4.1. Name of product: ‘Mantequilla de Soria’
4.2. Description of product: The Designation ‘Mantequilla de Soria’ will cover the production and certification of butter obtained by pasteurising cream from the milk of Friesian or Pardo-Alpina breeds of cow or cross-breeds between the two, and coming from dairy farms in the province of Soria. Protection will cover the three traditional types: natural, salted and sweet.

Colour verging between ivory and straw-yellow. Weak to medium smell of diacetyl. Very slightly acidic flavour. Melts in the mouth moderately quickly. Average viscosity. Aroma of fresh cream. Moderate aftertaste.

Smell of diacetyl with a hint of caramelised sugar. Intense sweet flavour which is faintly acidic. Melts in the mouth quickly/moderately quickly. Average viscosity. Aroma of cream, faintly plant-like. Moderate to persistent aftertaste.

4.4. Proof of origin: The inspection and certification procedures comprise the factors proving that the product originates in the area.
The milk will come exclusively from livestock farms listed in the Regulatory Council's register of livestock farms. The natural and salted butter will be produced and packaged exclusively in establishments listed in the register of milk plants. The sweet butter will be produced and packaged exclusively in establishments listed in the Regulatory Council's register of pastry plants.
The livestock farms, milk plants and pastry product plants will have to undergo an initial assessment with a view to registration, and periodic follow-up assessments in order to remain in the register concerned.
Only butter which has passed all the procedural checks will be placed on the market with a guarantee of origin endorsed by the Regulatory Council's label.
The number of labels or back labels supplied by the Regulatory Council to the milk plants will depend on the quantities of milk delivered to them; those supplied to pastry plants will depend on the quantities of natural butter acquired.
The Regulatory Council will check the method used by the livestock farms to produce and preserve the milk; it will inspect the method of production used at the milk and pastry plants, check documentation, stocks, sampling and product testing.
The Regulatory Council will, where appropriate, apply the penalties regime provided for in its rules should any infringements be detected.
4.5. Method of production:
Production of milk in the livestock holdings
The milk will come from Friesian or Pardo-Alpina breeds of milk cow or cross-breeds between the two.
The livestock holdings will have to have a milk refrigeration tank with sufficient capacity to store the milk produced for two days until it is collected. It will be stored at a temperature below or equal to 5 °C. The period between milking and collection will not exceed two days. During transportation to the milk plants, the temperature of the milk will not be allowed to exceed 9 °C.
Production of ‘natural’ Mantequilla de Soria
In the milk plant, the milk will undergo heat treatment using a plate heat exchanger, followed by centrifugation to skim and clean it.
The cream will be obtained at a temperature of 30 to 40 °C and have to have a fat content of 38 to 45 %, and an acidity of less than 13° Dornic. It will be pasteurised and cooled so that it reaches the maturation tank at a temperature of 12 to 15 °C. A mixture of the lactic cultures Lactococcus lactis lactis, L. lactis cremoris and L. lactis lactis diacetylactis will be added to the tank. Maturation will take place over 12 to 15 hours, at a temperature of 12 to 15 °C, with the cultures added 3-4 hours after commencement of the ripening process. Once the cream reaches an acidity of 18 to 28° Dornic, it will be cooled down to slow the ripening process. From there, the cream will be taken to the churn and churned for two to three hours. The amount placed in the churn will constitute approximately 40 % of the churn's capacity, in order to promote homogenisation. The whey will be removed by gravity, the fat will then be washed twice using drinking water, and there will be a process of draining the whey and churning. The fat will then be kneaded slowly for 60 to 120 minutes in a non-continuous butter churn until the butter is formed. From there, it will go to the packing plant where it will be shaped using different nozzles. It will be packaged in the plant itself, in the containers in which it is to be marketed.
Production of ‘salted’ Mantequilla de Soria
Production of the salted butter will involve the same steps as for the natural butter, except that, when kneading begins, there is a final addition of up to 2.5 % m/m of salt. Similarly, it will be packaged in the plant itself.
Production of ‘sweet’ Mantequilla de Soria
A water and sucrose mixture will be prepared and boiled until syrup is obtained. It will then be mixed together with ‘natural’ butter by churning, and packed in the plant itself. The packaging will be stiff and open at the top, and the visible surface will be garnished with sweet butter previously coloured with beta-carotene or cochineal extract. The garnish will not exceed 15 % of the contents.

