Prior notification of a concentration

Candidate case for simplified procedure

1.

On 16 May 2006, the Commission received a notification of a proposed concentration pursuant to Article 4 of Council Regulation (EC) No 139/2004 (1), by which Koninklijke KPN N.V. (KPN, Netherlands), and Heineken International B.V. (Heineken, Netherlands) acquire, within the meaning of Article 3(1) (b) of the Council Regulation, joint control of ON (‘ON’, Netherlands) by way of purchase of shares.

2.

The business activities of the undertakings concerned are:

for KPN: provision of telephone and internet services and digital terrestrial services television services;

for Heineken: production, distribution and sale of beer and other beverages;

for ON: exploitation of interactive, ‘on premise’ TV, based on narrowcasting technology, in out of home environments.

3.

On preliminary examination, the Commission finds that the notified concentration could fall within the scope of Regulation (EEC) No139/2004. However, the final decision on this point is reserved. Pursuant to the Commission Notice on a simplified procedure for treatment of certain concentrations under Council Regulation (EC) No 139/2004 (2) it should be noted that this case is a candidate for treatment under the procedure set out in the Notice.

4.

The Commission invites interested third parties to submit their possible observations on the proposed operation to the Commission.

NOTICE

In accordance with Article 1(3) of Council Regulation (EC) No 728/2006 of 15 May 2006 (1), the Commission hereby gives notice that the Bill (2) repealing the grandfathering provisions of the FSC-ETI Act and of the JOBS Act adopted by the Congress of the United States on 11 May 2006 was signed into law by the President of the United States on 17 May 2006.

As a result and in accordance with Article 1(2) of Council Regulation (EC) No 728/2006, Council Regulation (EC) No 2193/2003 as amended by Council Regulation (EC) No 171/2005 is repealed with effect from 29 May 2006.

2006 Call for proposals in the field of Community cooperation against accidental or deliberate marine pollution

(Annuls and replaces 2006/C 118/09)

I.1.

The European Commission, Directorate-General for Environment, Civil Protection Unit is launching a Call for proposals with the aim of identifying actions which might be eligible for financial support under the Community framework for cooperation in the field of accidental or deliberate marine pollution established by Decision of the European Parliament and of the Council of 20 December 2000 (2850/2000/EC). This financial support would take the form of grants.

I.2.

The fields concerned, and the nature and content of the actions as well as the conditions for granting assistance and application forms are set out in the documentation relating to the call for proposals. Detailed instructions on where and when to submit a proposal are also contained in the documentation. This documentation may be consulted on the Europa website at:

I.3.

Proposals must be sent to the Commission to the address indicated in the documentation relating to the call for proposals by 6 July 2006. Proposals must be submitted by post or private courier no later than 6 July 2006 (evidence shall be constituted by the date of dispatch, the postmark or the date of the deposit slip). They may also be delivered by hand to the specific address indicated in the documentation relating to the call for proposals, no later than 6 July 2006 at 17.00 (evidence shall be the acknowledgement of receipt dated and signed by the responsible official).

Proposals sent by the fixed deadline but received by the Commission after 20 July 2006 (final receipt date) will not be considered eligible. It is the duty of the applicant organisation to ensure that the necessary precautions are taken to respect this deadline.

Proposals submitted by fax, electronic mail, incomplete applications, or applications sent in several parts will not be accepted.

I.4.

Procedure for the examination of proposals:

The procedure for the appraisal of proposals is as follows:

receipt, recording and acknowledgement of receipt by the Commission;

examination by the services of the Commission;

formulation of the final award decision and communication of the result to the applicants.

Beneficiaries will be selected on the basis of the criteria set out in the documentation mentioned in point I.2 and within the limits of the available budget.

The entire procedure is strictly confidential. In the event of approval by the Commission, a grant agreement (made out in EUR) will be concluded between the Commission and the party submitting the proposal.

