Maximum aid intensity: The aid intensity is 100 %.

Date of implementation: The scheme will start on 5 April 2007

Duration of scheme or individual aid award: The scheme will begin on 5 April 2007. It will close on the 31 March 2008. The last date for applications is 1 October 2007. The last payment will be made on 15 February 2008.

Objective of aid: Sectoral development. This is a programme for practising farmers. The purpose of the programme, consisting of a range of conferences, workshops, farm walks, advice visits, group meetings and seminars, is to help farmers understand the effects of their farm practices on the wider environment. This will increase the professionalism of the sector.

The aid will be paid in line with Article 15 of Regulation 1857/2006 and the eligible costs will be costs of organising and delivering training programmes. No payments will be made direct to the beneficiary.

Sector(s) concerned: The scheme is open to businesses producing any type of agricultural product.

Objective of aid: Under a research and development plan targeting dehydrated fodder, support is to be provided for measures aimed at reinforcing this industry, which offers an alternative to European dependence on vegetable protein by optimising its processes and making them safer. The ONIGC will thus concentrate its support on two sets of priority measures:

The first set of measures is aimed at reducing energy consumption throughout the industry.

Work will be carried out with a view to reducing the moisture content of fodder by optimising the equipment used to harvest lucerne, particularly by means of moisture-extraction techniques employed on plants in the field.

In the interests of sustainable development, dehydration firms will invest in research into new, more economical dehydration methods or technology, particularly those using bio-fuels.

The second set of measures supported by the Office is aimed at assuring users of the food safety of the final product: this involves extending research into possible contaminants during the period of production of dehydrated lucerne, from harvesting until delivery to the final customer. The work on new sources of potential contaminants will comprise, first, a phase of bibliographic research on food contamination and, subsequently, the implementation of a monitoring plan (sampling, drawing up analyses, control plan).

On 6 June 2007, the Commission received a notification of a proposed concentration pursuant to Article 4 of Council Regulation (EC) No 139/2004 (1) by which the undertaking Doughty Hanson & Co Limited (‘DHC’, United Kingdom) acquires within the meaning of Article 3(1)(b) of the Council Regulation control of the whole of the undertaking AxCom AB (‘Axcom’, Sweden) by way of purchase of shares.

The business activities of the undertakings concerned are:

for undertaking DHC: Private equity fund;

for undertaking Axcom: Distribution of mobile and other telecommunication equipment.

On preliminary examination, the Commission finds that the notified transaction could fall within the scope of Regulation (EC) No 139/2004. However, the final decision on this point is reserved. Pursuant to the Commission Notice on a simplified procedure for treatment of certain concentrations under Council Regulation (EC) No 139/2004 (2) it should be noted that this case is a candidate for treatment under the procedure set out in the Notice.