There are numerous literary references, some of which have been found in Soria's public library:
‘SORIA. 1845-1850’ (facsimile edition) by PASCUAL MADOZ.
This is a dictionary containing geographical, statistical and historical information about the province of Soria. It mentions the land and villages which together made up the Valle de Tera, a valley where the dairy herd was concentrated and where the butter was produced. Page 203 states that the ‘the manufacturing industry outside the workshops and factories in the main towns .. is limited to the production of cow's butter’. Page 268 goes on to mention the ‘production of the delicious and renowned Soria butter’ .
‘EL NOTICIERO DE SORIA’OF 25 OCTOBER 1899
This newspaper carries an advertisement announcing that Silvino Paniagua's pastry shop ‘La Azucena’ will be producing butter. The shop is stated as being a purveyor to the royal household and as having won a prize for butter production at the Logroño Regional Fair.
‘NOMENCLATOR HISTÓRICO, GEOGRÁFICO, ESTADÍSTICO Y DESCRIPTIVO DE LA PROVINCIA DE SORIA’ (1909) BY MANUEL BLASCO JIMÉMENZ
This describes the characteristics of Soria's villages. The chapter on Valdeavellano de Tera again mentions butter from Soria: ‘because the renowned Soria butter, which is still delicious, is made from its milk’.
‘LA REGIÓN DE EL VALLE’, BY ANASTASIO GONZÁLEZ GÓMEZ (LAS HERAS PRINTING PRESS, 1931)
Pages 29, 30 and 31 detail the process for producing the butter and the equipment used, referring to the jargon or terminology specific to the region of El Valle. The only date mentioned is 1910, in connection with the Soria Dairy Cooperative Society and the latter's developing more modern production processes at its Valdeavellano butter production plant.
‘MANTEQUILLA DE SORIA’, BY PEDRO J. IGLESIA HERNÁNDEZ (CELTIBERIA No 14, CENTRO DE ESTUDIOS SORIANOS 1957)
This work deals specifically with butter from Soria, in the context of the first National Bromatology Congress. It refers to Soria butter as one of the things for which Soria was famous not only in Spain, but also in Latin America via emigrants from the province.
Natural
The characteristics of butter from Soria are linked to the fact that it is made from the milk of cows whose food comes from an area with a high average altitude (1 026 metres above sea level). Soria is thus one of the provinces with the highest average altitudes and most rugged terrains in the meseta. This, together with the extremely harsh weather conditions, produces a distinctive livestock diet: the toughness and dryness of the pasture, alongside the characteristic flora, give the milk specific qualities which are passed on to the butter.
Human and production factors
In the past, natural butter was produced by using a manzadero [wooden tube where milk was beaten]; it is now produced using a non-continuous churning cylinder. Both systems involve the binding together of fat globules. In the case of the manzadero, the globules were beaten by hand with a piston-like action until they fused. The non-continuous churning cylinder used nowadays produces a similar effect through the pressure created by the churn's movement. Also distinctive is the fact that lactic cultures are not added until 3 or 4 hours after ripening commences. For its part, the syrup of the sweet variety is prepared in accordance with the old recipes, and the product is presented in a way which retains the aesthetic appearance and shapes of the past.

The activities of the Regulatory Council for the Designation of Origin ‘Mantequilla de Soria’ comply with standard EN 45011: ‘General requirements for product certification bodies’ as amended, 1998.
4.8 Labelling: Butter which is protected and intended for human consumption will carry the Regulatory Council's conformity mark. This will be tamper-proof and non-reusable and form the back label which the Regulatory Council supplies to milk and pastry plants which are registered in accordance with the Quality Manual rules. The back labels will carry the Designation logo and an alphanumeric key allowing traceability. The key for natural butter will be on a golden strip, for sweet butter on a pink strip and for salted butter on a blue strip.

