The General Secretariat of the Council of the European Union is organising an open competition (on the basis of qualifications and an oral test) to fill the vacancy for an administrator (AD 12) (Head of Unit) in the security field.

The selection procedure requires applicants to have a full university education, evidenced by a diploma. A diploma awarded by an institution such as a police or military academy will be considered an advantage.

It is also essential to have had at least 12 years' professional experience, since obtaining the diploma, in the field of security in general, including at least three years at managerial level, as well as a thorough knowledge of all other aspects of security management in a national or international organisation.

This recruitment notice is published in English and French only. The full text, in both languages, appears in Official Journal C 150 A.

The General Secretariat of the Council of the European Union is organising an open competition (on the basis of qualifications and an oral test) to fill the vacancy for a senior administrator (AD 9) in the security field.

The selection procedure requires applicants to have a full university education, evidenced by a diploma, or professional training of an equivalent level. A diploma awarded by an institution such as a police or military academy will be considered an advantage.

It is also essential to have had at least 8 years' professional experience since obtaining the diploma or receiving the training. Experience of at least 4 years in managing the different aspects of security, at both tactical and operational levels, in an international environment, is required, including at least 1 year in the specific area of international crisis management missions.

D-Erfurt: operation of scheduled air services

Annex ‘Invitation to tender Erfurt - Munich’ to Communication from the Government of the Federal Republic of Germany to the European Commission of 22.5.2007

Invitation to tender issued by the Federal Republic of Germany pursuant to Article 4(1)(d) of Council Regulation (EEC) No 2408/92 for the operation of scheduled air services between Erfurt and Munich

1.   Introduction: Pursuant to Article 4(1)(a) of Regulation (EEC) No 2408/92 of 23.7.1992 on access for Community air carriers to intra-Community air routes, the German Government has decided to revise the current public service obligation on scheduled air services between Erfurt and Munich with effect from 1.11.2007. The revised details of this public service obligation were published in ‘Official Journal of the European Union’ C 149 of 3.7.2007.

If on 1.10.2007 no EU air carrier has submitted written proof of commencement of air services between Erfurt and Munich to the ‘Thüringer Ministerium für Bau und Verkehr’ (Thuringian Ministry of Building and Transport) on 1.11.2007 in accordance with the public service obligation imposed and without requesting compensation, the Federal Republic of Germany will, in accordance with the procedure laid down in Article 4(1)(d) of the above Regulation, limit access to a single air carrier and put out the right to operate such services from 1.11.2007 to public tender.

2.   Subject of the invitation to tender: Operation of scheduled air services between Erfurt and Munich from 1.11.2007 in accordance with the public service obligation imposed on this route, as published in ‘Official Journal of the European Union’ C 149 of 3.7.2007.

3.   Participation in the invitation to tender: Participation is open to all carriers who hold a valid operating licence, including an air operator's certificate (AOC), issued by a Member State in accordance with Council Regulation (EEC) No 2407/92 of 23.7.1992 on licensing of air carriers.

4.   Tender procedure: This invitation to tender is subject to the provisions of Article 4(1)(d), (e), (f), (g), (h) and (i) of Regulation (EEC) No 2408/92.

The ‘Thüringer Ministerium für Bau und Verkehr’ reserves the right to reject all tenders submitted or to open negotiations if tenders are financially unacceptable.

5.   Tender dossier: The full tender dossier, including the technical specifications, the terms of contract and details regarding the imposition of the public service obligation, is obtainable free of charge from:

6.   Financial compensation: Tenders must explicitly state the amount of compensation (in euros), including a breakdown by year, required for the operation of the route; such reimbursement shall take into account the costs and revenue generated by the service. The amount of compensation to be paid will be determined retrospectively for each year of the contract period on the basis of the recorded income and expenditure for the air service. However, it will not exceed the amount stated in the tender for each year of the contract period.

7.   Fares: The tenders submitted must indicate the proposed fares and the conditions attached to them. The fares must be in agreement with the public service obligation published in ‘Official Journal of the European Union’ C 149 of 3.7.2007.

8.   Duration of the Contract: The Contract shall cover a period of 3 years starting on 1.11.2007.

9.   Alteration or notice of termination of contract: The contract may only be altered if the changes are in agreement with the public service obligation published in Official Journal of the European Union C 149 of 3.7.2007. Changes to the contract must be put in writing.

The contract may be terminated by either party subject to 6 months' notice. This is without prejudice to the right of extraordinary termination of contract without notice for important reasons.

10.   Failure to perform the contract/contractual penalties: The air carrier is responsible for the proper fulfilment of its contractual obligations. The air carrier must guarantee that it has the capacity to operate the service itself during the period covered by the contract.

In the event of interruption of the service by the air carrier as a result of the suspension or revocation of its operating licence or its air operator's certificate (AOC) or the initiation of insolvency proceedings, the ‘Thüringer Ministerium für Bau und Verkehr’ shall have the right to entrust the temporary continuation of the service to another air carrier until such time as a new operator is appointed.

In the event of failure to comply with, or incomplete performance of, the contractual obligations by the air carrier, the ‘Thüringer Ministerium für Bau und Verkehr’ shall be entitled to reduce the compensation payment proportionately. Compensation may be claimed for damage caused.

11.   Submission of tenders: Tenders must be submitted at the latest within 1 month of the publication of this invitation to tender. Tenders must be sent by registered letter, or delivered by hand with receipt, to the following address:

The tender and all accompanying documents must be submitted in German. Aviation data may remain in English. Tenders must be submitted in quadruplicate.

