Call for proposals — EACEA/06/08 for the implementation of Action 4 in the year 2008 of Erasmus Mundus, the Community Action programme for the enhancement of quality in higher education and the promotion of intercultural understanding through co-operation with third countries

Please note that the implementation of the present call for proposals is subject to the adoption by the Commission of the annual work plan relating to the Erasmus Mundus programme in 2008

1. Objectives and description

The Erasmus Mundus programme's overall aim is to enhance the quality of European higher education by fostering co-operation with third countries in order to improve the development of human resources and to promote dialogue and understanding between peoples and cultures.

The following activities are covered by the call for proposals:

—	projects relating to the promotion of European higher education to the world,

—	projects designed to improve the accessibility of European higher education, to facilitate mobility to Europe for third-country students, or to improve the services relating to overseas students,

—	projects or studies on recognition of credits, degrees and qualifications, from the point of view of recognition for academic purposes and on the labour market,

—	projects designed to analyse trends in, and evolution of, higher education in an international perspective,

—	projects seeking to establish links between higher education and research, and between higher education and business and to exploit, whenever possible, potential synergies,

—	International Thematic Networks: Erasmus Thematic Networks may apply for an add-on grant to extend their network to third-country institutions.

2. Eligible applicants

—

Higher education institutions from all countries of the world. Article 2 of the programme decision defines ‘higher education institution’ as follows: ‘Higher education institution means any institution which according to national legislation or practice offers qualifications or degrees at that level, whatever such establishments may be called’.

—	Other public or private bodies active in the field of higher education from all countries of the world.

3. Budget and project duration

The total budget earmarked for the funding of projects is estimated at EUR 3,3 millions. The financial assistance cannot exceed 75 % of the total eligible costs.

Grants will vary according to the project size. Projects must start between 1 November and 15 December 2008 and will last for a maximum duration of 3 years.

Applications must be sent no later than 15 May 2008.