4.1 Name: ‘Alheira de Barroso — Montalegre’
4.2 Description: A smoked sausage, made from the pig meat and pig fat of the Bisaro breed or of cross-breeds that must be 50 % Bisaro, poultry meat (chicken, turkey and/or duck), rabbit, and bread, stuffed into a hog casing (small intestine). The meats are seasoned with salt, garlic, chilli pepper powder (regionally known as ‘pimento’) and red bell pepper powder (or ‘pimentão’), parsley, onion and olive oil from the Trás-os-Montes region. The sausage is shaped like a horseshoe with a cylindrical section approximately 3 cm in diameter. It is non-uniform in colour, varying from yellow to brown. When the sausage is cut, the filling is of a uniform yellow/brown colour, and the stuffing appears homogenous although it is possible to distinguish the shreds of meat.
4.3 Geographical area: Due to the special production requirements of these sausages, their flavours, the expertise available and the climatic conditions of the region, the geographical area for processing and packing is limited to the municipality of Montalegre, in the Vila Real district. Taking into consideration the traditional animal feed and existing agricultural production, the geographical area for processing and packing is naturally limited to the municipalities of Boticas, Chaves and Montalegre, in the Vila Real district. The territory consisting of these three municipalities is known and identified as ‘Barroso’.
4.4 Proof of origin: The farms, slaughterhouses and meat-cutting and preparation plants must be licensed, authorised by the group of producers after the private control body has given its approval, and located in the specified production or processing areas respectively. The entire production process, from the farm that produces the raw materials to the place where the product is sold, is subject to a rigorous control system ensuring the product is fully traceable. The pigs are reared in livestock farms possessing an area compatible with traditional, semi-extensive farming systems, where it is possible to produce traditional animal feed. The certification mark on each sausage is numbered, ensuring full traceability to the farm where the product originated. It is possible to prove the origin of the product at any point in the production chain by means of the serial number, which must be indicated on the certification mark.
4.5 Method of production: Alheira de Barroso-Montalegre is made from the meat attached to the bones, flank and trimmings from the butchering of the pigs described above, together with meat from poultry and/or rabbit, cut into pieces. After the meats are chosen, cleaned and cooked, the filling is prepared and the remaining ingredients are added. Once the seasoning is correct, the mixture is stuffed into a hog casing (small intestine). This is then smoked over a low fire using regional firewood, and cured or stabilised. It is placed on the market as a whole sausage and is always pre-packed at the place of origin. Due to the product's characteristics and composition, it cannot be cut or sliced. Special material, which is innocuous and inert when it comes into contact with the product, is used for its packaging. The product may be packed in a normal or controlled atmosphere or in a vacuum. Packing can only be carried out in the geographical processing area so as to ensure traceability and control and to prevent any change to the product's taste and microbiological characteristics.
4.6 Link: Due to climatic, geographic and socio–economic conditions, and the diffícult links with the rest of the country, the diet of the Barroso region was limited to local products, mainly bread, potatoes and pork. References made to taxes on pigs and pork products in various municipal registers, including that of Montalegre, prove that pig-breeding has been important in this area for a very long time. For pork to remain edible throughout the year, ways were discovered to preserve it, and these quickly became ancestral skills passed down from one generation to the next. The preparation of these products is the result of, and is very dependent on, the region's cold and dry climate, which forces every household to keep a fire burning at all times, thus providing unique conditions for smoking, characterised by a light and gradual smoke supply. It was thus that the need to take advantage of and preserve the pig meat provided by the traditional slaughter gave rise to sausages of various shapes, different ingredients and different colours and flavours, but which were always an expression of the local characteristics: the land and its people. In short, the relationship between this product and the geographical area stems from the breed of (indigenous) animal, the local produce fed to these animals, the knowledge to choose the correct pieces of pig meat, the smoking process using regional firewood and the curing process conducted in a very cold and dry environment suitable for preserving the product.

