or official application form, you will be disqualified from the competition. |

To simplify administration of the competition, please quote in all correspondence your full name as given on your application form, the competition number, and the reference number you received when your online registration was accepted. |
V. GENERAL INFORMATION
1. Equal opportunities
The European Union institutions apply a policy of equal opportunities and accept applications without discrimination on any grounds such as sex, race, colour, ethnic or social origin, genetic features, language, religion or belief, political or any other opinion, membership of a national minority, property, birth, disability, age or sexual orientation.
2. Selection board
A selection board is appointed for each competition. Its members are designated by the institutions and their staff committees in equal numbers. The chair and members are then appointed by the appointing authority of the European Personnel Selection Office (EPSO). Their names will be published on the EPSO website after candidates have been notified whether they have been admitted to the competition.
EPSO is responsible for all communication with you until the competition is completed. You are strictly forbidden to make any contact with the members of the selection board, either directly or indirectly. The selection board will decide whether candidates infringing this rule are to be disqualified.
3. Approximate timetable
Depending on the total number of candidates, the competition will take approximately one year from the closing date for registration.
Full details will be available on the EPSO website.
4. Requests from candidates for access to information concerning them
Candidates involved in selection procedures have the specific right of access to certain information concerning them directly and individually, as described below. EPSO may accordingly provide candidates who so request with supplementary information relating to their participation in the competition. Candidates must send such requests in writing to EPSO within a month of being notified of their results in the competition. EPSO will reply within a month of receiving the request. Requests will be dealt with taking account of the confidential nature of selection board proceedings under the Staff Regulations (Annex III, Article 6) and in compliance with the rules on the protection of individuals with regard to the processing of personal data. Examples of the type of information which may be supplied are given in the Guide for Applicants, Section III.3).

6. Recruitment
If you are placed on the reserve list, you will be eligible for appointment as a probationary official to a post of interpreter only. You will be expected to perform these duties for a minimum period, which can vary from one institution to another, before you can be assigned to other duties (by reassignment, internal transfer or transfer between the institutions); recruitment will be as and when required by the European institutions, in Brussels, Luxembourg or any other place of activity.
If you are on the reserve list and are offered a post, you will be asked to produce the originals of all the requisite documents, in particular your qualifications, so that copies can be authenticated.
Recruitment will depend on posts and funds becoming available.
Depending on the nature of the post concerned, successful candidates on the reserve list may initially be offered a temporary contract; in this case, their names will remain on the reserve list.
Article 29(1)(b) of the Staff Regulations refers to the possibility for officials to request a transfer to another institution or agency at any time during their career. However, in the interests of the service, newly recruited officials are transferred only in exceptional and duly justified cases during their first three years of service. Any such transfer is subject to the agreement of both the institution or agency that originally recruited the official and the institution or agency to which the official requests to be transferred.
7. Retirement
Under the provisions of the Staff Regulations concerning retirement, an official is retired:

either automatically at the age of 65, or |
|
— |
at the official's own request, at the age of 63 or between 55 and 63 years of age where the official satisfies the requirements laid down in the Staff Regulations for the immediate payment of a pension, |
|
— |
exceptionally, at the official's own request and where it is considered to be in the interest of the service, at not later than the age of 67. |
8. Grade
Linguistic administrators (conference interpreters) will be recruited from the reserve list to grade AD 5 or grade AD 7.
9. Remuneration
Basic monthly salary as at 1 January 2008:
grade AD 5, first step: EUR 4 068,16
grade AD 7, first step: EUR 5 207,84
10. Protection of personal data
As the body responsible for organising the competition, EPSO will ensure that candidates' personal data are processed as required by Regulation (EC) No 45/2001 of the European Parliament and of the Council of 18 December 2000 on the protection of individuals with regard to the processing of personal data by the Community institutions and bodies and on the free movement of such data (OJ L 8, 12.1.2001, p. 1). This applies in particular to the confidentiality and security of such data.

(3) Where a number of candidates tie for the last available place, they will all be admitted to the next stage of the competition.

ANNEX
REQUESTS FOR REVIEW — APPEAL PROCEDURES — COMPLAINTS TO THE EUROPEAN OMBUDSMAN
Since the Staff Regulations apply to both the admission test phase and the competition, please note that all the proceedings of the selection board are covered by the confidentiality requirement laid down in Annex III to the Staff Regulations. If at any stage in either part of the selection process you consider that your interests have been prejudiced by a particular decision, you can take the following action:

Requests for review Within 20 days of the letter informing you of the decision being sent to you online, send a letter stating your case to:

Appeal procedures
The time limits for initiating these two types of procedure (see Staff Regulations as amended by Council Regulation (EC) No 723/2004 (OJ L 124, 27.4.2004, p. 1 — http://eur-lex.europa.eu) start to run from the time you are notified of the act allegedly prejudicing your interests. Please note that the appointing authority does not have the power to amend the decisions of a selection board. The Court has consistently held that the wide discretion enjoyed by selection boards is not subject to review by the Court unless the rules which govern the proceedings of selection boards have clearly been infringed. |

Complaints to the European Ombudsman Like all citizens of the European Union, you can make a complaint to:
under Article 195(1) of the Treaty establishing the European Community and in accordance with the conditions laid down in the Decision 94/262/ECSC, EC, Euratom of the European Parliament of 9 March 1994 on the regulations and general conditions governing the performance of the Ombudsman's duties (OJ L 113, 4.5.1994, p. 15). |
Please note that complaints made to the Ombudsman have no suspensive effect on the period laid down in Articles 90(2) and 91 of the Staff Regulations for lodging complaints or for submitting appeals to the Civil Service Tribunal under Article 236 of the Treaty establishing the European Community. Please note also that, under Article 2(4) of the general conditions governing the performance of the Ombudsman's duties, any complaint lodged with the Ombudsman must be preceded by the appropriate administrative approaches to the institutions and bodies concerned.