12.   Validity of the invitation to tender: This invitation to tender is valid only if, by 1.10.2007, no EU carrier has submitted written proof that it will operate the air services concerned from 1.11.2007 in accordance with the public service obligation imposed without receipt of any financial compensation.

Invitation to tender issued by the Federal Republic of Germany pursuant to Article 4(1)(d) of Council Regulation (EEC) No 2408/92 for the operation of scheduled air services between Hof and Frankfurt am Main

1.   Introduction: Pursuant to Article 4(1)(a) of Council Regulation (EEC) No 2408/92 of 23.7.1992 on access for Community air carriers to intra-Community air routes, the German Government has decided to revise the current public service obligation in respect of scheduled air services on the Hof - Frankfurt am Main route with effect from 1.4.2008. The revised details of this public service obligation are published in ‘Official Journal of the European Union’ C 149 of 3.7.2007.

Insofar as, by 1.3.2008, no air carrier has submitted to the ‘Bayerisches Staatsministerium für Wirtschaft, Infrastruktur, Verkehr und Technologie’ (Bavarian Ministry of Economic Affairs, Infrastructure, Transport and Technology) written proof of the commencement of air services on 1.4.2008 in accordance with the public service obligations and without requesting compensation, Germany will, pursuant to Article 4(1)(d) of the above-mentioned Regulation, limit access to this route to a single air carrier and put out the right to operate these services from 1.4.2008 to public tender.

On 26 June 2007, the Commission received a notification of a proposed concentration pursuant to Article 4 of Council Regulation (EC) No 139/2004 (1) by which the undertakings BAE Systems plc (‘BAES’, United Kingdom), European Aeronautic Defence and Space Company EADS N.V. (‘EADS’, The Netherlands) and Finmecannica S.p.A. (‘Finmeccanica’, Italy) acting through their fully functional joint venture, the MBDA Group, acquire within the meaning of Article 3(1)(b) of the Council Regulation control of the whole of the undertaking Bayern-Chemie Gesellschaft für flugchemische Antriebe mbH (‘Bayern-Chemie’, Germany) by way of purchase of shares.

2.

The business activities of the undertakings concerned are:

for BAES: defence and aerospace systems,

for EADS: aerospace, defence and related services,

for Finmeccanica: aerospace, defence and security sectors,

for Bayern-Chemie: supply of propulsion systems for tactical military devices.

3.

On preliminary examination, the Commission finds that the notified transaction could fall within the scope of Regulation (EC) No 139/2004. However, the final decision on this point is reserved.

4.

The Commission invites interested third parties to submit their possible observations on the proposed operation to the Commission.

In accordance with Article 10 of Directive 94/22/EC of the European Parliament and of the Council of 30 May 1994 on the conditions for granting and using authorisations for the prospection, exploration and production of hydrocarbons (1), the Kingdom of Belgium hereby communicates to the European Commission the following list of competent authorities for applications relating to areas located within the Flemish Region.

All applications for licences to explore for and produce oil and gas must be submitted to the following authority pursuant to the Decree of the Flemish Government of 23 July 1997 on the form and procedure for examining applications for licences to explore for and produce oil and gas:

On 22 June 2007, the Commission received a notification of a proposed concentration pursuant to Article 4 of Council Regulation (EC) No 139/2004 (1), by which ERG Power & Gas S.p.A. (‘ERG’, Italy) and IPM Eagle LLP (‘IPM’, UK) acquire, within the meaning of Article 3(1) (b) of the Council Regulation, joint control of ‘the Business Line’, consisting of certain assets and contracts currently belonging to ERG Nuove Centrali S.p.A., an affiliate of ERG, by way of purchase of assets.

2.

The business activities of the undertakings concerned are:

for ERG: development of power plants, electricity generation, and the sale of electricity and steam;

for IPM: electricity generation and sale of electricity;

for the Business Line: supply of maintenance services to industrial plants.

3.

On preliminary examination, the Commission finds that the notified concentration could fall within the scope of Regulation (EEC) No 139/2004. However, the final decision on this point is reserved. Pursuant to the Commission Notice on a simplified procedure for treatment of certain concentrations under Council Regulation (EC) No 139/2004 (2) it should be noted that this case is a candidate for treatment under the procedure set out in the Notice.

4.

The Commission invites interested third parties to submit their possible observations on the proposed operation to the Commission.

On 26th June 2007, the Commission received a notification of a proposed concentration pursuant to Article 4 of Council Regulation (EC) No 139/2004 (1) by which Altor Fund II GP Ltd (‘Altor’, Jersey) acquires within the meaning of Article 3(1)(b) of the Council Regulation control of the whole of the Wrist Group A/S (‘Wrist Group’, Denmark) by way of purchase of shares.

2.

The business activities of the undertakings concerned are:

for Altor: private equity investment firm focused on the Nordic region,

for Wrist Group: provision of marine fuel and shipping supplies.

3.

On preliminary examination, the Commission finds that the notified transaction could fall within the scope of Regulation (EC) No 139/2004. However, the final decision on this point is reserved. Pursuant to the Commission Notice on a simplified procedure for treatment of certain concentrations under Council Regulation (EC) No 139/2004 (2) it should be noted that this case is a candidate for treatment under the procedure set out in the Notice.