4.1. Name: ‘Cordeiro de Barroso, Anho de Barroso or Cordeiro de leite de Barroso’
4.2. Description: Meat obtained from the cutting of carcases of male or female animals of the ovine species — crosses of Churra Gelga and Bordaleira de Entre Douro e Minho — reared traditionally (i.e. non-intensively) in the area of production, slaughtered at up to four months and with a carcase weight of 4-12 kg. Even simple cooking reveals a meat that is tender, juicy and very tasty, with a typical flavour indissociably linked to the system of production and the type of nutrition of the animals. The carcases fall into three weight groups: A (4.0-7.0 kg), B (7.1-10 kg) or C (10.1-12.0 kg).
4.3. Geographical area: The geographical area of production in which Cordeiro de Barroso lambs are born, reared and slaughtered, the carcases cut and the meat packed comprises the Vila Real district municipalities of Boticas, Chaves, Mondim de Basto, Montalegre, Murça, Ribeira de Pena, Valpaços and Vila Pouca de Aguiar. While the area known as Barroso normally comprises only the municipalities of Boticas, Chaves and Montalegre, in this case the adjoining municipalities above have been added (see above), since they feature the same lamb-farming conditions and produce carcases of the same quality.
4.4. Proof of origin: The geographical indication may not be used unless the carcases come from animals born and reared on farms which satisfy all the following requirements: they must be located in the geographical area of production, they must comply with the animal health and nutrition rules applicable, they must be run in accordance with the specification and must conform to the certification and control system laid down in the Regras de Controlo e Certificação do Cordeiro de Barroso. The certification mark on each package is numbered, allowing the product to be traced at any point in the production chain, i.e. all the way back to the holding.
4.5. Method of production: The meat comes from the cutting of carcases of lambs obtained by crossing Churra Galega with Bordaleira de Entre Douro e Minho The lambs are produced and reared in accordance with traditional methods and slaughtered after 30-120 days at an abattoir which has an approval number, operates in accordance with the legislation applicable, is approved by the European Community, is located within the geographical area of production and is specifically authorised by the producers' group concerned. The animals must be rendered senseless before being slaughtered. Slaughter must take place in uninterrupted batches, with each batch consisting solely of lambs belonging to a single approved producer. A technician from the certifying body, or a duly authorised representative, is always present during slaughter to ensure that the abattoir is operating properly and that the specification is complied with. Immediately after the post mortem inspection that follows slaughter, the carcases or cuts are refrigerated until they are brought down to a temperature of 4 °C or less (± 1 °C). The finishing temperature of 7 °C within the carcase is reached in less than 12 hours, and the relative humidity is kept at 85-90 % until despatch, in accordance with the legislation applicable.
Cutting and packing must take place within the geographical area defined above, failing which traceability and the control of the genuineness and characteristics of the product can no longer, because of the handling of the product, be guaranteed.
4.6. Link: The production of Cordeiro de Barroso meat is closely linked to, and dependent on, the utilisation of fallow land, natural and improved pastures and the spontaneous vegetation of the Barroso region. The existence of a characteristic ecosystem in the region, together with the know-how of the local population, in particular in terms of flock management and control, produces a lamb with characteristics that are specific to the region of production. The latter is characterised by extensive sheepfarming, utilising resources that are highly specific, and this, over the decades, has helped to bring about a traditional type of lamb production. Sheep-rearing has long been practised in the region, being closely linked to the local practice of grazing. Owing to its flavour and texture, Cordeiro de Barroso meat has always been an important local food, especially on feast days. Highly prized within the region, the livestock concerned features prominently in the local traditions of the Barroso, so much so that it is sometimes offered as a gift on special occasions.

