(Category A*, Grade A*14-15)

OF THE DIRECTORATE FOR THE REGISTRY, LEGAL AFFAIRS AND ASSISTANCE TO MEMBERS

1.   VACANT POST

The Committee of the Regions has decided to commence the procedure for recruiting a Director (Category A*, Grade A*14 or A*15) in accordance with Article 29 (2) of the Staff Regulations.

The post is as the head of the Directorate for the Registry, Legal Affairs and Assistance to Members.

According to Rule 63 of the Rules of Procedure of the Committee of the Regions, the appointing authority for this post is the Bureau of the Committee of the Regions, acting on a proposal from the Secretary-General.

2.   DUTIES

Under the authority of the Secretary-General, the Director manages the Directorate for the Registry, Legal Affairs and Assistance to Members. The Director is responsible, in particular, for:

organising, coordinating and supervising the work of the different units and services of the Directorate: the Unit for the Registry, Assistance to Members and National Delegations, the Legal Service and the Unit for Internal Information, Visitors and Petitions,

coordinating and supervising the preparation and follow-up of meetings of the Plenary Assembly and the Bureau,

assuring the examination of legal questions in the Committee of the Regions,

initiating and maintaining relations with the other EU institutions and bodies and providing assistance to members, in the different areas of competence of the Directorate,

assuring internal communication within the Directorate and among the Directorates and services of the General Secretariat,

supervising the organisation and maintenance of the archives of the institution and assuring public access to COR documents in accordance with the EU requirements of transparency,

supervising the organisation and functioning of the Visitors Service and the organisation of exhibitions and conferences in the areas of responsibility of the Directorate,

managing the Directorate's budgetary and financial resources; managing human resources and acting as authorising officer within the limits set by the appointing authority.

3.   REQUIREMENTS

A.   General requirements

Candidates should:

be a national of one of the EU Member States,

enjoy full rights as a citizen,

have fulfilled any obligations concerning statutory military service,

produce the necessary character references for performance of the duties concerned.

B.   Specific requirements

University degree or equivalent professional experience

At least 15 years professional experience

Thorough knowledge of the structure and operation of the European Union and its institutions

Wide administrative experience and the ability to perform the duties in accordance with the working methods of a consultative body of the European Communities

Capacity for team leadership and the managing several departments

Thorough knowledge of the various areas of activity of the European Union and of the operations of regional and local authorities in the Member States

Good knowledge of the European Community legal system

Thorough knowledge of one of the official languages of the European Union (1) and a very good knowledge of another of these languages. The knowledge of other official languages will be taken into consideration

Candidates will be selected without distinction as to race, political, philosophical or religious beliefs, gender or sexual orientation and without reference to their marital status or family situation. The Committee of the Regions is an equal opportunities employer.

4.   CONDITIONS OF EMPLOYMENT

The remuneration and conditions of employment are those applied to officials occupying a function corresponding to the standard position of a Director of the European Communities. Any external recruitment (2) will be made at grade A*14.

(2)  For the purpose of classification, the recruitment of any official of the European Communities who has not yet reached grade A*14 shall be considered as an external recruitment.