MEDIA PLUS (2001-2006)

Implementation of the programme to encourage the development, distribution and promotion of European audiovisual works

Call for proposals — EACEA 03/06

i2i audiovisual

1.   Objectives and description

This notice of a call for proposals is based on Council Decision 2000/821/EC concerning the implementation of a programme to encourage the development, distribution and promotion of European audiovisual works (MEDIA Plus — Development, Distribution and Promotion 2001–2005), adopted by the Council on 20 December 2000 and published in the Official Journal of the European Communities L 13 of 17 January 2001, p. 35, as amended by Decision 846/2004/EC of the European Parliament and of the Council of 29 April 2004 (OJ L 157, 30.4.2004, as corrected by OJ L 195, 2.6.2004, p. 2).

The measures covered by the Decision include the development of production projects.

The objective of this support is to facilitate independent European Production companies' access to funding from banks and financial institutions, by co financing part of the costs of:

Insurance for audiovisual productions: Module 1 — Support the ‘Insurance’ item in a production budget;

Completion guarantee for the production of an audiovisual work: Module 2 — Support for the item ‘Completion Guarantee’ in a production budget;

Bank financing for the production of a work: Module 3 — Support for the item ‘Financial Costs’ in a production budget.

2.   Eligible candidates

This Call for proposals is open to independent European production companies registered in: the 25 countries of the European Union, Iceland, Liechtenstein, Norway, Bulgaria and Switzerland.

3.   Budget and duration of the projects

The total budget available is EUR 1,4 million. The financial contribution may not exceed 50 % — (60 %) of the eligible costs. The amount of the support is between EUR 5 000 and EUR 50 000. The maximum amount of support is limited to EUR 50 000.

The present Call for proposals is valid for projects that start between 1 January 2006 and 30 June 2006. The maximum duration of the projects is 30 months.

4.   Deadline

Applications for this Call for proposals must be submitted at the latest by:

10 July 2006, for projects that start between 1 January 2006 and 30 June 2006.

This notice of call for proposals is based on Council Decision 2000/821/EC concerning the implementation of a programme encouraging the development, distribution and promotion of European audiovisual works (MEDIA PLUS — Development, distribution and promotion — 2001-2005), adopted by the Council on 20 December 2000 and published in Official Journal of the European Communities L 13 of 17 January 2001, as amended by Decision 846/2004/EC of the European Parliament and of the Council of 29 April 2004 (OJ L 157, 30.4.2004, as corrected by OJ L 195, 2.6.2004, p. 2).

The objectives of the abovementioned Council Decision include:

facilitating and encouraging the promotion and movement of European audiovisual and cinema works at trade shows, fairs and audiovisual festivals in Europe and around the globe, insofar as such events may play an important role in the promotion of European works and the networking of professionals;

encouraging the networking of European operators, by supporting joint activities on the European and international markets by national public or private promotion bodies;

fostering the wider transnational dissemination of non-domestic European films, on the European and international markets, through initiatives to stimulate their distribution and their screening in cinemas, inter alia by encouraging coordinated marketing strategies.

In the context of festivals organised in countries which are not members of the Media programme, the following activities could be eligible for funding: assistance and advice to festivals; promotion of European films represented at festivals; follow-up and assistance for the distribution and screening of films shown at festivals.

2.   Eligible applicants

This call for proposals is aimed at European companies whose activities contribute to the attainment of the objectives of the MEDIA programme as described in the Council Decision.

The present notification is addressed to European organisations; those registered in and controlled by nationals from the Member States of the European Union and countries of the European Economic Agreement participating in the MEDIA Plus Programme (Iceland, Liechtenstein and Norway), Switzerland, as well as those other countries that satisfy the conditions laid down in Article 11 of Decision No 2000/821/EC (at the date of publication: Bulgaria).

3.   Budget and project duration

The total budget earmarked for the cofinancing of projects is estimated at 700 000 EUR. Financial assistance from the Executive Agency Education Audiovisual & Culture (EACEA) cannot exceed 50 %/60 % (1) of the total eligible costs.

Projects must start between 1 January 2007 and 31 December 2007. Activities must end before 31 December 2007.

The maximum duration of projects is 12 months.

Applications must be sent to the Executive Agency (EACEA) no later than 3 July 2006.