Through its control of Speed, CVC will obtain control of SLEC Holdings Limited (SLEC), which is the holding company of the Formula One group of companies. |

The Commission draws attention to the judgement delivered on 30 April 1996 in the ‘CIA Security’ case (C-194/94 — ECR I, p. 2201), in which the Court of Justice ruled that Articles 8 and 9 of Directive 98/34/EC (formerly 83/189/EEC) are to be interpreted as meaning that individuals may rely on them before national courts which must decline to apply a national technical regulation which has not been notified in accordance with the Directive.
This judgement confirms the Commission's communication of 1 October 1986 (OJ C 245, 1.10.1986, p. 4).
Accordingly, breach of the obligation to notify renders the technical regulations concerned inapplicable, and consequently unenforceable against individuals.

The Commission draws attention to the judgement delivered on 30 April 1996 in the ‘CIA Security’ case (C-194/94 — ECR I, p. 2201), in which the Court of Justice ruled that Articles 8 and 9 of Directive 98/34/EC (formerly 83/189/EEC) are to be interpreted as meaning that individuals may rely on them before national courts which must decline to apply a national technical regulation which has not been notified in accordance with the Directive.
This judgement confirms the Commission's communication of 1 October 1986 (OJ C 245, 1.10.1986, p. 4).
Accordingly, breach of the obligation to notify renders the technical regulations concerned inapplicable, and consequently unenforceable against individuals.

P-Lisbon: Operation of scheduled air services
Invitation to tender issued by Portugal under Article 4(1)(d) of Council Regulation (EEC) No 2408/92 in respect of the operation of scheduled air services between Lisbon/Bragança and Bragança/Vila Real/Lisbon

1. Introduction: In pursuance of Article 4(1)(a) of Council Regulation (EEC) No 2408/92 of 23 July 1992 on access for Community air carriers to intra-Community air routes, Portugal has decided to amend the public service obligations imposed in respect of scheduled air services operated between Lisbon/Bragança and Bragança/Vila Real/Lisbon.
Insofar as by 30 November 2005 no air carrier has begun or is about to begin operating scheduled air services on the above-mentioned routes in accordance with the public service obligations imposed and without requesting financial compensation, Portugal has decided, in accordance with the procedure laid down by Article 4(1)(d) of that Regulation, to limit access to those routes to one air carrier only and to offer by public tender the right to operate those services from 31 March 2006.
2. Object of invitation to tender: Operation from 31March 2006 of scheduled air services between Lisbon/Bragança and Bragança/Vila Real/Lisbon.
These services will be provided in accordance with the public service obligations imposed on those routes and published in Official Journal of the European Union C 30 of 7.2.2006 until 16.11.2006.
Please note that, given the special nature of these services, air carriers will have to demonstrate their capacity to operate the service in question with a cabin crew the majority of whom can speak and understand Portuguese.
3. Participation: All air carriers holding a valid operating licence issued by a Member State in accordance with Council Regulation (EEC) No 2407/92 of 23 July 1992 on licensing of air carriers, and an appropriate air carrier's certificate, can operate these services.
4. Procedure: This invitation to tender is subject to points d, e, f, g, h and i of Article 4(1) of Regulation (EEC) No 2408/92.
5. Tender dossier: The complete tender dossier, comprising the specific rules governing the invitation to tender, may be obtained at the price of EUR 100 from: Instituto Nacional da Aviação Civil, Rua B, Edifícios 4, 5 e 6, Aeroporto da Portela 4, P-1749-034 Lisbon.
6. Financial compensation: Tenders submitted must explicitly indicate the amount required by way of compensation for operating the service for 3 years from the scheduled starting date (with an annual breakdown). If the tenders include the operation of flights at weekends, these should not entail any increase in the financial contribution to be borne by the Member State. The financial impact resulting from the operation of flights at weekends (not to be borne by the Member State) will have to be duly explained and justified in the proposal of the tenderer.
The exact amount of compensation finally granted will be determined annually ‘ex post’ on the basis of the proven costs and revenue actually generated by the service, within the limits of the amount given in the tender.
7. Fares: Tenderers' bids must indicate the planned fares, which must be in accordance with the public service obligations published in the Official Journal of the European Union C 30 of 7.2.2006 (16.11.2006).
8. Duration, amendment and termination of contract: The contract shall enter into force on 31 March 2006 and end on 30 March 2009. The performance of the contract shall be subject to an annual examination, in cooperation with the carrier, during June and July. The amount of the financial compensation may be revised in the event of unforeseen changes in the operating conditions.
9. Penalties: Should the carrier be unable to operate the service owing to ‘force majeure’, the amount of the financial compensation may be reduced in proportion to flights not operated.
Should the carrier fail to operate the service for reasons other than ‘force majeure’ or if he fails to fulfil the public service obligations, the Portuguese authorities may:
reduce the amount of the financial compensation in proportion to flights not operated.
10. Submission of tenders: 1. Bids must be submitted by 17:00 on the thirtieth day at the latest following publication of this invitation to tender in the Official Journal of the European Union.
2. Tenders may be delivered by hand — with receipt — to the headquarters of the Instituto Nacional de Aviação Civil, Rua B, Edificios 4, 5 e 6, Aeroporto da Portela 4, P-749-034 Lisboa, between 09:00 and 17:00 hours, or sent by registered letter by the date and time laid down in point 1 above.
11. Validity of invitation to tender: In accordance with the first sentence of Article 4(1)(d) of Regulation (EEC) No 2408/92, the validity of this invitation to tender is subject to the condition that no Community air carrier eligible to operate the service in question presents by 30 November 2005 an application to operate the routes in question as from 31 March 2006, in accordance with the public service obligations imposed, without receiving any financial compensation.
Where one or more carriers apply, by 30 November 2005, to operate these services, satisfying the public service obligations and without requesting compensation, this invitation to tender shall lapse.

