The United Kingdom has decided to modify the public service obligations in respect of the scheduled air services between the Shetland Mainland (Tingwall/Sumburgh) and the islands of Foula, Fair Isle, Out Skerries and Papa Stour as set out in the Notice published in the Official Journal of the European Communities C 394/05 of 30 December 1997, as modified in the Official Journal of the European Communities C 356/3 of 12 December 2000, C 358/07 of 15 December 2001 and C 306/24 of 10 December 2004, pursuant to Article 4(1)(a) of Council Regulation (EEC) No 2408/92 of 23 July 1992 on access for Community air carriers to intra-Community air routes. |

The modified public service obligations are as follows:
The maximum fare on each route may be increased once every year with the prior written consent of Shetland Islands Council in line with the United Kingdom's Retail Price Index (all items) or any successor index to this. No other changes may be made to the fare levels without the prior written consent of Shetland Islands Council. The new maximum fare on each route must be notified to the Civil Aviation Authority and will not enter into force prior to their notification to the European Commission which may then publish them in the Official Journal of the European Union. |

Call for proposals under the multiannual Community Programme on promoting safer use of the Internet and new online technologies (Safer Internet plus)

1. Objectives and description
The European Commission has adopted a Work Programme and a call for proposals to implement the Safer Internet plus Programme (1).
The present call is open for proposals addressing the following actions:
1. Fighting against Illegal Content

2. Tackling unwanted and harmful content

2.1 |
User empowerment (facilitating and coordinating exchanges of views between child welfare specialists and technical experts; work on content rating and quality site labels; contributing to the accessibility of filter technology) |
3. Promoting a Safer Environment
|
3.1 |
Cross-border actions in the field of co-regulation and self-regulation of illegal, harmful and unwanted content of Internet and new online technologies. |
4. Awareness-raising
|
4.1 |
Awareness nodes which will carry out awareness actions and programmes in close cooperation with all relevant actors at national, regional and local levels |
|
4.2 |
Awareness coordinating node |
|
4.3 |
Helplines, where children could raise concerns about illegal and harmful content on the Internet |

Applied research into safety aspects of children's use of new media. |
2. Eligible applicants
Participation in the Safer Internet plus programme is open to legal entities established in the 25 Member States.
It is further open to legal entities established in the candidate countries (Bulgaria, Croatia, Romania, and Turkey), if a bilateral agreement with the relevant country has been concluded to this effect. It may be opened to participation of legal entities established in EFTA States which are contracting parties to the EEA Agreement (Iceland, Liechtenstein, Norway), in accordance with the provisions of that Agreement (2).
Participation of legal entities established in third countries and of international organisations is possible, without financial support from the Community.
3. Budget
The total budget earmarked for co-financing indirect actions is estimated at EUR 9,3 million.
4. Deadline
The deadline for receipt of proposals by the Commission is 24 November 2005 at 17h00 (Luxembourg local time).

All applications must comply with the specifications and conditions described in the full text of the call for proposals, the Work Programme and the Guide for proposers which are available in English on the Commission's abovementioned internet site. These include information on how to prepare and submit proposals.
The evaluation of proposals will be based on the principles of transparency and equality of treatment. It will be carried out by the Commission with the assistance of outside experts. Each submission will be assessed on the basis of the evaluation criteria set out in the Safer Internet plus Work Programme.
All proposals received by the European Commission will be treated in strict confidence.

The European Commission has adopted a Work Programme and a call for proposals to implement the eContentplus Programme (1).

2. Eligible applicants
Participation in the eContentplus programme is open to legal entities established in the 25 Member States.