CALL FOR PROPOSALS — DG EAC No EAC/65/05
Call for proposals on general activities of observation, analysis and innovation, 2006
(Actions 6.1.2 and 6.2 of the Socrates programme)

1. Objectives and description
On the basis of the Decision of the European Parliament and the Council adopting the second phase of the Community programme Socrates (1), the Commission is inviting proposals for the implementation of ‘General activities of observation and analysis’ (sub-action 6.1.2, points c) and d)) and ‘Innovatory Initiatives responding to emerging needs’ (action 6.2), in the form of measures to improve and facilitate the exchange of information and experiences and the development of innovations in the field of education among the countries participating in the Socrates programme.
2. Priority themes
The Commission is inviting proposals concerning the three following priority themes:

What should be the role and profile of Higher Education in relation to the European social model; |
— |
Better understanding of the phenomenon of poor reading skills and poor readers, in order better to combat the problem; |
— |
Improved evaluation of educational policies focusing on the needs of at-risk groups. |
3. Eligible applicants
Applications for assistance may include, or be made by, establishments in the countries participating in the Socrates programme, i.e.:

the 25 Member States of the European Union |
— |
EFTA and EEA countries: Iceland, Liechtenstein, Norway |
— |
candidate countries: Bulgaria, Romania, Turkey |
Proposals may be submitted by organisations and institutions which are based in the countries participating in the Socrates programme, have the qualifications and experience needed to complete the proposed action, and actively involve, as project partners, establishments in at least six countries participating in the Socrates programme, including the project coordinator's country, and including at least one Member State of the European Union.
The establishments eligible to respond to this call for proposals are classified by type, in accordance with Annex 2 to the call for proposals (‘List of codes to be used in the application’).
4. Budget and duration of projects
The total budget earmarked for the cofinancing of projects is of the order of EUR 3 600 000. Financial assistance from the Commission cannot exceed 75 % of the total eligible costs. The maximum subsidy granted by the Commission will be EUR 220 000 per year.
Activities must start on 1 October 2006. The maximum duration of projects is 24 months.
5. Deadline
Applications for funding must be sent to the Commission no later than 18 April 2006.
